ama: east bay lawmakers continue to fight to have the team stay. dan: in nevada, the proposal for a brand-new ballpark is moving forward. thank you for joining us. i'm dan ashley. ama: i am ama daetz. the a's's plan to move to las vegas move forward. there would be up to $380 million of public funding. dan: several lawmakers who publicly ripped the proposal change their votes today when the a's enhanced the community benefits package and items not related to the ballpark were added. ama: legislation is being considered by the assembly. if approved, it would go to the governor, who has vowed to sign it. in washington, d.c., two bay lawmakers introduced what they are calling the moneyball act. the democrats want to make it more expensive for baseball teams like the a's to pack up and move.

the legislation would require baseball team owners seeking to relocate to compensate those they move away from. if owners do not oblige, major league baseball would be subject to antitrust laws they have been exempt from for over a century. dan: thousands of a's fans are gathering at the coliseum and what is being called reverse boycott to show support for the team and call for the owners to sell and keep the team from leaving town. casey pratt joins us live. casey: i am boycott tailgate. everyone has their t-shirts. a's fans raise money to crowd fund a giveaway. it is going nuts out here. everyone is fired up. everyone here has not given up hope. everyone here is trying to save

warmed up, i think will be a huge day for a reverse boycott. no matter what is happening in nevada, everyone here is rocking. ama: casey is still making a statement in his black suit. first lady jill biden is expected to attend several events. she is expected to attend two fundraisers for president biden's 2024 campaign. this is video showing the first lady leaving a class in the castro district. lar tonight, she is expected to deliver remarks at the 30th anniversary celebration to talk about breaking the cycle of gun violence. dan: this comes as two city leaders introduced a measure to make it illegal to carry a gun in most san francisco places. the proposal is being announced by a city leader. the ordinance would redefine city lot to expand places where

firearms are banned like restaurants, hospitals, parks, places of worship and grocery stores. it would be a misdemeanor punishable by up to six months in jail or a $1000 fine. >> i'm tired of thoughts and prayers. i am tired of the memorials. i am tired of the in action by those beholden to the gun lobby. the second amendment is not a suicide pact. we know we need to do to end the vicious cycle of violence in our communities and that is what today is all about. dan: sit lawmakers are considering a similar bill. san francisco already bans the retail sale of firearms and ammunition and prohibits the open carrying of firearms. concealed firearms are not allowed in schools. ama: governor newsom did not hold back against the state's critics during a combative interview which aired last night with fox news.

nominees but will be the leading candidates going into 2028. dan: the man accused of killing three people and injuring nine others in a crime spree across san jose has now been arraigned on murder charges. the 31-year-old was in court today for a third attempt at arraignment. he missed two scheduled hearings refusing to leave his jail cell to attend. police say he went on a rampage earlier this month in the south bay. a carjacking, stabbing striking seven people were stolen vehicles. >> the investigation in this case is ongoing. there is not much more i can say about the details of that investigation but i am confident at the end of the day he will be convicted and spend the rest of his life in custody. dan: an elderly san jose couple were both struck and killed

during the rampage and a 26 or old man was stabbed to death. ama: the man accused of stabbing and killing a tech executive has a new defense team hired by his family. >> can you say if you are feeling better about this new defense team? >> of course she is feeling better. ama: the team includes attorneys out of florida. he is being held without bail. he is accused in the april stabbing death. an attorney withdrew from the case citing a conflict of interest. >> whatever is the past. our position will be our position once we absorb the evidence and make a determination what the best path is. ama: the preliminary hearing is scheduled for july 31. dan: coming up, plans for a new whole foods in san francisco appears to be moving forward after years of controversy. ama: after the break, mayor london breed said it is time for a change.

ama: as we first reported yesterday, the owners of westfield mall are giving up on the downtown san francisco location. dan: the announcement is raising questions and concerns. ama: abc 7 news reporter talk to london breed about the issue and joins us live from the newsroom. >> san francisco is a city founded on innovation and has evolved despite numerous changes. some say it is time for the city by the bay to do it again.

one of the largest mall owners is calling it quits. san francisco has held onto iconic places but some worry it is struggling to evolve and reinvent itself in the face of ongoing challenges like homelessness, drugs and a changing retail landscape. westfield has operated san francisco mall for more than 20 years but is facing a massive drop in sales and the closures of big-name stores. westfield transferred management to its lender who will then appoint someone else to operate the mall. >> even the westfield mall is not really iconic so to say it is part of union square, which is iconic. union square is the second largest shopping district in the world. to see it shrink like this is unfortunate. i think reinvention will be key. hopefully, some investor will come in, right? and make that purchase and help us reinvent. >> london breed said westfield's

changeover is a sign of the times. she said struggling malls and retail stores have been a problem nationwide. she said that piles onto the current problem san francisco faces. she said it is time for change. >> these end-use will remain open but also having conversations with lenders and the business community and others including educational institutions, uc berkeley, stanford, who have an interest in expanding. >> shoppers are mixed about the closures. >> it breaks my heart. it just breaks my heart. >> i got some shorts. a dress. and a shirt and a belt. >> maggie needed to hit the mall after having a baby two months ago. >> it is nice to try on clothes. everyone does a lot of online shopping these days but when you do not know your sizing. >> i do not know where to shop anymore if another mall bites the dost -- dust.

it is hard to find sizes. they like to try things on. it is hard to do when you are shopping online. >> westfield said this san francisco mall's occupancy level has dropped drastically. their national occupancy rate -- suzanne phan. ama: whole foods could finally be coming to a san francisco neighborhood after being on hold for three years. it will be at the city center plaza. city supervisors -- a group it would negatively impact air quality and traffic. officials found that not to be a concern. if approved, the design of the store would have to undergo minor changes. the plan would be approved as early as fall.

to lafayette reservoir, a popular recreational area in the east bay. it will be out with the old and in with the new, a more seismically sound structure in the middle of the reservoir. here is leslie brinkley. >> it might sound trivial, reconstruct a nearly 100-year-old tower to withstand earthquakes in the middle of a reservoir but not when you are dealing with an iconic structure like this tower. a shorter, more seismically safe tower is on the drawing board as utility district proceeds with their plans to replace the original. >> the most recent analysis shows that in the maximum credible area for that location, the tower would probably fail. >> it is a safety issue because the tower is the spillway for the dam. the 170-foot tower was built in 1929 and the reimagining of it makes it 40 feet shorter.

there is some division among those who regularly walk the reservoir. >> it is a landmark that symbolizes this reservoir. it is a landmark that symbolizes this community. the major thing that will think about is cost and budget. >> definitely safety first. who cares about the looks? whatever is safer. >> construction is set to begin in the spring of 2024. it should take about one year to complete. east bay is pledging to minimize disruptions. >> there might be a few days when we have to close the entrances to the park to bring in equipment. the users of the park will see construction going on but most of it will be in the reservoir over the water. >> the city of lafayette issued a statement asking for a new design that has a presence beyond the mere functionality of the tower. design changes could still happen. a public comment session is scheduled for july 26.
