park café. jobina: i thought we had that. drew: there was a pop-out. >> a lot of my friends did it, they are crazed. they took pictures and reenacted the scenes, it looked like fun. jobina: did you reenact scenes? drew: no. my husband is a huge friends fan , i am hopping on the bandwagon like 20 years later. kumasi: we are starting with a look at the forecast. drew: we have a warm day on the way this afternoon, temperatures right now in the mid and upper 50's. we have typical temperatures in the marine layer overhead, what is different as high pressure builds in today, that means the marine layer breaks down pretty fast, between 8:00 and 10:00. here is a live look from the exploratorium camera, bright skies for a lot of us this afternoon and today, it is finally back to average.

it will feel warm after this month has been so cool. 60's along the coast, we will get some sunshine, that will feel nice. around the bay shoreline, in the mid 70's. in the end where we should be, mid-80's by 4:00 p.m. we will look at how long the warm weather will last in a few minutes. jobina: we want to get right to this video we have been following, this is a car fire that was reported shortly after 3:30 this morning. it is northbound 280 right near avalon drive. we were reporting westborough boulevard earlier, it is aligning with both of those areas. it has been upgraded to a sig alert, chp has not confirmed when all lanes will reopen. elsewhere, we are going to look at the map and zoom into a new crash we are following, this is in san francisco as you hop off the bay bridge westbound 80 at 5th street.

speeds down to around 24 miles per hour. kumasi: this morning, able to give the a's $388 million in public funding for a new ballpark in vegas is headed to the nevada governor's desk. it is a huge step in the team's effort to leave oakland, but it is not a done deal just yet. gloria rodriguez is in the newsroom with next steps. gloria: the nevada state legislature approved funding for a ballpark in las vegas. the bill is headed to the states governor, who is expected to sign it. the next major hurdle will be approval by major league baseball owners. the oakland mayor released a statement that read in part the a's have been part of oakland for more than half a century, and they belong in this city. if the a's current ownership wants to move to las vegas, they should seek an expansion team and leave the a's in oakland. the bill the nevada says they will provide funding for a baseball stadium. it does not mention the a's, so the money could theoretically go

to an expansion team. what fans would like us for the a's owner to sell, let a local group buy the rights, then use the money to go to las vegas and build an expansion baseball team. the a's sent a statement thanking members of the nevada state legislature and staff for their hard work on taking the a's to las vegas. >> are getting a first look at results showing what the chp has done in the first six weeks controlling san francisco's tenderloin neighborhood. last month, governor newsom deployed the chp and national guard to the city to crack down on drug sales and drug trafficking. since the start of the operation on may 1, chp has seized more than 4.2 kilos of fat and all, that is enough to potentially kill 2.1 million people. nearly three times the population of the city. the agency has also made 92

west coast dockworkers have reached a labor deal after more than a year of contentious negotiations. this includes workers at the port of oakland. the union, which represents more than 22,000 dockworkers, said the deal will run for six years. it has to be ratified, which could take several months. the specifics of the deal are not clear yet. workers walked off the job a few years ago, closing the port for several days. a similar walkout happened in portland and seattle. in a statement overnight, president biden praised the deal. kumasi: community groups are calling for changes to the proposed oakland city budget to save funding for violence prevention. city council is considering across-the-board cuts to closing multimillion dollar deficit, but the cuts would have a big impact on community groups like courage. it took part in a rally yesterday demanding no cuts to city funding for their programs. part of their work is with young people coming out of prison. >> our organization had over

$600,000, that is a lot of money. we will have to lay people off as a result of the cuts in these are people who live in oakland, born and raised in oakland, people who have been impacted who have transformed their lives and are trying to do something positive for the community. kumasi: the city council president is proposing a more than $2 million increase in funding for violence prevention. >> not to the economy, the federal reserve skipping an interest rate hike this month as it assesses the economy and inflation. the warning is that more rate hikes are likely in the future. jobina: this is the first time in over a year the fed has not raised interest rates. while inflation is still easing, it is quite high. it is around 4% right now. the fed wants it down to 2%, that is why jerome powell said yesterday more hikes could be in the future. >> we do not see continued

kumasi: welcome back. the manager of a morgue at harvard's medical charges for stealing human body parts. we want to tell you some details of the story are disturbing. he and his wife are accused of selling the remains, including heads, brains, skin and bones. court documents show the body parts came from cadavers that were donated to harvard to be used for educational purposes. the manager has been fired and school leaders are calling the case morally reprehensible. a grand jury has indicted a former marine in the chokehold death of a man on a new york subway train. official charges will be unsealed when he is arraigned. the date is expected to be announced sometime today. he was initially arrested on manslaughter charges. it is believed he will be facing one charge of second-degree manslaughter and another charge

for criminally negligent homicide. amanda: we have reported on the struggles in downtown san francisco. it has not recovered from the pandemic like many other cities, but some parts are doing better now than they were before covid. sales tax data shows district to, which includes pacific heights in the marina is generating more money than they did before the pandemic. the manager of taco bar in pacific heights says he believes the neighborhood's overall safety industry cleanliness may have contributed. >> they want to feel secure, safe and continue to do our job. good servers, good quality food and keeping the streets clean, doing our part. amanda: business owners credit fewer vacant storefronts in the area for bringing customers back. san francisco is relaxing its zoning restrictions to make it easier to fill the vacancies in the downtown area. the board of supervisors approved legislation tuesday

jobina: good morning, we are going to zoom in -- stepped all the way off my box -- to south san francisco. the sig alert we have been following all morning northbound 280 at westborough boulevard a d all out-of-the-way. past central avenue, we have a minor slowdown due to a crash. just a heads up on that. metering lights are on, it is going to be a bit of a slower ride into the city because we had an earlier crash on westbound 80 at 5th street. kumasi: san francisco police have a man in custody in connection with last friday's mass shooting. sfpd is telling us they took him into custody last night. he had several warrants out for his arrest from multiple bay area agencies. friday's shooting broke out near the corner of 20 4th avenue, injuring nine people. amanda: oakland a's fans, turned

this incredibly disgusting to see. a group of people that wanted to come to this country for a better tomorrow are essentially misled, then shipped off and told they are someone else's problem. kumasi: in response to yesterday's arrival, governor newsom's office released a statement reading quote contrary to what some may think, california is also a border state. but instead of demonizing asylum-seekers, we focus on working with local communities to support and humanely welcome people. the state is in close communication with the county and city of los angeles and community partners. nonprofits and religious organizations in lar helping to assist those in need. the l.a. mayor says they have plans in place if more arrive. amanda: lithium batteries are being blamed for three recent fires. this when you are seeing ignited at a home in walnut creek on

tuesday. investigators believe a lithium battery sparked a second fire on tuesday, then another both in antioch. the fires were a bike, remote control car" list vacuum cleaner. the fire department has safety tips to prevent the fires. >> we suggest people are doing inventory of rechargeable batteries throughout their home. step number two is to move them, especially the charging operations, to the safest place you can. amanda: the safe places to move lithium batteries include a garage or building outside the home. kumasi: new details about a fire at a self storage facility in san jose. video captured explosions after the fire broke out last night. dustin dorsey

and a half miles from the fire and says there were half-dollar sized pieces of ash falling in his backyard. neighbors closer to the fires a the explosion shook their homes. >> i heard a big explosion, shook the whole house. my cap freaked out, running all over the place -- cat freaked out, running all over the place. my husband ran outside and there was a big plume of smoke. my neighbors thought it was the power plant, but then i started hearing all the noise. kumasi: roads were closed and traffic was delayed as firefighters battled the fire. the cause is under investigation and there were no injuries. amanda: san francisco officials are expecting a budget deficit of nearly $800 million over the next two years. they work out what to cut families living in single room occupancy buildings rallied against proposed cuts, that would impact them. the merrill imposed a $5 billion

it is a must. kumasi: swenson bui san jose-based housing developer. the company was accused of raising the rent of 20 employee tenants by more than 150%, then wrongly evicting six others. they agreed to pay $390,000 attend regular rental law training. they told abc7news it has no comment on the settlement. amanda: san jose city leaders and community partners held a ribbon cutting ceremony for a new housing development. mason terrace will house young people who are transitioning out of the foster care system along with families and seniors. the community has 46 units and half of them will go to former foster children. the mayor says the city needs bigger strategies to target homelessness. >> projects like this are the long-term solution. this is how we stem the flow,

reduce the flow of people into homelessness. amanda: the development is a part of santa clara county's measure a affordable housing bond that was passed in 2016. kumasi: new developments in a state law that is supposed to create accountability and transparency. it prevents officers who are fired for wrongdoing from getting jobs and other police departments. governor newsom's latest budget proposal strips away a key component of the law that makes personnel files of the officers public. it is drawing pushback from the city of antioch, which is in the middle of a police texting scandal. >> had the records related to the investigation up and made public, this scandal would have never been uncovered. the criminal acts demonstrated by the antioch police department and other neighboring law enforcement agencies would have gone unchecked and continued to target and harm black and brown members of our community. kumasi: supporters of the

kumasi: now to the extreme weather across the country. severe storms, millions of people bracing for record heat and some of the worst air quality we have seen in decades.

jobina: overnight, outages from severe weather across the south. more than 100 50,000 customers affected from georgia to texas. the national weather service confirms a tornado caused damage near savannah, georgia. video shows lightning striking a traffic camera in the area, were part of i-95 was shut down due to fallen power lines and in neighboring alabama, a tornado tore through, damaging several homes and businesses. a possible tomato east of dallas shredded a two-story building and damaged cars. dangerous weather also hitting the northeast. a new jersey parks employee was hit by lightning while painting lines on the soccer field. >> he had a pulse and began cpr. once we were in the ambulance and he got a pulse back, he slowly began to gain consciousness. jobina: the worker is expected to survive, meanwhile more smoke from wildfires burning in canada
