a woman in the suv has been detained. she's in the hospital as well. the supervisor says both are from pittsburgh. >> investigators say it was a car to car gunfight that started near pier 39, then came down south to embarcadero and howard streets. >> abc7 spoke with witness we have incredible new video of the shooting including the moment to young girls were hit by one of the suspect vehicles. we are live tonight in san francisco. reporter: this video is incredible. before we show it to you, we do want to warn you some people may find it disturbing. it shows the moments gunshots rang out next to fisherman's wharf and moments later, the two suspect vehicles blowing through an intersection before hitting two young girls on their bikes. new video recorded by a dashcam just blocks away from pier 39 shows the terrifying moments

gunshots rang out. it captures people on the elevated walkway and street below running to safety. other people can be seen ducking for cover behind parked cars. seconds later, vehicles blast through the intersection. on the others of the intersection, a group of four cyclists right across the intersection after the first one crosses the street. the black suv races right through them. the last cyclist in the group can be seen dropping their bike and racing to help the injured cyclists we now know to be a 10 and 16-year-old girl. seconds later as a driver makes a turn, two bicycles can be seen lying in the middle of embarcadero and a group of people huddled around the median. minutes later, the dashcam captures a police car racing to the scene, followed by a fire truck. >> we were in the middle of our set that began at 6:30 p.m. and

we were in the middle of a song, families surrounding us and all of a sudden you start hearing "pops," and it sounded like fireworks. reporter: she was performing at the entrance of pier 39 with her husband when the gunfire erupted and they dropped to the ground. >> in a moment, it just seemed like it just kept going and that just stopped. then suddenly pier 39 was just -- everybody had gone into the storefronts or duct behind things or dropped to the ground. it was the stillness. reporter: the supervisor because it's on the a heart-wrenching day for san francisco. >> it's like an old west shootout as they are driving down, shooting at one another with no regard for surrounding human life and safety. this just adds to the sense that san francisco is a bit out of control, and it is admittedly. reporter: while police believe this is an isolated incident, the supervisor says public safety in the city needs to be

prioritized to help get things under control. which he hopes to get an incoming ballot initiative next year that will focus on increasing the total number of police officers over the next few years. >> these are things that i think feet into the perception of people to believe that they can behave this way in our city. we have ignored our police department for the last five years, where we are severely understaffed. severely. by independent analysis, this is not something in my mind that is debatable. reporter: police say they are still looking for the people that were in that white sedan involved in this shootout. they also say they believe there are many other videos out there that can help them paint a better picture of just what happened out here yesterday evening. if you have any videos of this incident, you are asked to call the san francisco police to plan right away.

dan: so awful to seek. thank you very much. -- see. thank you very much. dion: this comes at a time of increased scrutiny when it comes to safety in san francisco. nine people were injured this month following a shooting in the city's mission district. dan: joining us is insider phil matier. is gun violence getting worse in the city or is that the perception? >> it is both. it is getting worse and there's a perception out there that is more magnified, in part because of this latest incident. and the location. let's be honest about it. if this happened someplace else, we would be shocked. but this happened that fisherman's wharf -- at fisher's wharf. this is going to get more national attention during a time where san francisco's already suffering from empty offices, hotels, and empty retail spreading. this is yet another blow to a city that is staggering trying

to get its footing backup. dion: we talk so often about the return of tourists and how occupancy has been down, we heard from a number of supervisors. what else have you been hearing from city leaders? >> they talk about reimagining downtown and sort of big picture ideas. specifically some of them are saying we've got to do something on the streets now. we can't just sit and talk about, we can turn office buildings into housing. the bottom line i hear repeatedly is, it's got to be safe and it's got to be clean. there are talks about we need to get to the root causes of activities like this and behavior like this. but in the meantime, it's got to be safe and clean. and san francisco right now is grappling with that and has been grappling with that for years now. dan: many are criticizing the police response, that it took too long. the chief says it took four minutes to get police there. what is the disconnect? >> the disconnect is, if you are there, and people are shooting,

four minutes is an eternity. four minutes was pretty realistic. it is a realistic time. there are staffing problems in that area. but the police response -- it was the police response that was good and the fact that nobody was i don't want to be cavalier about that but that is part of it. the are any as the police to have a good idea, to have two suspects in. -- they have two suspects in. they are probably going to have more. it's one thing to arrest people. but prosecuting a case like this is very difficult. you have to identify who did what and when and that is not easy. amidst chaos. so you're looking at that going -- let's charge them with this and that. they will be charged. but the chances of penning something on them, they might say, i was acting in self-defense. then you wind up with discharging a firearm in a public place and possible attempted murder that turns into a self-defense -- it just

becomes very complicated. dion: pier 39 being such a big tourist destination, yesterday, very quick to respond on twitter that this did not happen on our property. you also have to factor in the businesses that were down the street, down the embarcadero. have you spoken to business owners and the impact this is going to have? >> i haven't spoken to business owners in that area because they are still reeling from this. but i have spoken to them in the past. they say it is an added thing. they have street vendors they are competing with that are driving them. they have daily activity with street people and such. this is drawing -- this is going to draw attention to a bigger problem that the city's facing. that's not just emergence down there but all through the downtown. dan: such a shame to see. dion: and something we will continue to follow. dan:7 the abc -- dan: the abc7 news bay area has been sending news alerts.

enableho modifications. dion:wo presidential candidates today are in the bay area. president joe biden is scheduled to attend two campaign fundraisers at thho scott and steve wesley'home just a cou miles away, republican presidential candidate governor ron desantis will be in woodside for his own fundraiser. around 12:30 p.m., air force one landed at moffett field in santa clara county and governor gavin newsom was among those who greeted him. dustin dorsey was also there. reporter: air force one landed here at moffett field just after 12 p.m. this afternoon. president joe biden, visiting the bay area. greeted by a small group, including local and state leaders. this was the first time the president has made his way back to the region after visiting

in january. they greeted him on the tarmac as the president deplaned just after 12:30 p.m. the nasa center director, santa clara county board of supervisors, the san mateo congresswoman and governor gavin newsom, getting handshakes and hellos from president biden. the national climate advisor the director of office of science and technology policy traveled with mr. biden for this visit, focused on climate research funding and west coast campaigning. president joe biden will depart the bay area wednesday. dion: from moffett president biden made his way to the lucy evans nature interpretive center and preserve in palo alto. he toured the preserve and use that as a backdrop to announce $600 million to help coastal communities nationwide to fight the impacts of climate change. the president says his administration is investing in the people and places who have

been hit the hardest. >> the department of energy will announce it is investing more than $2 billion to modernize our electric grid. to be more climate resilient spirit including more than $67 million starting off in california. dion: he says the new investments come on the heels of last year's passage of the largest climate package in u.s. history which includes billions to decrease the risk of wildfires and drought mitigation. dan: new developments on a wildfire in napa county. cal fire says it is fully contained. it started friday and has burned 103 acres. no buildings have been damaged. the cause is still under investigation. it is still sweater weather and much of the -- in much of the bay area. what temperature is about 10 degrees cooler than normal for this time of year. spencer question is here with how -- with the spring chill and when we can expend it to warm up. meteorologist: we have ones

rolling on shore because of this low-pressure system aloft with its counterclockwise circulation bringing us the strong onshore flow and cooler air for this time of year. we've got mph near the coast and they and breezy in other locations as well. the 24 hour temperature change shows as it is cooler in most locations than this time yesterday. 10 degrees cooler than average for this time of year. let's look at the temperatures here. over the inland and east bay, temperatures are in the low 80's. upper 60's to low 70's right now. summer, you can see a little bit of a warm up. will it last? probably not. i will have the seven day forecast a little bit later. dion: sounds good. thank you.

should data caps be outlawed? the ftc is pondering today. and data cap is a limit internet providers place on the amount of data a client can use each month. the fcc's chairperson says internet access is no longer something that is nice to have, it is a need for everyone to have. so the commission is looking at its own authority to challenge companies who use the caps to consumers more or throttled by consumers'usage. if you think data caps are fine or if you think they should be dropped, let the fcc no. i've posted a link where you can do just that on our website. online groceries were all the rage during the pandemic and there are plenty of consumers who swear by the online supermarket shopping. but the number is probably not nearly as high as you may think it is. a new report says only 12%

>> building a better bay area. moving forward. finding solutions. this is abc7 news. ♪ dan: a year ago today, a 32-year-old doris was shot and killed in san francisco's marina district. police have several leads but none have led to an arrest. we have more on the unsolved murder of samuel. reporter: today there were no flowers or a memorial outside the building where samuel was shot and killed in the marina district, only a few neighbors remember that night june 19th, 2022. >> it was very concerning to say the least. this is typically a pretty quiet neighborhood. not even a lot of car break-ins.

reporter: samuel was walking when he encountered someone in this jeep cherokee. he approached the vehicle. some words were exchanged. and as he was walking away, he was shot twice in the chest. >> they do have the murder on video. the whole thing. reporter: police have not released that surveillance video taken from across the street. >> despite all the information and a $50,000 reward, the case has not been solved. his mother told me in recent days she has sent sf pretty several messages but hasn't heard back. today to talk to us, the parents last spoken april. >> the problem is there are so money out there responsible for this. multiple people were in the car. this person needs to be behind bars before this happens to another family. >> this is what the police chief told us two months ago. >> you don't give up on these

cases. of the evidence takes us to an arrest, we will definitely make that arrest. we still have more work to do. >> there needs to be a certain level of justice that is upheld. this cannot happen. >> developing news a summer from -- submersible vessel has gone missing near the wreckage of the titanic. it disappeared in a remote area 900 miles east of cape cod yesterday afternoon. u.s. coast guard is leading the search for the submarine. this is footage of the submarine as it cruises above water. ocean gate expeditions has confirmed its ceo is on board. he is a graduate of the haas business school at uc berkeley. we have the latest on the search. reporter: a dire search-and-rescue operation to locate a small submarine that went missing to bring a tourist expedition to the titanic. >> we are working very closely

at this point to make sure that we are doing everything that we can do to locate the submersible and rescue those on board. reporter: the u.s. coast guard, sharon on monday submersible disappeared during an expedition from canada about 900 miles east of cape cod, massachusetts, set to explore the infamous 1912 titanic wreck in the north atlantic ocean. the submersible was deployed from a ship, the polar prince. after an hour and 45 minutes, the coast guard says it lost contact with the vessel. they have a surface and aerial search on going as they work with the canadian authorities to find this missing vessel. >> it is a remote area. and it is a challenge to conduct a search in that remote area. reporter: according to ocean get expeditions, the submersible is a titan that holds five

crewmembers including the pilot. that can travel to a depth of 15,000 feet with enough oxygen for 96 hours for the crew. the website advertises a seven night voyage to the titanic for 250 thousand dollars per person. >> the longer this goes on, the more at risk the people inside the submersible are. reporter: the company "our entire focus is on the crewmembers in the submersible and their families. we are working toward the safe return." dion: a show continues to light up the night sky on hawaii's big island. that is lava spewing from kilauea in a closed area of the volcano's national park. it began erupting june 7 after a three month pause. the observatory recently the alert level from morning to watch because no infrastructure is threatened.

even with our record snowpack this year, it'll be critical of track how much of the water will actually be -- we will be able to keep and capture. spencer christian joins us with a look at the technology that is able to do just that. meteorologist: for the first time, nasa is able to measure not just the water flowing into our lakes and reservoirs, but the invisible water flowing underground. this is all being done from space. if you want to know how much pressure runoff is trickling into our water supply from the snowpack in the sierra, you can start with a long pole and set of snowshoes. but while the official snow surveys are vital for planning our water use, they can't actually pinpoint how much of it is making its way underground. enter two pairs of satellites known as grace and grace follow on which work as a tagteam according to the scientists of nasa's jet proposing

laboratory in pasadena. >> as the satellite it is pointing down at the earth. the satellites are completely different. there is no instrument long enough. satellite themselves -- satellites themselves are the instruments. meteorologist: they work by chasing each other around the earth. when an increase in surface gravity pulls on one satellite, the other satellite detects it by measuring the changes in distance between them. one of the biggest variables in surface gravity on earth? you guessed it. water. >> water is the only thing that can move fast enough and is heavy enough to actually cause changes in gravity. meteorologist: that includes deep underground flows. slowly percolating through the ground in porous rock formations on the sierra. with enough high-powered analysis, researchers say the satellites are able to detect how much runoff is flowing into the vital groundwater of california's central valley.

recent studies found that total is equal to about 10% of all the water that reaches the area. including rivers and rainfall. nasa researchers believe understanding those margins can be critical in the face of climate change. >> that relatively small change when you are talking about fractions of water that are available for humans, those changes in climate can have big impacts on that small amount of water available for human beings. meteorologist: and those changes are already here. a recent nasa study found levels of groundwater fluctuate more significantly between wet and dry years than previously known including the potential impact of our record snowpack herein -- here in california. >> we are going to see how much ends up back in the round. meteorologist: right now the chase in space is on. generating critical data about the water flowing here on earth. even if there is a flow into the central valley,

it could take years to replenish the aquifers. researchers estimate the central valley lost nearly 2 million acre-feet of water during the last decade and a half which include multiple drop cycles. -- drought cycles. but we've got this technology now. dion: really remarkable. the diploma dispute making headlines. dan: it involves a celebration that took an unexpected turn. a look at the dance that

dion: time for the four at 4:00. we start with a graduate who was denied her diploma after dancing on stage. take a look at this. the 17-year-old is seen doing the popular dance called the gritty across the stage. she says the principal refused to give her the diploma until after the ceremony because people left. -- people laughed. >> i thought it was really unfair. diplomas were also withheld. the school district responded saying they don't condone withholding earned diplomas based on family members cheering for the graduates and they are looking into the matter. before we got into discussion, who knows what a gritty is? >> i have to look it up. [laughter] dan: that is silly. it was not obscene. come on. >> it was the crowd laughter. dion: it's a celebration.

dan: it was harmless. and now you marred the day. >> talk about someone who can't take a joke. dion: that's what it feels like. >> unbelievable. dan: i agree. would you rather live a simpler life? one in which tech took a much less prevalent role? for many older millennials and gen x'er is yes. they asked whether people would like to return to a time before society was plugged in. 77% of americans age 35-54 said they would. that is the highest of any group. 63% of 18-34-year-old's favor a less tech heavy lifestyle. boomers here. [laughter] i must confess. i sometimes think about that. because life has gotten awfully fast. sometimes the simple pleasures make things very enjoyable.

grimace has apparently become an online sensation and an lgbtq icon thanks to a new ad campaign. all of this started with a campaign june 12 to celebrate gr imace's 52nd birthday. they are offering a special grimace birthday meal. social media intern responded in a big way with many considering grimace a queer icon since his birthday falls during pride month. i was very curious about what grimace was. i had to look it up. it says online he is a purple creature of indeterminate species. now he's having a resurgence in popularity. >> a lovable blog. >> it is all in good fun. >> he's the right color for this month. no doubt about that. i didn't even know there was a grimace. >> i do remember grimace.

dan: quite a sight yesterday at one of the most popularurfing spots in santa cruz. they posted this on twitter showing a sea otter climbing atop his surfboard not far from the beach. woodward is a santa cruz native and he has never seen anything like this before. he says the otter seemed calm and friendly and checked out several boards before settling on the blue one. it attracted quite a crowd of onlookers up on westcliff drive. he just wanted to hang 10. dion: he looks so comfortable, too. great weather to do surfing. dan: that's true. spencer is back with the forecast. a little bit cooler. meteorologist: just a tad and quite breezy out there as well. today's especially breezy. here's what's triggering the weather pattern. you can see an area of low pressure swirling

rehearsals. >> we have four days to put this all together. reporter: this is the international pride orchestra made up of some 87 coming from as far away as new zealand and peru. thursday they had their first performance. >> coming together specifically to raise awareness and funds for the queer community and organizations doing really important work to support the lgbtq plus community. reporter: proceeds are set to benefit local nonprofit lyrics center. >> to be able to help those kids in some way is really important. reporter: they say it's not just the cause that's been rewarding but also the experience itself. >> everybody accepts you without reservation and it's a little terrifying and intimidating because i'm not used to it. but it's beautiful at the same time. reporter: he came from maryland to play in this orchestra. an active member of the military he joined one don't ask don't
