passing by chrissy field right now. it just went by. of course. we have team coverage tonight on the president's local events and activities. >> we will begin with suzanne phan it chrissy field where the president arrived and zipped past moments ago. >> just moments ago and there is a lot going on here. both sides of the street we have hundreds of people, obviously waiting for the motorcade that just passed and now i hear the blades of the helicopters in the aircraft getting ready to leave. i can tell you people have been out here all afternoon, a lot did not know what was going on here but they saw the aircraft and were in awe. they saw the osprey aircraft and marine one. they saw the motorcade pass. it was definitely an eventful afternoon. >> i actually heard choppers, they were quite loud going over the bay.

i thought it was a routine coast guard exercise but when i saw those giant osprey helicopters i was like oh my god something is happening. >> i did not realize, until i saw so many cars. so much attention. that is amazing. motorcycles and cars it is impressive. >> did you come down here specifically for this? >> no i didn't i was just shopping. and i saw this going on. so i waited for minutes. >> that is pretty cool we were not expecting that today it was a nice surprise, we saw the helicopters come in. we do not expect this kind of event. we saw he was in town and are pretty excited to see him. >> i am thrilled that he is gearing up to state an office because that is where we need him. >> i am from oregon and we are dealing with similar issues and

wanting to protect rights for all people and take care of our communities and environment. i am thrilled he is here. >> what a sight to see. you can see the helicopters taking off, you can see the osprey aircraft and at this time of day particularly seeing all of this aircraft, beside the golden gate bridge and the blue water and all these people standing around taking it all in. it is quite something. all of these people here, many did not know the president was going to be here at chrissy field today. many were running or walking or heading up towards sports basement here wondering why barricades were up. they were told they would have to turn around and then many of them did learn later on that the president planned on stopping here to take aircraft over. he had just returned and has since taken the motorcade back to where he is going. that is the latest live here at chrissy field sending it back to you. >> thank you very much.

>> one of president biden's stops today was in the north bay for a fundraiser, we sat part of his aerial convoy arrived and then the motorcade carrying him to an event in kentfield. people lined up hoping to see them, some even put their plans on dead day for hold. >> i am beside myself, i have love joe biden my entire life. i am missing a canasta lesson to be here. i am so excited and thrilled. >> the president is scheduled to wrap up his trip to the bay area tomorrow and has more fundraising events planned for illinois and maryland. before his fundraising events the future of artificial intelligence was a made item on his agenda today. he sat down with ai researchers and experts from here in the bay area to talk with the benefits and risks of the technology. zach fuentes spoke with a member -- number member of the president's cabinet. >> artificial intelligence is developing quickly while the benefits are being discovered the risks are also being weighed.

design in the use of ai. in may we announced a new strategy for funding in response -- for responsible ai development. >> tech expert and san jose state professor says while there have been positive steps at the federal level there is still more to be done. >> we need a standard for ai. we can create our own standards in the united states. but what about if this ai is coming from a different country? europe has their own standards, china already has their own framework. this universal standard, that is what we need. >> what the doctor says is underway. >> we are working with congress on legislation and with our partners around the world because this is going to be a global challenge. >> in san francisco zach fuentes abc7news. >> at the beginning of that ai event in san francisco the president expressed words of love and support following his son's plea agreement on tax and gun charges. >> i am proud of my son. >> the president and first lady say hunter biden is continuing

to rebuild his life. we learned today that hunter biden will plead guilty to two tax misdemeanors and has struck a deal with federal prosecutors to resolve a charge of possessing a gun as a drug user. but it does not mean republicans are done with their own probe. politico, white house and washington reporter daniel littman spoke with all of us about this at 3 p.m. on our program. >> they want to exact as much political carnage as possible and they still are trying to prove that hunter biden's work for that ukrainian energy company influenced the biden administration -- the obama administration's policy on ukraine but that is going to be a hard case to prove. >> the justice department has agreed to recommend probation although penalties are ultimately up to a judge. >> right now and update from the abc7news i team the catholic diocese of oakland has filed a motion in federal bankruptcy court as it faces hundreds of new sexual abuse lawsuits. >> abc7news i team reporter dan

noyes is back from court. >> a state law gave survivors of sexual abuse by clergy until this past december 31 to file lawsuits. no matter how long ago the abuse happened. so many new claims came in and drove the diocese to bankruptcy. >> calling line roman catholic bishop of oakland, case number 23 -- >> the attorney for the catholic diocese of oakland first raise the issue at a hearing earlier this month. >> the notice and confidentiality has to do with what names will be made public. >> then she filed this motion to keep the names and contact information of priests and other diocese's staff who may have committed child sexual abuse confidential. to avoid the risk of identity theft or harassment. >> we have 52 new names so far. >> but survivors of energy sexual abuse were there for the hearing today pointing out that oakland bishop michael barber, despite claims of transparency and concern for victims, has

failed to release important information even on recent cases. >> not one memo has gone out to the parishioners of oakland saying hey, father so-and-so it been accused. that means there has been no outreach so this is a sham. >> they give lip service to that but when it comes time to actually take actions, to be transparent in their words, their are as transparent as a brick wall. >> the catholic diocese of oakland has posted photos of 21 priests who have been credibly accused of sexual abuse and the names of dozens more problem priests and deacons from outside the diocese who lived in oakland. older cases. but court documents show as of may 4 they are facing 330 two separate active lawsuits. now the church is also seeking confidentiality for church officials who may have covered up the criminal acts. >> that has never been requested before in my experience and diocese cases we have never seen

>> according to the study the fundamental problem, rents are too high. there is a big disparity between income and the cost to rent. for example a one bedroom apartment in california. we know that but it seems the problems are much worse and there were things in this report that surprised us. one can easily follow the people living in trailers along lake merced boulevard in san francisco and find that most share some of the same unforeseen circumstances that brought them here. >> i don't have a job, got into a serious motorcycle accident a few years ago i was hospitalized. >> even when we did have a job and tried to look for housing it was impossible. >> the homelessness and housing initiative conducted a study which surveyed more than 3000 homeless people in california. >> what we learned as they lost their housing. mostly because they could not afford their rent.>> surprising0

homeless people lost their homes while living in california, dispelling the myth that they migrated here. 75% state in the same county, 66% were born in california. the median age w black and native american groups were overrepresented, even though their overall populio numbers are low. while california is home to 12% of the entire u.s. population, the state has 30% of the nation's homeless population. >> we learned that about one in five people came directly from an institution. things like jails, prisons, drug treatment, hospitals. that is not surprising in something we knew. these are high-risk situations. >> the study suggests a greater focus on housing and that the poorest people in housing can afford. >> if affordable housing is an apartment for $1000 a month, but someone's household income is $960 a month that is not cheap

enough. >> takes james who works selling cobblestones and can only afford to live in a trailer. >> that is how i survived but for a lot of other people i don't know how they do it. >> so 66% of those were homeless said we were depressed, suffered from anxiety or had problems concentrating. the study found these issues tend to make it harder to get out of homelessness. in the newsroom leanne melendez abc7news. >> interesting. thank you. >> the mayors of san francisco and oakland say they need to reimagine the future of their cities. they appeared at a bay area council conference today, ryan curry explains why both say their cities are equipped to handle these challenges. >> the mayors say the bay area faces some of its toughest challenges to date. at a conference with the bay area council tuesday, both touched on the pandemic recovery, homelessness and crime. they say they are confident the best days are ahead. >> know it is not perfect. this is a major city.

as any other major city has its challenges, it is filled with hope and possibility. it is usually the place where innovation starts. >> the biggest talking point from both mayors was about the future of downtown. ever since the pandemic both cities see a growing number of empty office space. they say not many are in the office all five days which causes the economies of downtowns to suffer, retail chains arch -- closing locations in both cities. >> people are working from home. that is the new normal. but the idea is how do we make them feel safe downtown so they can work from home in our downtown. so they can support our small businesses. >> both mayors say they need to reimagine the future of their cities downtowns. the mayor says in terms of making oakland save her she is proposing more city ambassadors on the streets. >> the ambassadors are directly connected to opd, so these are people who are on the streets really talking to the communities and businesses and if they see crime that is active

happening they can call opd. >> but they acknowledge changes will take time and in order to make the right changes they say they need all city officials, residents and companies working in these cities to come together >> these stories are not the stories that should be defining our cities. it should be the work you all are doing, it should be the work we are trying to do together to bring our cities back. >> ryan curry abc7news. >> also speaking at today's event was abc7news insider. >> it is probably one of the biggest issues facing california as a state. los angeles and in particular san francisco is are you going to solve the homeless problem because for years we told ourselves we could. we had all the money and talent and intelligence, it was inconceivable we couldn't. >> he is here in the studio with us to talk about solving homelessness. how realistic a goal, how can we improve that issue and how can we realistic about it? >> that is not necessarily

something that can be done in the same sentence. a recent report from san francisco taking a look at the homeless situation and what can be done, said if we spent $672 million over the next five years, about $120 million a year , in addition to the money we are already spending, we might be able to reduce the homeless population by half. maybe by half. bhutto also require -- it would also require an ongoing expense for services and such. that would bring the total to about $889 million a year. in san francisco to just cut the homeless number in half. >> remember when we doubled spending when the proposition passed, that did not alleviate homelessness. >> exactly. the question is even if you can imagine it or have a plan can you afford it. what you need to do in order to raise that kind of money is raise taxes, the voters will go to the ballot and raise taxes.

are they going to raise taxes on businesses, once the businesses see those taxes they say i think will go someplace else. how do we get through it, it is very tough. i am not sure it can be solved at this point. >> really? >> let's talk about public safety. that is a huge issue that rolling gun battle at pier 39. is it really as simple as more officers equals less crime? >> not necessarily more officers equals less crime but more police presence or ambassador presence on the street will decrease anxiety. you are not going to be able to stop random acts of violence from occurring here or anywhere. but if the people are on the streets and they feel like they are safe that is what you're trying to do. they're trying to increase the ambassadors, decrease the car break-ins and such at those places where people go. >> and change their perception. >> yes because we have to sell the city back to the people.

the people from the suburbs and out of the country come here now to feel good. we have got to bring that back. we can't take it for granted that this is a place everybody wants to go. back to your question about solving the homelessness, i am not sure we can solve it but we might have to settle with managing. >> let's talk about mayor london breed it, she is under so much pressure and criticism how is she doing? >> not well. a recent poll part of the chamber of commerce look at san francisco found her approval ratings at 36%. that is not good at all and three out of four voters think the city is on the wrong track. only 22% think she is up for reelection. the next couple of months are going to be key for her because if she does not turn it around or turn the perception of the city around she has a problem on her hands. >> alright thank you for your insight. >> coming up next, get a look at

it went missing on sunday while on an excursion to view the wreckage of the titanic. >> the company behind this expedition says the submersible is equipped with up to 96 hours of oxygen meeting the people have until early thursday morning until that oxygen is expected to run out. abc news reporter has the latest on the search. >> an urgent search is underway in the north atlantic ocean near the wreckage site of the titanic. a submersible with five on board including the pilot lost communication on sunday nearly two hours after they set off on what was supposed to be an eight to 10 hour round-trip expedition. >> all of our efforts are focused on finding the sub. >> a french vessel with an exploration robot on board capable of diving up to 12,000 feet is joining the search alongside the u.s. navy and u.s. and canadian coast guard guards. american searchers say crews have already completed an extensive search above and below the water, covering an area larger than the state of connecticut.

reestablish contact with the vessel. abc 7 news los angeles. >> san jose police now tell us the driver involved in a fatal crash early this morning actually returned to the scene after the incident. it happened before 6:00 a.m. between capital and allen rock avenues, the driver hit and killed someone who was lying down in a bike lane as she was parking. police say the driver was cooperative. the davis stabbing spree suspect will go through a competency trial, it will determine if carlos dominguez can stand trial. today a court appointed doctor found him not competent, he blurted out quote i just wanted to say i am sorry and i am guilty during the hearing. the former u.c. davis student is accused of stabbing three people killing two. >> about an hour ago san francisco police released new details about their investigation into that rolling gun battle along the embarcadero on father's day.

the person who is under arrest is a 28-year-old pittsburgh man named lee haywood he was in a black suv involved in the shootout. he is hospitalized with life-threatening injuries. a 23-year-old woman who was with him has been released from the hospital and is not under arrest. police are still looking for the people who were in the other car. today abc 7 news reporter spoke with mayor london breed for the first time about what happened. >> 66 degrees, clear skies and a giants game on the agenda. >> we are going to go see alcatraz and then tonight a giants game. >> just two days after a car to car rolling gun battle which started just outside of pier leaving a total of six people hurt along the embarcadero. the popular tourist destination it had no shortage of visitors from across the world. >> i feel safe. i don't feel bad or worried at all. >> if i wasn't comfortable i would not be here with my family, i am here with my mother, my wife and my kids.

schoolteacher as the school year is winding down. a wells fargo imposter swindled her out of $20,000. >> a huge loss and she says her real bang to not try to stop it. >> 7 on your side's michael finney is here. >> this is heart wrenching. it is unbelievable, this teacher had just in his class for the year when the imposter struck. in the middle of the scam she actually drove to a wells fargo branch hoping to stop the thieves, instead she says the bankers told her they were too busy to help. >> complete and utter panic. >> she still feels the skate -- sting of the scam. >> i had tears running down my face, i was literally shaking. >> it happened as her students were finishing final exams, her cell phone rang and the caller id said wells fargo bank. >> i'm calling from wells fargo we are investigating some fraud going on right now. are you trying to wire $20,000 from your savings account?

i said i am not. >> the man on the phone told her she better wire the $20,000 to the bank's fraud department where it would be safe. >> i said ok walk me through this. and when that was done she said there is another wire fraud transfer coming in right now in the form of 5000 from your savings. >> so she followed instructions and wired $5,000 more. >> as i see the money leave my account he said it is ok, it's in our fraud department. >> then the man said someone was trying to get another $3500 through her cell account and believed him. >> i panicked that someone somewhere in the world had access to all of my money. >> she drove to the nearest wells fargo branch with the man still on the phone and told the teller someone was attacking her account. silently the teller warned her at the thief was actually the man on the phone. >> she nodded to me it is not wells fargo and i panicked.

>> she pleaded with bank employees to stop the transfers it to her shocked no one would help. >> i am sorry we are busy, we are backed up with appointments back to back. you need to go to another branch. but we can't help you here. i was dumbfounded like how can you not help? >> you have a woman in the process of being defrauded with tears coming down her eyes and you send her away? >> she raced across town to another branch. it took me a ton of time to get through traffic and the roadwork that they are doing on crow canyon road. >> the bankers saw her in tears, responded quickly and managed to stop the $5,000 wire transfer but the $20,000, too late. it was gone. wells fargo denied anne's claim for reimbursement and called her to say she authorize the transaction. >> they were just like no sorry wells fargo would never call you, and i said you just called me from wells fargo.

>> we asked wells fargo why bankers said they were too busy instead of trying to stop the fraud. the bank did not respond exactly but said we strive to do all that we can to support scam victims. we take the situation seriously and provide options including our fraud team contact information. >> you send her away. yeah, that is what disappointed me the most. >> these scams use a lot of the same tricks like fake caller id. remember the caller id you see on your phone is easily fake, never trust it. you have got to verify who is really calling you, your bank will never ask you to wire money for any reason at all. if you hear that, it is an alarm bell. it is a scam. do not wire money. when you wire money you cannot get it back it is gone. >> they get you going and you take the bait. i can't believe the bank sent her away.
