while search efforts continue here at this point, it is unlikely anyone will be found alive. kumasi: we are checking in with claire rodriguez with what we are learning about the people on board. one of the tourists has ties to the bay area. gloria: at least one of the five people has ties to the bay area. abc7 talk to someone who knows him and we are learning more about those inside the missing titanic sub that went missing on sunday. phil diamond is the president of a nonprofit research organization based in mountain view. he says one of the institute's trustees and his son are two of the five on the missing sub. while he is based in says he travels back and forth between u.k. and the bay area. >> he was at our board meeting and april and telling me about this trip. he was very excited about it.

he faces gun charges but is in hospital. she phil scott to gave a police commission meeting. >> is shooting -- this started at stockton beach. we know there was some type of dispute. this was a horrific incident. our offices got there in four minutes and there were numerous calls that came in. that investigation is ongoing. there are a lot of videos our investigators are trying to go through. reggie: police are looking for people in the second car involved in the shooting. kumasi: san francisco's mayor is reporting progress in regards to open-air drug markets. the joint enforcement team in place has seized more than 132 pounds of fentanyl which amounts to 30 million legal -- 30 million with photos this. this is an increase over last year.

the joint enforcement team includes chp and california national guard. leaders in santa clara county are taking steps to control the fentanyl crisis. according to the medical examiner's office, the county recorded its biggest month to month jump in fentanyl deaths ever after averaging 13 deaths a month through april. 41 people died from fentanyl in may. the county is working on increased public outreach on the dangers of the drug. the behavioral health services department is focusing on treatment and prevention. >> santa clara county received funding to the opioid settlement agreement and on june 6 we presented a plan to be board of supervisors for how we are going to use those funds specific to the opioid epidemic. kumasi: this expanding treatment and prevention programs through schools, distributing fentanyl

kumasi: crews have closed the left exit to treasure island from the upper deck of the bay bridge. if you want to get to the island, drive through the tunnel and take the new exit on the right side of the bridge. the exit will give you access to treasure island and -- island. they left exit will be close for several years. the transportation authority is doing construction to make it safer encase there is any earthquake. this is part of a project to improve eight different roads and bridges. in san jose, a community meeting to address the number one cause of deadly and severe injury crashes, speeding. a neighborhood organization is raising awareness. the city says district four and district five in east san jose

reggie: a new report is raising concerns about the education of american children after the pandemic. the average test scores for 13 euros -- 13-year-olds have declined even after schools reopen for in-person learning. last year's test scores were down four points in reading and nine points in math compared to 2019. there is also a racial disparity with black children seeing a larger decline in scores compared to other groups. the first ever san jose sharks player to have his number retired is returning to the team. patrick marleau is coming back. the organization did not give any details other than sharing a video suggesting he will be part of the front office.

kumasi: in washington, the man accused in a deadly shooting a music festival told investigators he took mushrooms and was hallucinating when he opened fire. he has been identified as james kelly. documents show kelly and his girlfriend left the gorge, theater and went to his car and that is when he took out a gun and started shooting. two people died, three other people got hurt, including his girlfriend. he said he was hallucinating and thought of the world was coming to an end. his girlfriend called 911. it is not clear how the gun got past security. >> the security -- the details of what that security is, i'm not certain. it is a private security company that works for the live nation venue. kumasi: no bond has been set. reggie: san francisco is in the middle of a hiring crisis. according to a report, it is
