we have the latest on the reopening of interstate 95 just 12 days after a tanker explosion that caused part of the freeway to collapse. >> take a look at this live shot. a few hours from now, vehicles will be able to get back on the road. crews have been working around the clock on repairs. we are on the scene there this morning. >> we're going to begin with a sub disaster. debris field has been found near the wreckage after an explosion killed the five people on board. transportation correspondent gio benitez starts us off from halifax nova scotia. good morning, gio. >> reporter: george, good morning. yeah, the evidence seems to be pointing to the implosion happening on sunday when they lost contact with the mother ship about an hour and 45 minutes into that dive. now the heart broken family, they have made their way to new foundland. we spoke with some of them overnight. this morning a recovery mission now under way after a tragic ending. the coast guard saying a catastrophic implosion destroyed the missing sub and took the lives of the five people on

board. >> the debris is consistent with a catastrophic loss of the pressure chamber. on behalf of the united states coast guard and the entire unified command, i offer my deepest condolences to the families. >> reporter: a robot off the horizon arctic finding the debris field, 1600 feet on the sea floor, over two miles below the surface. >> it's in an area where there is not any debris of titanic and consistent with the location of last communication for an implosion in the water column. >> reporter: the robot finding five major pieces of debris making it clear it was the titan submersible, including the nose cone along with the front and back end of the pressure hull. the sound of the collapse so loud that the navy now says an under water acoustic detection system heard what was likely the implosion of the titan sunday

around the time the sub lost contact with the mother ship, immediately sharing that information with the coast guard for analysis. the sub, essentially collapsing inward under the extreme pressure, which is the 12,500 feet under water is about 370 times the pressure at sea level. >> the pressure at that depth will crush anything. there's no surviving outside the submarine. it's going to be instantaneous. >> reporter: now it turns out there were concerns within the industry since at least 2018 especially over using carbon fiber and titanium to make the experimental sub. >> carbon fiber is a miraculous material. it's what we're using to build next generation airplanes. but it's not particularly well understood how it works over time in terms of fatigue at depth and in extreme cold. >> reporter: a former employee warned about the issue with that carbon fiber exterior in 2018 court filings, saying tiny cracks could become bigger and bigger the farther down it went into that extreme pressure. and the more often it went there. writing the vessel should not have been used beyond 4,000 feet.

the titan went to 12,500. that dispute, which was part of a wrongful termination lawsuit settling out of court. the ceo and founder of ocean gate expeditions, stockton rush, who passed in the explosion, talking to a mexican actor in 2021, painting himself as a maverick, unafraid of taking risks. >> i'd like to be remembered as an innovator. i think it was general mcarthur said you're remembered for the rules you break. i have broken some rules to ma this. i think i have broken them with logic and good engineering behind me, carbon fiber and titanium. there's a rule you don't do that. well, i did. >> reporter: the titan was the only submersible like it to not be certified. something ocean gate acknowledged on its own website. now the families of those lost sharing their words of heart break. businessman shahzada and his son suleman both killed on board. shahzada's brother speaking to abc news over night. >> he was a guy who wanted to go out there.

even though he himself pushed himself. >> reporter: his nephew, a teenager who touched many lives. >> he was so filled with gratitude. he showed it. >> reporter: also lost, ph nargeolet an expert on the titanic. his daughter saying she found comfort because he was in the place he loved most. and british billionaire and explorer hamish harding who was known as a loving husband and dedicated father. something that may provide a little bit of solace, the pressure was so intense down there it all would have happened in less than a nano second. they would never have known what was happening to them. i can't help but think the titanic, that's the story that's captivated our attention 111 years. 1,500 souls were lost. now in that very same spot, it has claimed five more. >> that is really something. in the next hour we'll speak

live with bob ballard, explorer who discovered the titanic wreckage, and with james cameron. we're going to turn to the severe weather alert. a disaster emergency weather declaration in colorado as they clean up from the deadly tornado in matador texas. that's where faith abubey is with us this morning. good morning to you, faith. >> good morning, lara. damage survey scenes have been on the ground looking at the damage here. they still need more time in order to do more analysis and determine the strength of the tornado. but you can see the damage all around us. then over there. we are told it was the neighborhood dollar store. just like many of the homes and properties here, it's been torn to shreds. overnight a disaster emergency declaration in colorado. >> it ripped everything up. >> reporter: four counties south and east of denver hit hard by heavy rain, hail and flooding. time lapse video showing a possible tornado moving to the city of centennial.

a tornado confirmed at highlands ranch, damaging buildings and taking down trees. cars losing control and crashing. aerial footage showing roof tops ripped apart. while here in matador, texas, search and rescue efforts turning into a cleanup operation. parts of the community levelled after a deadly tornado ripped through the area killing four people and injuring 15 others. >> unreal moment, seeing everything flattened. >> reporter: the storm cut a path of destruction through the small texas town. >> nothing like this has ever happened to us. everything was great yesterday and then boom. >> reporter: an ems worker now salvaging what she can after the tornado tore her two story home to shreds. >> this morning the reality just slapped us in the face. >> reporter: what was that like? >> i can't describe it. can't. we have nothing. >> reporter: and the recovery efforts continue here this

morning. but getting the power back on is a bit of a challenge because the town's substation was badly damaged. however, crews hope to fully restore power by the end of the day. lara? >> faith, thank you. we're not done with that severe weather. ginger is here with the forecast. good morning, ginger. >> lara, what's so unique about this. here we are end of june and we're talking about tornados in texas. that's much more in april or may type of event. this is different to have about 300 severe storm reports in just the past three days especially the southern tier of it. here's why it's happening. we've been in this stuck pattern. you've heard us talk about that. it impacted the smoke. with that trough there with the record cold that's been happening, yes, they've been dropping records from the pacific northwest and the rockies, then you get that heat. you've got a big temperature grading. big difference in temperature. again today we're going to see more activity. high plains could see the tornados. those are usually low precipitation. they're very vivid.

hopefully, they stay from popular places. amarillo and lubbock back in the target zone. anybody who's been hit has to be on the lookout. two ways of getting warnings. saturday and sunday, two more pockets, heavily populated. des moines, almost to cedar rapids. sunday cincinnati to nashville. severe storm, so not done with us yeti'll talk more with the heat and if that breaks coming up. >> ginger, thank you. it's not over yet, eva. now to the reopening of i 95. vehicles can get back on the road in just a few hours. the interstate was shut down after a tanker explosion caused part of the freeway to collapse. katherine scott is on the scene in philadelphia. good morning to you, katherine. >> reporter: good morning, eva. this is all happening ahead of schedule. crews have been working around the clock since this happened. temporary lanes of i 95 set to open at noon today. 12 days after a fatal tanker truck fire that collapsed part of the highway here in philadelphia. this has been a hurculean effort.

the state and federal government working together to get this road open as quickly as possible. this is a major thoroughfare for commuter, travel and commerce. delivery times affected, trucking routes impacted. today six temporary lanes of the highway, three northbound and three south bound are set to open at noon. yesterday crews laid down the final layers of asphalt. they brought in a pickup truck from pocono race way. they typically use it to drive the race track. they wanted to have it on hand because of the weather in philadelphia. this is really going to help the traffic around here. it's been so snarled lately. but this is just a temporary fix. they're going to start working on the permanent fix next week. eva? >> really incredible they were able to get that back up and running. katherine scott, thank you. george? now overseas to the migrant emergency. four boats have sunk in 24 hours as refugees try to reach spanish island from the atlantic. marcus moore is tracking the latest.

good morning, marcus. >> reporter: george, good morning. in less than 24 hours, four migrant boats have been rescued in the atlantic near the canary islands. this morning officials say they have saved 227 men, women and children, some clinging to an inflatable dingy. it highlights the rising number of incidents this year. some are accusing european governments of not doing enough or limiting the efforts of aid groups. just last week, we were reporting on how a private super yacht was called in to help rescue 100 migrants who were on board a sinking fishing boat off the coast of greece, despite the fact that greek coast guard vessel had been following that boat for sometime. there may have been more than 700 people on board that fishing boat. this is the part of an unfolding crisis in europe. just for perspective, in italy, just in italy at about this same

time last year, 8,000 people arrived on migrant boats. this year that number is more than 30,000. lara. >> all right, marcus. thank you very much. we're going to turn to the real estate market. a mixed picture is emerging. we do have prices falling but not enough homes available for sale. elizabeth schulze is in washington, d.c. with this frustrating development. good morning, elizabeth. >> reporter: let's start with the good news if you are on the hundred for a new home. national association of realtors says prices declined 3.1% in may compared to a year before. that was the biggest drop in 11 years. existing homes sold for a median price of just under $400,000. that number varies based on where you live. last month prices down in the south and west, but up in the midwest and northeast. now here is the bad news. there is still a big shortage of homes on the market. sales over all were down 20% in may from a year before. one key reason for that is that higher mortgage rates are making homeowners who locked in low

more than 7 million are being recalled. we have details on that. but first back to ginger. >> eva, thank you. we've been talking about all time record heat being broken in a place like del rio. they broke their all time record, second day in a row. they did another daily record at 108. corpus christi 100. it's been this really stagnant pattern with this heat dome in place. we'll do it again today. still expect the heat warnings. it is starting to slide back west. even though you feel like 111 in houston again today, you will see a break for the weekend but that dome builds right on back all the way over to louisiana by wednesday, thursday next week. what that means is another hot stretch. we're looking at close to 100 on wednesday for new orleans again. i wanted to bring you this. climate central, a group that looks at how human induced climate change impacts things like heat waves, says one, at least through the weekend, would be five times more likely for heat like that because of climate change. your local weather now 30 seconds.

both team weres scoreless to the bottom of the 11th. when lsu's tommy white came to bat crushing a homer to win that game. that puts lsu into the best of three championship against sec rival florida, go gators. starts tomorrow night on espn. we've got more ahead including the latest on caffeine beverages and your kids. what the health experts are say. that's coming up. >> right now back to our top story. the tragic ending to a sub going to see the titanic. joining us are james cameron and bob ballard. welcome. i know you both lost friends in this tragedy. bob, you knew ocean gate's founder quite well, stockton rush. tell us about him. >> i met him, quite honestly, through his father over 20 years ago. i remember when he came up to me, he was fascinated with the titanic and had a dream.

his dream was to go down and explore the titanic. unfortunately that dream turned into a nightmare. >> james, you were friends with paul-henry nargeolet. he was a deep sea explorer titanic expert. >> we called him ph. or in french, ph. he was one of the people i looked up to when i first started in the deep submergence world. he had been out to the titanic before me. then we had a friendly competition over the years. he'd go out one year, i'd go out the next. we'd explore the wreck site. he was more focused on the debris field where they were recovering artifacts which are in museums all around the world. i was more focused on the actual physical part of the wreck and the interior explorationist. we made about the same number of dives down to the wreckage site. i know him very well. it's just this horrible, horrible tragedy that's taken place here. >> it sure has. let's talk more about it. bob, you said once you heard about the vessel's disappearance, you knew this was the outcome.

>> yes. yes. we are very familiar with exploring wrecks like this. i explored the scorpion to the east of the titanic. did a similar forensic analysis. we detected its implosion with our under water listening system. that's what the navy told the coast guard. the moment it happened, they picked up the implosion, passed it on to the coast guard. we immediately knew where to go and look. it just took time to get the rov's down there. they finally got there yesterday. >> bob, what do you think went wrong? >> well, that's the big debate. there will be now very systematic survey. i have done this before on the loss of the scorpion. it scattered all over the place. the rov's will do a precise systematic mapping that will collect photography and high definition imagery. they will also be recovering the objects. so this investigation will go on

for quite sometime. obviously, jim can talk about the nature of the hull itself. i'm still curious about whether the port hole was also part of that implosion event. >> that's what i want to go to james on. you have been critical of the design of the submersible. what were the problems there? >> there are three potential failure points and the investigation hopefully can localize it down to exactly what happened. the view port in the front was an acrylic view port. i'm told it was rated to less depth than they were diving to, which is one point. they also had two glass spheres on the sub, small glass spheres for floatation, which is a bad idea. those are prone to failure over time. i think the weakest link, if i had to putted money down on what the finding will be, the achilles heel of the sub was the composite cylinder that was the main hull that the people were inside. there were two titanium end caps on each end. they are relatively intact on the sea floor.

but that carbon fiber composite cylinder is now just in very small pieces. it's all rammed into one of the hemispheres. it's pretty clear that's what failed. the question is, was it the primary failure or secondary failure from something else happening? i'm putting my money on the composite. you don't use composites for vessels that are seeing external pressure. they're great for internal pressure vessels like scuba tanks, for example, but they're terrible for external pressure. this was trying to apply aviation thinking to a deep submergence engineering problem. we all said that it was, you know, a flawed idea and they didn't go through certification so it wasn't peer reviewed by other engineering entities, like any of these, what they call classing bureaus that do certification for vessels and submersibles and things like that. i think that was a critical failure. >> bob, how do you explain these

failures? >> well, you know, this is the first time. the important thing jim pointed out. we've been diving in deep water since 1960 when they went down to challenger deep 35,800 feet, seven miles down. we've made thousands and thousands of dives with other countries as well to these depths and have never had an incident. so this is the first time. the smoking gun is this is the first time by a submarine that wasn't classed. >> exactly. >> james, of course, what is so eerie here, similarities to the sinking of the titanic. >> you know, i think the great tragedy here is titanic fascinates us because it seems like such a closs sol failure of some kind of system back then, 1,500 people paid the price for it. the warnings were not heeded. they were warned about the ice. they had radio then.

developments furthereder complicating the already troubled rust case. 20 months after helena hutchins was shot and killed on the film set with a prop gun, the production armorer now charged with evidence tampering. in the new court filing new mexico prosecutors alleging that after authorities began responding to the set, gutierrez reed transferred narcotics to another person with the intent to prevent the apprehension, prosecution or conviction of herself. >> i'm the armorer, or at least i was. >> reporter: gutierrez reed already facing a single count of unvoluntary manslaughter. officials dropped the charges against alec baldwin who held the weapon that killed hutchins. >> so you never pulled the triger? >> no, no, no. i would never point a gun and pull a trigger. that was the training i had. you don't point at somebody and pull the trigger. >> reporter: gutierrez reed's attorney saying the charge came with no prior notice or witness statements or evidence to support it. this comes on the heels of the state letting its lead investigator go and the investigator raising serious

concerns about the investigation in an e-mail. that's the second bombshell. in that e-mail sent tuesday, the outgoing lead investigator for the prosecution told his bosses the sheriff's conduct during the investigation was, quote, reprehensible and unprofessional to a degree. i still have no words for it. neither the sheriff's office nor prosecutors responded for comment regarding the investigator's claims. a lawyer for gutierrez reed said she plans to plead not guilty. this is the latest trouble to hit this case for prosecutors. we've seen multiple prosecutors come and go. there's been a debate about the possible destruction of key piece of evidence in this case which is that gun. of course, very public dropping of manslaughter charges against alec baldwin. guys? >> matt gutman, thank you. all right.

morning again. that implosion would have happened very very quickly, in the blink of an eye. all of the evidence seems to it pointing to happening sunday as they lost contact with the mother ship. this morning a recovery mission now under way after a tragic ending. the coast guard saying a catastrophic implosion destroyed the missing sub and took the lives of the five people on board. >> the debris is consistent with the catastrophic loss of the pressure chamber. >> reporter: a robot off the ship horizon arctic finding the debris field, 1,600 feet off the bow of the titanic on the sea floor over two miles below the sea surface. >> it is an area where there is not any debris of the titanic and consistent with the location of last communication for an implosion in the water column. >> reporter: the robot finding five major pieces of debris, making it clear it was the titan submersible, including the nose cone, along with the front and back end of the pressure hull.

the sound of the collapse so loud that the navy now says an under water acoustic detection system heard what was likely the implosion of the titan on sunday around the time the sub lost contact with the mother ship immediately sharing that information with the coast guard for analysis. the sub essentially collapsing inward under extreme pressure, which at 12,500 feet under water is about 370 times pressure at sea level. >> there's no surviving outside the submarine. it's going to be instantaneous. >> reporter: abc news spoke with some of the families overnight. they are heart broken, as you can imagine. but some are finding comfort in knowing they were doing what they wanted to do as explorers. lara? >> that's true, gio. thank you. we are going to turn to the severe weather alert. a disaster emergency declaration in colorado overnight. that as they're cleaning up from a deadly tornado in matador, texas. ginger zee is tracking where both of those storms are heading next. >> we've had such an active
