lasers are lighting up the sky in san francisco for pride in the grand finale is happening this weekend. the rainbow art installation returned last night to the plaza in front of the ferry building. mayor london breed and nancy pelosi attended. the lights are supposed to create the largest pride flag in the world when they point out market street. hundreds show their support for san francisco's 20th annual trans march. as tara campbell tells us. , it was marked by celebration and protest. ♪ tara: a celebration of the transgender community. hundreds marching from dolores park to the castro. >> i think it is important to be with people like you. it is important to embrace who you are and easier to do that when you see a lot of other people doing the same. >> i think it is vital because there is joy here. we have a lot of negativity and we do not care enough about joy. tara: that joy shining down on

dolores park with live music and dancing ahead of the march. >> i think it is really important to be with a community of people who look like you and think like you and have your same values. tara: support from within the community and beyond. from four-le to their owners. >> all lives matter and people here are welcome and then like to protect each other. tara: this march falls as the community is under attack. the aclu is tracking nearly 500 bills taking aim at lgbtq+ writes, many targeting the trans community. >> trans life are human rights. we have to fight for ourselves and our girls. tara: grace lawrence is the founder of a non-profit protecting transgender women. she says this kind of work gives her hope.

>> all i want to say is happy trans march and happy pride. tara: tara campbell, abc 7 news. gloria: we are one day away from one of the biggest pride celebrations in the country. san francisco's pride parade kicks off tomorrow with a festival that will follow. there is a big lineup of performers will have the main stage at the civic center plaza. sfpd says there will be officers on duty. there are no credible threats or specific threats against the celebration, but they want to make sure safety is a top priority. >> this is about community, unity, inclusiveness. it really shows what our city is all about. we want to make sure this is a great event and everyone is safe. gloria: about half a million people or more are expected to watch and take part in the pride parade. it is scheduled to start at 10:30 in the morning. if you are planning on going, public transit is one of the most convenient ways to join the festivities. bart is adding more service with

a 19-year-old young man was charged with her death, the robbery, and a second robbery the day she was hurt. tim johns talked to her friends about what she would have wanted tim: moments after the death of jen angel the oakland police department said they had a suspect in custody. in february angel was dragged by a car during a purse snatching and died days later. international headlines and saw an outpouring of support for angel's friends and family. >> she loved supporting her friends and community in difficult moments. i would often turn to her when i had questions or needed advice. tim: moira was angel's friend. she is one of several calling on authorities to pursue an alternative to general prosecution. >> jen believed we need to address harm and create accountability that is rooted in looking at the root causes of why harm happens. tim: angel strongly disagreed

with the current criminal justice system i would not want her alleged killer to go to prison. >> locking somebody in a cage, is that really going to bring her back? tim: instead angel would have liked a form of restorative justice to happen. friends of angel have been working alongside restore justice. >> it is about healing and healing begins with telling the truth. our current system robs any opportunity of truth telling from all parties. tim: steps will be decided by the district attorney's office but they help angel's story can make a difference. >> almost 600 people showed up at her memorial from all over the country. i think part of that is the apache had. tim: tim johns, abc 7 news. gloria: now to the latest on the father's day shooting that left four injured along the embarcadero. san francisco's district attorney is discharging the case

against a 33 man was arrested. he was wounded and is being held on five gun charges. with the case discharged he has been released from custody. the da says he could still be charged down the line because the investigation is ongoing. the national transportation safety board is joining the investigation into what led to the implosion of the titan sub. officials say they believe the deadly implosion happened sunday when the sub lost contact with his mother ship on its way to see the titanic. the loved ones of the five on board speaking out about the sudden loss. >> i think it is sad his death brought the world together. >> his dream was to explore the titanic but unfortunately that turned into a nightmare. gloria: some experts say the disaster may have been preventable. the sub is the only one like it that was never certified.

but the co-founder of the company is defending the ceo's commitment to safety. it may seem too early to talk about christmas but one major south th they event is in jeopardy. christmas in the park partners are considering pulling out because of not permitted vendors. as lauren martinez explains, they want the city to step in. lauren: christmas in june is at risk this year. third-party companies are hesitant to return because they say unpermitted vendors have become too big of a problem. >> due to the fact the vendors that are causing accessibility issues to the ice getting rick, local businesses, blocking crosswalks, sidewalks, it has got to the point where we have reached out to the city to ask for help. lauren: in a letter to the mayor and city council, christmas in

the park explains they are at risk of losing winter wonderland, a partnership of more than 23 years. winter wonderland contracts provide rides and games. >> not having any of the rides were carnival games would impact our revenue to a minimum of $55,000 that we depend on. lauren: the spokesperson for mentio messenger events says butler will not return given the landscape. there is hope for them to return if the city can guarantee pd will enforce their own codes, which should be protecting the vendor area. >> we feel that if they get a clear message from the city that action will be taken in the form of code enforcement, than our hope is they will return this year. lauren: organizers estimate 40 un permitted hotdog vendors

reporter: volunteers are preparing each of the 94 units for their own residents. those are 55 and up who had one point experience homelessness. each piece of furniture is lovingly put in place. >> sorry, getting emotional. reporter: she has been following the progress for at least a year. >> to see it finished and painted and now staged for people to come is really exciting. reporter: it broke ground in august 2021 and the services are provided by the non-profit path. the project received funds from voter approved measure a, dedicated to affordable and

supportive housing. each resident is referred by the county's office of supportive housing. the rent is subsidized by the housing authority based on income. >> if the resident earns $900 a month, they will contribute one third of their income toward rent and the housing authority will subsidize. but if a resident does not earn that much, maybe they are earning $200 a month, they will pay a portion of their income toward rent. reporter:reporter: each unit is outfitted with furniture as well as cooking and cleaning supplies. but more than providing a place to live it also hopes to provide a place of community through common areas like this dog park and the community kitchen. >> we may have documentary night and bingo night and karaoke seems to be popular. reporter: the first residents are set to sign leases in early july. the santa klara county regional director says she hopes this will be an effective solution. >> we have seen across the community that 95% of people who

move into supportive housing are able to stabilize and maintain their homes and thrive in their new communities. reporter: zach fuentes, abc 7 news. gloria: san francisco home and business owners are frustrated with activity along one street. it is on willow street near banas avenue. one restaurant owner had hours installed on the front door after several safety concerns. >> calling the police every day, every single day. it never changes. gloria: residents say there has been ongoing activity of drug dealing, substance use, and public misconduct among homeless people. they say even after filing multiple complaints to the city nothing is being done. the city attorney's office told abc 7 that there is only so much they can do when the law prohibits enforcing action against sitting, lying down, or slipping on public property against involuntary homeless individuals.

couples in san francisco celebrated pride by tying the knot at city hall. over 250 couples said i do with the special pride celebration. this comes 10 years after california resumed same-sex marriage. >> the lgbtq+ community is a big community here and we are married in pride month. i am so excited. >> there is a time that we have to be more loud and proud and say that we are here and we go nowhere. what a beautiful day to show true love and kindness in san francisco. gloria: preparations outside city hall are under way ahead of sunday's pride parade. abc 7 is the only place where you can see the san francisco pride parade broadcast live. tune in 10:00 tomorrow we will have a big team out there. i was over at the marriage ceremony yesterday at city hall and i had the chance to talk to that couple. they were so excited.

gloria: pg&e is introducing new forms of technology that will help deal with wildfires. but as ryan curry found, victims of the fires caused pg&e are still skeptical of the company's approach. ryan: at the conference center pg&e showcased technology they say will help with wildfire response. >> you are seeing the technology but the operational mitigations

are game changers. ryan: the chief officer of pg&e's wildfire response says investing in new technology is crucial to preventing future disasters. they showed off a drone they will say will monitor the directions fires spread. and this -- a new program where they will put powerlines not below the ground but on the ground. they say they would be safe enough to drive over and these lines limit the risk that comes from one powerlines fallen catch fire. >> traditionally, that cable is better protected from those types of interactions. trees are not going to fall and damage this line. ryan: pg&e feels confident these investments will mitigate the wildfire threat going forward. however, those that are victims of wildfires say without proper oversight from the state, they do not feel confident anything will change. >> it is difficult for folks to understand that these are darts on a dartboard.

to see what will work will be trial and error, or if there is real science driving this. ryan: will abrams is a victim of the tubs fire. pg&e reached a multimillion dollar settlement for the fire. he says the state needs to monitor pg&e to make sure they are investing in safety. some insurance companies like state farm said they would know no longer offer new insurance. pg&e is partially to blame. >> skyrocketing insurance rates another implications to the cost of living in california. much of this is due to the lack of trust in pg&e's safety performance. ryan: pg&e says technological investments to prevent wildfires is the best approach right now. ryan curry, abc 7 news. gloria: still to come, one year ago today the supreme court overturned roe v. wade. what is expected later today as women across the nation are

leaders. abc news tells us the federal security service open a criminal case against the group leader. >> the streets of moscow were quiet after the leader of russia's paramilitary group appeared to call for an armed rebellion against senior members of the russian the terry leadership. an audio message, they claimed forces would be punished, saying that they must be stopped. the wagoner leader released a video claiming their troops were attacked by the regular russian army. the defense ministry called the accusation alive. the intelligence agency opened a criminal case against them and called on wagoner to not follow the orders. the panel is in kyiv. >> this appears to be an extraordinary and volatile moment. measures are being strengthened in moscow.
