we will have that morning cloud cover giving way to afternoon sunshine. temperatures are five to 10 grease low average. if you are yearning for more weather, what we will find over in the next five days by the end of the week, we will have warmer weather moving in. above average temperatures, summerlike heat is finally upon us and it lasts more than one day. those details coming up. kumasi: we want to take a live look right now at the bay bridge. you can see that back up there, it is because all westbound lanes have just reopened after a disabled big rig blocked two lanes for more than an hour this morning. i want to show you what that looks like in that backup -- and that backup that is still there even though lanes have reopened. be patient if you are heading out there. happening today, state lawmakers will be discussing a proposal to help transit agencies across the bay area with upgrades. a new bill would create more

funding for agencies to reduce service cuts and improve cleanliness and safety. but, that could mean drivers might be paying more for tolls. amanda live at the bay bridge toll plaza with more. good morning. amanda: good morning. precisely why we are here. the proposal looks to upper tolls about $1.50 for over five years. doing so would raise the toll here on the bay bridge about $8.50 for two axle vehicles with a fastrak full pass. this is included on seven state owned bridges in the region if passed. we are talking about the bay bridge, san mateo haworth bridge, richmond, san rafael bridge, the dumbarton bridge, carquinez bridge, then the show martinez bridge and the antioch bridge. according to local lawmakers, backing the bill money would help bailout part and other transit rail systems following the post-pandemic climb in ridership.

we have heard from bart in recent months strongly explaining its facing a looming school cliff. with a plea for more help from the state, senator scott wiener is expected to address reporters at a press conference later this morning. announcing sb to create self help funding for bay area transportation. as written, money would go toward losing service cuts, improving cleanliness liability and safety. we heard from senator wiener addressing the public transit back in may. >> transportation right now is in crisis. if we do not act to save it, we will cause deep and lasting damage to california's economy, our environment, our housing affordability and polity of life. amanda: at this unclear if the governor will throw his support behind local lawmakers.

winnie lives in southern california but was recently visiting her boyfriend in san francisco. as the couple driving down geneva street, she says she heard done shots, looked down and that is when she realized she had been shot in the shin. she says she is grateful sfpd and first responders for saving her life. she is now giving away first responder dog toys to her community as a way to say thanks. >> could have been so much worse. looking back, i am like, it happened the best way that it could. so, i feel very lucky. julian: winnie is recovering and able to walk. so far, no arrests have been made and sfpd is asking for information. if you have it, come forward. kumasi: windows of this walgreens store in san francisco are boarded up after somebody smashed all of them.

brought to a standstill. this is the first one, our reporter captured this at the intersection of third and howard. in this chart, it looks like traffic enforcement is talking to someone in the car but when jr approached it, no one was there. the second was at second and howard after the parade. josé, a reporter with the oakland science said no one was also in that car. >> we overheard policewoman explain that she was surprised, she peered into the car and said, no one is in them. reporter: they say the number of reported incidents with way mel and crews tripled in march and april compared to two months prior. those companies have asked the california public utilities commission to allow an incremental expansion of self-driving services. that vote is scheduled for thursday. last week, the san francisco fire chief said they get a call once a day with problems with

those cars. julian: thank you. this morning, an international team of investigators is trying to figure out what caused the implosion of the titan submersible. five people died in that disaster earlier this month. we now know a u.s. coast guard team who has boarded the ship that carried the submersible out to the place where it did its dive, abc news has obtained a series of the most between submersibles expert, carl stanley and ocean gate ceo, stockton rush. stanley says he warned rush about flaws with the titan and ascribes his experience on that sub. >> i would compare them to small caliber gunshots. i am not a person prone to panic, nobody in that submarine was panicking. stockton played it cool, but it was discerning. julian: a team of deep-sea experts is now trying to recover as much of the summer civil as

seven. kumasi: we are celebrate in pride month that abc seven. earlier, we showed you highlights from san francisco's pride celebration. linsey davis has a look at pride across america. reporter: in new york city, the pride parade has been around since 1970. >> it is so important for us to show up in numbers, especially when there are people trying to erase our existence. reporter: pride parade celebrations in denver, cincinnati and seattle. >> we have been and will be a place where every person is welcome, a place where every person is invited to thrive and give back to the come unity. reporter: pride nights were celebrated this month that major league baseball stadiums across the country, showing support for lgbtq+ fans in tampa, detroit and washington, d.c. where a banner read, love and acceptance rises above all. in boston, this fan proudly sporting a rainbow boston cap.

many travelers are stretching the holiday into an extra long weekend. if you are looking to get away but have not booked your flights yet, haley berg from the travel website hopper says there is still time to find a good deal. >> your best bet is look at departing on saturday of the long weekend and coming back monday or tuesday on the fourth itself. reporter: travelers can expect to see airfares down about 25% from 2022 and the cost of a hotel room is in line with last year's rates. >> current price is around -- down around 25%, relief for travelers getting out this year. reporter: the busiest travel days ahead of the holiday are expected to be thursday and friday. >> about 3.7 million passengers expected to be departing from u.s. airports both days. wednesday will be the busiest day to return. we typically see the fourth of july itself is not usually the most popular day to travel. reporter: according to hopper,
