once again threatening to skip the first public -- republican presidential campaign debate. a number of gop candidates like chris christie have been pressuring trump to participate. he has said that he would forgo the debate stage because of moderators refusal of organizations sponsoring those banks. reggie: california drivers have new protection from price gouging at the gas pump. landmark legislation increase prices beyond the limits set by the state. amanda is live in dublin will are seeing some of the lowest gas prices in the area. amanda: cracking down on price gouging at the gas pump. here in dublin, we found some of the cheapest gas if you are paying by cash. he says the law steps up

oversight and accountability on the oil and gas industry. so what does it mean for us? immediately, the law is written to expose price manipulation in real time by requiring daily reports. it will also require monthly reports on profit margins and even more, it establishes a new independent watchdog called the division of petroleum market oversight within the california energy commission to monitor the industry. all in the name of transparency. governor newsom said the new laws will hopefully help better manage gas supply and track refinery profitss so the resident here are not vulnerable to what he has called degrees is oil. >> this is just the start. -- greedy williams of big oil. -- whims.

reggie: with the oakland a's all but said to make the move to las vegas, san jose's mayor is pushing for major league baseball to revisit a controversial role that keeps the south bay from getting a baseball team. dustin dorsey explained the role and what we need to change. >> we believe that the future expansion team, should a team designed to relocate from another market, san jose should be high on the list. today we are legally barred from being even consider. >> that is due to territorial rights after the at large franchise gifted them sarah -- santa clara county rights in 1990. 33 years later, the past five san jose mayors wrote a letter to end of the commissioner rob manfred asking him to abandon these territorial rights that he says no other u.s. city has to deal with. >> we are the only city in any professional sport that faces this kind of restriction. it just doesn't make any sense. >> the letter details how san jose is not only the most part

baseball made a huge mistake in not allowing the a's to move to san jose, and i think they would be making a huge mistake again not to consider san jose as an expansion market now that the a's are gone. kumasi: taking his k2 the mlb. is the chance for a taking. >> you could easily make the case that with all the money available in silicon valley, that they could build a palace that they would be able to afford a pretty hefty relocation fee or an expansion fee to the tune of $1 billion to $2 billion that other major-league owners would say hey, drop the money in my lap. kumasi: now we have to wait and see if the mlb commission responds to san jose's request to bring a franchise to the city. reggie: this morning we are learning more about a proposal i can see higher tolls coming to most bay area bridges that would

help fund public transportation. we told you about this yesterday. state senator scott wiener is proposing the bill would increase tolls on all bay area bridges, except the golden gate bridge by $1.50. the money would be used to bailout transit agencies struggling after the pandemic. >> and that will generate a significant sum of money to make sure that we do not have to eliminate nighttime and weekend service or an entire line to make sure that we don't eliminate 15 bus lines entirely. already scheduled to increase by one dollar in january of 2025. state senator steve glaser is opposed to the new proposal. the issue: for more oversight of finances. kumasi: caltrans has put a fare hike on hold through the end of the year as they try to get more riders back on board.

caltrans also extending the 20% monthly pass discount as part of the effort. in the east bay, a big win for transit. the agency was just awarded a 25.5 million dollar grant from the federal government to be used to replace diesel engine buses with 25 state-of-the-art electric buses. ac transit also plans to donate zero emission buses to university as train maintenance workers with a bit of software and hardware for hands-on training. reggie: a plan to make over two san francisco piers is in the works. state senator scott wiener legislation calls for repairs and mixed-use development. some of the amenities will include promenades, a floating swimming pool, and a market hall. the golden state warriors have agreed to pay for some of the cost. the bill is now headed to another committee. kumasi: i'm here for that pull idea. reggie: i'm still not convinced.

are significantly warmer. it has been a very cool spring, a cool start of the summer season. june has been well below average for this time of year, so when we see these numbers by the end of the week, it is going to feel a lot more like summer. today we are in the 60's and 70's around the shoreline. the warmest spots getting into the low 80's. these numbers three to 10 degrees below average for this time of year. lots of coastal drizzle and numbers in the 50's. by the end of the week, high pressure will move pin which warms us up and compresses, so future tracker temperatures, look what happens on friday. it is very hot in the 90's. the microclimates are in play, meaning the coast is relatively cool in the 60's. the peak of the warm spell the likely occur saturday afternoon. we will see triple digit heat in the hottest spots. and with the first warm spell of the season, it is a little harder on the body then september or october, so we will have to take it easy over the

on preventing big spikes in gas prices in california. amanda is live in dublin the new state law aimed at gas companies ahead of the fourth of july weekend. amanda: many of us with the headache ties to holiday travel, and while i can't promise that won't be the case for the fourth of july, i can confirm that the state is now cracking down on price gouging at the gascon. -- gas pump. the governor's office is touting the new law as a model for the nation, pointing to a recent national poll that found 89% of americans support efforts to crack down on gas price gouging. last week, california was no longer the state with the most expensive gas prices and this week the new law brings about a few changes including measures to expose price manipulation in real time by requiring daily reports on the market. the governor's office says it is also meant to help prevent gas

spikes caused by refineries going off-line. the law allows monthly report on profit margins and beyond that establishes the division of petroleum market oversight to monitor the industry. that is a new independent watchdog within the california energy commission. a new video posted on twitter were governor newsom spoke about delivering on a promise to will big oil accountable. darker california's price gouging law is officially in effect. a few months ago, i signed a law to stop price gouging at the pump, stepping up our oversight and accountability on the oil and gas industry. amanda: all of in the name of transparency. governor newsom adding the new law will hopefully better manage gas supply and track refinery profits so that residents here already vulnerable to what he is calling the "greedy whims of big oil." back at live, we've found some of the bay area's cheapest

gas. it is $4.09 here at the safeway along dublin boulevard. the good news heading into the july 4 holiday. reporting live, amanda, abc 7 news. reggie: getting a new look at the damage done to the highway in big sur during the strong winter storms. here is an aerial view of one section that washed away. it has been closed all of 2020 three after storms because the hillside to give way. caltrans officials say crews are working 24 hours a day to repair the damage but it will likely be several more months before the high we will fully reopen. and last week, officials said they would have a better idea of the reopening date by mid july. >> facing heavy fines and half moon bay, accused of not doing enough to protect against workplace violence.

reggie: the suspect in the mass shooting at club q, a gay bar in colorado springs has played guilty to murder. he was accused of killing five people and injuring 19 others last november. the 23 euros immediately sentenced to five consecutive life sentences in prison and an additional 2000 years in prison for the attempted murder charges. police say they opened an ar-15 style rifle inside the club for being wrestles down by bystanders. >> they harbor and hatred and a
