>> building a better bay area, moving forward, finding solutions. this is abc7news. ama: of fire burned through some townhomes in san jose and we are getting some new video that one family says leaves little doubt the fire was intentionally set. dan: several families to seek shelter. one of them share their story with abc7news southbay reporter lauren martinez. they also showed her some surveillance video that leaves them convinced that the fire destroyed their home of more than two decades was arson. reporter: families their homes after a fire ripped through a row of townhomes friday evening.

officials say five units were heavily damaged. alomar could barel shocked out when we interviewed him moments after his home went up in flames. he had barely enough time to get his mother-in-law out safely. >> i can't look at the video still. it makes me really emotional. reporter: albert and maria are one of several families displaced. the couple are now staying at their daughter's home in hollister. >> i feel violated. reporter: in the last two years, the neighborhood has taken a turn for the worse. they installed security cameras to feel safer. one of their cameras caught the moment a mattress they had outside lit on fire. investigators are still trying to determine how the fire started but this couple is convinced it's arson. the couple says a man can be seen riding his bike back and forth. >> three or four times that he

went by. the next you know, the flare started going up. reporter: this family is figuring out what's next for them. >> we still have to continue working. our youngest daughter has to commute to her work in san rafael. reporter: they still have a mortgage to pay. the hoa started a claim and said rebuilding will be a long process. >> i know it's a process. i know it will be ok at the end. it's just a process. reporter: the fire department says no new information is being released. lauren martinez, abc7news. dan: in the east bay, 160 residents are displaced following a fire at an apartment building in san leandro. alameda county fire says it started on the third floor after 5:00 this afternoon on east 14th street. the red cross is providing assistance to those residents after 42 apartment units were ragtag because of water and smoke damage.

thankfully, no one was injured in the fire. ama: san francisco could become the first city in the country to require pharmacies to carry narcan. it's used to reverse overdoses and has become a popular tool in the fight against the drug crisis. matt dorsey introduced legislation today. pharmacies would be required to have at least two boxes of mark canha stock at all times or face a fine. dan: we are in changes this week. ama: we had an earthquake tonight in the southbay. sandhya: that earthquake was a small one in the southbay. let's get right to it. it was northeast of gilroy, shortly before 10:00 p.m. tonight. it was centered about four miles in terms of depth. 3.0 magnitude. a little bit around coyote.

4 for the first time in more than a decade. >> might be slushy out there. at the same time, we are skiing in july. pretty amazing. reporter: temperatures here at palisades where the festival is being held are expected to go into the 80's or beyond. fashion could be a thing. >> you will see people in their bathing suits, ripping around or shorts and a t-shirt is perfectly fine. reporter: others taking to the water. >> this is one of the best river seasons we've seen in the last 10 years. reporter: there was chatter about white water being closed. that's true but just for two rental companies close to the dam where water isn't being released. that's not true for three other companies like tahoe whitewater tours. those companies are open downstream on the truckee where

there are four other water sources and open along other rivers. >> we are starting to book up trips. there is always slots available. we run seven days a week. we have five different rivers that we run. reporter: if you go anywhere here or on lake tahoe, pick up your trash. >> last year, our volunteers collected 3450 pounds of litter. reporter: that was last july 5, according to chris joseph. he says it will likely get very busy and that could mean more trash if visitors aren't careful. joseph also says to plan ahead because beaches are smaller and water levels are higher. >> the lake is quite high. it's about a foot and a half below its legal limit. so that means nice big beautiful lake, high water level, small beaches, quite cold water. >> so it's a fabulous time for

some recreational opportunity appear in lake tahoe. reporter: j.r. stone, abc7news. ama: roads heading into yosemite national park are slowly beginning to reopen. glacier point road wilbur reopen this weekend. it will reopen seven days a week starting july 15. tioga pass road continuation of highway 120 into yosemite will remain closed as snow continues to melt. park officials a revise -- advising visitors to arrive early. dan: developing news on a brush fire near paris and riverside county. fire officials say only 5% of the burn is contained. the fire was first reported at 2:30 this afternoon. it has burned 55 acres so far. while we don't know how many homes have been damaged, and evacuation in that area is still in effect. it's what drives our work every day at abc 7, finding ways to build a better bay area.

we are finding some of those breakthroughs. an effort is growing that supporters say would put more money into the pockets of jurors and make the criminal justice system more equitable. >> what we saw is that when we give jurors an extra stipend from $15 to $100, we allow people who couldn't afford to be jurors to never dissipate. dan: an assembly member sponsored the legislation that gives jurors $100 a day. the program started last spring in san francisco in the state senate is set to vote on expanding it to four other counties across california. the city department overseeing the program says the $100 is making a difference, helping create juries that are more reflective of the community. ama: a hotel in san francisco that served as a temporary shelter for homeless families will be dedicated permanently to that cause. the city raised money online to take over the oasis hotel. the hotel's owners said they were going to sell the building

but its former residents and homeless advocates fought to keep it a shelter. since it -- saint anthony's foundation said it will by the hotel. the city is also providing funding. dan: we toured dig deep farms which works to help rehabilitate the earth and help community members in need. they have six urban farms and alameda county. the farms provide six-week internships to formally incarcerated people who are reentering society and the food grown is offered to residents experiencing food insecurity. >> public safety is about public health and it's about economic development and it's about community development and it requires tremendous amount of partners. that's what we represent. dan: dig deep farms is part of the alameda county deputy sheriffs activities league. they hope to expand its model to other parts of the bay area. ama: we will have to wait at least two more weeks to find out

if self-driving taxis could operate 24 hours a day in san francisco. the public utilities commission has delayed a vote that was scheduled for thursday. it comes after local public safety officials have called for a slowdown in the robo taxi rollout. cruise vehicles create jams and interfere with buses and emergency vehicles. dan: new development with san jose's effort to bring a major league baseball team to the south bay. our media partners report the city struck out at least for now. commissioner rob manfred responded to the letter sent to him by five same as a for him consider suspending the territorial rights that belong to the giants so the city could get an expansion team. he thanked them for the letter but says baseball is focused on the oakland a's situation right now and potential relocation to las vegas. once that process wraps up, major league baseball might look at the territorial rights and expansion. ama: getting tough on retail

ama: a new federal law trying to stop organized retail theft took place today. it cracks down on the sale of so tonight -- stolen items online by making websites collect information. will it have an impact in the bay area? tim johns has the answer. reporter: as retail theft continues to be a major concern across the bay area, help could be on the way. tuesday, a new federal law cracking down on the online sales of stolen goods went into effect. >> they are trying to suffocate the supply chain here. basically the whole chain of the theft by going after the outlet. the illegal outlets. reporter: it would require online marketplace websites like amazon and at sea to disclose information about some third-party sellers. specifically sellers who had more than 200 sales amounting to over $5,000 or more in a year.

this professor is a tech expert at san jose state university. he says with the growth of stolen omma -- items online, he wishes penalties were harsher. >> 50 to $100 per violation. that is low. reporter: a view shared by others. >> i think it will be a small step in the right direction. it will slow down some of the sales but they will always find a way around it. reporter: the spokesperson for californians against retail and residential theft. he says this law won't be enough to stop retail theft in places like san francisco. >> get more law enforcement. start looking at the sentencing we are doing right now for these types of crimes. let's start turning those things around. reporter: he worries that the problem could get worse. that's why his group is working with businesses up and down the state. >> they are not only worried about their losses. what they are worried about his potential threat to their employees and customers.

we never know when one of these instances may turn violent. reporter: tim johns, abc 7 news. dan: the man accused of stabbing a worker at a san francisco chinatown bakery was back in court today. the 61-year-old is charged with multiple felonies including attempted murder, assault with a deadly weapon, and burglary. we spoke with his attorney who told us her client has a long history of mental illness and has been diagnosed with schizophrenia. the hearing was continued to thursday. oakland police and firefighters are hoping to collect illegal fireworks before the fourth of july without any punishment. all fireworks are illegal in the city of oakland and now firework collection barrels have been set up outside of six fire stations. so people can surrender them safely with no consequences. in oakland, anyone caught with fireworks can be fined up to $1000. police also have a fireworks tip line. ama: a new report released by

rob bonta shows a spike in hate crimes in 2022 compared to the previous year. there were more than 2100 hate crimes reported in the state last year. in 2021, there were 1700 reported. that means there was a more than 20% surge. the report found there were 652 anti-black crimes last year, jumping more than 27% from 2021. antisemitic hate crimes spike more than 24%. the report showed a drop in anti-asian offenses in 2022 but there were still 140 reports. bonta believes there are more unreported crimes out there and wants people to take action. >> i want to take this opportunity to earn victims and witnesses of hate crimes to come forward. report. what you experience or what you see. reporter: criminal offenses against a person or property that's motivated by things such as race, gender, religion, nationality, or sexual orientation.

dan: governor newsom is sticking to his promise to hold big oil companies accountable. a new law that targets price gouging went into effect today. the new legislation monitored exposes price manipulation in real time. it's a way to prevent gas price spikes. which are caused by refineries shutting down. they will now be required to give monthly reports on their profit margins. governor newsom posted a video online reassuring people that the new law will benefit their wallets. >> the nation's first big oil watchdog to monitor the industry. rooting out illegal price gouging in real time, helping you keep money in your pocket. dan: compared to 2022, the gas prices have dropped $1.50 year-over-year. ama: pickle ball is becoming an extremely popular sport in the u.s. but players are also racking up doctors bills.
