but away from the coast the sunshine continues and it is a warmer afternoon compared to yesterday. looking at highs today we will have 85 in antioch, 63 in the city, 70 oakland, 77 san jose. much warmer weather on the way. he advisors going into effect kumasi: in the east bay, county supervisor has advanced a proposal that some hope will crackdown on the events that have become popular in recent years. amanda del castillo you joins us with more on the impact that this could have. amanda: the ordinance will come back for a second reading next month and instead of six months of jail time, supervisors are considering three months and up to $1000 in fines.

here is the driving force. >> oh! amanda: this others, have plagued the area. the crowd of spectators is are cheering as the car slammed into a parked car that was on fire. we have seen other videos. multiple cars doing doughnuts, vehicles blocking intersections, all attracting large crowds. that is the reason the alameda county supervisors are considering the ordinance which would make it illegal to be a spectator. passing the first reading yesterday. however, there are vocal critics including the leader of the non-profit the first amendment coalition. >> the first amendment does not allow the government to punish people for exercising their free speech right to observe document and report on events of the public concern occurring in public places. even if those events are

illegal. >> not just anybody is a spectator. it is those engaging in the activity or standing who are recording. they are making money off of the presentations off youtube and other social media outlets. amanda: but this is not a new idea. in 2021, san jose similar ordinance where it is considered a misdemeanor, serve up to six months in jail, serve a $1000 fine or both. they issued hundreds of citations, impounded at least 20 cars, and investigated a possible carjacking during overnight sideshow enforcement. the city of pittsburgh also has a similar ordinance in place. reporting live in alameda county, amanda del castillo, abc 7 news. reggie: in the east bay at least 160 residents artist list after

a fire at an apartment building. it started yesterday after 5:00 on the third floor of the building on east 14th street. the red cross is helping after 42 apartment were red tagged. nobody was hurt. in the south bay a family displaced by a fire last weekend is convinced it was arson. the family shared this video with abc 7 and you can see a person on a bike ride by a mattress leaned up against the wall. moments later it starts burning. >> within two, he went by the flare when up. for the first time in my life i feel violated. reggie: fire investigators are trying to determine the cause. officials say five of the seven units were heavily damaged. the hoa has started to claim but says rebuilding will be a long process. kumasi: this morning former

president trump is offering a new explanation for the audio according where he admits he held onto a classified document after leaving office. some say it only adds to his legal troubles. jobina: the former president with senior correspondent rachel scott after abc news aired the recording from the meeting at his new jersey golf club in 2021. he tells abc news, "if you want to know the truth, it was bravado. i was talking and holding papers but i had no documents." in the recording he can be heard describing the document he says was compiled by former joint chiefs chairman general mark milley outlining the attack on iraq. >> it is amazing. this winds my case highly controversial and secret. [laughter] jobina: he insists that he did

nothing wrong and maintains the fact he was not showing classified documents. but you heard the recording for yourself. he has plead not guilty to 37 federal charges in relation to documents found at his mar-a-lago resort. now "the new york times" is reporting prosecutors have subpoenaed surveillance video from trump's new jersey golf club as part of the investigation. reggie: a hotel in san francisco that served as a temporary shelter for homeless families is now going to be dedicated permanently to the cause. during the pandemic the city raised money online to take over the oasis hotel and the fillmore. last year the owners announced plans to sell the building. the former tenants and homeless advocates fought to keep it as a shelter. yesterday saint anthony's foundation bought the hotel. the city is also providing funding. san francisco could become the first city in the country to require pharmacies to carry narcan. narcan is used to reverse

overdoses and has become a popular tool in the city's fight against the drug crisis. matt dorsey introduced the legislation. pharmacies would be required to have at least two boxes in stock at all-time or face a fine. kumasi: prosecutors have reportedly dropped several drug dealing cases after a police officer was accused of misconduct. according to the media partners at the san francisco standard, the cases involve officer christina hayes, a veteran officer involved in large-scale busts. the san francisco chronicle reports she is accused of having an inappropriate relationship with the confidential informant. it is not clear if she is under investigation or how many cases might be impacted. new developments in the bribery case. a former san francisco public works director convicted of bribing. those who bribed him cannot receive grants for up to five years.

alan and william pleaded guilty to commit wire fraud. the man they bri seven years in prison after accepting $1 million in bribes in exchange for city contracts. reggie: oakland police and firefighters are hoping to collect illegal fireworks ahead of 4th of july without punishment. all fireworks o are illegal in oakland. you can surrender them safely outside the stations. anyone caught can be fined up $1000 and there's also a fireworks tip line. drew: the exploratorium camera is cloudy with our marine layer overhead. getting closer to average today. we will hit that in santa rosa with 84. other places about four to eight degrees below average.

the warming trend begins this afternoon and accelerates the next couple of days. future weather today, the cloud pulling back to the coast through 10:00. most places seeing sunshine. patchy fog on the east bay shoreline. into the afternoon it is a sunny day and temperatures warmer than yesterday. the warmest spots getting relative 80's livermore to antioch to santa rosa. 60's and 70's around the shoreline. looking at the three day forecast temperatures are going to take off the next couple of days. by friday we are heating up fast. temperatures not only above average but some of the warmest weather we have seen this year. it is for that fact beginning on friday and lasting through the entire weekend we have excessive heat watches for parts of like an solano county. huge portion of the bay area going under heat advisory, including the north bay, inland east bay, in the south bay.

bay. the city struck out, for now. commissioner rob responded to the letter sent to him by five san jose mayors asking for him to consider suspending the territorial rights that belong to the giants so the city could get an expansion team.

manfred said baseball is focused on the oakland a's situation and relocation to las vegas. once that wraps up the mlb might look at the territory rights and expansion. reggie: we will have to wait at least two weeks to find out of self-driving car companies can expand the taxi operations to 24 hours a day in san francisco. the california public utilities commission delay the vote that was supposed to happen tomorrow. it comes after local public safety and transit officials called for a slow down in the robo taxi rollout. they say crews and vehicles create traffic jams and interfere with buses and emergency vehicles. roads heading into yosemite national park are beginning to reopen. glacier point road will reopen this weekend starting july 1 to july 4. it will be open seven days a week starting july 15. park officials are advising

visitors to arrive early to avoid delays. kumasi: as we inch closer and closer to the 4th of july weekend, we are setting our sights on tahoe. temperatures will get hot and there are all kinds of outdoor activities including white water rafting and skiing. jared stroud has the story. jared: it is the time for skiing and boarding? yep, it will be an option in tahoe until july 4 for the first time in over a decade. >> it might be slushy. we are skiing july 4. that is pretty amazing to say. jared: and temperatures where the freedom festival is being held are expected to go into the 80's or beyond. fashion could be a thing. >> lots of times you will see people out in their bathing suits ripping around for shorts and a t-shirt is perfectly fine. jared: others will be taking to the water and not just lake

tahoe but the rivers and sierra. >> this is one of the best river seasons we have seen the last 10 years. jared: there was chatter about whitewater rafting the enclosed. that is true but just for two rental companies close to the dam where water is not being released. but that is not true for three other companies lake tahoe whitewater tours. those companies are open downstream where there are four other water sources and open along other rivers. >> we are starting to book trips. there is always slots available. we run seven days a week. we have five rivers that we run. jared: but if you go anywhere here or on lake tahoe, pick up your trash. >> last year our volunteers collected 3450 pounds of litter. jared: that was last july 5th according to chris joseph. he says it was likely going to be very busy and that could mean

more trash if visitors are not careful. joseph also said to plan ahead because beaches are smaller and water levels are higher. >> the lake is quite high. it is about 1.5 feet below the legal limit. that means big beautiful small beaches, and cold water. jared: it is a fabulous time for recreational opportunity in lake tahoe. reggie: whitewater rafting. kumasi: i did not think about that. i am going soon. reggie: you are? drew: is there a class of rapids? the lowest? kumasi: low. some people have experiences. jobina: experiences? drew: like getting bounced off the raft? kumasi: holding on for dear life. kumasi: not me but people i have talked to. make sure you're at the right level and have your life jacket. jobina: always. reggie: i have been before where you purposely jump out of the boat. jobina: i have done that before but i have never taken a tumble. i don't want to. kumasi: we do not want that for you. drew: tahoe is going to be beautiful. it is going to be in the 80's around the lake. the water that was quite chilly in the 50's. sunshine through the weekend. daytime temperatures in the 80's and that warm-up coincides with hot temperatures locally. today we are closer to average for this time of year. a lot of cloud cover upstairs with drizzle. warmer later this afternoon but we heat up very fast. we have heat advisories and excessive heat watch is in effect for good reason. these are the hottest temperatures we have seen this year and it can take a toll on your body.

today we are close to average. 60's and 70's around the shoreline. lakeport and ukiah hitting the low 90's today. tonight the marine layer starts to get compressed. less cloud cover but temperatures still in the 50's. by friday we increase these numbers inland. warmer weather really moves in. 90's and triple digits away from the coast. saturday is the peak of the heat but our microclimates are in effect. the coast is relatively mild but 80's and 90's around the bay shoreline, topping out in the triple digits in the hottest spots. heat advisories throughout the week. the first warm spell is always the hardest because we are not used to it. here's the accuweather 7-day forecast. the hottest day will be saturday but we are still warm to hot on sunday. that heat will begin with

kumasi: ryan named the new host of "wheel of fortune." you can watch "wheel of right here on abc 7. reggie: an effort is growing that would put more money in the pockets of jurors and make the criminal justice system more equitable. >> what we saw is when we give jurors an extra stipend from $15 to $100 we allow those who cannot be jurors to participate. reggie: the assembly member sponsored legislation to give jurors $100 a day. it started last spring in san francisco in the state senate is going to expand it to four other counties. the department overseeing the program says the $100 is making a difference, helping create juries that are more reflective of the community. kumasi: some people in the bay area will be making more money starting this weekend.

half a dozen cities are raising the minimum wage starting saturday. here they are -- san francisco, berkeley, emeryville, fremont, milpitas. emeryville will offer the highest at $18.67 an hour. that is higher than san francisco and berkeley. alameda will be $16.52. statewide minimum wage is $15.50 an hour. >> for those struggling to get by, the extra $.80 will make a big difference for people being able to meet bills, cover the rent. it is not enough. it is not what people totally need to survive and meet their needs, but it makes a huge difference. kumasi: these local minimum

kumasi: good morning. it is wednesday, june 28. reggie: we are going to start with the weather. drew: a warming trend will begin this afternoon and accelerate by the end of the week into the weekend. temperatures right now getting into the 50's. . we have some fog along the coast. half moon bay is the problem. this is the bay can see the overcast skies. increasing sunshine as the day goes on. we are calling it closer to average. 60's and 70's around the bay shoreline. inland will go into the 80's by 4:00 p.m. 84 santa rosa, 63 in the city, 70 oakland, 77 in san jose. but he advisories will go into effect by the end of the week for the warm temperatures approaching. more about that in a few minutes but let's check in with jobina. jobina: thank you. we are starting with a live look

in emeryville. headlights are traveling westbound toward the maze. so far, traffic looking great. this is by far the busiest stretching terms of the commute. drive times across the board all green which is good news. it reflects the same on the maps, except coming out of tracy for the super commuters. we end with a look at the san rafael bridge. i will let you know if things pick up. kumasi: thank you. tomorrow we are expecting the final decision from the supreme court before the justices leave for summer break. yesterday they rejected a controversial election law theory that would have given state lawmakers unchecked power to set rules for federal elections. the justices also reversed the conviction of a man who made online threats to a stranger, saying the man was protected by free speech laws. in another case they cleared the way for lawsuit against ohio state university by more than 100 men who say they were

sexually abused by the university doctor. some of the most consequential decisions will be tomorrow morning, including president biden's student loan forgiveness, protections for lgbtq+ people, and affirmative action in higher education. gloria rodriguez is in the newsroom. it appears they are going to end the use of race in college admissions. gloria: the decision could overturn a 40 year precedent of race conscious college admissions as the supreme court decides the fate of affirmative action. some colleges and universities are preparing for what that might mean for campus diversity. they are worried about losing black, latino, and underrepresented students. one professor is the chair of the department of educational leadership at san jose university. she thinks there are a lot of institutions in high anxiety as they await the decision. >> the court reaffirmed in the michigan cases the

limited use of race because there is educational value to having diverse student bodies. that is something that has been upheld over 50 years that has supported this law. however, now there is a challenge and we are likely to see the end of affirmative action. if affirmative action is done away with, it does not mean that the problem of equalizing opportunity has ended. institutions are going to have to think creatively about how to diversify their campuses. gloria: they have not been able to use race because of the passage of prop 209 at her college. it has helped diversify campuses and when it comes to professional leadership ranks in the military and private industry as well. the court will decide the future of affirmative action this week and it could happen tomorrow. we will keep you updated on that. reggie: thank you. in the east bay a new ordinance to punish people who watch

sideshows is moving forward. the policy would apply just to unincorporated parts of alameda county. amanda del castillo you joins us live to talk about the penalties the violators could face. amanda: similar to measures and ordinances already in place in san jose and pittsburgh, alameda county is also considering possible jail time and fees for the sideshow spectators. here is the driving force. the street. kumasi: more action the problem could get worse. he added businesses across the state are worried about the threat to customers and employees when retail thefts turned violent. reggie: california lawmakers will vote in the new budget this week. state democrats agreed to $311 million over the next year. it will cover the deficit without touching reserves. funding will go to public education, health care, climate, and public safety. it also includes a lifeline to public transit agencies who struggled to get back to pre-pandemic ridership numbers. kumasi: today the san francisco supervisors budget and appropriation committee will take up the mayor's proposal and the public safety package. mayor london breed held a news conference yesterday calling on the board to approve the plan. includes $776 million

reggie: travelers across the country waking up to news of flight cancellations and thousands of delays. although these are being blamed on storms one major airline is also pointing the finger right at the faa. this is interesting. jobina: it really is. thunderstorm threats or grounding flights in the northeast with more than 2000 cancellations and 7000 delays. that is yesterday alone. the chain reaction was felt all the way in colorado at the denver airport. while the faa is faulting the weather, united airlines's is blaming the agency itself for delays at the newer hub.
