>> building a better bay area, moving forward, finding solutions, this is abc 7 news. >> a brush fire from reaching a school in homes in napa, but firefighters are staying on the scene for several more hours. sky seven shows them dousing trees. flames burned seven acres and the fire is 60% contained. progress has been stopped. a summer program at silverado middle school in homes along the road were evacuated. people were able to return home an hour ago. with that we say good evening. i'm dion lim. >> i'm dan ashley. add the fire to the dozens firefighters based yesterday on aid dangerous and busy fourth of july. one of the worst fires burning two houses in antioch on eighth and d streets. no one was hurt. the fire started on the roof so

it is probably because of fireworks. dion: check out the view of illegal fireworks. this was happening all over the bay area. hayward police faced an unprecedented amount of violence on the fourth of july. dan: 11 people were shot at several locations, one person di, other was fatally stabbed. 2 suspects are in custody. abc 7 news reporters spoke to police about a very violent night. >> this was the scene in hayward on the fourth of july following a shooting that injured six people. >> it was tragic out here last night. >> eddie simon lives on the block. he said there were upwards of 60 people celebrating in different groups all night. he was so rating his birthday with his family and grandkids. when the shooting started within one of the groups, he says everyone ran for cover. >> everybody was having a good time. nine: 30, fireworks shooting off and after that, you know,

bullets started flying and stuff. people running, dodging, grabbing the grandkids and making sure everyone got inside safe. >> an argument turned into a gunfight. in the end, six people were injured including one man that hayward police have identified as a possible suspect all six were adults, all six were taken to the hospital. two of them in critical condition. >> it is sad that we have to see things like this. when you got your grandkids, they've come to celebrate with you and then they've got to run and screen. -- run and scream. >> fourth of july was busy, unprecedented night for all of us in hayward. >> police responded to four separate incidents totaling 11 victims shot, one fatal. along the 1100 block of tennyson, several police vehicles responded, patrolling where police were investigating a stabbing on tuesday. >> we have two in custody for

separate incidents. one of which there may be another shooter involved that we do not have in custody and we just want the community to know that we are going to do everything we can. we are committed to safety. >> simon does not know the people shot on history, but he does not believe their residence. he hopes they also arrived. >> i'm glad nobody died, nobody got killed and stuff. it is not safe anymore. that is why i do not go to big events. >> in hayward, abc 7 news. dan: unnerving for a lot of people. illegal fireworks lit up the skies over oakland leaving straits -- streets littered with debris. lena howland met up with a city councilman who helped with the cleanup. >> as soon as it was dark the skies above oakland lit up inverse of red, white and blue. >> this is the worst i've seen. >> leaving behind a trash from a illegal fireworks all over the city. in some parts spread out over

major roadways like 35th and foothill. >> it looked messy this morning. >> stacked with 1000 emails complaining about illegal fireworks oakland city councilman noel sent out members of his staff with the same morning to pick up the pieces in the district. >> this year, we did make very known to the public that we would be enforcing the law. i live down the street, i did not see any response, the fire department or the police department. >> it's familiar because you've heard it before. last year oakland police did not issue a single citation for illegal fireworks. they say their resources were shifted to address sideshow activity that night. this year they say things where the same with arrests for serious crimes but no citations for fireworks. >> the response i get, they have other priorities they have to address from the crime issues

and shootings that are going on. and they do not have enough time to deal with the fireworks. we need to do better in the city. >> oakland interim fire chief damien covington says for them, it was a lighter night than expected with 300 calls for service up just 20% compared to their typical volume of calls. although they did have two small grass fires caused by fireworks that were quickly put out. >> we know this is going to be quite a wild season and it makes it more dangerous when people are using illegal fireworks to celebrate and we do as much as we can to discourage them. >> in oakland, lena howland, abc 7 news. dion: this holiday is usually a tough time for animal shelters. more pets go missing than any day of the year but this was not the worst for san jose animal care and services. 11 straight animals came into the shelter. three dogs and eight cats, about half the number of last year and

lower than the year before. if you've lost your pet check those local shelters, post a message on your next-door group and put up flyers. dan: there is a $10,000 reward for an arrest in the murder of a man delivering flowers in oaklands uptown district. matthias was shot two weeks ago on 20 six st near telegraph. surveillance video shows the shooting following an argument between him and two other people. oakland police say these two are quote persons of interest. the man has been identified as eric, the woman has not been identified. still no sign of a man from the bay area who went missing in yosemite over the weekend. hayden who is from the bay and played baseball at santa rosa junior college was backpacking on sunday. he was last seen at upper falls. yosemite national park issued an

alert asking anyone hiking in the area on sunday to call the park dispatch. dion: turning to our work to build a better bay area is sometimes challenged. public works inspectors are facing threats and physical violence as they crackdown on illegal vending in the mission district. abc 7 news reporter luz pena went to the mission to see what vendors and inspectors are facing. she joins us in the newsroom. >> yes, one thing is to hear about these attacks and inspectors and vendors are facing them in the mission. another is to experience it ourselves. this is what happened today. >> she will leave. >> she will not leave. >> hey, what are you doing? >> we interviewed a street vendor about safety. we were assaulted. a woman aggressively approached us and tried snatching our microphone. the vendors around us said this is what we experience every day. >> do you have permits here? >> we are all taking care of

each other here. >> they've had their street vending permit for a year. he says inspectors and vendors are being attacked. >> people have stolen some of my merchandise. >> over one year ago the city of san francisco began a street vending program. the goal has been to make sure every street vendor is registered with the city. and has a permit to sell items that are not stolen. on a daily basis public works inspectors go out with san francisco police officers to make sure everyone selling out here has a permit. now these inspectors are being threatened. >> there has been pushing, a body check, a punch. no serious injuries but something to be concerned about and in a situation we do not want stefan. >> sf public works believe the people attacking them are not permitted and are selling what appeared to be stolen goods. >> we are assuming that the folks that should not there are harassing them.

>> we spoke to an inventor -- inspectors so she does not feel safe. santiago with hillary who represents the mission district says public works inspectors are the only ones allowed to enforce permitting. officers can only accompany them. >> per the state law law enforcement agencies cannot be the primary on any enforcement so what we have now is a situation where public works is in force. >> maria sanchez is scared. are you worried about that? >> baby. and i also have my other kids who come here to sell with me. >> public works inspectors are out there seven days a week from 11 a.m. to 6 p.m.. when they are gone, many vendors expected -- expressed feeling unsafe and needed to close shop in fear of becoming a victim of theft. in the newsroom, luz pena, abc 7

news. dion: let's talk about the street vending program. is it doing more harm than good? is it working? >> it is working in the sense that the city has a list of vendors in the mission. they have issued 161 permits the concern is there are people selling items without permits who getting aggressive with inspectors. we didn't see anyone selling items on the ground. nothing appeared to be stolen but we are told by vendors that officers and public work inspectors leave and people sell stolen items all over again. dion: we appreciate the report. glad you were not heard. many thanks to you. moving on, 500 blocks of san francisco are going to get repaved in a big project announced today by the mayor. it will cost more than 77 million dollars and take one year to complete. funding comes from vehicle registration fees and gas and sales taxes. the city has about 13,000 blocks

building a better bay area. students have been attending summer classes and one that caught our eye is aummer integrated link with learng. young students new to the country learning was. leanne melendez shows you their progress. >> this is an example forest ecosystem. >> julie arrived from vietnam less than a year ago. alexandra did not grow up speaking english. most of them recently arrived in oakland. >> we actually have several students who have not been to school yet. they arrived in the last couple of months, maybe weeks. >> it's really hard. in one year i learned english. >> you learned english in one year? >> and i'm still learning. >> oakland unified's language learning private -- pilot program has two teachers for a

small group of children. they use a lot of visuals and repetition to help students process what they are being taught. they start out with science because it is the most efficient way to engage students. today they are presenting their projects using visuals and their written words. feedback is always encouraged. five weeks of learning how to speak, listen, read and write in english gives students a head start in august. not to mention, the needed confidence in the classroom. >> they are producing language either by repeating things, practicing things, asking and answering questions. and now we are seeing even four weeks later, they are reading, writing. >> i am ready to go to fifth-grade, but i am kind of nervous, because i am not sure if my english is good enough to go to fifth-grade. >> you will do fine. >> thank you. >> awesome. >> the first day of school is august 7. leanne melendez, abc 7 news. dion: west nile virus has been

detected in solano county for the first time this year. a bird tested positive. there are no human cases. the virus can be spread by infected mosquitoes, so the county health department says this is a good reminder to avoid mosquito bites. you have probably heard this advice before, avoid being outside around dawn and dusk when mosquitoes are active. where insect repellent to prevent bites and make sure your windows and door screens do not have holes in them. drain and standing water because that can be a breeding ground. dan: new data from the federal government claims the last two days were the hottest ever recorded. the u.s. national centers for environmental prediction reports yesterday's average global temperature reached 62.92 degrees. surpassing the previous record on monday. scientists are blaming climate change combined with an emerging el niño pattern. we spoke with the director of the stanford would institute for the environment about this on a 3:00 p.m. program called getting answers.

dion: stocks were down on wall street after the july 4 holiday over concerns interest rates will rise. the dow lost 120 nine, closing at 34,000.288. nasdaq dropped by 25 and s&p dipped by eight. minutes from the federal reserve's june meeting showed that the central bank is worried about inflation. dan: a committee of lawmakers held its hearing on a bill to raise tolls on bay area bridges. abc 7 news reporter melanie woodrow found the bill is receiving pushback from a prominent local group. >> sb 532 would raise toll on bay area bridges by a dollar

$.50 by january 2020 four through december 2028. the increase would find public transportation improvements. it was introduced by scott weiner. >> no one wants higher tolls but the question is are we going to continue to have viable public transportation in the bay area? >> bridges that would see an increase include the bay bridge, san mateo bridge, martin bridge, venetia bridge and antioch bridge. the counselor represents 325 major employers is opposed. president and ceo jim wonderment. >> raising tolls over and over again every time the transit agencies say they are short of money is a foolhardy strategy. >> before they can support taxes, tolls or fees they need to see the agencies do hard work to make systems safer, cost-effective and seamless.

>> if the bay area council does not think tolls are the right funding source, i hope the bay area council will suggest solutions instead of just saying no. >> the council points out what it sees as disparities in transportations including those in the visuals that drive across the bridge and pay tolls are statistically lower income. lower levels of education and are disproportionately people of color. >> i have not seen that data. what we do know is public transportation riders are lower income than people driving. >> many workers are struggling with the high cost of living in the bay area and this could contribute to residents leaving. that further taxing commuters will undermine efforts to bring employees and visitors to struggling downtowns. >> when the tolls get to this level it becomes material. >> let's be clear, the worst thing that can happen for downtown san francisco and other downtown areas is for public

companies to moderate content. nolan is professor of communication at cal state east bay. >> it's trying to reduce the conflict of interest to get governments in particular but the industry as well out of regulating free speech and access to information. >> the judge claimed administration overstepped in efforts to stop the spread of misinformation. according to judge terry the administration violated the first amendment of reese beach when it pressured facebook and twitter to removebelieved inclue information about covid-19 and the 2020 alexion. the judge called the efforts quote a massive attack against free speech and targeted suppression of conservative ideas. the professor believes the biden administration went too far. >> the spirit of the first amendment is to protect citizens from government intrusion on freedoms. in this case freedom of speech. >> the justice department filed a notice with the fifth circuit

court of appeals in new orleans. doj plans to appeal the ruling by the federal judge. in an earlier statement the white house said quote our consistent view remains that social media platforms have a critical responsibility to take account of the effects their platforms are having on the american people. they say it misinformation in dealing with it is nothing new. instead of trying to eradicate it, more time and energy should be spent educating users. >> to have a more robust critical thinking component to our education. >> the ruling does not stop the administration from contacting social media companies to address national security threats or illegal activity. twitter, meta and google did not respond to our request for comment. professor higdon believes big tech benefits from the latest decision. >> they do not want to be seen as moderating content or be responsible for false information. >> suzanne, abc 7 news. >> this suspicious white powder

found at the white house has been identified as cocaine. secret service agents found the substance during routine rounds in a common area of the west wing prompting the white house to be evacuated sunday evening. they did not know it was. the area is accessible to tour groups. president biden and his family were at camp david. now to the latest on multiple mass shootings across america. in total more than 100 people were injured and 18 killed over the fourth of july weekend. abc news reporter nina roy has the story. >> july 4 celebrations turning deadly in the country. 17 mass shootings during the holiday weekend, 18 people killed in more than 100 injured including shreve point, louisiana. for people losing their lives and several injured when gunfire broke out at a july 4 block party. the suspect is still on the loose. >> you will not get away with this.

alejandro garcia of sacramento is in custody, charged with attempted murder. police say it is unknown how the weapon used got past metal detectors and security it into the stadium. >> protests in southern california after video of a los angeles county sheriff's deputy showing a woman -- thrown the woman to the ground during arrest. activists are planning a rally calling for the deputy to be fired. reporter leo stallworth from our sister station in los angeles has the story. >> cellphone video showing sheriff's deputies arresting a man and slamming a woman to the ground outside a grocery store in lancaster last week has gone viral. activists demanding the deputies be fired. the sheriff's department placing the deputies on desk duty pending the outcome of an investigation into the use of force by the deputies. robert luna holding a news conference one hour ago. >> the department has initiated an internal affairs investigation into the incident. the investigation will include interviews of witnesses.

the involved personnel, a review of body worn camera video captured by responding personnel , surveillance video from the store and cellphone video provided by a community member. >> officials say deputies were responding to a call about a robbery in progress when the suspects had threatened staff. they handcuffed the male suspect upon arrival and approached the female suspect recording deputies detaining the man at the time. lancaster mayor rex parris making it clear he does not think deputies should lose their jobs. >> no, i do not. i think activists are certainly in a position that they can make demands and don't have to wait for the facts. they do not have to wait for the investigation. >> the mayor will reserve judgment until the completion of the investigation. activists say the video shows deputies out of control. >> to senior citizens and you're

acting like you are in fear of your life. you see their whole person, their whole body, her hands up videotaping, so she is of no threat. he walks over, grabs her by the neck, slams her to the ground, puts his knee there and the ground is hot. >> leo stallworth, abc 7 news. >> the community is showing its support for a popular doughnut shop targeted by robbers in oakland. a little more than a week ago three armed men robbed colonial doughnuts. they threaten to shoot employees before they emptied the cash register, even taking the tip jar. this morning customers responded with an act of kindness. after word spread on social media, person after person turned out to buy donuts, pastries and treats in support of the family who has owned the shop for 40 years. >> i feel humbled that the community has rallied behind us. i have gotten a lot of messages over the phone, calling the store, emails, messages on facebook, instagram and just people dropping off lowers,
