crime your it -- fight crime. >> it gives us a chance to come up with a plan on how we can all tackle this situation together. anser: the situation in this part of the oakland -- part of east oakland is that crime is up, burglaries up 20% since this time last year, auto burglaries up 27%. >> that is why we are out here trying to prevent a lot of the auto burglaries and be visible. anser: part of the strategy, hoping by visibility -- high visibility will be a deterrent. safety precautions do not always work, especially in an area with a lot of travelers. >> fresh off a flight, they will come and typically have luggage, laptops, not knowing the area. the crime trends here, there will be belongings in the car and it makes it an easy target for criminals. >> we will be out here. anser: the owner of philly's

best cheesesteaks says customers will not come if they feel unsafe. she hopes this added level of security will be a big boost for business. >> it is very important, especially walking and talking to the customers as they come in. and they are patrolling. we need that around here. anser: opd acknowledges potential criminals can just go to other areas while officers are out on foot patrol. but they say the statistics show crime is down in some parts of oakland where foot patrols were reintroduced in february. and it can be a big boost in the confidence of customers and shop owners. >> they were appreciative of me being out here and they voiced my presence made a difference in the short time me being out here. larry: oakland police went to chicago to arrest the man suspected of killing someone who was delivering flowers in oakland. eric is accused of shooting and killing matthew on 26th street off of telegraph avenue on june

21. police believe he is the man seen walking some dogs and then arguing before the shooting. police were previously searching for a woman who was walking with the shooter. investigators say she is no longer considered a person of interest. dion: it appears the oakland police department will not be exiting federal oversight. the biggest issue in the latest federal report is the department's flawed internal affairs investigations as well as not establishing consistent levels of discipline for officers. back in april it appeared the department might be close to exiting oversight by september, but that now seems unlikely. the department has been under federal oversight for 20 years following police misconduct scandals by four officers. larry: now to our developing news. the cruise ship in san francisco that slammed into pier 27 this morning, the coast guard calling it a hard landing. while there is obvious visible damage, hours after the incident

passengers were back boarding. abc7 news supporter suzanne phan talked to reporters and joins us with the latest. what happened with the ship? suzanne: the ship is still here behind me. i can tell you a lot of cruise ship passengers are eager for their vacation to begin but they don't know when they are going to leave. these people saw the photos of the damage online and a few who lined up to get on the boat at 11:30 saw the damage with their own eyes. some were stunned, others not so worry. an assessment of the damage to the ship and the pier is underway. earlier today princess cruises stated the ruby princess made unexpected contact with pier 27. it was arriving around 6:00 this morning and photographs show the damage. more than 3300 guests and nearly 1200 crew were returning from a 10 day cruise to alaska. we heard from passengers at the time of the incident.

we heard from you passengers headed for a 4:00 p.m. sailing to alaska. >> when i looked out my balcony i could see it was spinning. all the other ports we go to, it was slow and subtle,. graceful this one was abrupt. >> it was surreal. you could definitely feel it. it was not like things falling off the shelves. >> i think it is like a fender bender on a car, like when you accidentally bump into something you shouldn't. >> i'm going. [laughter] i'm still going. we have looked forward to this for too long. suzanne: those are some that we heard from today. the san francisco police department is looking into the matter, the coast guard is invested getting. that cruise ship that was supposed to leave at 4:00 p.m. is still here and we really don't know why. we reached out to princess cruises and san francisco port authorities to ask if repairs have been made to the boat.

we have not heard back. we don't know if the boat will be stopping anywhere for repairs to be made. as of now, that 4:00 p.m. sailing has been delayed. we will have an update when it is available. that is the latest at pier 27. suzanne phan, abc7 news. dion: we are on cruise ship watch. meantime we are learning more about the ruby princess pilot. we continue our team coverage with abc7 reporter melanie woodrow. >> in some ways this is an elite group. just more than 50 pilots at the moment with four trainees in the pipeline. an investigation into what went wrong with the ruby princess during docking at san francisco's pier 27 this morning is in the early fact-finding phase. >> it appeared the port corridor door of the ruby princess -- corridor of the ruby princess made contact with pier 27. melanie: the pilot is begin drug and alcohol tested, which is standard in a serious marine

incident. >> two teams have been sent to the vessel and will be conducting those inspections and investigations. melanie: the san francisco bar pilots are responsible for safely advocating -- safely never getting ships -- na vigating ships throughout the bay area. a spokesperson says we can involve the pilot was involved in a hard landing this morning. we are cooperating with all necessary agencies and cannot comment further. the board of pilot commissioners tells abc7 news the pilot is on the pilot evaluation committee, which is responsible for trainees, and that anyone on that committee would have been a pilot more than 10 years. melanie woodrow, abc7 news. larry: today marks 10 years since the deadly airlines crash at san francisco international airport. that boeing 777x slammed into a rut when -- into a runway sea wall.

three passengers died in that crash. federal investor gators blamed the three -- investigators blamed the three pilots. dion: california's state superintendent of public instruction is beginning to explore a possible run for governor. today the democrat weeded he has formed -- tweeted he has formed an exploratory committee to run in 2026. he served two terms as estate superintendent -- as state superintendent. if he does run he will likely face a crowded field. the lieutenant governor ha already announced her candidacy and attorney general rob bonta is also considering a run. larry: as for the present governor, governor newsom, attorney general bonta calling for civil and criminal investigations into florida's transportation of immigrants to other states. florida governor ron desantis flew 36 migrants to sacramento

last month in addition to dozens of others bound for massachusetts last year. in the letter, newsom and bonta right it is "unconscionable to use people as political props." bonta already opened an investigation to determine if a crime was committed. dion: twitter is considering legal action against meta over its fast new growing app threads. twitter attorneys sent a cease and desist letter to meta. that accuses the parent company of facebook and instagram of stealing twitter's trade secrets. it claims meta hired former twitter employees to build threads and says they did so using confidential information. meta responded today, saying there are no former twitter employees on the red's engineering -- on thread's engineering team. >> the repost looks just like twitter. >> trying to attract people who are twitter fans but are comfortable with the current direction of the site. dion: mark said 30 million

larry: we are learning about the injuries caused by fireworks during the fourth of july weekend in san francisco. officials at zuckerberg general hospital say they received six patients with fireworks related injuries between the first and the fourth. five patients are currently in serious condition, one was discharged. the injuries included burns and

blasts to hands. you have to be careful playing with fireworks. dion: san jose police made department history following two major busts of illegal fireworks. larry: one man is under arrest. dustin dorsey has more. dustin: san jose police are touting their officers after they seized the most amount of illegal fireworks in one timeframe in department history. nearly 40,000 pounds total off the streets from two separate investigations in the past few weeks. >> they are extremely volatile, some require very little friction to ignite. what we ended up doing, we saved hopefully at least one house from catching fire, from one child losing a finger or hand, and someone from making it to the emergency room. dustin: it comes after a month-long investigation in north san jose. this san jose resident is expected of distributing large quantities of fireworks and is being held on a one million-dollar bail. not only was espinoza selling

fireworks, but officers found an additional 1000 pounds of illegal fireworks at a storage facility in his name. >> i'm not sure how he was connecting with his customers but he was around the bay area. he was in possession of them at that time and they were fireworks illegal in california. dustin: this is the second major illegal fireworks bust at a south bay storage facility recently. 38,000 pounds of fireworks were found after a massive explosion in june. even with all these fireworks off the streets, sjpd says it did not slow down the booms on independence day. the san jose fire department had a nine fireworks related calls on the fourth of july into the next morning. 14 brush or grass fires ignited with nine outside or rubbish fire. one structure and one car caught on fire due to illegal fireworks. >> we had about 180 calls related to fireworks and explosions and 1000 general calls for service.

dion: in san francisco's tenderloin district, glide reopened its doors for indoor dining for the first time in nearly 3.5 years. larry: they say covid restrictions and safety concerns made it on possible until now. abc7 news supporter lena howland has a look at how getting homeless folks the services they need starts with a warm meal. lena: it has been three years and four months since glide was able to serve a warm meal indoor. the start of the pandemic

effectively shut down glide's free meal program but within three days they pivoted to serving outdoors. >> we kept serving meals outside for the next 1200 days. lena: but on thursday, that changed. and people like reginald, who has relied on services from glide for years, were welcomed back with opened arms. malcolm, the interim ceo of glide, says return -- says today's return marks providing higher level of stability for people who need help with things like housing, food security and substance abuse, needs he calls life domains. >> our goal is to find one or two domain in which our clients are ready to seek more stability in their lives, and then move onto the next and next one. it all starts with a meal. lena: with the first meal, none

other than steaming hot fried chicken on national fried chicken day. >> most of these folks spent all day outside. too many of them are spending all night outside. to be able to come into a place that is warm and comforting, it's big. lena: san francisco's supervisor thanking glide for their flexibility during the pandemic. >> especially at a time when it has become all too easy to attack san francisco, to offer hope to so many, and a path and vision for how the city can be a better and more compassionate place. lena: by bringing people back indoors for a warm meal three times a dear -- times a day year-round, this officer believes it will help improve the image of the city. >> sometimes it is just getting respite goes a long way. and people are not on the streets. they are inside. at the end of the day i think we all want somebody to care for us.

[laughter] san jose camera him of this is my kind of weather. the sun is out, a lot of low clouds from other cameras from mount tam to exploratorium. if you wonder why, there is a deep marine layer with this trough parked overhead. these low-pressure systems coming in one after another and just keeping that marine layer deep. it is about 2000 feet right now.

and keeping those onshore winds going. we will not be warming up to where we should be. we are running five to 11 degrees below average. on live doppler 7 you can certainly see we still have some cloud cover the coast and it is all rooting -- it is already moving in across the bay. mostly 50's along the coast. brentwood made it to the low 80's. compared to 24 hours ago many areas are running a few degrees below where they were yesterday at this time. winds gusting to 35 in oakland. rio vista 28 miles an hour. that will move the marine layer along. tomorrow morning all of us will wake up to overcast skies. 6:00 tonight it is breezy. 8:00 p.m., still breezy towards the delta. tomorrow morning starts out breezy, gets windier. over 30 mile an hour winds into 7:00 p.m.. point ray is 36. san francisco 32 miles an hour. good evening to you in san francisco from our exploratorium camera.

we have cloudy skies. the air quality is the upside, good the next three days. the other upside is this moist marine flow is good from a fire danger perspective. we want the higher humidity when we are in our driest months. you are looking at overcast skies back to the city. spotty drizzle. temperatures staying below average through the weekend. hot summer weather returns next tuesday through thursday. let's go hour by hour. towards tomorrow morning we start off with not only gray skies but drizzle. then the clouds will pull back a little bit sooner. some areas may see tempter's come up, most will be about the same for tomorrow afternoon. your morning temperatures will be in the 50's. visibility will be poor in the bay area. the drizzle will make it slick on some roadways. low 80's inland tomorrow. windy along the coast. still some clouds in the 50's.

dion: new plans of been filed with the city of san francisco for the proposed 50 story skyscraper in the outer sunset at 2700 sloat boulevard. here is a look at the renderings. the thin, tall residential towers would be covered in class with floor to ceiling windows and balconies on each floor. the building would include retail space, a gym, underground parking and 110 affordable

housing units. city officials have said the building is too big for the area but the developer is trying to use the state's density bonus law to get approval. for reference, this is video of the 101 california building which stands at 600 feet. the proposed 2700 slope building would be 289 feet tall. in that part of town? larry: if i am a next-door neighbor i am not sure that is what i want to be looking up at. gigantic. that will do it for us. for all of us here, thanks for watching. dion:
