rerouted after a power outage impacted the city's call center. the police officers association claimed the emergency backup generators also failed. good evening. i'm larry beil. >> and i'm dion lim. as of this morning all of the phone lines are restored but it admits work is being done on its automatic dispatching system. >> anser hassan has the latest. anser: oakland announced a power outage impacted 911 calls to its emergency call center. >> we think about the basic human needs. anser: nina opened bar and ran for city council last year. she is concerned a basic feature of public safety is at risk >> i think that is hard for the residents who need them. it is traumatic

summit is not coming. anser: the city says it took 10 minutes to restore caller access by routing 911 calls to the alameda county sheriff's office. as of friday morning all lines are restored and calls can get in. the automated dispatching system is still being fixed. the issue comes after an alameda grand jury reported major concerns at oakland's emergency commute occasions center. it claims the 911 call center is not prepared for a major disaster. it also states there is not enough staff to answer all 911 calls and that it is, "in dire need of technology upgrades." >> we need to have system changes and this is a change not just on the systems of policy but also on technology. being in the middle of the bay area and silicon valley we should not have the issues we are having. anser: the oakland police officers association blasted the mayor and the city, even raising

concerns about why the backup generators allegedly failed during the outage. the association president says, "we have little confidence in mayor's t administration." >> it is their lives, the possessions, their livelihoods. it is a lot. anser: in response mayor t ao says her administration inherited these problems. she says the new city budget allocates millions to hire more staff and upgrade the i.t. infrastructure to make it more resilient. anser hassan, abc 7 news. dion: now to our developing news on the ruby princess cruise ship was scheduled to leave yesterday but crashed into the pier. as you can see from the video from sky 7 shot just a short

time ago, it is still docked. we can see passengers trying to make the best of their messed up vacation by spending time at the pool. just over an hour ago these people learned when the ship will be heading out and what they can do until then. for the latest let's get to reporter cornell barnard was there when the announcement was made. i can imagine a lot of frustration for passengers. cornell: to say the least. it is a dream vacation quickly turning into a nightmare for passengers on board the ruby princess, which is more than 24 hours late leaving san francisco for alaska. passengers getting the word a short time ago the ship will not leave until sunday. >> we estimate we will depart san francisco at 4:00 p.m. on sunday, july 9. cornell: that was the captain

telling more than 3000 passengers about the delay due to repairs that are not expected to be done until saturday. frustrations started growing today for those on board. >> as you can see, people are carrying on as normal as if it is ship time. cornell: anita says eating is about the only thing to do on board the re-princess as passengers wait to depart. she shot this video on board friday afternoon and spoke with us from the ship's stern. >> it has only been a day so everybody is ok at this point. but i think starting to get ready to go. cornell: 3300 passengers were ready to set sail at 4:00 p.m. thursday but before the cruise even began, as the ship was arriving, it made contact with pier 27. the collision damage the hull

and the dock. the passengers share this video of the crash with abc 7 which captures the moment the giant cruise struck the dock. we saw crews and coast guard inspecting the hull and the repairs that have been done so far. dan from livermore shot this video on board. he is trying to keep his cool but says it is not easy watching your vacation tick away. >> we have been planning this since january. it has been a long time. you count down the days. i have two more weeks of work and it is going to be a good time. not great of a time yet. i feel if we are sitting here tomorrow, i will be down at the guest services trying to get off the boat. cornell: anita saying she cannot wait to see alaska but she wants the voyage to be safe. >> my gosh, with all of the issues going on with that submersible and that tragedy and

the titanic talk, this was not the time for this, you know? cornell: it and we have new information about credits and refunds. princess cruise saying those who cancel will receive 100% refund of their fare and a 50% credit as long as it is booked by february 2024. guests who decide to stay on board will get a 75% refund of the fare and each will receive a 75% future cruise credit. the cruise line trying to give passengers as many options as it can. they have the right to stay on board or get off. several of the passengers that we spoke to earlier today say they are done, they are going home, they want a full refund. the cruise was supposed to be 10 days and now will be seven

days, returning sunday, july 16. cornell barnard, abc 7 news. dion: lots of new information. it will be interesting to see who takes what. when we learned about the cruise delay we sent out this push alert. it is one way to stay on top of breaking news. download the app and enable push alerts. larry: today richmond police released body cam footage of a deadly shooting. officers shot and killed a man in the bedroom of a home, the remit of somebody who had been arrested for brandishing a weapon. they had a warrant they found kevin mcdonald sitting on the bed, pointing a loaded ar-15 at officers. they found 53 guns, 48 in mcdonald's bedroom. police adding there was gun making equipment in the home. we talked to a neighbor who believes the shooting was justified. >> it appears to me that

it was appropriate considering how many weapons he had and what was his plan? larry: the home was owned by an elderly female relative of mcdonald. she was also home when this happened but was not hurt or involved. dion: in berkeley surveillance video shows a 24-year-old pouring gasoline on an older man and letting him on fire in an unprovoked attack. the 24-year-old discharged with attempted murder, elder abuse, and mayhem. it happened near university avenue. the suspect approached the victim without warning and nearly killed him. the victim is hospitalized with extensive burns. investigators used surveillance video to identify the suspect and this wednesday he was arrested for allegedly evading and connected to the berkeley attack. larry: a man suspected of stabbing another fan at levi's stadium's soccer match appeared

in court today. dustin dorsey spoke with the victim as his alleged attacker faced the judge. dustin: the 29-year-old appeared in court for the first time since allegedly stabbing a man at a soccer match last sunday. garcia faces three counts of assault with a deadly weapon. >> this was an frightening incident. the defendant stabbed the victim with a deadly weapon. was clearly aiming at the neck or head and the victim is likely to be alive. dustin: back in his home, diaz is recovering physically and emotionally. >> i am happy for the public's help in detaining him. hopefully he will pay for this since he tried to kill me. if you took a knife to the stadium, it was to kill someone.

imagine if he was walking on the street. dustin: bart garcia villa nueva was ruled that he will be in custody with no bail, saying he poses a risk to the community. diaz wishes he could have been at the courthouse. >> i want to see what he was charged with. that's it. but i am not in the condition to move around. . i have a lot of anger going through my head. i would not forgive him. i want to know why he did it. why he tried to kill me. dustin: diaz is doing better little by little. he warned others before the fight about garcia villa nueva but nothing was done. diaz is now considering legal action. the soccer fan says he is not sure he will want to attend a game again. >> i would think twice about it, to tell you the truth. i have played soccer and never seen anything like this where they do not inspect you. imagine going through security and these things get through. dustin: but it did and levi's stadium is conducting an

dion: santa clara county leaders unveiled what they are calling a bold initiative to help homeless teenagers. today they announced a program that will provide a guaranteed income for un-housed students after high school. the program will launch next summer and provided $1200 monthly stipend to 50 homeless students. >> these target programs provide a solid financial footing for a limited time as folks transition

into another aspect of life, a more productive life. with students that is going to mean education or career. dion: according to cortezi, stipend will maintain federally mandated benefits while they were in has gone. larry: san francisco is responding to a lawsuit alleging the city violated a preliminary injunction which essentially kept the city from clearing out homeless encampments. david hsu calls the claim baseless and says the filing is filled with factual assertions that fall apart under close examination. it claims the city has tried enforcing laws against the homeless, such as prohibiting them from lodging or camping. the order says those laws cannot be enforced until there are enough shelter beds to offer unhoused individuals. dion: coming

larry: self driving cars are becoming more common on san francisco street but not without problems. as plans are into work t more on the road, there is a novel way to stop them dead in their tracks. there placing cones on the hood of the cars that stop them almost immediately. ryan curry spoke with a group that claims these cars are dangerous. >> no one is in it. ryan: marking autonomous vehicles as traffic hazards. the group save street rebels is placing cones on these cars to temporarily stop them. they want these cars off the road permanently. >> expanded and unfettered access to city streets is a bad idea. ryan: this person is a member of the safe street rebels and asked not to share their identity. they call this the week of which is ahead of the vote on whether to allow waymo to expand

services. >> residents never got the chance to have a say in this and never really consented to being used as human guinea pigs. ryan: abc 7 has document issues with crusie and two waymo cars parade route. using a traffic cone on top of the car disables it and since they feel they are traffic hazards they think using a cone is a good way to send a message. dion: a warning for drivers who use interstate 80 on the weekend. detours in the coming weeks. beginning july 21 eastbound 80 between route 4nd hercules will be closed the weekend. this is for a repaving pje. that closure will be repeated august 4 and august 18ro friday until:00 p.m. and

monday at 5:00 a.m. and then labor day weekend not neglect p.m. thursday, augt 31 the westbound directionf 80 will be closed from 780 in vallejo to state route 4 and hercules. that will last until 5:00 a.m. tuesday morning. larry: along the peninsula we are closely monitoring a grass fire in brisbane where winds are 35 miles per hour. sky 7 was near the area as fire crews stopped the blaze from spreading past the base of the mountain. they will stay on the scene to mop up the area and they will monitor hotspots. but authorities are asking residents to avoid the area. when you're talking about winds at 35 miles per hour something could get out of control quickly. dion: let's get a check on the conditions. meteorologist sandhya patel standing by. hopefully the winds are dying down. sandy: they are actually going to remain gusty. we are seeing haze and a combination of clouds as we

check out current conditions near brisbane. it is 60 degrees. relative humidity 80%. the winds near brisbane west northwest gusting six miles per hour. the wind trend you will notice the next 24 hours is going to be over 30 mile per hour winds out of the west at 6:00 p.m. the only good thing is that is keeping the humidity higher. we have lower clouds in the area. gusty winds through 9:00 p.m. and then they drop off before they pick up again. hopefully the crews can get this under control. sfo reporting gusts of 35. sustained winds of 42 in san francisco. they will remain gusty tonight. coming down a little bit tomorrow morning. it is breezy. tomorrow evening at 7:00 p.m. the wind picking up again over 35 mile per hour wind gusts. because of the onshore winds we are talking 50's to 70's.

we are still under the influence of a trough and seeing isolated thunderstorms up to our north with this pattern in place. certainly, we saw the low clouds peel away from most of the coastline. just a few patches lingering on live doppler 7. let me give you some views from our tower cam. plenty of sun in three of the four cameras. people are enjoying santa cruz, the beach, even though it is not beach weather. low clouds in spots. cooler than average through the weekend and summer heat returns next week. tonight in the fog and low clouds will expand but parts of the north bay may be ok and not foggy. the rest of the bay area looking at the low clouds and fog tomorrow morning. a little bit of spotty drizzle before you see clearing for most areas. similar to today with the winds picking up. temperatures in the 50's. we have the cloud cover to start the day tomorrow afternoon in the south bay. 70 san jose.

brewers chairman on the committee. this group will evaluate the a's application to find the team's new operating and television territory, which is much smaller than the bay area. and then send the recommendation on the major league commissioner rob manfred. the a's lease at the coliseum will expire after 2024. the team says they will move to las vegas but you know there are major obstacles ahead. they have not elaborated on what the financing plan is going to be, nor have a specified their design for the stadium, which is supposed to include a retractable roof. but they do not have enough space for the roof. this is a long way from being done is what i am trying to say.
