repairs are fixed. while some are waiting until then others are ditching the cruise. tim johns talked to passengers who have mixed emotions. >> ruined it. tim: anger for many on the cruise ship. it was meant to leave for a 10-day crews thursday but has been stuck at 27. it got damaged in a collision with the dock and is not expected to leave until sunday. >> they are taking away glacier bay. everyone says go to glacier bay, that is not going to occur. tim: we first met thursday talking to each other via phone as the delays were getting started. he says despite the inconvenience he is trying to be understanding. >> things get beyond your control and that is where a lot of it is. tim: as a form of compensation, passengers will be given two options.

they can leave the ship and get a 100% refund with a 75% coupon for another or they can stay and get a 50% reimbursement and a 75% coupon. >> why would i want to go? >> i will take another cruise. tim: this family has 10 and while they are choosing to stay they can only hope the experience is worth it. >> you are going to go to places you never dreamed of. it is totally different and now we are not really going to see that. there is disappointment. tim: tim johns, abc 7 news. gloria: an important note, the all clear cannot come from princess cruises. the decision will have to be made with the coast guard which says the damage needs to be

fully repaired before departure. when we learned about the ship's new estimated departure we sent out this notification. it is one way to stay on top of breaking news as it comes into the newsroom. download the app and enable push alerts. one person was taken to the hospital after they made contact with an approaching train last night. the details are limited but here's what we know. it happened at the powell street station. one woman entered the track for unknown reasons. that is when she was hit. police and fire crews responded and removed the woman from the track. she was taken to the hospital. her condition is not known this morning. another person fainted but they never entered the track. california has seen what it believes to be the first fentanyl murder conviction. it is connected to a placer county case in which a 15-year-old girl died.

tara campbell explains this could mean more convictions in california, including right here in san francisco. >> fentanyl is everywhere and it is deadly. tara: placer county district attorney weeks ago warning drug dealers. >> if they choose to continue their behavior and sell and kill, the consequences will increase and they will be severe. tara: friday making good on that promise. the da's office confirming a 21-year-old man has been convicted of second-degree murder in connection with the death of a 15-year-old girl who overdosed in roseville last summer. it is believed to be the first such conviction in california. >> this conviction could be a watershed moment in the war on fentanyl. tara: stephen clark is a legal analyst and former district attorney. >> the fact there was conviction sends the message to the people selling fentanyl, you could be

in jail the rest of your life. tara: the key to these cases is proving the dealer knew they were selling fentanyl and that it is deadly. >> what the prosecution will say is anyone dealing fentanyl has a reckless disregard for human life and that is the key to getting a second-degree murder conviction. tara: and he says expect to see more convictions. >> you will now see more and more of these cases being brought because the traditional drug laws have not been enough to stop people from selling fentanyl and it is a national health crisis. tara: san francisco's district attorney clear that her office will hold drug dealers accountable for murder. in a statement saying, "the lethality presents risk to our community we must do everything in our power to hold drug dealers accountable to help save lives. we have to send a strong message in the community and the courtroom that we will not stand by and allow dealers to kill

innocent people and those suffering addiction." the conviction offering some hope in getting drug dealers off the streets. >> they are praying on vulnerable people -- preying on vulnerable people. people who are addicted to drugs and you have a subset of dealers preying on kids. tara: tammy morgan lives in placer county. her son now on the streets addicted to fentanyl. >> he is doing drugs daily. he is caught up in a devastation. it is heartbreaking because it is killing him. tara: tara campbell, abc 7 news. gloria: santa clara county is holding a series of opioid overdose prevention workshops starting today. this will be at county libraries that carry narcan. participants who complete the training will be given a free narcan kit while supplies last.

it kicks off at milpitas library today at 2:00 p.m. you can register online. they run through september 9. in the south bay the mayor of san jose announced a new plan to develop a global ai system to reduce and prevent pedestrian deaths and injuries on the roadways. >> san jose is grappling with pedestrian safety and working on the vision zero plan to make our streets safer. last year we lost far too many, over 60 traffic accidents. gloria: the mayor is asking any software developers who want to help to submit a proposal. he is hoping the ai systems will be able to detect pedestrians during the day and night. you can get up to $3000 in cash prizes. it gets underway as yesterday a person was hit and killed on san jose roads. in the south bay thousands are expected to flock to san jose

starting today for the ob japane culture festival. lauren martinez has a look at the final preparations at what makes this event extra special. ♪ lauren: the annual festival in japan town is coming together. this man was a child. >> it was one of the highlights of summer. lauren: the san jose buddhist church organizes the event. records show the first event was held at the same location on north 5th street in 1935. >> it is pretty amazing have this wonderful gathering of people. lauren: the term comes from a buddhist myth unique to japanese history. a time to honor loved ones who have passed. >> whether we believe in the returning of the spirit or not

san jose has been ordered to unseal documents on the pink poodle scandal. a judge ruled for the city to hand over information related to an internal probe against fire fighters. it relates to a woman see getting out of an on-duty fire truck into the strip club. this after mercury news sued the city for refusing to release records. the judge determined it was a highly publicized incident with enough evidence to show to the public. the man suspected of stabbing another fan at a soccer match appeared in court friday. 29-year-old alejandro garcia-villanueva is accused of stabbing diaz leal last sunday. he faces three counts of assault with a deadly weapon that nearly killed diaz and injured two others. back in his home, diaz is recovering from his injuries. >> i am happy for the help in detaining him.

hopefully he will pay for this since he tried to kill me. if he took a knife to the stadium, it was to kill someone. imagine if he was walking around the street. gloria: levi stadium is conducting an investigation into how we got past security. the judge ordered in jail without bail. 911 dispatch is back up and running after a power outage thursday. calls had to be rerouted to the alameda county sheriff's office. the issue was fixed by friday morning the automated dispatching system was not repaired until friday afternoon. the issue comes as a recent alameda county grand jury report highlighted a major concern at oakland's emergency communications center. residents say they are worried. >> i think about the basic human needs. the little kid who is calling. i think that is hard for the residents who really need them in that moment to experience. it is very traumatic to know

that someone is not coming. gloria: the city says work is being done to reinforce emergency dispatch systems so that it does not happen again. santa clara county leaders unveiled what they are calling a bold initiative to help homeless teenagers. that introduced a program that will provide a guaranteed income for on housed students after high school. it will launch next summer and provided $1200 monthly stipend to 50 homeless students. >> these programs provide a solid financial footing for a limited time as folks into a more productive life. with students that is going to mean education or career. gloria: according to senator dave cortezi, the stipend will maintain mandated benefits they received while they were in high school. a would-be crook at this nail

salon has maybe learned he is not cut out for a life of crime. this after he tried to rob the nail salon but failed. >> everybody get down! get down! gloria: you can see him making demands inside the salon he thought he was robbing. he has got a bag over his hand which suggests he is armed. the problem is that nobody seems to care. you can see that woman got up and left. he tells everybody to get on the ground, they do not do that. he tells them to hand over the money, they do not do that either. things are not going great and he just walks out. atlanta police are still looking for the suspect. i am shocked by that woman who got up and left. that is wild. i do not think i would be that bold and just leave. frances: i was really surprised at how calm they were.

gloria: happening today santa clara county will hold the standdown event for veterans. over 64,000 veterans will get access to 50 different providers and resources at the county fair grounds. the event will offer free food, haircuts, mental health services, and legal services. the goal is to connect veterans to benefits they have earned from their time serving. veteran service officials say they hope to get more support from military partners. >> we do not have that kind of

community here. we do not have that base here. but the residents here and the board of supervisors are solidly behind the veterans. gloria: the event is today through sunday. veterans are urged to register so organizers can plan accordingly. if you go to any beach in the bay area this summer, you will likely find visitors taking pictures. but one group is doing more than just taking selfies. as dan ashley discovered, they are documenting changes that could have a profound effect on how we manage our coastline. dan: as they sift through the sands along the coastline, you could say this team from the california academy of sciences is literally taking a snapshot of climate change. or at least its effect on visitors. >> this is a turkish towel. it is a type of seaweed and there has been so many different varieties of seaweed. dan: the team is documenting the

various life forms that dot the coastline, collecting data adding to a bigger picture. >> the cool thing is since we have been doing this eight years we can compare this year to all of the years that have gone by. dan: dr. rebecca johnson is the co-director. she says the survey is part of a massive volunteer project called snapshot cal coast. launched a decade ago the goal is to build a living database of changes along the coastline. a mission that is especially intriguing this year with the predicted return of el niño. >> during el niño, or right after, we tend to get warmer water species. species from southern california moving north. dan: figuring out what is on the move is turning into a full-time job. for the first time in recent memory researchers have documented juvenile great white sharks migrating from warm water nurseries in southern california

to waters near monterey bay. another predator species, sunflower see triggered an explosion in loss of kelp forests. >> this is a dried up piece of it but they have been washing up on california shores. dan: dr. natalie lowe ocean creatures drifted in before the last el niño, exactly the date of the snapshot program is designed to track. >> to predict what might happen to them. dan: it is the type of big picture the becomes richer over the decades as new bits of information bring it into sharper focus. and perhaps providing a clearer vision for managing the challenges already facing our coastline. >> helping to think about what

on gloria rodriguez. frances dinglasan is here this morning. i am having my first cup of coffee, still getting ready for the day. i know people are getting up with us and getting ready for the weekend. what can we expect as far as the weather? frances: while you are tricking your coffee at home hang onto your hats. it is going to be windy. it is gusting up to 31 miles per hour at sfo. san francisco headwinds up to 40 earlier -- had miles per hour earlier. low clouds along the coast. temperatures will mainly be in the 50's the next few hours. cloudy at the coast by this afternoon. it will be windy everywhere else. temperatures below average inland. mid to upper 70's around the bay, upper 50's at the coast.

when things will change with a big warm up. gloria: we want to know. thank you. governor gavin newsom says he will not ask the state supreme court to block parole for charles manson follower leslie van houtman. that means she could be freed within two weeks after review by the parole board. the appeals court ruled she should be released, citing extraordinary rehab efforts. she has been recommended for parole five times since 2016 but governors rejected those recommendations. she has been in prison more than 50 years for her role in to wo murders ordered by mansen. cluster munitions will be sent to ukraine. these create the risk of civilian harm but see ukraine is running out of artillery. this is u.s. drones were harassed for the third time in

one week by russian fighter jets in syria. officials say russian jet flew at least 18 unprofessional close passes that forced the drones to maneuver to avoid them. tomorrow president biden heads to europe for a week's long trip ahead of two international summits. 's first stop is in london to meet with king charles iii. then he heads to lithuania to attend the nato summit to meet with finland, sweden, norway, and denmark. this after the failed march on moscow and the war in ukraine. closer to home a memorial was held to under the life of an inspiring skateboarder. zion was legally blind after being shot in 2021 but did not let that stop him from chasing his dream of becoming a professional skateboarder. zion passed away late last

month. we profiled him last year. on friday fellow skateboarders let his hearse to waller state park where it sat for memorial. very touching. richmond police released bodycam footage of a deadly shooting from last weekend. they shot and killed a man in the bedroom of a home who was a roommate of someone who had been a we rested for brandishing a weapon. kevin mcdonald was sitting on the bed pointing a loaded ar-15 rifle at officers. police found 53 guns in the home, 48 of which were in mcdonald's bedroom. officers also say there was gun making equipment in the house. we talked to a neighbor who believes the shooting was justified. >> it appears to me that maybe it was appropriate considering

how many weapons he had and what was his plan? gloria: police say the home is owned by an elderly female relative of mcdonald. she was also home and this happened but was not hurt or otherwise involved. oakland police officers are starting a new effort they believe will help combat crime as part of a larger citywide effort. officers are patrolling on foot in a neighborhood that has seen an uptick in crime. anser hassan walked with officers as they worked to keep people safe and build a better bay area. >> have a good day. anser: this officer has been patrolling east oakland for the last eight years but now he has a new role. >> it was busy and there are calls and calls and priorities where you take the time to talk to people. anser: he is part of the new foot patrol team covering an area between the coliseum and

the oakland airport. it is a strategy the police department hopes will help fight crime. >> it gives us the chance to meet people, businesses, try and coming up with a plan of how we can tackle the situation together. anser: the situation in this part of east oakland is that crime is up. according to the police department, burglaries in this part of the city are up 20% since this time last year. auto burglaries are up 27%. >> we are trying to prevent a lot of those burglaries. anser: part of the strategy is hoping high visibility will serve as the deterrent. signs are posted to remind customers to take safety precautions but those do not always work. especially in an area with a lot of travelers. >> fresh off the flight they will have luggage, laptops. not knowing the area or being familiar they will leave belongings in the car and it makes it an easy target. >> we will be out here more.

gloria: welcome back. live look outside this morning in santa cruz. it is looking beautiful today so we have to check the forecast, coming up. a new jersey cargo ship fire that killed two firefighters and injured six others is expected to burn for several more days. a union official says the hoses aboard the ship were too small to deal with the fire that ignited on wednesday. authorities say the main issues getting enough water on the flames. the injured firefighters have

been released from the hospital. target is the latest retailer under scrutiny from republican lawmakers. seven republican attorneys generals are pushing back for their pride month campaign. the letter challenges the company's items as a violation to their state's child protection laws. they are accusing target of promoting gender and sexual identity among children with its pride themed merchandise. the june monthly jobs report released yesterday. the country added 209,000, less than the 240,000 expected. this is not alarming but it is the slowest job growth since december 2020. jobs that were added include government, health care, social assistance, and construction. the unemployment rate dropped 3.6% last month but experts say it is still near a 50-year low.

biden credits his administration for the job growth. >> it shows that economics is working --biden economics is working. gloria: self becoming common on san francisco streets but the technology is far from perfect. we have shown you autonomous cars stopped in the middle of streets at stop lights and even crashing. protesters have come up with a new way to stop the cars in their tracks. ryan curry spoke with the group that claims these cars are dangerous. >> no one is in it. ryan: marking autonomous vehicles as traffic hazards. safe street rebels is placing cones on cars to temporarily stop them. they want them off the road permanently. >> unfettered access to city streets is a really bad idea. ryan: this person is a member of

the safe street rebels and asked not to share their identity. they call the protest the week of cone. it is happening ahead of the vote whether to allow crews to expand services. >> residents never got the chance to have a say in this and never really consented to being used as human guinea pigs. ryan: abc 7 documented issues with the san francisco fire department has seen them blocking emergency units. using a traffic cone on top of the car disables it and since they feel they are traffic hazards, they think using a cone is a good way to send a message. >> as a pedestrian i feel uncomfortable with them and as a cyclist i also feel uncomfortable. ryan:

and encourages disrespectful behavior on the roadways. we will notify law enforcement of any unwanted or unsafe interference of vehicles on public roadways. a spokesperson for cruise says that provide late-night and has delivered over 2 million meals to insecure san franciscans. intentionally obstructing vehicles gets in the way of those efforts and risks creating traffic congestion. safe street rebels says the risk of these cars operating is not worth it. they say if cars can be disabled with cones, having more on the road is a hazard for residents. >> even if you have the perfect driver, which is what they are pitched as, there is something fundamentally o unsafe. gloria: happy saturday. let's get a check of the weather with frances. frances: it is going to be a cool weekend.

unfortunately, we are too far to see it and not heading to canada anytime soon. what we are dealing with this morning are low clouds along the coast but lots of clear skies around the bay area. the winds will pick up this afternoon and it is already pretty breezy in parts along the coast. san francisco, sfo, half moon bay gusting up to 29 miles per hour. even in rio vista near 30 miles per hour. it is helping blow the clouds away. you can see the flag blowing. temperatures are in the 50's. san francisco 53, oakland 56, palo alto 51 degrees. there is san francisco. you can see the low clouds and the marine layer making its way into the bay area. santa rosa is the coolest spot at 47.

seeing something on the lens but you can also see the marine layer behind san francisco. you can see the wind rippling over the bay. areas of low clouds and fog this morning will make it cooler and windy this weekend. if you miss the summer heat, it will be back. we might even see triple digits next week. wind gusts this morning will pick up into the afternoon. very windy. lots of areas might be over 30 miles per hour, like san francisco, oakland, hayward, and livermore. that will cool things down this afternoon. the winds will be breezy this evening before picking up tomorrow afternoon. what you'll will also notice is the cloud cover will peel back to the coast. lots of sunny conditions except along the peninsula coast. and then it will start to move in late tonight into early tomorrow morning.
