>> building a better bay area, moving forward, finding solutions, this is abc 7 news. >> i was actually prep dinner and it sounded like a car bomb or something. it knocked me to the floor. stephanie: at six :00, underground explosion. what is being done after a fire damaged property in a san francisco neighborhood. neighbors described the jolting moments. good morning. before we get to our story, frances dinglasan is here to give us a check of the forecast. it sounds like we will be waiting for a warm-up. frances: you will need the jacket again today or a light layer, especially in san francisco. low clouds, some fog and patchy drizzle along the coast. the winds will pick up again this afternoon, temperatures in the 50's for the next few hours. even by lunchtime, breezy and

mild with temperatures in the 60's. inland areas only in the upper 70's around the bay, upper 60's at the coast. sunset at eight: 33, still on the cool side for the next couple of days. then, temperatures heat up toward the end of the week. stephanie: developing in francisco, pg&e is making repairs after an underground vault exploded and a rep it inflames out of a manhole in pacific heights. one car was damaged as it was parked above the manhole. several windows were blown out, no one was hurt. the vault has been pg&e will inspect it before reenergizing the line. it happened night. people described to us what they saw and heard. >> i saw it just exploded, it caught on fire. that is when san francisco pd and the fire department told us

to move back, no one was allowed on the street. >> i was preparing dinner, it sounded like a car bomb. it knocked me to the floor. i got up and all of the windows -- my windows, both facing laguna and pacific are all impacted. it blew out all of the glass. >> i was cooking dinner and thought it was a firework, then i realized the entire building was shaking. i came outside and saw the car on fire, saw fire coming from the sewers. it was interesting. stephanie: the district supervisor spoke to abc7news it is encouraging residents to stay calm and says pg&e shut off the power to make repairs. according to the outage map this morning, electricity is back on in that neighborhood. two people were sent to the

hospital after a plane crashed in san rafael last night. the two victims had to be pulled out of the plane after it went down in a marsh at the end of the runway. the aircraft struck electrical lines, leading to power outages in the area. cruiser spent the night working to restore power. we will give you an update as soon as we learn more about the conditions. ruby princess hear if they will depart today. the ship has been installed at pier 27 in san francisco for three days. crews have been making repairs since are crashed while docking on thursday. what we are learning from passengers. reporter: the ruby princess is again sitting on the dock of the bay for a third extra night in san francisco after it crashed into the dock on thursday. passengers with a simple description of the events. >> it is parking accident.

reporter: the ship was supposed to be in alaska at this point, but thursday's crash damaged the whole of the vessel as it was docking. one family we talked with said they are not angry, just done with it. >> we are canceling the trip and coming back next year. it is a bummer we have to reschedule, but stuff happens. reporter: the new departure date is 4:00 p.m. on sunday, but repairs will have to be finished by that time and the u.s. coast guard must approve of the repairs. on saturday, the whole appea be sealed. even late saturday, some travelers were still unsure if they were going to stay or go come sunday. >> it is an emotional decision. we do not know staying on and going to seven days and only having one stop in alaska and canada is valuable enough to

until 9:00 this morning. the winds are expected to reach 30 miles an hour within the area. some tense moments unfolded during an annual unsanctioned to skater event in san francisco between police officers and those in attendance. the skateboarders barreled down a steep road. video show bottles and other items at the police. that is not known if any arrests were made. the last one happened in 2020. in the north bay, a family is desperately seeking help finding their missing dog. not only is it a loss for the family, but it impacts a local nonprofit. this kind of story more common. reporter: the dog was stolen, but it is not just an ordinary family pet.

>> the dog's name is buddy, he is older than a year. he is a mix, he is adorable. reporter: on friday, he walked buddy to the bank. he is not a service dog, so he could not take him inside. he tied him to the flagpole. he came out 10 minutes later, he was gone. >> i was in a panic. i talked to everyone, one gentleman witnessed someone playing with the dog then took the dog and took off. reporter: he is working with the bank and police to identify the women who allegedly took the dog. there is more to the story. buddy is a therapy dog. >> he has a therapeutic function for young adults that have been exposed to a lot of trauma. it is not just a loss for us as a family, but the community as a whole. reporter: he says he is surprised but he was stolen from

a busy downtown plaza, were so many people were walking around. >> i have learned this is a thing, stealing dogs and selling them. reporter: dog thefts rise. almost 2 million dogs are stolen each year in the u.s.. some will pretend to have found the dog and try to collect a reward. others knowing the emotional attachment can use it to collect a big ransom. legal experts call it low risk, high reward. low risk of getting caught and big reward of selling a stolen dog. but he was from a pet store for $2000, so a potential dog mapper can turn a big profit. he has been posting signs around town, hoping buddy will come home. >> if you return him safely and healthy, there will be no questions asked. just please return the dog. stephanie: we are crossing our

stephanie: the has increased in san mateo county. according to a report, unemployment rose to 3% from april to may, then to 3.1% in june. residents should not be worried about the gradual uptick. industries including hospitality and restaurants are still seeing growth, despite employment fluctuating throughout the region. in a report as highlighting remote works impact on san francisco's commuting population during the pandemic. san francisco's daytime population transformation is the most dramatic in the country. the city lost nearly 210 thousand people during a typical workday in 2021, compared to 2019. for the pandemic, the population would jump to 1.1 million people

santa clara public health department is trying to educate families about vaccines amid a decline in childhood vaccinations. it hosted an interactive art event yesterday. kids also got a chance to participate in fun activities. the mural theme was created by a local artist and is titled vaccines are another part of growing up. summer is in full swing in visitors at yosemite are busy hitting the park. visitors have been met with long lines just to enter. officials want to enact a temporary reservation system by next summer due to the excess crowds. park officials are trying their best to better manage visitors and considering crowd control measures. they are proposing a permanent reservation system to limit admissions. we are waiting on a winner to claim the powerball jackpot, it is an x to meet at $650 million. the california lottery website

crashes in southern california killing six people. what the faa is investigating a midflight restrictions in the area. we are starting with a look at the weather. a breezy start. frances: already breezy in san francisco. we will show you another live shot, this time of the golden gate bridge. witness average around 25 miles per hour in san francisco. breezy right now, then windy this afternoon. we are dealing with fog and drizzle, especially in santa rosa and along the coast. this afternoon, temperatures the upper 60's at the coast, near 60 degrees. a big warm up is on the way. i will have a in the accuweather 7-day forecast coming up. stephanie: new details overnight on the plane crash that left six people dead in southern california.

the french valley airport is temporarily closed after the plane crashed and burst into flames in a field nearby. the investigation currently underway. reporter: a terrifying scene in southern california. the charred remains of a business jet after it plunged into a field and burst into flames. >> one aircraft down in the middle of the field, fully engulfed. reporter: all six people on board killed. the faa says the pla departed from las vegas crashed around 4:15 this morning on its approach to french valley airport just north of san diego. >> it was foggy this morning, almost like you are in a snowstorm. reporter: the ntsb says five investigators are expected to arrive on scene today. the faa is issuing a temporary three-mile flight restriction to protect the integrity of the

scene. just four days ago, another cessna plane crashed after taking off from the same airport in marietta. the 39-year-old pilot died and three others were injured. two tragic scenes. the faa will be investigating that crash and this one behind me. the ntsb will look for evidence like radar data, weather information and maintenance records. stephanie: the fbi investigating the alleged bomb threat that led to a southwest plane diverting to oakland. according to the sheriffs office, the plane headed from las vegas to maui was redirected after a flight attendant received images of suggesting a bomb was on the aircraft. authority say those pictures were sent through the apple airdrop feature. all belongings and luggage were searched, but no explosive materials were found.

reporter: authorities the search for michael burrow him, who escaped from a pennsylvania jail just weeks after he was captured in south carolina, following a days long multistate manhunt. the 34-year-old suspect facing charges in two separate cases. he's being held in northern pennsylvania on arson and burglary charges and is accused of carjacking and kidnapping a couple while trying to escape capture in may. a dozen agencies involved in the search. >> we are cautioning residents if they see him or believe he may be anywhere near them, they should not attempt to approach him. reporter: at 11:20 p.m. thursday, making his escape from the jail yard, hoisting himself on exercise equipment and lowering himself to the ground with a rope made of bedsheets.

we went to vendors and inspectors are facing. >> what are you doing? reporter: we interviewed a street vendor about safety, we were assaulted. a woman aggressively approached us and tried to snatch the microphone. the vendors said this is what we experience every day. >> we all have permits here. we are all taking care of each other. reporter: he says inspectors and vendors are both being attacked. >> people have stolen some of my merchandise. reporter: over a year ago, the city of san francisco began a street vending program. the goal is to make sure every vendor is registered with the state and has a permit to sell items. public works inspectors go out

with san francisco police officers to make sure everyone selling here has a permit. now, the inspectors are being threatened. >> there has been pushing and a body check a punch. no serious injuries, but something to be concerned about. reporter: public works believes the people attacking them are those that are not permitted and selling what appeared to be stolen goods. we spoke to one inspectors off-camera, who said she does not feel safe doing her job. the supervisor represents the mission district said public works inspectors are the only ones allowed to enforce permitting. officers can only accompany them. >> law enforcement agencies cannot be the primary on any enforcement. what we have now is a situation where public works is out enforcing. reporter: this

says she is scared. i am worried because i have a baby. i also have my other kids who come here to sell with me. stephanie: new cargo ship fire that killed two new jersey firefighters and raised air pollution concerns. the fire is contained. it ignited wednesday and injured six other firefighters. the fire was contained yesterday and stabilized the ship, which was starting to lean to one side. it was carrying thousands of vehicles. the cause of the fire and what led to the deaths is still not known. to the weather and a check in with frances. frances: we have widespread and low clouds, even in our shot at walnut creek. temperatures are on the cool side with the strong sea breeze.

complete and if they have been given the all clear by the cruise line and coast guard. passengers have until 11:00 a.m. this morning to decide if they want to go on the trip to alaska or walk away. happening today in the south bay, the tuesday annual festival is underway in san jose's japan town. it is held to honor loved ones who have passed and is filled with traditional japanese performances, music and food. we spoke with someone who has attended celebrations. >> it is good to see the community get together and be as one, it is great to see. stephanie: the event is held on 5th street between taylor and jackson streets in san jose. today is the last day of the event, it runs from noon to 8:00 p.m. an eight-year-old is representing the bay area at the national lego competition. he beat out 22 other builders and is looking for votes to win.

children ages five to 12 were asked to build an original lego creation that shows how technology makes the world a better place to live in. his model was inspired by the first airplane built by the wright brothers. very creative. elton john just wrapped up the final days of his career. his farewell tour ended in stockholm, sweden last night and he posted to instagram saying what a journey this tour has been. it is true. the farewell yellow brick road tour began in 2018, originally meant to end in 2021. the 76-year-old postponed many shows during the pandemic. more than 300 performances later, it is over. even though he is done touring, he will keep making music. what a career. i still have that song in my head. i and some of the new songs.
