today fog and drizzle with temperatures in the 50's. it's been that way most of the morning. by noon breezy and it still mild. temperature is slow to warm up this afternoon with wind picking up keeping temperatures below average. inland areas in the upper 70's around the bay upper 60's. at the coast near 60 degrees. some changes are on the way. get ready for a warm-up if you are tired of cooler weather. >> the coast guard has given the ok for the ruby princess cruise ship and its thousands of passengers to depart. repairs are complete. that ship has been sitting at pier 27 in san francisco since colliding with a dock thursday morning. j.r. stone shows more from ship passengers. the ruby princess is again sitting on the dock of the bay for a third extra night in san francisco after it crashed into the dock thursday. passengers with simple

descriptions of the events. >> it's a parking accident. >> the ship was supposed to be in alaska at this point. thursday's crash damaged vessel as it was stocking. one bay area family we talked to say they are not angry, just on with it. >> it's a bummer we have to reschedule, but stuff happens. >> the new departure date is 4:00 p.m. sunday. repairs will have to be finished by that time. the u.s. coast guard approve those. on friday our cameras captured a huge hole in the ship's hull knew the stern. saturday it appeared to be sealed. late saturday some travelers were still unsure if they would stay or or go come sunday. >> it is an emotional decision. we don't know if staying on and having seven days in a nazca and

pg&e is making repairs after one of its underground vaults exploded and erupted into flames out of a manhole in pacific heights. one car was damaged as it was parked right above the matt hall. several windows were blown out. thankfully no one was hurt. authorities confirmed the vault was deenergized. it happened in the 2100 block of pacific and laguna streets around 8:00 last night. people described what they saw and heard. >> we saw it just explodes. it was on fire. that is when san francisco pd and the fire department told us to move back. no one was allowed on the street. >> i was preparing dinner. it literally sounded like a car bomb or something and knocked me to the floor. i got up. all of the windows, because my windows, both facing laguna, as

well as specific, all got impacted. it just blew out all the glass. >> i was cooking dinner and i thought at first it was a firework. then i realized the entire building was shaking. i came outside. i saw a car on fire. i saw fire coming from the sewers. it was definitely really interesting. >> residents were told to shelter in place overnight. the district two supervisor catherine stefani spoke to abc7news encouraging residents to stay calm and say -- said pg&e shut off power last night to make the repairs. this morning according to the outage map electricity is back on in that neighborhood. alan update to a story we told you earlier this morning. one person is dead and another in the hospital after a plane crash that smith ranch airport in san rafael last night. two victims had to be pulled out of the plane after it went down in a marsh at the end of the runway. one passenger died at the scene. the other is hospitalized in

critical condition. witnesses called 911 to report the tale of the plane hit power lines. and was wrapped around the rear of the plane at the crash site. pg&e cruise spent the night working to restore power. rescue crews in san franci saved 10 kayakers from the san francisco bay yesterday during two separate incidents. in the first rescue fire officials say five children ended up in the water after kayaks capsized at mccovey cove. we were pulled to safety by rescue swimmers. another child and two adults were rescued by a passing fishing vessel but thankfully did not fall in. everyone is expected to be ok. the event happened during the first inning of yesterday's giants game. tense moments during an annual unsanctioned skater event in san francisco between police officers and those in attendance. you can hear them go down.

skateboarders barreled down the steep road of german -- dolores street during the event called the dolores street skate bomb. leo shows people to throwing bottles and other items at police. it is not known if any arrests were made. the last dolores street skate bomb happened in 2020. in the north bay a family is seeking help finding their missing dog. they say it's not only a loss for a family, but impacts a local nonprofit. this kind of story is becoming moreomn. >> aaron dittmer's dog was stolen. the dog is not an ordinary family pet. >> the dog's name is buddy he is a little older than one year. he is a mix of a cavalier spaniel and a poodle. he's adorable. >> on friday dittmer walked buddy to the bank in downtown san rafael. he could not take him inside. he tied him to a flagpole in front of the banks pick windows and when he came out 10 minutes later but he was gone. >> i was in a big panic.

one gentleman here witnessed two women that had played with the dog and then should -- took the dog and took off. >> is working with the bank and police hoping that surveillance footage will help identify the women that allegedly took that off. there is more to the story. buddy is a therapy dog for his wife nonprofit. >> he has a therapeutic purpose for young adults that have been exposed to a lot of trauma that my wife works with. >> dittmer is still some prized -- surprised buddy was stolen from a busy downtown plaza were so many people were walking around. >> i learn from other people this is really a thing, ceiling dogs -- stealing dogs and selling them. there's an underground market for this. >> according to the american kennel club dog theft is on the rise. almost 2 million dogs are stolen each year in the u.s.. someone will pretend to have found the dog and try to prove -- collect a reward.

region. a new report is highlighting remote on san francisco's commuting population during the pandemic. according to the mercury news news, san francisco's daytime population transformation is the most dramatic in the country. the city lost nearly 210,000 people during a typical workday in 2021 compared to 2019. before the pandemic the population would jump to 1.1 million people in the city on average during work hours. it shows a loss of nearly 20% of the cities's daytime population. northern california native and women's soccer star megan rapinoe is retiring. she made the big announcement yesterday at stanford saying the season will be her last. megan rapinoe and the women's national team play against wales today at paypal stadium in san jose. after the game there will be a ceremony to send the team off to the world cup in australia and

by a former corrections officer and chef in napa valley teaching essential skills in the kitchen and beyond. >> training academy is a program that brings adults out of homelessness, out of addiction, out of incarceration, and it trains them, gives them life skills, houses them to give them the best foot forward now that they are on the road to recovery. it is a full-time job. we are trying to create that and train them in the field. dishwashing, inventory, prepping. we go through all of the techniques come all the cuisines. i have 100 percent job placement if they graduate. when they graduate this program and get into the hospitality industry, these are friendships and connections that will last a lifetime. >> i had been an addict for almost 30 years.

north of san diego. >> it was very foggy this morning. almost like in a snowstorm where you can see a couple feet ahead of you. >> five investigators are expected to arrive on scene today. the faa is issuing a tempo three-mile flight restriction to protect the integrity of the scene. the airport temporarily closed. four days ago another cessna plane crashed in the same area after taking off from the same airport in marietta. the 39-year-old pilot died. 300 -- three others were injured. >> two tragic scenes. the faa will investigate that crash into this one behind me as well, looking for evidence like radar data, weather information, and maintenance records. zohreen shah abc news marietta. >> the fbi is investigating alleged bomb threat that led to a southwest plane diverting to oakland last week.

according to the animated county sheriff's office the plane headed from las vegas to maui was redirected after a flight attendant on board said they received images suggesting a bomb was on the aircraft. authorities say the pictures were sent through the apple airdrop feature. belonging and luggage were searched after the plane was evacuated in oakland but no explosive materials were found. no arrests have been made. president joe biden is heading to europe repairing for a high-stakes nato summit. biden said today in an interview with cnn he believes ukraine is not yet ready for nato membership as treasury secretary janet yellen just finished up her trip in china. >> we know that a decoupling of the world's two largest economies would be disastrous for both countries and destabilizing for the world. it would be virtually impossible to undertake. we want a dynamic and healthy global economy that is open,

free, and fair. not one that is fragmented or forces countries to take sides. >> secretary of state antony blinken also had talks with chinese officials last month. now developing out of funds of any authorities are expanding the search for an escaped inmate facing multiple charges including murder. the inmate is described as dangerous and has been missing since thursday. reporting from new york. >> on saturday authorities expanded the search for michael bertram who escaped from a pennsylvania or jail weeks after he was captured in south carolina following a days long multistate manhunt. the 34-year-old suspect facing homicide and rape charges in two cases in jamestown, new york and was being held in athens of a near jail on arson and burglary charges and is accused of carjacking and kidnapping a couple while trying to escape

is chatter about where he might be or when we could be hiding. >> authorities advise everyone in the area to lock their doors and stay vigilant. >> a string of cell phone robberies over the past two weeks have targeted women in some san francisco neighborhoods. police records examined by our media partners at the san francisco standard show 22 robberies between june 23 and july 4. 15 of those 22 targeted women and nearly a dozen were connected to a single group of teens. so far there has been one arrest. that suspect is a juvenile. we are told the investigation continues this weekend. robberies happened in soma, the tenderloin, union square. two victims told the standard they tracked their phones to a flea market in oakland. ahead on abc 7 mornings, the crackdown on illegal street vending. abc7news gets a firsthand experience of the violence is

is what we experience every day. >> we all have permits here. we are all taking care of each other. >> she has had a street vending permit for a year and he says inspectors and vendors are both being attacked. >> people have stolen some of my merchandise here. >> over a year ago the city of san francisco began a street vending program. the goal has been to make sure every street vendor is registered with the city and has a permit to sell items that are not stolen. on a daily basis public works inspectors go out with san francisco police officers to make sure everyone selling out here has a permit. now, these inspectors are being threatened. >> there has been pushing at a bodycheck and a punch. no serious injuries. but something to be concerned about. a situation we don't want our staff in. >> police believe attacking them are not permitted and selling what appear to be stolen goods.
