york. >> this this is america this morning. >> good monday morning everyone. i'm andrea fujii in for rhiannon. >> glad to be here with you. i'm derek dennis in for andrew. we begin with breaking news overnight. a state of emergency in parts of the northeast due to catastrophic flooding. >> one official is comparing the damage north of new york city this morning to a war zone. this morning, new images of catastrophic flooding north of new york city along the hudson river. >> water was literally just piling onto the road. >> this family frantically tried to keep water out of their home in orange county, where at least one death is attributed to the floods. as a woman swept away by the fast moving water, there are some major flash flood, major washouts where all around were her houses. >> so i could definitely see where she was trying to get out to safety, but did not make it. got swept away. and unfortunately did not make it.

oh, my god. >> oh, my god. that's not gonna that's gonna come in the house. i see it. i'm watching. >> nearly eight inches of rain triggered the flash flooding seen here at the us military academy. west point. authorities in the area said multiple water rescues were underway overnight as the national weather service urged people to seek higher ground. >> every road that i go on, there's power lines down or there's trees down. there's it's flooded. i can't get home. that's why that's why i flagged you guys down. >> a woman in highland falls took this video from her apartment at the rushing water nearly as high as that fence. on the other side of the country. the southwest is gearing up for a second consecutive week of 110 plus degree temperatures. phenix is expected to see highs of 115 degrees this week. swell altering conditions are also expected to continue across south florida from naples to

miami, where the feels-like temperature hit 109 over the weekend. experts say climate change makes typical heat waves about five degrees warmer and as the heat waves become more deadly, some advocates are now pushing for the federal government to update the law and require landlords to provide air conditioning. similar to the law that requires them to provide heat in the winter. in the meantime, the heat is driving up the cost of ac repairs, with some parts hard to find. costs are up. an estimated 25% in the last three years. in the last two weeks, heat related emergency room visits have nearly doubled in some states. well, check your forecast in just a few minutes. >> the other big story this morning, two manhunts on opposite sides of the country for murder suspects who escaped from custody. one is described as a survivalist with military training, believed to be armed and dangerous as law enforcement from the us marshals to the national forest service focused on finding michael bertram, the

suspect in a homicide, as well as a rape case in new york. he escaped from the warren county, pennsylvania, jail on thursday. authorities say by climbing on exercise equipment and getting over a fence with a rope made of bedsheets, the 34 year old was being held on arson and burglary charges. now, on day three of the search, police say the escapee, a self-taught survivor , novelist with some military experience, this may be trying to hide in the woods. >> we've found stockpiles of supplies or campsites that we believe are associated with michael bertram. >> police today saying it is possible he is receiving help. also sharing new images of bertram's tattoos. us authorities now expanding their search past the area near the jail. >> anyone in this situation becomes more desperate over time and we plan to use that to our advantage. if he's out here in the woods, we'll continue to push hard. he's not going to be able to get a lot of rest. >> earlier this year, burrum was the target of another multi

state manhunt after authorities say he attempted to avoid prosecution for charges including rape. meanwhile out west, authorities can't explain how eric abel got away from sheriff's deputies who were escorting him back to jail from a medical center near sacramento . >> we believe he was last seen wearing belly chains and orange jail pants, no shirt, no shoes. the 35 year old is facing charges for the april murder of a hostage and shooting two others, including a california highway patrol officer there. >> and back to that manhunt in pennsylvania. a swat team with long guns went house to house in one neighborhood. police say the suspect may have broken into a home north of the jail to steal men's clothing. new york city police have made an arrest after a string of random shootings. >> a man riding a scooter rode through brooklyn and queens while firing a gun. an 86 year old man was killed and three other people were wounded. the suspect now faces murder, attempted murder and weapons charges overseas. president

biden is in london on his way to the nato summit. he's defending his decision to send cluster bombs to ukraine even though they're banned by many us allies because of human rights concerns. he's also discussing whether to sell fighter jets to turkey. abc's justin finch is here with more. justin good morning, andrea. >> good morning. president biden visits with king charles outside london today and then he leaves for the nato summit. we're helping ukraine's fight against russian forces will be issue number one. president biden travels to lithuania tonight for two days of talks with nato leaders, saying the unity of the alliance is crucial to defeating vladimir putin in ukraine. >> i believe putin has had an overwhelming objective from the time he launched 185,000 troops into ukraine, and that was to break nato. it's a holding nato together is really critical. >> some allies are pushing to help ukraine eventually join the alliance. the president says it won't happen anytime soon if the

war is going on, then we're all in the war. >> you know, we're at war with russia, if that were the case. so i think we have to lay out a path for the rational path for russia, for excuse me, for ukraine to be able to qualify to get into nato. i think it's premature to say to call for a vote, you know, in now because i there's other qualifications that need to be made, including democratization and some of those issues. >> biden also says he's optimistic sweden will join the alliance despite resistance from turkey over anti-islamic protest votes. biden says his administration is working on a deal to sell f-16 fighter jets to turkey in a potential exchange for lifting their objection in. meanwhile, new fallout from the administration's decision to send cluster munitions to ukraine's military. more than 120 countries have banned the use of cluster bombs, which

released smaller bombs that can be less accurate. >> we are very mindful of the concerns about civilian casualties and unexploded ordnance being picked up by civilians or children and being hurt. but these munitions do provide a useful battlefield capability and the white house says ukraine agreed not to use those cluster munitions in populated areas. >> andrea. >> justin, thank you. >> yet another tragedy involving migrants at sea. this time at least 300 migrants are missing off the coast of spain. it comes less than a month after hundreds died when an overcrowded boat sank off greece. in this latest tragedy, the migrants were aboard three ships coming from senegal to the canary islands. >> and back in this country, northwestern university is reconsidering the punishment of its head football coach after a hazing scandal. the school's president announced coach pat fitzgerald's two week suspension friday after an investigation

over the weekend. all through the day and night, we hear cracks in the house. >> to think that these homes were intact. but, you know, yesterday afternoon and today, you can hear the creaking, the cracking and the crumbling and they're going to fall. >> some residents believe the landslide was caused by a water leak. >> now to the growing concern about an energy drink popular among kids. the amount of caffeine in one can is raising eyebrows and now it has the attention of a us senator. here's abc's alison kosik this morning. >> new york senator chuck schumer is calling on the fda to investigate the energy drink prime, which he says is being marketed to children and contains the caffeine equivalent of six cans of coca cola, one of the summer's hottest status symbols for kids is not an outfit. >> it's not a toy. it's a
