compromised. >> but the city has already taken precautions to prevent it from spreading. reporter: the city of hayward says it was hacked. officials say so far private data is safe. >> there has been no evidence of which we are aware of any data breach whatsoever. >> the city of hayward said this was a ransomware attack but did not name who was behind it or what was being asked. the problem was detected sunday morning and the city has since closed access to its public website and online portals. >> there was a forensic analysis going on about how it happened and how to address it in the future. >> this after recent ransomware attack in oakland where personal data was leaked. this professor at san jose state university cities and organizations like hospitals have been vulnerable in recent years. >> the last five years we had 330 attacks. that cost about $70 billion of downtime. >> cities like hayward are soft

targets, meaning hackers believe they have week i.t. defenses. he recommends anyone who has conducted online transactions with the city to monitor bank accounts and critic cards. >> any kind of means that i used to communicate or pay the city of hayward,, monitor that very well. >> it is problematic what we are seeing. i think it will only increase if we don't do something about it. reporter: the state senator a formal councilmember and praises the response saying that the city has made strides to beef up its i.t. systems. the big challenge for cash-strapped cities is cost. >> tech services are extremely extensive. reporter: she says silicon valley needs to offer discounts and services to help deal with cyber security concerns as well as the state. >> the offices of emergency services for the state of california needs to step up and have a game plan and strategy around it.

we are the fourth largest economy and it's incredibly imperative we protect our resources. reporter: the city is still conducting business in person and on the phone but it could be weeks before they are back on track. >> a man from the city of tracy's facing federal charges accused of a computer attack on the discovery bay water treatment facility. the fbi sase was a former employee who intentionally disabled the main operational and monitoring system for the water treatment plant impacting the water pressure, filtration, and chemical levels. the facility treats water and wastewater's for about 15,000 customers. he faces up to 15 years in prison and a fine of a quarter million dollars if convicted. >> a warning from fremont police about a phone scam on the rise. people are receiving calls that appear to be coming from the department's nonemergency line. the person on the other end of

the line is asking for information or money. in some cases people are told they need to make a payment or risk arrest, deportation or legal action. the police say they will never call to make such a demand. the number megan -- the number being mimicked is on the screen. if you get a call from this number requesting information or money, hang up. >> there is a new response to the chaotic scene at dolores park in san francisco. more than 100 people and many juveniles were arrested by the police during an unpermitted skating event called a hill bomb. our reporter just spoke with the police chief about the criticism his department is receiving about their response and she joins us live. reporter: sfpd chief bill scott said they initially went to the event hoping to prevent it. i spoke with a resident who said it seemed like this year the crowd was wild. a chaotic scene, 81 juveniles, 32 adults arrested or cited

sunday in san francisco. images show officers wearing tactical gear while fireworks were being thrown at them. all double vehicles were vandalized. >> we expect our officers to stand out there and be hit with bottles and explosives and not protect themselves? that will never happen. and the public should not expect the officers to be in that position. reporter: the unpermitted event attracts hundreds of skateboarders at dolores park to skate down the hill. this person has lived in the area 22 years and called 911 after hearing screams out his window and witnessing a fight. >> one on the ground was being beaten up. i know they are young, but they were definitely with people that were causing a lot of trouble and it was very intimidating just walking up and down the street. people were closing up shop. reporter: this skateboarders saw

the images and said to police officers overreacted. >> i seen them in like riot gear. nobody is having a riot, people just came out to have fun. reporter: chief scott said they gave the group over an hour to disperse before making any arrests. he said they changed to tactical gear after an officer was hit in the head with a sharp object. >> what is excessive about an officer putting on safety protective equipment when they are having explosives, bottles thrown at them, getting punched in the face? reporter: the supervisor is calling for an investigation of fs pd's response -- sfpd's response. >> i'm going to be reaching out directly to the police commission in particular. i hope that they will exercise their oversight role here to ask questions and to really figure out what exactly happened and why it went down like this. reporter: in years past there

know. the excessive heat watch goes up at 11 a.m. friday for all inland areas shaded in red. it runs until sunday night. solano county until monday night. the concern is highs well above average, upper 90's, near 110 degrees. it is very taxing on the body when overnight only in the low 60's in the valley, 70's in the hills. dangerously hot conditions will bring a higher risk of heat illness. it will be in the moderate to major heat risk category. right now we don't have to worry about it because of the marine influence keeping to pitchers along the coast in the 50's, 80's inland. 6:00 until 8 p.m. temp into the 70's, inland 50's. then we start off with drizzle tomorrow morning and fog. by early afternoon you are already in the 80's, 50's co-side. i will let you know how hot it will get inland tomorrow and when you have to really watch out for this heat coming up.

>> we will check back. eta concerns linked to demands on california's electric grid have become more common the last few summers. $67 million of federal funding is aiming to help modernize the grid and help the state avoid power outages. as zach fuentes tells us, experts say it will not be enough. reporter: flex alerts are becoming increasingly frequent, issued by the operators of california's electric grid. the let's call for people to conserve power during peak hours, usually on extremely hot days. demand on the grid is expected to go over, the state triggers rolling blackouts. >> droughts, heat atmospheric rivers are made worse by the climate crisis, leading to constant threats to the electoral grid. reporter: with climate change expected to stay and issue plus more demand on the grid with the upcoming goals of all electric vehicles, new resources have been focused on improving the california electric grid.

>> the department of energy has awarded $200 million to nine states in three tribal nations for grid investments, including 60 75 -- $67.5 million to california. reporter: the u.s. secretary of energy said in a press call monday that the funds can be used for critical upgrades. >> undergrounding or fireproofing equipment, connecting microgrids to provide backup power for critical services. reporter: this uc berkeley professor is only board of governors for the california independent system operator which runs the grid. while attention and concern focus on the issues the grid faces are welcome, it is not enough money. >> till it in california are spending somewhere around $10 billion a year to meet this challenge. that is not forever, but the next few years at least we are talking about huge investments. $67 million helps, but it's a pretty small drop in the larger need.

deputies out of the hospital after a driver slammed into the back of their patrol car this morning in petaluma on lakeville highway just after 2 a.m. the deputy was in the process of pulling over a driver when another driver hit the back of the patrol car. the deputy and the drivers of both vehicles were taken to the hospital. the driver who hit the officer's was arrested on suspension -- suspicion of drunk driving. >> in about 45 and is the mount diablo unified school district is hosting a fentanyl awareness event for parents and caregivers. it is to discuss the risks of the drug and the resources available and overdosed training and narcan kits. event is full but there will be similar presentations in the coming weeks. >> after the break, a harbor seal pup rescued after being found entangled in fishing line. it happened yesterday near san francisco. we have an

at kaiser permanente all of us work together to care for all that is you. football team plays a key game in san jose but the future of the franchise is a major focus. the team owned by marshawn lynch announced it has begun a 90 day process to determine its long-term home. the state is looking at for cities including oakland, sacramento, stockton and its current home of san jose. the panthers were initially slated to play in oakland when they were introduced as an expansion team in 2019, but the team instead has played at the sap center in san jose the last two seasons. >> the u.s. women's national team has touched down in new zealand ahead of the world cup. they tweeted out this video from auckland as a group of fans greeted them.
