received an entire summer's worth of rain in only a matter of hours. >> in vermont, entire communities are cut off by floodwaters and the capital city is shut down right now with an emergency health order due to the worst river flooding in nearly 100 years. this morning, rescue teams from across the country are racing to vermont, completely destroyed where flash floods are wreaking havoc on mountain towns. >> swiftwater rescue teams from north carolina. and we have swiftwater rescue team coming from michigan and from connecticut, nearly a foot of rain has fallen since sunday. >> this image taken overnight shows a flooded downtown montpelier, the state's capital . more than 50 people rescued in the state as of last night. some towns are inaccessible, all including ludlow, seen here in this drone video. our infrared picture transportation line run over the mountains. >> all those transportation lines for two thirds of the state are cut off right now. so

our teams have to transverse those mountain ranges coming up from the south and working up north in neighboring new york, a woman was killed, swept away by floodwaters in the village of highland falls while trying to get to higher ground with her family and dog. >> and then they made it across . yes. and then i guess she freaked out and panicked and tried to make it across with the dog. and he said it just happened too. suddenly some areas north of new york city received a summer's worth of rain. >> in six hours, the damage being compared to tropical storm irene more than a decade ago. meanwhile, triple digit temperatures are expected in parts of the south for several more days in what could become the longest heat wave on record. el paso, texas, has seen 25 consecutive days of 100 plus degrees in florida. it's not just the air temperature that's soaring. an ocean heat wave is pushing water temperatures in the gulf of mexico into the mid

scandal. fitzgerald had been suspended for two weeks, but he was fired yesterday after specific cases of hazing and sexual abuse were reported by the student newspaper. >> we turn now to violent crime plaguing big cities across the country. in response, one of those cities, washington, d.c. is set to do something it hasn't done in more than a century, reform its public safety laws. abc's derrick dennis explains us this morning with rising crime a concern across the country, city lawmakers in washington, d.c, are set to vote on what's being called an emergency public safety bill to address soaring crime rates. >> violent crimes in d.c. are up 33% in the last year. murder are up 17. >> when we have members of our community being shot and killed at rates that we haven't seen for 20 years, that's an emergency period. >> the emergency bill would make it harder to release suspects accused of a violent crime before trial, whether they're in

adult or juvenile, and whether or not they are armed. supporters point to this statistic saying right now a typical murder suspect in d.c. has already been arrested. 11 times for previous crimes. >> i think that we're going to be safer because people who are committing violent crime won't be on the street to commit more violent crimes. >> the bill would also create a new criminal offense called endangerment with a firearm making it a felony to fire a gun in public. and it would increase the penalties for illegal gun possession. it would also allow for more police chases. as one city councilor recently said, criminals can get away with murder. in d.c. supporters hope the bill being voted on today will help change that. derrick dennis, abc news. >> derrick, thank you. this would be the first significant update to washington's public safety laws since 1901 overnight. >> the powerball jackpot grew even bigger. that's because once again, there was no jackpot

>> hey, good morning, america. >> a pilot is recovering after this small plane crashed. nose first into an airport hangar in long beach, california. the cause of the crash is under investigation. the pilot suffered only minor injuries. several homes outside of los angeles have shifted another 20ft just since yesterday, collapsing into a ravine. >> the ground continues to move under homes and rolling hills. estates officials have deemed at least a dozen houses there unsafe. several others are still moving. >> two days ago, there was a garage that was level with the street here. now it's six, 18ft down and there is a fissure that

runs right through the top of this neighborhood that has taken out home after home after home. it is unclear what triggered the landslide. >> some speculate it was a water leak. >> now to a consumer alert that you should keep in mind before swiping your credit card. the alert comes after a scam was uncovered at several walmart locations this morning. an urgent warning after credit card skimming devices were found in the checkout lines and at least eight walmarts in new york. the devices look identical to what you'd find at any checkout, but scammers use them to steal your credit card information. a shell like this attaches to the front of the credit card machine, capturing your card's information and any keypad touches after you swipe it then uses bluetooth technology to transmit the data to scammers. >> they don't have to physically remove it or go back to it. >> police in auburn, new york say this image shows three scammers installing a similar device. it's been called gutsy to put those devices where they were located because it was a very public area. the fbi
