you need to know about the heat. >> welcome to wednesday, july 12. >> we start with a check of the forecast. >> it felt warmer yesterday. excessive heat arrives friday. here's a live look from outside. we have dense fog along the coast. half moon bay, less than a mile visibility. temperature-wise, we are starting in the 50's across the board. a light layer needed in the next couple of hours but like yesterday we will warm quickly away from the coasts. any cloud cover we have shrinks pretty fast with high pressure gaining control. that will mean the marine layer gets chopped up. sunshine prevails quickly. our warm response will go back into the 90's. 70's and 80's on the board. 71 oakland, 80 san santa rosa, fairfield to antioch in the low 90's.

that warning coming from officials with the new heat ready program, launched yesterday, in time for this hot weekend. in livermore, temperatures are supposed to be up to 105 in the next few days, but back to heat ready, we know the idea is getting vulnerable populations to cool places in heat events and doing this by increasing coordination by state agencies and local partners while providing information. we remind viewers to stay hydrated and aware of when the harshest heat of the day will strike. one bottle of water is not enough. a full liter of water an hour is needed to stay hydrated, especially if you are out in the extreme heat. deciding what time to go out is also critical. >> you will want to have plenty of water if they are going to do strenuous activities, limit it to the coolest parts of

the day. >> you heard from dave mason with the east bay regional parks district. you should only hit a hiking trail with a partner in a heat event. around this time two years ago, 37-year-old philip krajicek went for a run on a trail on a day temperatures reached 106 degrees. gps showed he wondered off the trail disoriented and likely suffered heatstroke. the goal is always to stay cool. there are also free locations where you can seek out some air conditioning. that includes malls, libraries, and for those who do want to come outside, they have these fountains that are typically on here. that's also an option to consider. in livermore, amanda del castillo, abc7news. >> you contract the heat by downloading our streaming app.

you can get the latest forecast, radar, and weather anytime. >> we are not the only ones dealing with the summer heat. the white house is taking action to warn people about heat related dangers. it will be creating two virtual research centers to help underserved communities prepare for scorching temperatures. the federal government plans to create a new national heat strategy and find ways to make affordable housing more resilient. as some areas deal with high temperatures, others are facing heavy rain and flooding. the northeast is getting ready for more rain. >> there is some relief in vermont. floodwaters have started to reseed in parts of the state. montel your saw nearly eight inches of rain yesterday in a couple -- montpelier saw nearly eight inches of rain yesterday in a couple hours.

no injuries or deaths have been reported. four more inches of rain is expected this weekend. >> it's nerve-racking. we know the wall held during the rain so we were hopeful it would hold during this storm. >> at the same time, 65 million people across the state are under heat alerts. arizona, phoenix specifically, is expecting their 13th consecutive day of temperatures of 113 degrees or higher. las vegas could see record-breaking heat as well. any temperature recording over 117 degrees would break the city's record. >> thank you. former charles manson follower leslie van houtman is a free woman this morning. she was released from a california prison yesterday after a decade-long effort. she served 53 years of a life sentence for her role in two murders ordered by manson in 1969.

in a court hearing over her parole earlier this year, the judge said she showed rehabilitative efforts and remorse. her lawyer tells abc news this should have happened a long time ago. >> the decision would have been to release her 30 years ago because she was not a risk to public safety, which is the legal standard to be released. >> california governors have denied van houtman's parole five times before. governor newsom's office released a statement yesterday. >> she has a lot of support. she has a master's degree, job offers, family and friends that will support her. she will do fine. >> van houtman, now expected to spend about a year in transitional housing, learning basic skills. she is the first manson follower involved in his ordered killings to be released. last week, the daughter of one

of her victims said she was heartbroken by the idea of her walking free. >> an unfortunate update. the body of a bay area native has been found after he went missing in yosemite earlier this month. his sister posted on facebook that his body was found sunday morning. he was hiking with friends at yosemite on july 2 he fell into a creek and was swept away. >> details in governor newsom' proposal to add a 28th amendment to the constitution. san mateo county has become the first county in the state supporting the plan meant to strengthen gun laws nationwide. the proposal was introduced yesterday. >> this recognizes the urgent need to prevent dangerous individuals from accessing firearms through commonsense measures. these safeguards prioritize the safety and security of all americans. >> the proposal would raise the

age to purchase a firearm from 18 to 21, ban assault weapon purchases, implement a background check, and institute a waiting period to purchase firearms. >> the board of supervisors in alameda county voted to adopt an ordinance to crackdown on spectators at scheid so -- at sideshows within city limits. the ordinance will be enforceable in unincorporated areas of alameda county. some cities have similar ordinances, including pittsburgh and san jose. >> we are in store for another warm afternoon. very similar to yesterday. here's a look outside. we do have some dense fog right now. here's live doppler 7. in the valleys of the north, specifically sonoma county, santa rosa, down to half a mile of visibility.

away from the coast, we have fog overhead. we will have cloud cover first thing in the morning but we turn brighter pretty fast today. the marine layer is getting beaten up by high-pressure early on today. that means sunshine prevails. temperatures back into the 90's inland. around the bay shoreline, 70's. the coast, with that limited marine layer, will stay cool. looking at the three day forecast, we will keep temperatures pretty steady the next 48 hours. by friday, that excessive heat is going to arrive with triple digit readings. it is warm, 80's to low 90's, but the coast is staying comfortable. the excessive heat watch is not in effect for the immediate coastline or the shoreline. you move away from the water, the north bay, east bay and southbay will experience excessive heat. we will look at the numbers coming up. >> there is an aggressive animal

there are potential health impacts. but washing it off with water we don't expect would disrupt the material more and that should be fine. >> federal and local investigations are still underway into another release at a refinery last thanksgiving. some residents on the peninsula are fighting to keep their homes amid pending litigation. the dwindling community is called dock town marina. they used to be home to nearly 100 people. now there's only nine residents left. people have lived there the 1970's but it is not zoned for residential use. one woman who lives there feels is that those in her community have been forgotten. >> some people are out of money, tired of the fight, and a couple people are considering settling for a tiny amount to leave.

>> redwood city claims its offering solutions to help tenants in dock town, offering affordable housing help and relocation help. >> a warning about an aggressive animal off the coast of santa cruz. it is a female southern sea otter. look at this. images show this otter surfers and damaging their surfboards. officials are calling the behavior concerning an unusual. a professor says th could be called by hormonal surges or the auditor could be searching for food. >> they do not want to be around humans but if they have an association from the time they are born, that see our daughter -- that sea otter might not fear people.

tonight, less cloud cover, more drizzle along the coast, but as the marine layer gets compressed, more mild temperatures overnight. friday, that excessive watch goes into effect away from the coast. you can see numbers well above average but we keep emphasizing the coast and part of the bay shoreline. looks like we are going to get spared the worst of it from this next heat event. by saturday, away from the coast, those numbers intensify. looks like saturday is the peak of this heat with that triple digit reading. hit the natural ac if that's one of the ways you are trying to keep yourself cool. sunny and warm the next couple days, excessively hot and through the weekend. again, the coast is cool. the bay feels warm in the 80's. we start to cool off next week. >> no crashes to report but we

across the area, we are all familiar with preparation. we have had to prepare for rain, flooding, wind, fire, and this week, we will want to prepare for that excessive heat. it's the reason the governor launched a new program called heat ready, introduced yesterday. the goal is to get vulnerable populations to cool places during heat events by increasing coordination between state agencies and local partners. california's drier and hotter future is here right now is the warning from officials with heat ready. we remind viewers to stay hydrated and aware of the window for the harshest heat of the day. many cities and counties across the bay area are providing several options for those looking for some relief. >> stay cool, looking for air-conditioned spaces, which can include cooling centers. it could also include shopping centers, places that are air-conditioned.

you can get the latest forecast and updates anytime. another major strike is looming in hollywood. today is the deadline for sag-aftra and major studios to come to a new agreement. both have agreed to last-minute federal mediation, but if no agreement is reached, sag-aftra actors could join wga members on the picket lines. it's been a month since the wga members started their fight for better pay. they organized a rally in burbank yesterday. you saw a fraternity step team performing. there was a live dj. all of this in front of warner bros. studios. >> you may be looking strike into september. that is when you may see the real urgency to sit down and hammer out deals.

>> the last time there was a double union strike from both of these organizations was 1960. >> another strike to tell you about. ups workers across the area are practicing in case there's a strike here in the next month. the practice pickets will be tomorrow and friday. dozens of workers took part in this practice demonstration outside the san francisco facility. it is meant to help prepare workers to strike if a contract is not reached by the end of the month. among the top demands, maintaining health and welfare. a supervisor from san francisco was there to support the workers. >> to make sure the people who kept us moving during the pandemic are treated fairly. >> there was no covid pay, no covid relief for them. it was difficult. it is time for ups to pay. >> ups said in part we plan and expect to reach an agreement on the new contract before the end

of july that is a win for our employees, our company, customers and the union. >> a court has ruled ibm owes thousands of employees who worked from home money. ibm said it would not compensate workers for expenses at home. we are talking about things like computer service, headsets and other equipment. according to the chronicle, attorneys are seeking penalties for violations of labor laws that could be as much as $100 every two weeks. ibm has not commented. >> google is facing a potential lawsuit for allegedly scraping personal data from millions of users without their permission. the lawsuit points to the company's privacy policy. it says it can use publicly

accessible information to training i models. the company says google does not own pictures or anything else just because it is shared online. a state of emergency is expected to be called for homes in rolling hills estates because of a landslide. officials are still investigating the cause of the landslide. 16 homes are currently being monitored and one doesn't have been red tagged. 10 of those have already collapsed into the canyon. people have been evacuated. officials are still looking into what caused the landslide to start. >> this is an issue we have been reporting on for years, homelessness in california. the state has spent more than $17 billion in the past four years to help on housed residents -- help homeless residents, but the population of them has grown 32%. the newsom administration has a plan to build more homes by 2030.
