catastrophic flooding causing widespread destruction in vermont. and this morning the race to rescue residents who may still be trapped after flash flooding wiped out road ways, destroyed railways and turning streets and parking lots into near lakes. more than a dozen vermont swift water rescue teams deployed. at least 117 rescues, as much of the state is left under water. officials in montpelier saying it's still too dangerous to get some people out. >> the devastation and flooding we are experiencing across vermont is historic and catastrophic. >> reporter: kevin and mary o donnell evacuated their home, seeking refuge in a montpelier hotel, only for the flood waters to rise there. up to 8 inches drenched the state's capital city, causing flash floods. >> i don't think anyone saw this coming. >> we don't really know the extent of the damage yet.

we won't until it's safe to go into the buildings. >> reporter: officials are not only watching the river here, but closely monitoring the nearby wrycheville dam. it was nearly full and at risk of overflowing. officials say that's no longer the case. more rain is expected tomorrow through the weekend, michael. >> all right. thank you so much, janai. from that to the extreme heat that's stretching from coast to coast. one place expected to be the hottest place on earth this week. matt rivers is in phoenix where it's been more than 110 degrees for 11 straight days. good morning, matt. >> reporter: good morning, michael. early morning in phoenix. this is the coolest part of the day. yet it is still more than 90 degrees right now. makes an already difficult job for the men and women at the phoenix fire department that much harder. this morning extreme heat scorching millions of americans. it's only getting hotter. phoenix now in its 12th straight day of 110 degree temperatures or higher.

we rode along with phoenix fire engine 18, crews at the ready for redents overwhelmed by the temperatures. phoenix no stranger to soaring temperatures, but even for locals like tim west, this heat wave is brutal. his job, harder. >> sneaks up on you. trying to be prepared and stay hydrated before it gets to that point. >> reporter: in this heat you really have to worry about the little ones, too, even at the playground. consider this surface. according to this, 130 degrees. can take just seconds to get a second degree burn. the university medical center of phoenix reporting heat related illnesses every day. we learned one man has died. the sweltering temperatures also sweeping the south from texas to florida. >> quite hot. >> reporter: residents there trying to cool down any way possible. and unfortunately there is no end in sight to these temperatures. in fact, it's only going to get hotter over the next few days. could be approaching 120 degrees

in some places this weekend. linsey. >> just sweltering temperatures, matt. thank you. now over to ginger who has more on how long this heat is expected to last. good morning, ginger. >> people are saying, come on, it's summer, ha is this? well, florida has had the hottest start to the year on record. why are we seeing all these extremes? in the northeast it's been really cool relatively. for most of the season. that big bermuda high is usually further north. those trade winds that keep florida cool have been too far south. they haven't had a good temperature gradient. waters around them almost 90. so not getting cooler there. heat advisories up. 111 dallas, houston 110 feels like. then in the west we're talking about extreme and potentially historic heat. big time, long term, overnight lows don't even get low. this will be bad going into the weekend, george. we could see all time records approached in las vegas. >> it is relentless. thank you very much. now to a new e-mail hack by china.

overnight microsoft revealed that an chinese hacking group broke into the e-mails including government agency. trevor ault is tracking the latest. good morning, trevor. >> reporter: the very alarming announcement from microsoft. they said it started in may. they didn't specify which organizations have been hit. they did say some were government agencies. microsoft said the group is known as storm 05588. the company claims this is a spy agency that's based in china. we're told storm gained access by getting into individual accounts. what that means is at this point it's not clear how much data or information they were able to access. microsoft said the threat has been mitigated. they've added automated systems to detect these hacks. they say cyber attacks are becoming more common and sophisticated and any individual could be targeted. >> trevor, thank you very much. michael? gonna go overseas now. the major address from president biden expected later today at the nato summit in lithuania after his meeting with ukrainian

president zelenskyy. elizabeth schulze is traveling with the president. good morning, elizabeth. >> reporter: good morning, michael. the final day of this high stakes nato summit in lithuania is under way. president biden will soon meet with president zelenskyy for the fourth time since russia invaded ukraine. this morning president biden is set to meet with president zelenskyy at the nato summit in lithuania amid heightened tensions over ukraine's bid to join the alliance. biden first attending the inaugural meeting of the nato ukraine council part of a package they announced to support ukraine in the fight against russia. >> this is a strong package for ukraine and a clear path towards its membership in nato. >> reporter: in a historic statement the 31 nato countries agreed ukraine's future is in nato, but said it can happen only when allies agree and conditions are met. zelenskyy says that's not enough. tweeting before arriving at the summit, it's absurd nato

travel to finland for the final leg of this trip where he will officially welcome in nato's newest member. michael? >> sure you will be bringing all of that to us. thank you so much. george will speak with national security adviser jake sullivan live in our next hour. >> now to former charles manson and convicted killer leslie van houten released from prison after 50 years. eva pilgrim is here. >> just a fascinating case. van houghten was sentenced to death for her role in those murders but when california got rid of the death penalty, her sentence was commuted to life in prison with parole. now she's the first of the manson family members to walk free. this morning former manson family cult member leslie van houten is a free woman after serving 53 years in prison for her role in the cult's killing spree. >> the right decision would have been to release her 30 years ago. between her second and third trials she was out on bail for 6 1/2 months. >> reporter: her attorneys have argued van houten, just 19 at

the time, was brain washed by charles manson. >> i broke no laws, not god's law norman's law. >> reporter: when she and others broke into a home in 1969 brutally stabbing the grocery store owner and his wife to death. her parole recommendations blocked for years by california's governors until in may a judge sided with van houten. they cited her remorse, realistic parole plan and support from family and friends. labianca's daughter saying my family and i have been strong for 50 years. the decision to release her was wrong. >> i think that most people who live in california are going to be appalled by this decision. >> reporter: from behind bars, van houten spoke with dyan sawyer about her part in the violence. >> i stabbed her in the lower back about 16 times. i take responsibility for my part. and part of my responsibility was helping create him.

being a follower does not excuse. >> reporter: five years after manson's death in prison, van houten has been moved to a transitional living facility. her attorney said she will spend the next year in that transitional facility learning basic life skills. her attorney saying that she does have job opportunities that they will be looking into. guys? >> eva, thank you for that. we're going to turn to the republican senator under fire after calling white nationalists americans. he's now walking back that statement. our senior congressional correspondent rachel scott pressed him on it. good morning, rachel. >> reporter: michael, good morning to you. senator tommy tuberville only walking back those comments after top republicans started to distance themselves from his words and after he faced repeated questions from reporters. he's been under fire for months for refusing to say white nationalists are racist. all of this stemming from an interview he did in may where he was asked if he believes white nationalists would be allowed to serve in the military. he responded by calling them

americans and then doubled down on that for weeks. i asked him to clarify his comments and whether he believes white nationalists who espouse white supremacy and believe the white race is superior are racist, he pushed back against that definition but also said he is against racism. then hours later he reversed course. once again he said for first time that white nationalists are racists, something he refused to say for months, george. >> okay, rachel. thank you very much. bank of america ordered to pay customers millions over junk fees and fake accounts. rebecca jarvis is here with the latest. good morning, rebecca. >> good morning, george. this is a big number. $250 million. that is the amount bank of america will pay for illegally charging those junk fees, with holding credit card rewards and opening fake accounts. according to the consumer financial protection bureau, bank of america was double dipping on its policy of charging customers $35 for

declined transactions letting those fees be repeatedly charged for the same transaction. regulators also found bank of america failed to honor signup bonuses and reward promises on some of its credit cards. so what happens now? bank of america has already paid out $23 million to consumers for denied credit card rewards and said it's eliminated all the nonsufficient fund fees in the first half of 2022. but if you were unlawfully charged these fees the bank said it will contact you and they plan to pay customers about $80.4 million to cover them. >> the big economic story is inflation. we have new numbers today. >> that's right, george. inflation is continuing to slow with prices 3% higher in june from a year ago. that is an incredible improvement from june of 22 when inflation was 9.1%. it also means wages are rising faster than inflation.

in real terms, this is costing the typical american family about $261 more each month on the same goods and services as last year. if today's report goes as predicted that number drops and if inflation continues to cool, it's a signal that the fed can ease up on those interest rate hikes. that's something analysts, george, think could happen later this year. >> rebecca, thank you very much. michael? gonna go now live to wimbeldon. robin and lara are there representing gma. they are going to give us a look at the tournament and the americans who are keeping the dream alive. good morning again. >> good morning to all of you. you've got to love london weather. it was raining. now the sun's out. it can't decide. then there were two. two americans in the hunt still for the singles title. chris eubanks and madison keys both playing this morning. jessica pegula had a tough day at the office yesterday, losing in three sets in her singles match. she and coco gauff were defeated in their doubles match. >> madison keys facing the

>> i think i want it in my own mind. all right, linsey, thank you. turning to the colorado dentist accused of murdering his wife by secretly lacing her protein shakes. the woman he started seeing the speaking in an abc news exclusive. our chief national correspondent matt gutman sat down with her. good morning, matt. >> reporter: good morning, michael. the many hours i spent with karin, she told me that she felt deceived by the man she thought she had fallen in love with. she said that dentist had lied to her about being deep into a divorce. lied to her about the values they shared. lied to her about why his wife was dying. this morning at this courthouse, he faces that preliminary hearing in which prosecutors will try to convince a judge that there is enough evidence to try him for first degree murder of his wife. it's a story that made headlines. shocking death of a mother of

six, angela craig, who died after a mysterious illness. her family remembers her for being a fiercely devoted parent and friend. soon after her husband arrested for allegedly poisoning her. authorities suggest he murdered his wife to be with another woman. that woman said their connection was built on lies. you've been labeled the mistress in the story. >> yeah. i don't like that label. if i had known what was true, i would not have been with this person. >> reporter: how long were you with him? >> three weeks. >> reporter: do you think james craig allegedly poisoned his wife to clear the deck so he could be with you? >> there's no way i'm motive. there's been no planning a future together. >> reporter: she met dr. james craig at a dental conference last february. she wasn't looking for live. she was in the process of a divorce from her husband of almost 30 years.

>> we met on a thursday and went home saturday. so we spent thursday evening getting to know each other. then we texted until, like, 4 a.m. that night. the next day we spent pretty much the day together. >> reporter: they seemed to have shared value. a strong faith, children their number one priority. both seemed to be in a similar place. he told her he was also deep in the divorce process. >> he told me they hadn't been living together. he had an apartment. >> reporter: after the conference the two remained in constant contact. >> it was consistent from 6 a.m. to 2 a.m. there was a lot of just feels like so connected. >> reporter: pretty soon they were making plans for karen to visit her to colorado. she said the initial trip falls through and the rescheduled. the day before she arrives angela's health takes a horrific turn. she suffers a seizure, on life support and is not expected to survive.

>> originally it was like, maybe i shouldn't come. he was like, i could really use the support. >> reporter: karin tells me they met for dinner twice. >> he at no point seemed stressed or anxious or -- really, i had to drag it out of him. i said, are you sure you're okay? he seemed okay. >> reporter: but all is not okay. soon after, angela is pronounced dead, james is arrested on charges of first degree murder. and investigators are questioning karin. her initial disbelief turns to shock when she reads the arrest affidavit. these are the allegations. within days of meeting he starts researching potassium cyanide and is buying these deadly poisons. >> it wasn't until the media started reporting on it that i realized the timeline was so tight. it was like two days after we had left that meeting.

>> reporter: when you read that affidavit that he was googling things like how many grams of pure arsenic will kill a human? is arsenic detectible in autopsy? what was that like? >> i don't think i have an answer for that because, like, i don't have any sort of head space of my reality where that fits. i didn't willingly have a relationship with somebody who was in a marriage. >> reporter: karin said they never consummated the relationship and what she hoped was a promising new romance has ended with her pulled into a tragic investigation and, of course, the ultimate victim here, a vibrant woman, a daughter, a sister and a mother of six. >> i can't even imagine the loss of a family member and then to consider that it could be at the hands ofr someone that had been in the family for 25 years. >> reporter: again and again in

so the signal nato sent yesterday was very positive to ukraine about its future prospects for joining nato. and we will work in terms of the democratic and security sector reforms that are necessary. and in the mean time, we're not just gonna sit around. we are going to provide ukraine with weapons and military assistance it needs to defeat, or defend its territory against russia and to deter future aggression from russia. >> some of the things they're asking for, longer range missiles, f-16 fighter jets. are they gonna get them? >> well, first on the f-16 fighter jets, president biden took the decision some weeks ago working in close consultation with allies to begin training of ukrainian pilots on those jets. that training will take sometime. then there will be the transfer of f-16's likely from european countries that have excess f-16 supplies. with respect to the long range missiles you're referring to, president biden will continue to

discuss that issue with president zelenskyy today. he has said he has been looking at it and continues to do so. >> course, the other big decision, sweden will now be joining the nato alliance, joining finland as well. the russians have said they're going to take measures to counter that. are you concerned? what could they do? >> well, look. at the end of the day, russia does not get a vote in who joins nato. and so sweden coming into the alliance at 32nd member is a clear signal that the nato alliance is biggering stronger, more united, more purposeful than it's been. if russia does test article 5, president biden is prepared to defend every inch of nato territory. later tonight when he addresses a large crowd in a speech about his vision for euro atlantic security and american leadership, he will reinforce this point about the sanctity of article 5. >> i want to ask you another question.

>> the whole theme is fine dining but in a fun setting. >> yeah. we're downtown in the west village. for me, wanted to do fine dining traditional french cuisine but a little more approachable. a little bit more downtown new york. >> this dessert is what we call fire. tell us about it. let's start with the crepe. >> we made an orange blossom crepe. you can make plain crepes but why do it like that? we have orange blossom water. >> what is orange blossom water? >> it is actually made out of the blossoms from an orange tree. take the petals. they boil it and all of that steam gets trapped. it smells like that. >> it smells great. >> orange blossom water. if you want to help me. we're going to flambay it which

is something we do at the restaurant. we are going to just fold it in quarters. i like to make the crepes. we put the orange blossom water in the crepe. it's a really simple recipe. takes three seconds to make. i fold it into quarters like that. >> it's easy. >> do you want to do this one? great. i'm going to work on the caramel. >> what makes this caramel sauce so unique? >> at the restaurant, we flambay table side for you. it's fun. i mean, we need to do that. lot of these use oranges. i like to make this a celebration of citrus. not only do we have the orange blossom water, we're going to use candied kumquats today. do you want to try one? >> sure. i have never had a candied kumquat. >> they are really delicious. >> they're good. >> you can totally order them. they come already candied. or at the restaurant we slice kumquats fresh and candy them ourselves. it's fun.
