more, drive times have picked up more as well. still looking green, that is good news. kumasi: ups workers will be holding a practice ticket in san bruno, the second of three they will be holding before a strike. ryan curry joins us live to explain how damaging a strike could be to the economy. ryan: good morning. it could potentially have massive economic ramifications of the workers decide to go on strike. if a deal is not reached by the end of the month. the purpose behind the practice demonstration is to give workers the experience of what a strike is going to be like. a lot of them have not had experience striking in the past. abc 7 covered video on tuesday from another practice demonstration, today is another round of practicing. negotiations broke down last week between ups and teamster represented workers. it is among largest shipbuilding

-- among the largest shipping companies in the united states. the teamsters say they wa agreement that guarantees better pay for all workers, increases full-time jobs and resolves health and safety concerns. local workers say they need the resolution, especially here in the bay area. >> it is costly to live out in the bay area, to have a premium to pay on top of everything else is unmanageable. ryan: the covers more than 340,000 full and part-time workers. ups claims they made a historic proposal based on industry-leading pay. both sides say they have not been able to reach an agreement, hence why they are going ahead with the practice demonstration. a few weeks remain before they have to reach a deal. reggie: new developments, san francisco police are going to

release body camera video from last weekend's skateboarding event after community members accused officers of overreacting. the unpermitted annual event to lay saturday night. in previous years, there have been major injuries in one year there was a death. san francisco police prepared by setting up barricades and assign next officers at the police commission meeting last night, residents argued officers waived batons, drew guns and rushed skateboarders. the police chief says things escalated when people watched fireworks at officers, through bottles and -- threw bottles punched and spit on officers. >> a riot, basically, is what happened. reggie: the police arrested more than 100 teens and young adults. one mother spoke to abc7news about why she is so upset. >> zip tied, they stayed on the street of san francisco from 8:45 p.m. until about 1:00 a.m.,

no bathrooms. some girls pete in their pants -- peed in their kumasi: a man charged the connection of a shooting death of a toddler on an oakland freeway said to be sentenced today. he was killed by a stray bullet while he and his family were driving on interstate 880 in 2021. a judge dismissed murder charges against the suspect in may, saying he was a victim of an ambush. jackson pleaded guilty to being in felony possession of a firearm, his sentencing is set for 9:00 this morning. reggie: no concerns about extreme heat bearing down on the country, including here in the bay area starting tomorrow. heat alerts are posted from washington state to new mexico and texas to florida. the northeast is still dealing with flooding and have more rain in the forecast. and tornadoes hit the chicago area, which is pretty unusual.

jobina: from one end of the country to the other, extreme weather is making headlines, impacting so many people. take a look at this video. at least five confirmed tornadoes hit the chicago area last night, damaging several homes. the city airports facing ground stops. hundreds of people took shelter in a concourse at o'hare international airport. we are also seeing video from a traveler inside midway airport showing a twister taking shape just past the runways. those storms shifting east overnight, people across vermont have been racing to clean up from this week's disastrous floods before more rain arrives today. thousands of people have lost homes and businesses. the recovery could take years, if not decades, according to officials. storms are in the forecast for the next seven days, with four more inches of rain possible. >> this may not be over.

with rain and the forecast and nowhere for it to go, we could see waters rise again. jobina: forecasters are of dire consequences from the extreme heat across the south and west. triple digit temperatures will stretch from florida to california today. phoenix will mark 14th consecutive day of 100 10 degrees or above. las vegas could set an all-time heat record and death valley could hit 130 degrees. kumasi: as the ready for warmer temperatures, we are already seeing the dangerous heat related situations. in the east bay, a three-year-old boy is being treated for injuries after falling from a second-story window. >> due to the high heat in the eastern portion of contra costa county, residents will leave their windows open in order to let the heat out of the house and get fresh air inside to relieve the heat.

kumasi: authorities are warning everybody tuesday away from a newly live volcano in iceland. it is spewing lava and gases and there may be dangerously high levels of volcanic gases accumulating close to the eruption. the volcano erupted four days ago, southwest of the country's capital. the eruption could last a pretty long time, but has become smaller. drew: let us take a look at the future weather model, limited cloud cover this morning will break down fast and pulled back to the coast. i noon, sunshine and warm temperatures inland. today, the warmest cities going into the 90's. this is where we should be this time of year, 66 in the city, 73 in oakland. 82 in san jose, it is a warm day

kumasi: the u.s. secret service will brief congress on the cocaine found in the white house asked wing earlier this month. it was located near the west executive entrance, where visitors typically drop off their cell phones and things. secret service has been investigating, but no one has been blamed for bringing in the illegal drug. lawmakers say this raises security questions about the white house. there have been more than a dozen outbreaks of the contagious virus on cruise ships this year, the latest on a viking cruise ship or more than 100 people contracted the sickness. the cruise i believe the illness originated from a shoreside restaurant in iceland, where some guests were eating. the cdc says you should not worry if you plan to go on a cruise, because the outbreaks are a tiny minority while the majority of outbreaks happen in health care settings.

reggie: the mayor of oakland secretly met with baseball commissioner to keep the a's in town. she was in seattle sunday to talk with him ahead of the all-star game, they met for one hour and she brought documents with her to show house -- how she and the city have been negotiating. they tried to persuade them not to vote to approve the relocation to vegas. she talked about her meeting with casey pratt. >> it was important before somebody took a consequential vote that the commissioner and every mlb owner have all of the facts. when we went to seattle, i brought 31 copies of all of the plans and everything so there was no miscommunication, no misconception of what was proposed and not proposed. >> i know we have to worry about relocation committees, but what are your next steps? what can you do?

construction for improvements will begin next month, it will take about two years to complete. reggie: wildlife experts are looking for ac -- a sea otter based on her mischievous and some might say aggressive behavior out on the surf. they say the five-year-old female has repeatedly approached surfers and kayakers. they say while there have been no confirmed reports of injury, the otter is considered a public safety risk. they are monitoring her with a radio transmitter. video has gone viral showing her climbing onto a surfboard on sunday. >> i was scared. i knew i had no chance against her if she started attacking me. >> a surfer is going to get hurt or she is going to bite someone. if she bites someone, i do not know what is going to happen. reggie:

the demands are similar to those of the writers guild, they have been on strike for weeks. sag-aftra president cal offers quote insulting and disrespectful. having both unions on strike at the same time we essentially bring all television and movie production to a standstill. the alliance of motion picture and television producers released a statement saying rather than continuing to negotiate, sag-aftra put us on a course that will deepen the financial hardship for thousands who depend on the industry for their livelihoods. ups could be on the verge of a strike if the teamsters union and company cannot reach a deal soon. ryan curry joins us live in san bruno, where some workers will be practiced picketing today. ryan: good expires july 31. if no deal is reached by then, they will go ahead with a strike, which could have pretty large economic ramifications for

the entire country. this is the second time this week they've been doing the practice strike and practice demonstration. we captured that tuesday in san francisco. today's protest is to prepare workers for the likelihood they go on strike, because some say many workers do not have that sort of experience. economic experts told abc news households and businesses will be greatly impacted if workers decide to go on strike. the teamster group says they want an agreement that guarantees better pay for all workers, increases full-time jobs and resolves health and safety concerns. local workers participating in the practice demonstration advise consumers who need to have things shipped to do them now. >> folks that come up to me saying you can't not deliver my packages august 1, i said you better order your packages now. ryan: ups released a statement saying they expect a region agreement for the deadline, they

offered workers a historic proposal based on industry, but there is no agreement between both sides. ups and the union are not at the bargaining table to negotiate contract and resolve the ongoing issues. the deadline just a couple weeks away. kumasi: alameda county pamela price, that effort is underway. our partners report a recall committee filed paperwork with the elections department on tuesday. price ran a platform of justice reform and was elected back in november, she has since been criticized for several moves, including halting many cases where juveniles are charged in adult court and emphasizing alternatives to incarceration. we reached out to her office for comment but have not heard back. reggie: it since brooke jenkins took office as san francisco d.a.

in an interview, the d.a. discussed drug prosecutions over the past year. >> you think you are doing their job, but not judges? who is failing san francisco? >> we have filed over 100 motions to detain in drug dealing cases, but only have somewhere under 20 of those be granted. judges refused to make sure these individuals stay in custody and that has to change. reggie: her office filed felony narcotic cases in the last year and it led to only 38 convictions. which is 12 more than her predecessor. when asked about a rise in overdose deaths since she took office, she said arrests must continue, but other departments like public health can do more to address the issue. kumasi: a new proposal to invest more money in mental health resources. governor newsom met with leaders across the state, including for

a mental health summit. the plan is to modernize the mental health services act from 2004 and includes $4.68 billion in bond money. if it is past, it would grant solutions for people suffering from serious mental illness and substance abuse disorders and provide housing for behavioral health treatment. this would total 10,000 beds statewide. >> we have got to have more housing slots, more placement slots, cottage style settings, campus style settings. >> we see people suffering on the streets. i do not want to imply everyone who is homeless needs help with a behavioral health disorder, but we know that that plays a role in many of these cases. kumasi: it is expected californians will vote on the bills next year. reggie: a nonprofit to ease the transition for kids out of the foster care system is facing a

setback. someone broke into storage units and stole more than $11,000 worth of gear set aside for what they call thrive bags, bags filled with things meant to boost confidence going into a new home in school. because the nonprofit turns the bags around in sometimes only 24 hours, there is a need for donations. >> we do not want this to bring us down. this will not stop us from doing what we are doing. reggie: the san ramon police say they have a solid lead in the case. kumasi: abc news confirmed the commerce department was also targeted during a recent breach of microsoft cloud security, linked to hackers based in china. jobina: officials say the hackers targeted the commerce secretary's emails beginning in may and the attack went undetected for about a month. the state department confirms it was targeted, saying it took swift action. the bridge started just before antony blinken traveled to china in june and while the commerce

department has been imposing sections on beijing -- sanctions on beijing. >> they had 30 days before it was reported and almost another 30 days before was mitigated. this is a long period of time. jobina: it appears unlikely the hackers got access to any high-value classified information, but the threat is growing. the number of cyber attacks threaten government organizations rose 95% in the last half of 2022. email data from 25 organizations was exposed, the chinese government responded overnight by criticizing the u.s., saying quote the u.s. is the world's biggest hacking empire. reggie: president biden is in finland for a summit with nordic leaders. this is an opportunity for finland, sweden, norway, iceland and denmark to reinforce security cooperation amid threats from russia and china. the president issued a joint

that's my favorite. outside, look at the exploratorium camera. already seeing breaks in the cloud cover over the city, the marine layer is shallow. we have locally dense fog along the coast, sunshine later on today. it is warm, but typical for this time of year. today, temperatures within a degree or two of where we should be this time of year, cooler temperatures along the coast. tonight, we drop into the 50's with patchy cloud cover. let's talk about the heat increasing starting friday, friday is no longer included in the excessive heat warning. it will feel noticeably warmer, well into the 90's and the hottest spots away from the coast. the warning kicks in saturday through sunday, for good reason. the pink shading are all areas that will exceed at least 90 degrees by saturday afternoon.

that does not include the immediate coast line or a huge chunk of the east bay shoreline, even the peninsula shoreline where temperatures will feel warm, but we escape the worst of the heat. the natural ac will kick in close to the ocean, but it is not strong enough to cool us off inland. that is why we have excessive heat saturday and sunday. taking it easy with water, stay hydrated. the seven-day forecast shows that temperatures ramp up fast in linda saturday and sunday with intense temperatures. the bay shoreline is warm and nice and cool along the coast, in the 60's. jobina: when i started out the traffic report, i said the chp had not issued a fog advisory for the golden gate bridge, they still have not. but you will face low visibility in and out of the north bay as the bridge is fogged in. live look at the bay bridge toll plaza, looks like there is a caltrans crew stopped near the toll plaza. metering lights came on at 5:40.
