7 shows you the empty lanes of highway 92 where traffic is being diverted because of a hazmat situation. good evening. dan: thanks for joining us, you are looking live in san mateo where a hazmat spill has shut down a stretch of highway 92. you see people in protective clothing. the eastbound side between delaware and 101 is affected. the shelter-in-place order for people living nearby has been lifted. the fire department said a chemical that is a corrosive agent mixture used for cleaning spilled onto the highway this morning. drivers are being redirected into san mateo city streets off the highway and they are not the only ones affected. >> there is a school off the freeway that is right about where the truck is that, so we had them shelter-in-place initially. they have evacuated and went to

a different location for the day. dan: there are no injuries we know of. the closure is expected to continue through the evening. no estimate on when the road will be reopened. the chp said if you think you drove through the spill, don't worry too much, rinse off your car and it should be fine. karina: the spare the air alert will be in effect. it is best to limit driving to reduce air pollution. we are also expecting temperatures to get dangerously high tomorrow. we have been talking dan: is here to show you where this will happen. spencer: yes, we have declining air quality and rising temperatures. an excessive heat warning will be in effect for the bay area.

during the period, highs will range from upper 90's to nearly 110 degrees in some locations. lois will be 60's and 70's. this warning extends throu entire state except for one little sliver of northeastern california. there is nowhere to escape the heat except going to the coastline, which i'm sure many will want to do. inland highs, upper 90's to just about 100. 70's around the bay shoreline. 70's -- saturday will be the hottest day. still hot inland sunday. i will show you later when you can expect some cooling relief. dan: not soon enough. the east bay is expected to see some of the worst team. lena howland was in brentwood

today for a look at how the state is protecting workers in this extreme heat. >> from laying down concrete two washing cars, outdoor workers have their jobs cut out for them with triple digit conditions heading to the east bay. >> employees are the heart of your business. >> the co-owner of a.j.'s landscaping has 12 staff members on her team. she makes sure each job site has its own portable tent, a safety plan, and she ensures each crew grabs a case of water every morning on top of a bag of ice along the way. >> when it gets to triple digits, we monitor heat, just like we do rain, on the daily and if it gets very hot we will pull aircrews and not allow them to work that day. it is relative to the areas they are working in. >> it is a similar story for the brentwood auto spa. >> we take care of ourselves,

work is work, but this is the busiest time of the year too. we have to be prepared. >> as long as you drink a lot of water and take your breaks on time, it's not too bad. >> cal osha says crews are out in full force performing high heat inspections unannounced. they share this video some inspections with us. >> where we have inspectors from various district offices drive around to areas they think there is outdoor work activities going on and making sure those workers have the protections to keep themselves safe. >> they are focusing on construction sites like these and agricultural workplaces. >> they are looking to make sure they have shade structures, plenty of water, and checking in with the employer's to make sure they have plans if someone gets sick. >> if a business fails one of

these high heat inspections, they could be given a citation on the spot. cal osha does have a free consultation unit that can help a business with their safety plan. they can be reached through the cal osha website. dan: the quest to keep cool is creating an air conditioning boom. installers and repair crews are in high demand. the owner of elevated comfort in petaluma says his crews are busier than ever, booked solid for the next two weeks. his technicians installed five new systems today and repaired eight. he said his company has doubled in size in the past year. >> it definitely has gotten warmer over the last few years and the heat waves to last longer and it is pushing people over the edge. dan: there are incentives and rebates for installing new ac system there is much as $3000 for individual units.

the general manager of the santa clara open-space authority say they feel short was hit i-8 car -- hit by a car. >> this is obviously a very fast roadway, cars are traveling sometimes 55 miles per hour. and certainly at night when there is not a lot of traffic. that is when animals are out. >> north coyote valley was protected. thousands of acres for wildlife. but major roadways are still part of the landscape like highway 101, monterey highway, and santa teresa boulevard. mckenzie says wildlife's of culverts under 101 to cross. >> we are conserving these landscapes. we are looking for ways to safely get wildlife across this landscape. >> that includes wildlife crossing projects. >> we are hoping to have

he died from his injuries about a ater. police identified a suspect and arrested him in sacramento tuesday. dan: a santa clara judge ordered a suspect in a series of deliberately set fires to be held without bail. he was charged with 10 counts of arson connected to a string of fires. the biggest fire damaged a condo complex under construction. other fires damaged a vehicle, fences, dumpsters, and some brush near motel. authorities are looking into the possibility he was connected to other fires in the area. >> in terms of the police reports we have seen regarding arsons in this area in the past few weeks, i believe it's the tip of the iceberg. dan: he was on proba faces up to 29 years in prison if convicted. karina: meet a man trying to build a better bay area by

dan: tonight one man's way of trying to build a better bay area although not one police would recommend. last year in san francisco there were 20,000 reported thefts from vehicles. we spoke with a san francisco resident and business owner who has taken it on himself to fight back and protect his neighborhood.

>> the san you are about to meet says he is hoping to help his neighborhood. at first he was yelling at thieves breaking into cars. now he is walking around the area hoping to scare them off. he has lived in san francisco over 20 years and instead of going by his legal name. >> i'm called boots, from outside rather than inside. >> covering rather -- his face to protect his identity, he walks around fisherman's wharf and with a nonlethal weapon on his waste that looks like a gun. his goal is to scare off thieves from breaking into cars. >> the criminals are getting to know us. it is just concerned citizens. every day is a small victory. you chase them off from one corner. >> for years he has captured

videos of car break-ins and frustrations led him to take matters into his own hands. he says he is doing it to help the area where he lives and owns a business. >> the tourists are not going to come here. the business of people who have lived here in been here their entire lives. it is not fair. >> according to sfpd, there are 67 thefts from vehicles every day in san francisco. outside of this brunch spot, authorities see break-ins on a daily basis. >> they grab your stuff and they are gone. >> many who work here share a common sense of helplessness. >> you can't do anything. >> sfpd arrested boots for brandishing an imitation firearm which is a misdemeanor. >> we don't recommend anyone doing that. we understand everyone's frustration. officers are frustrated in taking the number of police reports regarding auto

burglaries. however, there is a system in place to do that. >> sfpd says they are short staff. boots viewed this as another victory. >> while the police were there there was no one getting their car broken into for that half-hour. >> there was no way to know if what he is doing is working, but we met this couple from new york who did the unthinkable. >> i see your suitcases in the back. >> i guess were lucky. >> or maybe some people are noticing. >> sfpd acknowledged they cannot respond to every car break-in. they are 570 officers short. in the newsroom, luz pena. dan: this is really something else. i understand he is frustrated, but what he is doing is clearly dangerous and could have serious consequences for him or somebody else.

the reason i think i'm so emotional now is i came home my daughter was crying and i said, what is the matter? she said, we don't have a home. and how do you handle that? i can't say, yes we do. i just say we are still together and we've got each other. >> shorts did not want to speculate on the cause of the landslide and said the homeowners association is communicating insurance. he is thankful for his wife who made them leave a day early and the firefighters who correctly assessed the severity. >> you literally heard cracks. the land was changing and stuff like that. >> if things couldn't get worse, the los angeles county sheriff's department was providing security when they were alerted

about two suspects attempting to colorize the evacuated homes. both were taken into custody. >> i think it's terrible people are taking advantage of a situation like this. i imagine these people came in because they felt nobody was in the homes. i normally feel very safe here. >> michael shorts says once the earth stops moving, he is hoping to remove some of the personal items that remain in the part of his home that is still intact, the living room. dan: air travel is doing better today than it was yesterday after a half dozen tornadoes hit the chicago area disrupt in hundreds of flights. passengers at o'hare were told to seek shelter and arts of illinois. cars sma littered with debris. in mississippi, there is dangerous flash flooding, one town somewhere more than a half foot of rain.

then there is extreme heat. in phoenix, arizona, 14 straight days of 110 degrees or more. the record is 18 days in a row. in el paso, texas, each day a new record, today expected to be the 28th consecutive day above 100. we are about to get our turn at 100 degrees. karina: it seems like everyone in the country is dealing with severe weather including us in the bay area. dan: spencer christian is tracking that for us. spencer: it is moving in our direction right now. the most extreme heat we have had all year. here is a look at the system bringing this extreme weather. that big dome of high-pressure that had been growing in the southwestern u.s. is bringing that heat into the bay area and that is why we are looking to the weekend and trying to prepare for this bump in temperatures. we are looking at some cooling sea breeze is.

karina: as we head into fire season with the heat gripping the nation, a study is pointing out trends that affect wildfire risks. dan: spencer christian is here with a closer look. spencer: what researchers have done is essentially measured the factors that make wildfire so devastating and some of the

findings point clearly to climate change. the smoke at barely cleared from the devastating calder fire when we first touched base with climate central researcher who grew up near the epicenter. in a heart wrenching irony, she had just released a study in the forces that drive wildfires. >> we are no strangers to wildfires in el dorado county, but we are seeing things getting worse. spencer: to better understand the issues, the team at climate central crunch half a century worth of weather data, pinpointing fire weather days. >> fire weather days are unusually hot dry, windy days that set the stage for extreme fire behavior. what they do is they don't necessarily start fires, but should a fire break out you will see a much more severe fire then you would've the conditions were otherwise. spencer: areas in the west are

experiencing aramatic increase in the number of those days, with more than three extra weeks on average compared to the 1970's. but she said the risk in certain areas is growing in another way because of population shift to what researchers called the wildland -- urban interface. california leads the natiowi the highest concentration with more than 5 million households within the boundaries. >> i think el dorado county, placer county, nevada county have seen the highest number of homes, the highest increases since 1990. spencer: it all adds up to a changing environment of new risks and realities down the road. the fire weather day calcu becomes less severe in areas along the coast with higher moisture content. let's take a look at what is coming our way right now. i wish i had some good news, but
