>> drink a lot of water and take your breaks outside. dan: it affects kids summer camp to construction to the morning commute. tomorrow an air alert will be in effect. you will be asked to limit driving or take public transit to reduce air pollution. as for the heat, let's start with spencer christian to take us through the 24 hour accuweather forecast. >> this is just before the heat arrives. here is what we can expect in the next 24 hours. 7:00 tomorrow morning, mostly sunny skies. not much marine layer. 60 degrees inland. by 12:00 noon will have begun. mid 80's for inland areas. nearly 70 degrees around the bay shoreline, upper 50's of the coast. 4 p.m. in the afternoon, we are at the peak of our warming. it will be up to 100 degrees in

the warmest inland locations. nearly 80 around the bay. seven then p.m., before sunset, it will still be around 90 degrees inland. temperatures near 70 around the bay. i will show you the heat wave coming our way a little bit later. dan: we have much more information on the heat on our website including tips on how to stay safe and a list of cooling centers. go to abc7news.com. in the east bay the city of hayward is recovering from a ransomware attack so bad leaders are clearing a local emergency. the alert prompted the shutdown of the city website and online services. tim johns was special meeting with what this means going forward. reporter: the hayward city council approving a local emergency at a brief meeting thursday night, the declaration just days after the city was hit by a ransomware attack.

>> it allows executive functions to work to direct staffing acquire expertise, equipment faster than we normally can. >> the cyberattack attempted to disrupt and hold hostage part of the city's networks and computer systems. city officials say as far as they know, no employees nor residents data has been compromised. >> we are responding to 911 dispatch calls deploying police officers, firefighters, emergency medical personnel. >> the incident comes just months after oakland suffered a similar cyberattack. experts say they are becoming increasingly common. >> these are criminal gangs most of them in hostile nations in eastern europe, russia. reporter: he increased frequency of the attacks local governments have to be prepared. >> to simulate that and do a drill, you have to be finding gaps and weaknesses before the actual thing might happen.

>> well the city works to restore systems it is urging the public not to panic saying they are taking every step to make sure this does not happen again. >> there is no security system that is completely invulnerable. we received notice of this within hours of the event and we were able to knock it down. >> officials say there is no timeframe of when the declaration might end. dan: still shut down because of a cleanup of a hazmat spill. caltrans says the highways eastbound lanes could be shut down until midnight. they will have it open by the morning commute. the fire department says sodium by suffice -- sodium bisul leaked onto the highway, a corrosive chemical mixture used for cleaning. fire crews were being exceptionally cautious. >> there is a spill just off the

freeway right about where the truck is at. we had them shelter in place initially. they have fully evacuated. and went to a different location for the day. dan: the shelter in place order has been lifted. there are no injuries that we know of. chp says if you think you drove through the spill this weekend, not to worry. you can rinse your car with water and it should be fine. new details tonight of the martin is refining company's repeat releases of ash and dust in surrounding neighborhoods. bay area pollution regulators added eight additional violations for last year's thanksgiving day release of catalytic dust. 24 tons of it were spewed over nearby areas. at the time residents were warned the ash could contain dangerous chemicals. these new violations are related to equipment use and exceeding emission limits. the same martinez refining company had another release of soot dust on monday.

officials are investigating both cases. developing news in the state legislature as we go to sacramento where both republicans and democrats are coming together to try to increase penalties for child traffickers. it is taking them a bit of time to do so. an emergency meeting had to be called to force the bill out of committee today. democrats wanted to vote down the bill in part because they opposed longer prison sentences. governor newsom voiced his support for the added penalties and there is a plan for amendments. >> selling our children should not be an option. i am excited the public safety committee reconsidered >> we are able to help these young women in away that has never been done before. dan: the bill has a ways to go before becoming law. it heads to another committee next. we will keep tabs on that for you. now to the new world health organization guidance that came out today, the popular

ingredient aspartame and its cancer-causing risk. it is an artificial sweetener in diet coke and many products but not all health experts agree on the danger, not even all those in the w.h.o.. it is an issue important enough we are spending extra time on it tonight in are abc 7 deep dive at 11:00. tonight abc reporter lauren martinez is hearing from one expert to separate fact from fiction. >> new assessment results are out about the controversial artificial sweetener called aspartame, found in diet sodas. it has been around since the 1970's. >> it is also commonly found in sugar-free or low-calorie food addicts. gum, even salad dressing. it is found in nonfood products like toothpaste and cough drops. reporter: the world health organization cancer agency deemed it a possible cause of cancer.

>> aspartame could possibly be linked to cancer especially liver cancer. i would add the same group found that sausages and aloe vera are in the group of being possibly causes of cancer. reporter: the world health organization has another group focused on food additives. they reaffirmed aspartame is safe for a person to consume with daily limits. for example with a can of diet soda containing 200 or 300 milligrams of aspartame an adult weighing 154 pounds would need to drink more than nine to 14 cans per day to exceed the acceptable daily intake. >> anyone having two or three diet sodas even on a daily basis is well under the threshold. that said, if people are concerned, if we are thinking about how we change our overall behavior to move away from any dependence on sweetened beverages or sweetened foods. reporter: this is a reminder to do things in moderation no matter what it is.

anything more natural would be better for you. in the south bay, lauren martinez, abc7news. dan: first-ever ever over-the-counter birth control pill. the contraceptive will start being ships to pharmacies early next year. hormone-based pills have long been the most common form of birth control in the united states until now all of them required a prescription. >> know those barriers are part of the systemic barriers faced by many people trying to access health care. >> you are going to see pushback from conservative groups who say there should be an age restriction on it because parents should be involved in that. dan: the kaiser family foundation recently found 90% of women ages 18 to 64 have use contraceptives. there will be no age requirement for the pill. we are getting new details tonight about the sea otter in santa cruz that has been getting

aggressive on the ocean. wildlife experts have been trying to capture the five-year-old female otter for some time identified by the experts by the name 841. she has become a safety risk approaching surfers and kayakers. otter experts at the monterey bay aquarium tell us a wild streak may run in the family starting with the otter's mom nicknamed 723. >> similar effort went into catching 723. when 723 was recaptured from the wild, it was found she was pregnant. she was pregnant with 841. dan: 841 and its mother spent time at the monterey bay aquarium before 841 was old enough to go into the wild. when she is captured she will go back to the aquarium to decide on her permanent home. more coming your way tonight. hollywood on strike, thousands of actors preparing to pick it in just hours with the future of

pay. regulations on artificial intelligence. and increased residuals which for many provides access to health care. i spoke with actress coco jones reacting to the strike. >> it has brought new respect the pieces that keep the big machine of hollywood moving. reporter: studios and streamers say they offered historic increases and promises on protecting digital likenesses from ai. the union says the offer was not enough. bob iger, ceo ofisne the parent company of abc news says the union expectations are not realistic and could impact thousands. >> there is huge collateral damage to people who are -- people who support services. i could go on and on. it will affect the economy of different regions even. the sheer size of the business. it is really a shame. >> the strike not only prohibits actors from working but means they cannot promote their work.

dan: story we brought you at 11:00 on tuesday. the owner of a dog who mauled a cat to death has come forward. the cat was lounging outside a san jose home when it was attacked. surveillance video shows a girl getting pulled by the dog as it lunged. father is with her. animal services tells abc7news the dog owner is local and a hearing will be held to determine next steps and if the dog will be deemed dangerous. in the east bay and family reunion for the military. u.s. coast guard cutter stratton returned home for a visit in alameda after four months away on patrol. >> it is that excitement and anticipation. to be back in their arms, to really meet their daughters again which is great. >> i love you, so proud of you.

we are looking at a thin, weak marine layer that will burn back to the coastline tomorrow morning giving us mainly sunny skies away from the coast. overnight lows on the mild side. highs tomorrow, low to mid-six is at the coast. up to 80 around the bay shoreline. upper 90's to triple digits at fairfield. and ukiah. and of course, the hottest weather coming our way will be the weekend. we have an excessive heat warning in effect for the bay area from 11:00 a.m. saturday 2:11 p.m. sunday -- saturday 11:00 p.m. sunday. high temperatures in the afternoon will run from upper 90's to 110 degrees. it will be uncomfortable. low temperatures in the 60's 70's. this increases the risk of heat related illnesses. the hottest day in the three day period for the weekend be
