meaning that within the next half hour we are about to see this line of severe storms blow through the tri state. watch for that. but also through the weekend. everybody that was so hard hit with the flash flooding from the hudson valley up to vermont. going to have a dryer saturday. once sunday gets going, we've got scattered storms that will pummel us with moisture. we're talking 2 to even 4 inches of rain. moderate flood risk from rain from maine into northern new jersey. i also have to button with this heat. we've been talking about it for a reason. we are getting into the core of this heat dome. 126 was the heat index in oklahoma. look at the heat advisories. miami from nearly birmingham, so tuscaloosa, back up to washington state. for the weekend we could see all-time records. >> wow. you're just feeling it everywhere. ginger, thank you. right now the northeast is also bracing for another round of heavy rain after getting slammed with deadly flooding. trevor ault is in montpelier, vermont where the damage was especially bad. good morning, trevor. >> reporter: good morning, rebecca. it was been a devastating week.

in montpelier, you can see every business and home is doing gut renovations because this is on every single sidewalk. these giant piles of debris. lot of this was from inside an eye doctor's office. when you look inside, it's basically been stripped bare. the problem now is even more rain is on the way. overnight we saw severe thunderstorms. they could have more today and tomorrow. sunday they are really expecting some heavy rainfall. there's once again an elevated flood risk. we have officials who are monitoring the dams in case they overflow. the national guard has water teams in case they are needed. while here in vermont they're trying to get a jump start on the cleanup process, it looks like we may not even have seen the worst of this stretch of storms yet. juju? >> trevor ault in vermont. it's across the country, right now more than 90 million americans on alert for extreme heat. phoenix, arizona, is expected to hit their hottest week ever. matt rivers is there with the latest. good morning, matt. >> reporter: good morning, juju. in all likelihood, this will be the 15th straight day in

phoenix. we've seen temperatures at 110 degrees or higher. even at night there is no relief. in fact, the last time temperatures dipped below 90 at any point here in phoenix was back on sunday morning. it has been a brutal stretch not only for phoenix, but all across the country, from southern california to florida. even in the ocean, the global ocean now experiencing a severe heat wave. 40% of it. the waters off south florida hitting a shocking 98 degrees. that threatens the coral reef there. look, climate change means these heat events are going to last longer and be more intense. cities like phoenix investing in things like cool pavement that they say are designed to reflect heat water than absorb it and try and cool things down in the city. that's just the reality, george, that cities like phoenix are facing.

>> it sure is. matt, thank you very much. now to the hollywood shut down. the biggest entertainment strike in decade. actors have joined the picket lines for writers who walked out in may. matt gutman is in los angeles with the latest. good morning, matt. >> reporter: good morning, george. this is the first hollywood actors walkout in 43 years. it effectively paralyzes the $100 billion plus industry. the immediate landscape being transformed by ai. a very fired up fran drescher telling me this is their moment of truth. this morning no lights, camera or action in hollywood. sag-aftra, the union representing some of the biggest names in film and television, is officially on strike. overnight the cast of oppenheimer leaving before the screening at the uk premiere to support the strike. >> we have to protect the people on the margins. we have to figure out something that is fair. >> it came with great sadness that we came to this cross roads, but we had no choice. >> reporter: weeks of intense negotiations with major studios broke down with the actors'

existing contract expiring early thursday morning. >> in the long run, if we don't draw the line in the sand now, they're going to be squeezed out of their livelihood anyway. they already are. so what are we doing making incremental changes on a contract that's no longer relevant? it's like rearranged furniture on the titanic. >> reporter: the actors say they're fighting for higher wages and protections in the streaming era, including residual pay including them keeping their health care and the regulated use of ai. >> if we don't have clear rules that say only human actors can be used as background acting talent, not ai, i don't get a job. >> reporter: the group representing studios and streamers saying it's disappointed the actors unit decided to walk away from negotiations, adding the strike will deepen the financial hardship for thousands who depend on the industry for their livelihoods. bob eiger, ceo of walt disney,

parent company of abc news, warned of the strike's economic impact. >> it is very disturbing to me. we've talked about disruptive forces on this business and all the challenges we're facing and recovery from covid, which is on going. it's not completely back. this is the worst time in the world to add to that disruption. i understand any labor organization's desire to work on behalf of its members to get the most compensation and be compensated fairly based on the value they deliver. there's a level of expectation they have that is just not realistic. >> reporter: a-listers including meryl streep urging leadership to hold the line according to a signed letter obtained by "rolling stone" late last month. several highly anticipated productions like netflix "stranger things" already shut down due to the writers strike. >> there's really no model for how this works especially in this current media landscape. the actors are on strike, along with the writers on strike.

essentially no work can be done in hollywood. >> reporter: according to the guidelines of the strike, sag-aftra members will not be able to attend award shows, premieres or festivals. they can't do interviews for completed work, promote events on social media or attend conventions like comic con. and we're already starting to see some of the ripple effects. festivals are being impacted. the emmy's could be postponed. broadcast networks are hinting their fall lineup might include more reruns and reality shows. just to give you a sense of how rare it is for both the writers and actors guild to strike simultaneously, it was 1960 and dwight eisenhower was president. >> we appreciate that. >> i wasn't born in 1960, matt. to their highest level since november. mona kosar abdi is tracking what it means for potential home buyers. >> reporter: good morning. this morning mortgage rates climbing to their highest level since last year reaching nearly 7%. this time last year you could find a 30-year fixed mortgage for 5.51%. now 6.69%. rates had been falling for most of the spring, but this increase will create challenges for already stretched home buyers who are dealing with high housing prices and limited inventory. higher mortgage rates can add hundreds of dollars a month in costs for borrowers. the average rate on a 30-year mortgage remains more than double what it was two years ago when low rates brought on a wave of home sales and refinance. juju? >> thanks for that update. to the white house and the new development in the cocaine found in the west wing and what the secret service is saying this morning. our white house correspondent karen travers has details.

good morning, karen. >> reporter: juju, good morning. the secret service said it has closed its investigation into how cocaine got into the white house without identifying a suspect. the agency says there was no surveillance footage found that provided any leads or any other ways for investigators to determine who left that cocaine in a vestibule area. without physical evidence, secret service said it couldn't single out a person of interest from the hundreds of people, visitors and staff who pass through that highly traffic area. the secret service did say the cocaine package was subjected to advanced fingerprint and dna analysis at an fbi crime lab. now, republican lawmakers were briefed on this yesterday, and many were outraged, saying this is a failure of the secret service. house speaker kevin mccarthy said he cannot understand how the agency cannot answer how that cocaine got into the white house. george? >> thanks very much. now to the fda approving an over the counter birth control pill. for the first time you won't need a prescription. rachel scott has more on that.

good morning, rachel. >> reporter: good morning to you. this is being hailed as a game changer. for the first time ever, women will soon be able to walk into a grocery store or drug store and buy birth control over the counter. no doctor's appointment and no prescription needed. this morning a changed landscape for women's health in america. the fda approving the first ever over the counter birth control pill. the medication is called opill. it's been on the market for 50 years which is one reason the fda has now decided women no longer need a prescription, making it as available as any other ordinary drug like ibuprophen or aspirin. that includes for all ages. the fda is advising women with a history of breast cancer or abnormal bleeding to consult their doctor before taking hormonal birth control like opill. >> the change came because it removes the barrier to access for reproductive health. >> reporter: the move celebrated by many women across the country. >> we went on a trip recently and we needed it urgentry an it was hard to get. it's good and i think it will help a lot of people.

>> birth control should be available to everybody. it shouldn't be something you need a prescription to get. >> reporter: extending access is popular. one survey finding 77% of women saying they want birth control pills without a prescription. doctors say the decision will also have an impact on states where abortion is banned since many of those now closed clinics provided birth control, too. >> this helps everyone. really right now, for women in the states who have very restrictive health reproductive laws, people in marginalized communities, this is really going to help them. >> reporter: many other countries already offer birth control over the counter but this did not come without some controversy here in the u.s. the fda advisory panel recently expressed some concern that some younger teens may not be able to effectively screen themselves or medical complications but ultimately decided the benefits outweigh the risk, george? >> rachel, the pills won't be in stores right away? >> reporter: no.

this is going to take a few months, george. we are told to expect this to be available for women across the country sometime early next year. the big question is how much will it cost? doctors and experts tell me keeping the cost low will be critical to making sure that more women can access birthed control over the counter across the country. the company says they are keeping that in mind. they're still figuring out pricing. they want to make sure this is affordable and accessible. >> rebecca? >> thank you. now to the new report on the popular artificial sweetener aspartame and its safety. eva pilgrim joins us. good morning, eva. >> reporter: that artificial sweetener found in everything from diet soda to chewing gum back under renewed scrutiny this morning. the world health organization's international agency for cancer research classifying aspertame as a possible carcinogen but saying the evidence is limited and more research is needed to understand what risk there may or may not be from consuming

aspartame. the fda strongly disagreeing. the fda said aspartame is not a carcinogen calling it safe for the general population. meanwhile the who doubling down on its existing recommendation that people should limit their daily intake to less than 40mg per kg of body weight. that's between 9 and 14 cans of diet soda for a 155 pound adult. experts say the take away here, moderation. as long as you are consuming below the recommended level, it's safe rebecca. >> eva, i'm sure there's still a lot of questions for people out there. thank you to you. dr. ashton will be joining us in our next hour to break this down and also point to some sweeter alternatives. juju? >> rebecca, thanks. now to the powerball and megamillions massive jack pot. $1.4 billion combined is up for grabs. demarco morgan is here. demarco, whole lot of people with a whole lot of hope.

defendant held on $50,000 cash bail there this case in light of the additional charges. >> reporter: one of his accusers lori pinkham, just feet from the man he said destroyed his life. nilo's attorney confirming it was his fiancee who posted that $50,000 in cash. >> do you want to respond to the new charges? >> they have not turned over any discovery to me. i think they're trying to solve some unresolved cases. >> reporter: prosecutors say nilo is the man behind the string of violent attacks on eight women in boston 15 years ago that sent a jolt of fear through the city. according to a police report nilo was arrested during that time in 2008 on possession of marijuana near where the crimes occurred. the district attorneys office

now telling abc news nilo was questioned back then about a sexual assault in the area. the drug charge was later dismissed and court documents state two more women were assaulted in the months after his release. in court thursday, prosecutors laying out new graphic details of how he allegedly targeted his victims, violently tackling them to the ground, claiming to be armed, and assaulting them before running off. >> the attacks followed a similar pattern and one of the victims was even at tacked twice in 11 day. >> reporter: lori pinkham outraged that he is free again, previously telling abc news she hopes to testify against him. >> do you want to send a message with your presence in court? >> yeah. this -- he can't terrorize this city anymore. we're not his prey. can't be a predator in boston or anywhere else. >> reporter: nilo is required to wear a gps monitor.

he is allowed to return to his apartment in new jersey. experts tell us his prior arrest and anything he told investigators back in 2008 could be used in his trial which is set for next summer. guys? >> thanks. >> we turn to the growing outrage over tourists in florida caught on camera touching a group of manatees which is illegal. victor oquendo is in miami with the latest. >> reporter: good morning, rebecca. this was a bad idea on every level. manatees are endangered. while they are fascinating lovable creatures they are also very large which could make them dangerous. this could have had a much different outcome. you're watching drone video of manatees along a florida beach. what some people are doing is not only troubling and dangerous, but illegal. >> we want the species to continue on. >> reporter: watch as one manatee, which can weigh more than 1,000 pounds, rushes toward a spectator, knocking him off his feet. >> large animals roll around, beat their tails. people can get injured if they

get too close. >> reporter: experts say the group of manatees were likely mating as these people took turns petting, even bringing small children up for a look. >> humans, we don't want to interfere in that process and cause an issue where she doesn't get pregnant. every birth is important to the species. >> reporter: currently labeled as threatened on the endangered species list, it is illegal to pet manatees. fines can be up to $50,000 on the federal level or up to one year in prison. >> every repetitive interaction, touching, petting a manatee desensitizes them, brings them closer, makes them more passive when people are around. again, there should be a healthy, not fear, but just concern of not being around humans. >> reporter: those risky encounters aren't just happening in florida.

oswego, new york, are illegally attaching one of these. a credit card skimmer at a checkout. it takes them less than 30 seconds. the three allegedly skimming, or tampering with point of sale terminals by illegally installing equipment like this to try to steal customers data or pin numbers. not only this location but other wal-marts in the region, too. working in unison authorities say they install a skimmer. one on the lookout shielding the register with her scarf, while another places the device over the top of the card machine. >> you think all your information is safe. unfortunately, there's going to be a lot of victims involved in this. multiple wal-mart locations, multiple states, location. this could be astronomical. >> reporter: our syracuse affiliate digging into this story from the start, finding cases happening at 16 different wal-marts in new york and maine. police are still actively looking for those three

good morning, aaron. >> reporter: good morning. that person was taken into custody an placed under arrest in connection with this series of killings that terrified long island and raised fears of a serial killer on the loose. the first body was discovered back in 2010 in a wooded area by the beach. the bodies of seven more women, along with the bodies of a man and toddler were discovered in subsequent months. early this morning police converged on a home on long island's south shore. multiple law enforcement sources told abc news the arrest is connected to the killings. this investigation has come in bits including hurricane sandy that eroded much of the beach front where the search was centered, but it has never stopped being a priority for police. they brought new dna techniques to bear. this will bring relief to families of victims who have been waiting for answers for more than a decade. rebecca? >> relief after all those years. a story aaron and our company at abc news has been following for many years. aaron, thank you very much.

our chief medical correspondent dr. jennifer ashton is here with reality check. great to see you. >> you, too, guys. >> this is getting so much attention especially from diet soda drinkers. can you break this down for us? >> aspartame has been around since the 1980s. it's in diet sodas, chewing gum, as an artificial sweetener. the bottom line based on this study that came out yesterday from the world health organization. the average person consuming an average amount of this ingredient nothing needs to change. but take a look at this list. there are numerous professional organizations that have weighed in on this, some finding different bottom lines than others. the iarc, research arm of the world health organization saying it might be a possible carcinogen causing cancer. that's their second lowest designation. the fda saying they do not have safety concerns. the world health organization saying it's safer.

they all kind of need to get on the same page. there's a lot of controversy, lot of qualifying remarks. may be, potential, possibility, needs more research, will continue to be monitored. but for right now, nothing needs to change unless you are consuming massive quantities. >> what are we talking about? >> they said they're giving dose and calculation kind of for the average risk for the average person. 20 milligrams per kilogram of body weight per day. that translates to 9 to 14 cans of soda. that's a lot. [ laughter ] >> that's a lot of soda and a lot of aspartame. it comes down to this basic premise and principle and toxicology which is dose and frequency. anything can be toxic if you take it enough in a higher dose. >> you don't want to keep your calculator right next to you? in december the fda approving wegovy as a treatment for teens with obesity. >> i have a 12-year-old daughter who is on wegovy. >> reporter: parents are turning to social media. >> she has a metabolic disorder that requires treatment. the treatment is going to have an avalanche effect of positive things. >> reporter: sharing support and info about their teens now using the drug wegovy for weight loss. moms like rasheda bush and her 15-year-old son brian who both have been taking wegovy. rasheda now down 110 pounds after 16 months on semaglutide and brian nearly 30 pounds in five months. >> we did try dieting and exercising before. it just wasn't happening the way that we would have liked it to happen. >> reporter: brian said semaglutide is working. >> now i don't have seconds. i started eating less. >> reporter: in january the american academy of pediatrics recommended doctors consider adding weight loss drugs to semaglutide as a treatment for

some patients. >> the opportunity for really substantial and durable weight reduction is important for these people. there's certainly an eagerness. there's an eagerness to start them. >> reporter: mom barbara and 15-year-old son edward are also both on wegovy. edward now down nearly 50 pounds. >> it changed how i look at food and how i do things. it's basically going to change my life, or has. >> reporter: before wegovy, edward's mom said his liver function tests were abnormal and he had fatty liver disease, causing liver damage. but now -- >> when he went on the wegovy, that helped his liver function test to go back to completely normal. he's also had to have a liver biopsy which showed that his hypertension in the liver changes that were happening from the obesity have gone almost back to normal. >> reporter: while some experts say these medications are a great tool, they also say there still needs to be research on

long term use. >> much more robust, long term side effects, long term durability of the effect of these medications. lot of unanswered questions still. >> now, our expert says many times insurance doesn't cover the drugs for teens. wegovy also is seeing shortages right now. the maker tells abc news they will likely start to ease around september. one other thought. i saw lot of comments online about putting kids on these drugs. think about it. if kids had a disease like asthma or diabetes, we wouldn't think twice about giving them medication. and doctors say these drugs could help teens avoid some of the crushing physical and mental health issues that hit obese adolescents so hard, guys. >> interesting report. thank you. >> thanks, becky. now we're going to turn to country singer and one tree hill star jana kramer sharing her heartbreak, happiness and pregnancy journey in a new
