francis: it is going to be hot inland so we have an excessive heat warning in effect until tonight with highs in the 90's today or 110 and not much recovery because overnight lows are in the 60's and 70's. here is a beautiful view from our sutro tower looking at shallow clouds. you can see the top of the golden gate bridge now. the marine layer and sea breeze will keep things cool. here is your day planner today, sunrise happening now. temperatures range from 50's to 70's, hot once again with high clouds moving through inland areas, maxing out at 104 degrees. in the bay, generally in the 80's and the beaches in the mid 60's. we have some cooling on the way and i will show you that. gloria: thank you so much.

some of the highest temperatures hit the east bay, region 100 -- reaching 100 degrees in some spots. rather than stay inside, some came up with ways to keep cool in the process. lena howland continues coverage from livermore. lena: from the fountains to the fans, and even the ice cream. >> i love it. i always go with the pineapple. lena: as temperatures reach triple digits, folks across the east bay were looking for any way they could to cool off. >> i sat here because there's a fan right there. there's a little movement but it's very warm. it feels kind of humid. lena: the fountain would typically be packed on a day like this, instead closed for repairs, with spiderwebs covering the drinking fountain. >> yeah that's frustrating. , i think they are doing some repairs. they've been trying to get it back running in good shape now. right now, it is on and off. lena: the city said the fountain's ultraviolet lamp failed, which shut the system down.

the uv lamp is what disinfects the water. >> everybody stay home, stay cool, maybe come out after sunset, and then maybe it is a little cooler. lena: 15 minutes down the highway, some ice cold relief from dublin's triple digit heat. >> this is my first time. i guess we are just about to get wet. lena: he drove his family from san leandro to visit emerald glen park. you can tell by his long sleeves the heat never bothered him. , >> this is nothing, because i am from nigeria. we are from 90 on a normal day, 90 to like 120 everyday. lena: in pleasanton, some families braved the heat all for a cold treat from a bay area institution meadowlark dairy. , >> extremely hot. we wanted to enjoy some cones. we came out here to pleasanton. lena: taking the nearest shaded spot for an impromptu picnic.

>> we love it. we moved up here from l.a. like 15 years ago. we miss this kind of weather. i like it. lena: lena howland, abc 7 news. gloria: in the north bay, the hot weather brought out crowds to santa rosa spring lake lagoon. you can see people getting relief from the heat in the water. temperatures in some parts of santa rosa were expected to reach up to 100 degrees. the north bay is experiencing some of the hottest temperatures in the bay area. bart ran trains at slower speeds yesterday because of the heat. riders may also encounter delays today because we are expecting another hot day. you are encouraged to add 1 minutes to your travel times. the heat can cause the train's tracks to shift. you can track the temperatures where you live with the same tools at our abc 7 news weather team uses, use the abc 7 bay area news app, available wherever you stream. in santa rosa, six people are

recovering after a large oak tree branch fell on a picnic table. the group reserved the large picnic area at spring lake regional park. out of the six people, one person had major injuries. they heard a crack before the big tree limb just fell. >> after years of drought and then extreme moisture this winter, the trees tend to soak up a lot of moisture, hold that in their branches, and their branches become too heavy. and it's almost a near impossible to gauge when or if any of these limbs will fall. gloria: the fire department sent out several ambulances. all six people were taken to the hospital. new details in the text scandal at the antioch police department. a new 128 page document filed in court yesterday revealed more controversial text messages from some antioch police officers. according to our media partner, the east bay times, the document showed offensive conversations between at least 12 officers.

those messages included racism, homophobia, and anti-semitism, and they were exchanged while they were on the clock. the documents state that officers do factor in people's race while on patrol. this is the result of a superior court search warrant to seize nine officers' phones in an ongoing fbi criminal probe. a bay area woman is back home and reunited with her family after being held captive in mexico for months. abc 7 news reporter tara campbell spoke with one of her close friends and has this update. >> waking up tomorrow, we can all breathe a little easier. tara: family of monica de leon barba. surveillance video capturing the moment the woman w aucted in mexico and held captive for eight months. her friend is leading the charge

to bring her home pressuring , everyone from local officials to president biden. >> i am not sure how much our efforts helped. i would like to think they helped a little bit but we are just happy that she is back. tara: in march, the fbi announced a $40,000 reward for information about monica's disappearance and released a video of the kidnapping. you can see monica walking her dog blocks away from her home near guadalajara. she's confronted and forced into a vehicle. saturday, the fbi announcing monica was released by her captors friday night, in a statement writing "the fbi is pleased to announce that monica de leon barba is safe and en route to the united states, where she will be reunited with her family and dog after eight months in captivity p no arrests have been made and an investigation into the identities of her captors is ongoing. monica's brother posting this photo saturday with his sister on a plane, writing "i need to think every single person that helped my family and i through this entire ordeal. we can now finally close this chapter in our lives and work on the long road of healing ahead.

gloria: happening tomorrow, you have another chance to be the next millionaire. no one hit last night's powerball jackpot so now it's worth even more at an estimated $900 million. yesterday, the $875 million was up for grabs.

that amount was already the third-largest jackpot in powerball history. the winning numbers were 2, 9, 43, 55, 57, the powerball was 18. the next drawing is tomorrow night. singer and songwriter taylor swift has a new reputation for boosting the u.s. economy. the federal reserve says her eras tour is increasing hotel revenue across the nation. fans broke an all-time record for most hotel rooms occupied in chicago last month. 44,000 rooms were booked the night of swift's concert. it is estimated her tour could generate over $4.5 billion in consumer spending. we told you about hotels closing in san francisco because of a lack of business travel. in a post-covid world that's , spilling over into the east bay, where the owners

four hotel properties are being surrendered to banks. leslie brinkley has that story. leslie: ashford hospitality trust is letting lenders seize ownership of 19 hotels nationwide, including the 249 room embassy suites hotel in walnut creek across from the pleasant hill bart station. ashford said in a statement they are walking away from paying the mortgages on the hotels to save over $300 million in payouts and capital expenditures. in the troubled waters of the current hospitality market. four of the hotels are in the east bay. >> we have not talked with ashford trust. we've talked with the operator of the facility and, you know, they are naturally concerned because they all have jobs. and our belief is that because their occupancy numbers are still remain pretty strong, that that operation will continue. leslie other east bay hotels : where the keys will be surrendered to lenders include courtyard by marriott and a residence inn in newark.

along with the courtyard by marriott in oakland yard. post-covid, business travel is down. hotels based on business travel are faced with reinventing themselves for leisure or special events and for a more remote workforce. jason long is an expert in providing technology to corporations to negotiate and book hotel space. >> they have to rethink, because it's not just about staying the night in a hotel and going into the office the next day. they are repurposed sing, -- repurposing, reengineering the hotels. we have the leisure phenomenon where business travelers are mixing leisure with business. leslie in walnut creek, the : visitors bureau promoting stays for youth sports and color -- college sports fans. >> i think hotels are venturing into spaces where they can offer themselves to different markets and we are backing them up with marketing to help them get into that reinvention space until

business travel comes back. leslie: in the meantime, the future of four east bay hotels is uncertain as banks take control. i am leslie brinkley, abc 7 news. gloria: tomorrow, contra costa health will hold a meeting to discuss a third-party review of the massive oil spill at the richmond refinery marine terminal in 2021. a small hole in a pipeline leaked more than 750 gallons of diesel water mixture into the bay. the report found that the spill was " "failure to follow good engineering and industry practices." that meeting starts at 6:30 p.m. at the richmond convention center. happening now, four separate wild fires are burning more than 8000 acres in riverside county. the rabbit fire burned 7600 acres and it is only 5% contained. evacuation orders are in place for residents in beaumont and gilman hot springs, and crews are also working to put out fires near moreno valley and lake matthews.

evacuations are in place for those in and around lake matthews. the cause of the wildfires is still under investigation. allergy season is in full swing, and it may be worse for some californians this year after a pollen spike. experts say that years of drought, followed by a winter storm, caused an uptick in pollen produced by sugar pine trees. that pollen is making its way into the lake, on cars and on peoples roofs near tahoe. the increase in pollen is noticeably visible, but experts believe it is harmless. >> everything is tinted yellow the past couple of weeks. >> nature is still doing its own thing, regardless of what we want. people who have lived here for decades and decades have not seen anything like it. gloria: after pollen season ends, it still may take a few weeks for the yellow cloud of pollen to clear up from the lake. the california state fair is underway in sacramento, where we

concorde is at 63 degrees. the golden gate bridge is socked in. this is the typical summertime pattern where we have hot temperatures inland and cool conditions at the coast. in san francisco, it is only 54 degrees. half moon bay is pretty cool. visibility is down to one quarter of a mile. palo alto and oakland in the upper 50's. for the aids walk, always bring an extra layer. the wind will pick up in the clouds will be around near the coast. a foggy start, right near 57 degrees. partly cloudy skies this afternoon but it will be breezy. by the time the walk starts, it will be close to 60 degrees, warming up in the low 60's and peaking at about 66, 67. here is a live shot from sutro, just gorgeous after seeing that sunrise.

what you need to know is today we still have dangerous heat inland. there's a very slight chance of lightning tonight in the north bay. much cooler weather for the middle of the week inland. ther warning still in effect until 11:00 tonight so the areas in red, 90 to 110 degrees. overnight lows only in the 60's and 70's. it is hard to cool down. highs today, going to be quite hot in morgan hill, 100, santa cruz 78. on the lower part of the peninsula generally 80's. check out half moon bay, 65 degrees. downtown san francisco 71 degrees so not too much change from yesterday. santa rosa, 99. cloverdale 105. high clouds passing through. in the east bay, upper 70's to

gloria: a san francisco business owner is taking it upon himself to protect his neighborhood from theft. according to san francisco police incident reports, there were more than 20,000 vehicle thefts in the city. as abc seven news reporter luz peña tells us, he is hoping his attire will scare them off. luz: he has lived in san francisco for over 20 years. and lately, instead of going by his legal name, people call him -- >> i am called boots, working from outside rather than inside. luz: covering his face with a

ski-mask to protect his identity, boots walks around his neighborhood, fisherman's wharf, looking like this, and with a nonlethal weapon on his waist that looks like a gun. his goal is to scare off thieves from breaking into cars. >> the criminals are getting to know us. i would not call it an organized anything, it is just concerned citizens. every day is a small victory, you know? you chase them off from one corner. luz: for years, he has captured videos of car break-ins. now, he says frustration led him to take matters into his own hands. he said he is doing it to help the area where he lives and owns a business. >> the tourists are not going to come here. the business of some people have lived here and been here for their entire lives and it's not fair. luz: according to sfpd incident data, on average, there are 67 thefts from vehicles every day in san francisco. outside of this brunch spot, employees see car break-ins on a daily basis. >> they leave all their stuff in

there and less than five seconds, they grab your stuff and they are gone. luz: many who work here share a common sense of helplessness. >> i am frustrated. you cannot do anything. luz: yesterday, while boots was walking in the area, sfpd arrested him for brandishing an imitation firearm, which is a misdemeanor. >> we do not recommend anyone doing that. we understand everyone's frustration. officers are frustrated and taking the number of police reports regarding auto burglaries occurring throughout the city. however, there is a system in place to do that. luz: sfpd says they are shortstaffed but to boots, even though he was arrested, he viewed this as another victory. >> while the police were there, there was nobody getting the car broken into for like a half hour. luz: there is no way to truly know if what he is doing is working but we met this couple from new york who did the unthinkable. i see your suitcases in the back? >> yes, i guess we are lucky.

weather? frances: heading to san francisco, it will be foggy as usual for the summertime months. you can see the low clouds covering the golden gate bridge. covering the tops of the towers now. there is an excessive heat warning away from the water because of a marine layer. we had a gorgeous sunrise at 6:00. temperatures now in the 50's and 70's. partly cloudy this afternoon with high clouds but temperatures hot, near inland 104. the bay mid 80's and the coast in the 60's. the sun sets at 8:30. there is a slight chance of thunder. we will let you know how long our chances will last, and then we have a cool down. gloria: thank you, frances. in the east bay, people soaked

up the sun at the annual blues & brews fest in pleasant hill. abc7news reporter ryan curry talked to the organizers and others who were trying to enjoy the summerlike weather. ryan: that sun is not playing around saturday. temperatures in the east bay exceeded triple digits in many spots. one of those was in pleasant hill, where people were doing anything to escape the heat. >> drink a lot of water. ryan: kathleen sims was on her morning walk through downtown but this walk involved plenty use of the shade. >> i always come out, i go to pete's coffee and get a matcha and sit around and look at people and say hi. ryan: somewhere using the park -- some were using the park swimming pool as a place to cool off. it was the second day of the blues & brews fest. the tents and equipment were in place from the previous day. what is new to those at the event is the intense heat. >> last night, we had our

pre-party. if that was any indication, the heat did not stop people from coming out and enjoying live music and beer in the park. ryan: jennifer says most of the festival will be held in the shade. the festival installed a large tent designed to provide as much shade as possible but also put several smaller tents up to offer more places away from the sun. >> we shifted it around a little bit some people could enjoy the shady spots under the trees. we also have our community partner, city of pleasant hill is sponsoring this, so we keep people cool. ryan: the state unveiled a new website, a place where people could go to learn about heat and safety tips as the state continues to see more heat events each year. >> the experts advice is that extreme heat will continue to get hotter in california, with the potential of causing more heat related illness and deaths. ryan: it leaves people like sims hoping for cooler weather soon. >> it's what we got so i am trying to enjoy it. ryan: in pleasant hill, ryan curry, abc7news. gloria: we first told you about this story on our mobile app. to get alerts like this one sent

straight to your phone, download the abc7news app. you can also find cooling center locations on the app, as well as the best ice cream spots as you stay cool. new this morning, a powerful 7.2 magnitude earthquake struck just after 11:00 p.m. off the coast of alaska, triggering a brief tsunami warning. the warning was later downgraded to an advisory before it was canceled. the quake struck at a depth of about 13 miles, making it a shallow quake. experts say the tsuna by the quake is no longer a threat. the world's two biggest polluters, the u.s. and china, are set to restart climate talks. john kerry, president biden's special envoy for climate change is set to arrive in beijing today. he is set to meet with his chinese counterpart. talks are likely to center on

coal, methane, u.s. tariffs, and increasing the deployment of renewable energy technologies. beijing broke off climate discussions with washington last august in retaliation for a visit by then house speaker nancy pelosi to taiwan. kerry is expected to be in china through wednesday. coming up on "this week," president biden's national security advisor, jake sullivan, is expected to discuss takeaways from the high-stakes nato summit in europe, and the next phase of the war in ukraine. you can watch the full interview on "this week" with george stephanopoulos, at 8:00 this morning right here on abc7. new developments, the search for a fugitive in pennsylvania is now over. state police say a man who escaped from a county jail using bedsheets is back in custody this morning. he broke out more than a week ago. abc's dave packer reports how he was caught. dave after nine days on the run, : 34-year-old michael burham is back in police custody. the 34-year-old, described by

police as a self-taught survivalist with military experience, escaped from the warren county jail in warren pennsylvania on july 6. , late saturday afternoon, police got a tip from some residents who saw somebody suspicious behind their home in west warren. >> the dog was barking, they went to the rear of the property. they encountered burham, a conversation occurred, brief conversation as to what he was doing there. he said something about camping. the owner of the property recognized him, got his wife back in the golf cart, and drove away from there so that he could immediately contact us. he fled into the woods. dave state police say search : teams set up a perimeter and took him into custody without incident. >> looks tired and worn out, as we thought he might. he is still wearing his prison pants turned inside out, he's dirty, wet. dave: on july 6, police

used bedsheets tied together to lower himself off the roof of the jail. he was being held on kidnapping and burglary charges. officials say he is also a suspect in the murder and rape charges in jamestown, new york. he was not armed while captured but ammo was found in stockpile bags. police say burham was carrying a map with locations to those stockpiles. whether he received any kind of help is still under investigation. dave packer, abc7news, new york. gloria: still ahead on the abc 7 mornings, better pay for pilots? that's the hope for the united airlines union as a tentative agreement is reached. what is next in the bargaining process. let's get a live look outside this morning. it is a beautiful morning but we know it will be hot. the forecast coming up.

pay. it calls for annual raises which could bump wages by up to 40% over four years. the union says the deal is worth around $10 billion. the deal needs to be ratified and it is similar to a pact that delta made earlier this year with its pilots. if approved, it would end four years of bargaining, including picketing and a possible strike vote. in the south bay nearly 100 , ponds that were almost empty are expected to stay full all summer. officials are calling it a sign of the state's strong water supply following winter storms. abc7news southbay reporter zach fuentes tells us about the pond's purpose. zach: we've heard the states water supply is the best it's been in years. >> this year's result from our automated snow sensor network is actually greater than any other year that we have recorded since the snow sensor network was

deployed roughly in the mid-1980's. zach: now, we are beginning to see amazing visuals that prove it. not too long ago, this pond was empty. while percolation ponds like this may be nice to visit, that's not the purpose they were created to serve. they are actually water supply facilities that hold water from places like local reservoirs, or even water given to valley water from the state or federal government. >> it's funny to look at a beautiful pond like this and consider it a water supply facility, but really this is percolating down into the ground and feeding our underground aquifers. that's an important part of our water supply. zach: because valley water has been able to start fully recharging the groundwater supply for the first time since 2018, nearly all of the ponds can stay full. take a look at this dam set up by valley water. this is what is blocking water from the guadalupe river that allows it to move into percolation ponds in san jose. >> it's really exciting. we all dealt with those big atmospheric rivers that came through during the winter and it was really a boon for the water supply, not only locally, but

statewide. so now it's paying off through our groundwater recharge program. zach: with more people expected to visit the ponds and see just how robust the water supply now is firsthand, valley water urges everyone to not ease up on conservation efforts that were developed when the water supply was worse. >> everybody made some great changes in this last drought and the drought before that. we are asking everybody, just keep those changes in place. zach: in santa clara county, zach fuentes, abc7news. gloria: let's get a check of your forecast. we will get a preview with frances. frances: we are showing you a live shot of walnut creek where we are seeing blue skies and partly cloudy conditions this afternoon, but temperatures will be hot inland, over 104 degrees with an excessive heat warning in effect until tonight. i will have the forecast and when you can expect a cooldown.
