at a truck stop in the middle of the great ama: ama: line last year. no one has been caught. jr stone has a video and lawsuit over who was at fault. >> that was our seal. we had a lock on there. it is gone. we don't know where it was. reporter: this is all new bodycam video showing the aftermath of a jewelry heist. the two men are brinks security guards. one of whom came back to their truck to find a broken lock and bags of jewels that they were transporting gone. i >> out of 73. reporter: 24 bags containing millions worth of jewelry were stolen from the springs semitruck according to this video. valley county sheriff's department provided it to us by a lawyer. the two guards of the diamonds and other jewels that show they

were in route to pasadena according to statements in this video. investigators believe that that -- the theft of those bags happened at this truck stop in an unincorporated area along i-5 in the early morning hours. the video also records those from brinks acknowledging that one guard was sleeping in the front of the truck and the other inside the flying j getting a meal. >> this is not guarding the goods and is an unarmored trailer. reporter: jerry represents 14 jewelers whose goods were stolen. they filed suit against brinks. >> it was just a padlock on the back. a padlock and two guards, one sleeping in the other inside. in our view, not guarding the goods, and you have as it says on the tape, at least $23 million on board. something is wrong with this picture. reporter: the amount stolen is still up for debate.

>> how much inventory are you carrying? >> 2.5 one million in diamonds and jewelry. reporter: later in the video, the guards conferred -- confirmed this amount. >> 23 million. reporter: statement say according to the information provided before they were shipped is less than $10 million. the customers accurately declared the value of their goods and if they did, brinks woulhave security measures can assert wh higher transport values. even in the evt of a loss, we would have compensated the customers fully for their declared values. >> my clients did what they told them to do which was down how much insurance you want which is a total of 8.7 and therefore that is a number and they are accusing my clients effectively of lying to them simply because my clients did what they asked

tim johns was there tonight with the fears that it will happen again. reporter: for san mateo residents alex, 2023 got off to anything but a good start. on new year's eve when the bay area was hit with torrential rains, has entire neighborhood but it. >> cars were totaled and garages were flooded. you could not see front lawns. reporter: the estimate of the damages to be $60,000 to his property. he is not alone. all around the city of my people face similar issues. on monday, rich joined dozens of other residents at the council meeting calling on leaders to take action about the local lagoon. >> the lagoon as a follow-up and there is no more buffer left for water. >> this is an excusable. >> san mateo is facing a yearly flood emergency. reporter: at the meeting, residents passionately called on the city council to not only

drudge lagoon but take other immediate tips to improve san mateo simple structure. additionally flooding only happens in the eastern part of san mateo along the lagoon but as the climate changes, city officials and residents worry it will continue to spread throughout the whole city. >> there is el niño coming. we are worried this will happen again. reporter: the mayor supports much of what city residents are asking for. she and other members of the council are considering a storm fee to help raise funds which would have to be approved by voters. >> i am committed to working with the entire counsel and all community stakeholders that have invested interest in solving this and building out sustainable infrastructure. reporter: for many people in attendance, that proposal is not enough. they want solutions and they want them now. >> they had measures on the table but we think it is too little and too slow. reporter: tim johns, abc7news. dan: time to get into the abc7

advance at 11 where he tried to get you had on the headlines you hear about in the days to come. tonight it is about the oakland mayor. a vote set for tomorrow by city council and whether the mayor should get a $75,000 raise. as you might imagine that everyone agrees. the bump in pay would bring the mayor salary to $278,000 a year. oakland mayor has limited control over city leadership decisions and budgeting however supporters say the city charter requires the mayor's salary to be in line with other cities in the state. >> being ceo of oakland, that person deserves at least that compensation if not more quite honestly. the jump to $278,000 a year before benefits would put the oakland mayor's salary above that of san jose but below san francisco. if the increase is approved tomorrow, the raise faces a final vote in september.
