at a truck stop in the middle of the great ama: ama: line last year. no one has been caught. jr stone has a video and lawsuit over who was at fault. >> that was our seal. we had a lock on there. it is gone. we don't know where it was. reporter: this is all new bodycam video showing the aftermath of a jewelry heist. the two men are brinks security guards. one of whom came back to their truck to find a broken lock and bags of jewels that they were transporting gone. i >> out of 73. reporter: 24 bags containing millions worth of jewelry were stolen from the springs semitruck according to this video. valley county sheriff's department provided it to us by a lawyer. the two guards of the diamonds and other jewels that show they

were in route to pasadena according to statements in this video. investigators believe that that -- the theft of those bags happened at this truck stop in an unincorporated area along i-5 in the early morning hours. the video also records those from brinks acknowledging that one guard was sleeping in the front of the truck and the other inside the flying j getting a meal. >> this is not guarding the goods and is an unarmored trailer. reporter: jerry represents 14 jewelers whose goods were stolen. they filed suit against brinks. >> it was just a padlock on the back. a padlock and two guards, one sleeping in the other inside. in our view, not guarding the goods, and you have as it says on the tape, at least $23 million on board. something is wrong with this picture. reporter: the amount stolen is still up for debate. >> how much inventory are you

carrying? >> 2.5 one million in diamonds and jewelry. reporter: later in the video, the guards conferred -- confirmed this amount. >> 23 million. reporter: statement say according to the informati provided before they were shipped is less than $10 million. the customers accurately declared the value of their goods and if they did, brinks would have security measures can assert with higher transport values. even in the event of a loss, we would have compensated the customers fully for their declared values. >> my clients did what they told them to do which was down how much insurance you want which is a total of 8.7 and therefore that is a number and they are accusing my clients effectively of lying to them simply because my clients did what they asked them to do. >> what does not make sense as

expect in the accuweather forecast. spencer: the break started today and we will get a bigger break tomorrow. here's a look at the 24 hour forecast. at 7:00 tomorrow morning, mixed conditions in the sky with one in clouds. the temperature is 60° inland and mid-50's at the coast and bay. at 12:00, sunny skies and up to 80° inland. upper 50's on the coast. at 4:00 p.m. as we approach the peak of the warming upper 80's to near 90 inland. 60 on the coast. at 7:00 p.m., mid 70's and mid 60's at the coast. i will have the full accuweather seven day forecast later. ama: let's move to the peninsula tonight were plenty of neighbors in san mateo stormed the city council meeting to demand better protection from flooding. they say during the historic winter of storms, many suffered thousands of dollars in damage.

tim johns was there tonight with the fears that it will happen again. reporter: for san mateo residents alex, 2023 got off to anything but a good start. on new year's eve when the bay area was hit with torrential rains, has entire neighborhood but it. >> cars were totaled and garages were flooded. you could not see front lawns. reporter: the estimate of the damages to be $60,000 to his property. he is not alone. all around the city of my people face similar issues. on monday, rich joined dozens of other residents at the council meeting calling on leaders to take action about the local lagoon. >> the lagoon as a follow-up and there is no more buffer left for water. >> this is an excusable. >> san mateo is facing a yearly flood emergency. reporter: at the meeting, residents passionately called on the city council to not only drudge lagoon but take other immediate tips to improve san

mateo simple structure. additionally flooding only happens in the eastern part of san mateo along the lagoon but as the climate changes, city officials and residents worry it will continue to spread throughout the whole city. >> there is el niño coming. we are worried this will happen again. reporter: the mayor supports much of what city residents are asking for. she and other members of the council are considering a storm fee to help raise funds which would have to be approved by voters. >> i am committed to working with the entire counsel and all community stakeholders that have invested interest in solving this and building out sustainable infrastructure. reporter: for many people in attendance, that proposal is not enough. they want solutions and they want them now. >> they had measures on the table but we think it is too little and too slow. reporter: tim johns, abc7news. dan: time to get into the abc7 advance at 11 where he tried to

get you had on the headlines you hear about in the days to come. tonight it is about the oakland mayor. a vote set for tomorrow by city council and whether the mayor should get a $75,000 raise. as you might imagine that everyone agrees. the bump in pay would bring the mayor salary to $278,000 a year. oakland mayor has limited control over city leadership decisions and budgeting however supporters say the city charter requires the mayor's salary to be in line with other cities in the state. >> being ceo of oakland, that person deserves at least that compensation if not more quite honestly. the jump to $278,000 a year before benefits would put the oakland mayor's salary above that of san jose but below san francisco. if the increase is approved tomorrow, the raise faces a final vote in september. ama: the 82-year-old

on the border of berkeley and albany will be closing by the end of the year. the 140 acre parcel of land is zoned for recreational use. the effort to change how is is used -- how it is used will go before voters. the same thing happened in san mateo bay meadows which is now a mixed use development with housing. >> when bay meadows shutdown and construction began it was within three years that we saw a whole new community. i think you will see that opportunity as well. there are so much you can do. it is really a blank canvas that can be made into something pretty spectacular. ama: the owner of golden gate field is closing the track to focus on southern california. the shutdown would leave northern california without a major horse racing track. dan: california state university system is welcoming next chancellor, dr. mildred garcia will be charged with leading the

largest for your public university system anywhere in the country but already has many issues that await. annabelle munoz from our sister station in los angeles sat down with the chancellor to see how she will chart a path toward. reporter: dr. mildred garcia is a puerto rican first-generation college student from brooklyn, new york. it was her parents who instilled in her the value of education. >> my career has been based on remembering what my parents said. he family can lead you is a good education. reporter: she was appointed to lead the california state university system as the next chancellor. she has worked for and with the cal state system currently as president of the american association of state colleges and universities and as a past president of cal state fullerton and cal state dominguez hills. her efforts are credited contributing to a 65% increase

in the four-year graduation rate. >> we closed opportunity gap between transfers and first time freshmen. reporter: she earned a masters in business education from nyu and doctorate in masters in higher education and administration at columbia university. she takes the helm of csu as faculty and students raised concern over pay, tuition hikes and the handling of sexual misconduct cases. she will prioritize countability and will try to keep cal state affordable through public fund and fundraising. >> we will raise money outside as well and make sure we are going after those philanthropic areas that really, really want to have a diverse workforce that we can provide at california state. reporter: when she begins a job at october, she will be the first latina ever in the role. >> i am honored and humbled and a little sad it has taken this long for them to find someone to be the first, but the other thing i will say is i take that very seriously.

all sides to come up with a solution to avoid devastating effects in los angeles. ama: california public schools are getting more green spaces to protect kids from excessive heat. the first round of grant money is announced for the green schoolyard program. some recipients are santa clara office of education and oakland unified school district. the teachers union demanded more green spaces in their new contract while on strike earlier this year. the fda has given the green light for a new shot to protect babies under the age of one against repertory -- rsv. to combine to rsv and prevented from infecting healthy cells. a single injection would be given before the peak season during the fall and winter months. the fda authorized a second injection for vulnerable infants under 24 months.

clear skies until midnight and then low clouds search across the bay. we start the day tomorrow morning with mixed sky conditions but the clouds will pull back the coastline by midmorning giving weight to a sunny day. the overnight lows in the mid to upper 50's, much cooler. highest tomorrow up to 60 along the bay -- along the coastline and around the bay we will see upper 60's to low 70's. inland areas mid to upper 80's of the one or two locations may top out at 90. here's the accuweather seven day forecast. the next two days including wednesday we will see highs near 90 in the warmest inland locations. 70's around the bay and shoreline. the temperatures bump up on thursday to upper 90's inland. one or two locations on friday may hit 100 degrees without the sustained excessive heat we had this past weekend. the heat will be easing a bit and come back into a typical range. ama: typical is good.
