wait til you hear what he said about why he will be so emotional at the first game this friday. also tracking the latest on the unrelenting heat. so many cities shattering records. not only on land. ginger is in florida. there she is, where ocean temperatures are signaling danger. she'll have the latest. >> it is a global story. we're going to begin with former president donald trump. he received a target letter from special counsel jack smith. strong indications that he will be indicted again. this time on charges of trying to overturn the 2020 election. jonathan karl is tracking the situation. this is an almost unfathomable situation. you have a former president facing multiple felony charges in multiple jurisdictions. >> reporter: it sure is, george. this target letter, this latest target letter from jack smith came as something of a shock to the trump team. trump had been told by some of his top advisers and top lawyers that they expected smith january 6th investigation would conclude

with a final report, not with an indictment. and now, george, they are scrambling to mount a defense to the most dire legal jeopardy trump or any other american president has ever faced. several prosecutors are now zeroing in on donald trump's attempt to cling to power after he lost the 2020 election. this is about more than the january 6th attack on the capitol. prosecutors are examining whether trump illegally tried to overturn an election that he knew he lost. sources familiar with the target letter trump received from special counsel jack smith tell abc news it mentions three federal statutes. conspiracy to defraud the u.s., witness tampering and, quote, deprivation of rights under the color of law which applies when someone in authority uses power to deny the constitutional rights of other americans. trump called the letter horrifying news. overnight he told a cheering crowd in iowa that it was an

attempt to interfere with the upcoming presidential election. >> they want to try and demean and diminish and frighten people. they don't frighten us because we're gonna make america great again. that's all there is. >> reporter: in recent weeks smith and his team have spoken to election officials in several key states where trump and his allies pressured local officials and allegedly tried to create slates of fake electors. in michigan that alleged scheme led to indictments just yesterday. the state's attorney general charged 16 trump allies for a, quote, organized effort to circumvent the lawfully cast ballots of michigan voters. federal prosecutors have also spoken to trump's close advisers trying to establish whether he knew he lost the election when he sent his enraged supporters to the capitol. republicans on capitol hill including speaker of the house mccarthy reacted to the target letter by attacking the prosecutors. >> the idea they utilize this to go after those who politically disagree with them is wrong.

>> reporter: days after the january 6th attack, mccarthy and other lawmakers, the very victims of that riot, spoke differently, calling it criminal and trump responsible. >> last week's violent attack on the capitol was undemocratic, unamerican and criminal. the president bears responsibility for wednesday's attack on congress by mob rioters. >> reporter: the target letter is a strong indication that an indictment is likely to come and to come soon. george, it could be as early as friday of this week or sometime next week. >> almost certain. jon, thank you very much. let's bring in our chief legal analyst dan abrams and rachel scott. dan, let me begin with you. we haven't seen the indictment but it certainly looks similar to charges that have already -- that many of the protesters have already been convicted on. >> right. so the key is going to be to be able to demonstrate exactly what donald trump's role was in this. right? it's not enough to simply say,

oh, donald trump called for a rally on january 6th and that's a crime. they have to have a lot more than that. they believe they do. this is a very different case than the documents case that already exists. both legally, politically and practically. there's an argument to make that this case could be trickier, in terms of some of the nuances surounding it. as opposed to the documents case which is pretty straight forward legally. you could also make the argument this one is more perilous because you're dealing with something that's more serious than just retention of documents. >> possible it could happen more quickly than the documents case. it will be in washington, d.c. than florida. >> very different jury pool, different judge, etc. much more advantageous likely to the government than in south florida. >> rachel, we saw that turn around by the house speaker. republicans following a pretty familiar script. >> this is a crowded republican field. most are hesitant to go after the former president, even as he's facing a third possible

indictment. i asked florida governor ron desantis if trump bears any responsibility for what happened on january 6th. he said he believes trump could have acted forcefully but that the justice department is being weaponized. trump's own former vice president mike pence. we all remember the mob chanting hang mike pence. he said trump was reckless that day. even endangered his life. but still doesn't believe this indictment should be happening if it comes. the only really republican that's willing to go there is chris christie. he believes trump's conduct proves he doesn't care about the country or constitution but everyone else is walking a fine line. >> we'll see if that changes when the indictment comes out. rachel, dan, thank you very much. robin? >> thanks to you all. now to the extreme heat. phoenix breaking its record for consecutive days with temperatures at least 110 degrees. mola lenghi is there with more for us. >> good morning, robin. we're here in phoenix. valley wise health hospital. during the pandemic, this area of the hospital was used as a

covid unit. it's been converted to see the most serious heat related medical emergencies. a handful of patients a day. they'll bring them into a room like this and give them an ice bath. lay them down in an inflatable bed, pack ice around them, try to bring their body temperatures back down to normal levels. doctors are telling me the conditions they are seeing outside right now are the most dangerous they have ever seen. this morning record breaking blistering heat in the southwest. more than 80 million americans under heat alerts. >> it's like when you open like an oven, that's what it feels like. >> reporter: phoenix shattering a nearly 50-year-old record as temperatures hit over 110 degrees for 19 straight days. >> it will be several more days to a week before we see it go below 110 degrees. >> reporter: it's taking a toll on families, infrastructure and first responders. >> we're about 20% up in our heat related emergencies for this month and for this year.

>> reporter: this delta flight from las vegas to atlanta forced to turn around on the taxi way after suffering multiple on board emergencies due to the stifling temperatures on board reaching triple digits. >> the emt's rushed on. it just felt traumatizing. they were walking back and forth. they had oxygen tanks. gurneys were coming. a flight attendant passed out. it was something out of a movie. >> reporter: pilot instructing those passengers feeling heat stroke to hit the call button. delta saying delta teams are looking into the circumstances that led to uncomfortable temperatures inside the cabin. >> eight ice machines. >> reporter: the demand for ice sky rocketing across arizona. thousands of pounds dropped off at construction sites to help workers deal with the stifling heat. texas on track for its hottest summer ever. el paso has seen more than a month of temperatures in excess of 100 degrees. the heat wave is not just hitting the u.s. globally, the earth's hottest 16 days on record have all happened this month.

a little reprieve from this heat in phoenix where we've seen ten consecutive days where the lows have not dipped below 90 degrees. another record, michael. >> mola, thank you for that. ginger joins us from florida. ginger, is there any relief in sight from the heat? >> unfortunately, michael, we're here in marathon, florida, where they're having one of the coolest mornings in more than a week. they have had nine days in a row at 97 degrees plus. that is a stretch that not only have they never done, but nearly triples the old stretch of only three day. that's why this consecutive cumulative heat matters so much. not just here. remember, it feels even hotter, well into 110. look at the heat advisory back through mobile, feeling like 109 today. los cruces new mexico. day 17 at 100 plus, a stretch they've not done in reported history. now that expanded heat watch includes fresno. that's just today. this goes on for the inevitable future. it will stay very hot through,

of course, when we're supposed to be the hottest, late july, early august. this live drone is not just about air temperatures. we have a drone with us to remind you that the water temperatures are as unprecedented level, up to seven degrees warmer than they should be this time of year. usually we see this late august, early september. usually the land is somewhere in the mid 90s, ocean 80s, mid 80s, upper 80s and you get this beautiful afternoon breeze. when you have 94 degrees, there is no movement of air, the water temperatures are too warm, stifling and very hot, guys. >> ginger, thank you very much. now details on the american soldier detained in north korea. we're learning more about what happened right before he ran across the border. martha raddatz is live in seoul, south korea with the latest. good morning, martha. >> reporter: good morning, george. the big question, why in the world would an american soldier flee to north korea? we do know he had been in trouble with the law in south

korea and with the army, but he is in a whole lot more trouble now. this morning a 23-year-old u.s. soldier in the hands of the north koreans after officials say he intentionally bolted across the border at the dmz, the heavily fortified demilitarized zone that separates north and south korea. >> we're closely monitoring and investigating the situation. i'm absolutely foremost concerned about the welfare of our troop. >> reporter: the soldier, army private travis king, was supposed to be on a flight back to ft. bliss in texas where he was facing discharge from the army after serving 47 days in a south korean jail following an altercation with local citizens. officials say a military escort dropped king off at the airport in seoul but instead of boarding his flight, he left the airport and headed to the dmz where he

joined a tour group before reportedly laughing and then dashing across the dividing line into the north. >> i noticed a guy running, running full gas towards the north korean side. everybody was stunned and shocked. >> reporter: reached by phone, travis' mother telling abc news she last heard from travis a few days ago adding, i can't see travis doing anything like that. >> no one has any idea, i think, really why he chose what he chose to do. >> reporter: this coming as a massive u.s. nuclear ballistic missile submarine arrived in south korea for the first time in more than 40 years. a show of force met by the launch of two north korean short range ballistic missiles a short time later. >> i'm concerned about the potential geo political implications as north korea now has a u.s. soldier. we're going to have to figure

out how to negotiate to get him back. >> reporter: and while it is unclear exactly where travis king is being held, this tension in north korea has a frightening history. in 2016, an american student was imprisoned in north korea accused of trying to steal a propaganda poster from a restricted area. he was flown back to the u.s. after 17 months of detention in a coma and died a week later. as for travis king, while his where abouts are not certain, a u.s. official telling me this morning that once he crossed into north korea, he was taken away in a van and they believe taken to north korea's capital city pyongyang. george? >> strange story. okay, martha. thank you very much. robin? >> to the urgent investigation at the border after a texas trooper said officers were ordered to push children into the rio grande river and deny people water in the extreme heat. matt rivers is on the border in texas with the latest.

>> reporter: this morning the texas department of public safety under investigation following reports of unhigh main treatment on the texas border. in an e-mail sent by a texas trooper to a superior obtained by abc news, one trooper writing, quote, i believe we have stepped over a line into the inhumane. the trooper recounting patrol where they came across a large group of migrants, including small children and babies writing, we were given orders to push the people back into the water to go to mexico adding, when they expressed concerns of exhaust someone and drawning and contacted command, they were again, quote, given the order to tell them to go to mexico. the e-mail also alleging troopers were instructed to refuse migrants water in scorching heat and describing finding migrants severely injured by newly installed razor wire along the rio grande. some even stuck in it. texas dps responding to the

claims in a statement writing our troopers perform more rescues because they are the ones on the front lines rescuing migrants from both dangerous conditions and criminal smugglers. overnight the mayor of rio grande city speaking about the conditions to abc news. >> when you're looking at the wire, when you're looking at the floating devices, to be frank with you, that is a death trap. there is absolutely no consequence that would ever discourage human souls who are willing to sacrifice their lives for the hope of the american dream. >> reporter: mexican officials have said the newly installed barriers just behind me there at the u.s./mexico border are illegal. they have sent an official diplomatic note to washington, d.c. about these incidents, and they're calling for an investigation. robin? >> all right, matt. thank you very much. now to the white house. an effort to crack down on junk fees in rental housing. mary bruce has the latest. good morning, mary. >> reporter: good morning, michael. white house is on a mission to expose these hidden fees, try to

take on corporate greed today announcing new steps targeting junk fees in the rental housing market, partnering with three major platforms agreeing to disclose these hidden fees up front. these platforms are not doing away with these costs but are agreeing simply to make them more clear to consumers. these are fees that can cost up to $100 or more. really surprise tenants make their rent affordable than initially deemed. talking about fees for things like taking out the trash, parking, pet fee, also rental processing fees. it's important to note these fees are not going away. they are going to be more clear, more transparent. the white house is hoping by increasing that transparency, it will drive up competition and drive down these hidden junk fees ultimately helping consumers. coming up any details about the investigation into the long island serial killer. why police are now searching property in south carolina and las vegas. plus a possible break in one of the most famous cold cases,

>> reporter: police seizing this older model chevrolet avalanche in heuermann's vacant lots in chester county, south carolina. the same vehicle an eyewitness told police he saw before one of the victims disappeared. heuermann also owns a time share in las vegas where police say they're now reviewing unsolved cases to see if he had any involvement. heuermann is charged with killing three women he solicited for sex on long island. their bodies were found wrapped in burlap in 2010. nikki brass said heuermann solicited her around 2015 when she worked as an escort. >> i had a really, really bad feeling. my gut was telling me to get away from him. >> reporter: at dinner, she said he asked her if she heard about the gilgo beach murders. to her something seemed off. >> when he talked about it, he was acting hypothetical, but he had this like smile on his face. made me really uneasy and, like,

he had this glossed over look in his eyes. >> reporter: she ended the date early. until his arrest prosecutors say heuermann was living a double life using burner phones and anonymous e-mail accounts to arrange sex and search for child pornography while raising a daughter and stepson and commuting into new york city from work. >> i'm an architectural consultant, troubleshooter, born and raised on long island. >> reporter: heuermann appeared in this you tube video a year ago discussing his firm that also employed his daughter. records show that heuermann married in 1990, divorced four years later and remarried. his lawyer called him a loving husband to his wife of over 25 years and an involved and dedicated father. he entered a not guilty plea on heuermann's behalf. >> i haven't heard anything about an eyewitness who saw anything. i haven't heard anything about a confession. >> reporter: the attorney told us he had not spoken to the family but we hear that heuermann's wife and children were disgusted and embarrassed when they learned what he was

aqued of doing. >> the ability to compartmentalize and live seemingly completely different lives is consistent with certain kinds of serial killers. these are individuals who are real psycho paths, many are family men who are actually respected in their communities. >> reporter: terry rossen was 26 when her father, the so called btk killer was arrested in 2005 for serial killings in kansas. >> after my father was arrested, i mean, it alters everything. just a massive impact. you're just alone. you're riding these long waves of insanity finding all these insane things about what your father has done. it alters every little bit of your life. >> reporter: police have spoken with the suspect's wife, daughter and stepson and believe they did not know about their father's alleged double life. as the police commissioner put it, it wasn't a, we saw this coming type situation. >> my goodness, what a story. michael?

january 6th attack on the capitol. prosecutors are examining whether trump illegally tried to overturn an election that he knew he lost. sources familiar with the target letter trump received from special counsel jack smith tell abc news it mentions three federal statutes. conspiracy to defraud the u.s., witness tampering and, quote, deprivation of rights under the color of law which applies when someone in authority uses their power to deny the constitutional rights of other americans. trump called the letter horrifying news and overnight he told a cheering crowd in iowa that it was an attempt to interfere with the upcoming presidential election. >> they want to try and demean and diminish and frighten people, but they don't frighten us because we're gonna make america great again. that's all there is. >> reporter: in recent weeks, smith and his team have spoken to election officials in several key states where trump and his

days in el paso. and there's no end in sight. that's when this is not typically july. >> i knew you'd have the answer. thank you. michael? to a new report from johns hopkins estimating 11% of roughly 20 million people seen in emergency rooms, clinics and hospitals may have been misdiagnosed. our chief medical correspondent dr. jennifer ashton joins us from boston. doc, break down the findings for us. >> yeah, michael. if this is a report card on our clinical performance in the u.s., we have to do better. let's get right to the findings. some of the numbers you already said, they used estimates for what they call big three. vascular events, cancers. 11% of patients may have been misdiagnosed. 4% of those misdiagnosed may have been led to serious outcomes like paralysis, stroke or even death. however, the bright spot in this is that given the massive number of healthcare encounters we have

in this country every single year, overall numbers the risk is very very low. still less than 0.1%. >> what do you recommend people do to get a proper diagnosis? >> well, listen, michael. people don't walk in, patients don't walk in holding up a sign saying, this is my diagnosis. the practice of medicine is complicated. but patients should not have to be their own diagnostic or physician. here are some good questions that any patient can think of in order to be more empowered. they should ask, what else could this be when they are given what the likely diagnosis is? they should say, how can you make that diagnosis of the other alternative? and what are the signs and symptoms i should watch out for that i'm getting worse and not better? and, lastly, what kind of follow-up is recommended? remember, practicing medicine is a science as much as it is an art.
