the air days. an air quality advisory is in effect today because the smoke from the flat fire in southwest oregon continues to move into the bay area. joining us now is meteorologist sandhya patel. dan: she's here with more on our current air quality and also the heat. sandhya: we are being impacted by both of those. the district extended the air quality advisory today because we are still seeing the impact of that smoke from the flat fire from oregon moving into our area. let's take a look at the visible satellite picture. you will notice that here is that smoke, all right? i'm going to show you what is happening in the upper parts of the atmosphere. that smoke is coming down in our direction, and that's why you may have noticed that skies have been hazy. it is for for sensitive groups near that flat fire and also in san jose right now, it is orange. green to yellow and are --

flannery associates. the firm purchased farmland in solano county including right near travis air force base. that's nearly double the size of san francisco, yet no one, not even the federal government, can figure out who is behind it and more importantly, why. federal officials say a mysterious company has purchased nearly $1 billion of land surrounding travis air force base. one of the most critical military bases in the western u.s. democratic congressman john garamendi raised the alarm to the u.s. air force, prompting a federal investigation. >> in your briefings on the matter, do you have any reason to believe the purchase of this land is for spying? >> the land is in an area in which spy operations or any other nefarious activity could take place and could detrimentally impact base to operate in a moment of national

emergency. >> public records show the company, flannery associates llc, began purchasing the land in 2018, and investigators say those acquisitions ramped up this year. >> now literally three sides of the base is totally controlled by the flannery group. nobody knew who they were. who are these people? where did they get the money they could pay five to 10 times normal value that others would pay for this farmland? >> eight months of investigation, yet -- >> we do not know where this money is coming from. >> do you have any reason to believe china is funding this group? >> i have reason to be concerned. >> the group is made up of a group of families, 97% of whom are allegedly american, looking to diversify their portfolio including agricultural land, but the congressman is skeptical. >> we have heard scheme after scheme that makes no sense at all.

start getting a little more attention to the northern california member and beyond strike, we have a lot more work to do here. ama: for the oakland unified school district in hopes of willing nearly one million teacher vacancies. e lack of teachers is a challenge for manschool districts. lyanne melendez spoke to a recently retired teacher about the future of education. lyanne: the big draw at today's job fair was the starting salary for teachers at oakland unified. $62,000 a year. that bump was reached following a contentious teacher strike last may. >> we do not offer significant signing bonuses, but we do offer significant compensation along the way. we pay for 100% of our employees ' and all of their dependents' benefits. lyanne: another incentive is there a student loan repayment program.

investigation and text message scandal involving several officers in his department. the local naacp chapter has praise for ford and a demand for city leaders. >> thank you, chief ford, for accepting a task that was unseen by many. your ability to work with people who were ready to undermine your leadership before you started is amazing. >> the antioch police chief announced his decision to leave. many community groups are reflecting on his impact. >> his ability to put system in place to support and heal the community will not go unnoticed. >> the announcement came wednesday evening. chief ford declined to be interviewed and did not cite a specific reason for retiring. in a statement, he praised the community and the city, saying the groundwork has been laid for organizational success and that the antioch police department has become more inclusive, equitable, and a better place to work. >> he was everywhere.

"oppenheimer," expected to be one of the biggest films of the summer. sadly, he told us the repairs will not be done in time. dan: san jose saw its 28th traffic fatality of the year today. as authorities look for ways to make the streets safer, some believe taking drivers out of the equation is the solution. today's crash which killed one man and sent another to the hospital, a driver was arrested on suspicion of driving under the influence. dustin dorsey has a look at how technology could make roads safer. dustin: solving the bay area's biggest problems through technology. the tech showcase displayed possible solutions for tomorrow, solutions based on advances in fields such as artificial intelligence and medical technology. >> wide range of activity that normally solves for things here in the united states but also worldwide. dustin: the solutions also incorporate autonomous vehicles. companies like wei, kodiak, and aurora working to save lives on streets, highways across the world -- companies like waymo,

kodiak, and aurora. they use the technology to identify risks before a normal driver would. this video shows a driverless truck detecting and avoiding pedestrians hundreds of yards away. >> it can determine objects are doing. they are thinking about this at all time. we think there is a tremendous safety benefit. dustin: though driverless vehicles are somewhat controversial, they don't speed, run red lights, or consume alcohol, factors that appear to be involved in a fatal crash thursday morning. while police call safety on the streets a shared responsibility, they say there is a problem with drivers' behavior, highlighted by the number of traffic tickets issued. >> last year, officer excited over 1900 individuals, not to tell them that they are bad people, but to curtail their

driving behaviors. >> police say they expect to issue more citations this year, which raises the question -- would taking the driver out of the question eliminate the risk? >> we all think we are capable, but we get distracted easily. this is technology that takes some of that away. our trucks don't get tired. they don't get distracted. >> that hopefully means lives don't get taken on the street. dan: one more item about cars -- thieves continue to prowl bay area streets stealing catalytic converters. it is bad enough if yours was stolen, but what makes it even worse is the high replacement cost. ama: that is if you can find one. an east bay couple waited an entire year. michael finney says that her car sat idle the entire time. michael: can you imagine making payments on that? there toyota prius was in mint condition one day and totally

disabled the next. tire dealer told them driving it would damage the engine, but sorry, no parts. >> i just felt sad when i looked out the window and saw, you know, how perfect it was. michael: every day for nearly a year, joan gazed at her blue toyota prius parked in front of the house. it was perfect. >> except unusable. it just made me feel really sad. michael: she had not driven the car since last july. that's when she started the engine one morning, and it made an earsplitting noise. >> o'neill heard it and came down and said what was that? i said nothing, i did not do anything. i just turned the car on. michael: they quickly realized thieves had stolen t catalytic converter, the same crime that has hit ends, neighbors, and thousands across the country. now new converters can be hard to find. >> they told us they thought it

would take either a month to two months to get parts. michael: but summer turned to fall and still no converter. >> they basically told us there's a huge backlog. michael: they contacted toyota headquarters in texas. the company kept promising a new part but also kept delaying estimated delivery. >> they said november and then said january and then they said march and then they said june. bought a new car. someone suggested scrapping the previous four parts. they even thought of telling it to nevada which has looser regulations. all the while, the car sat idle. neil kept charging the battery by dropping an extension cord out the window. >> i did not want to leave the wire laying on the ground. michael: around them, thieves kept stealing catalytic converters. >> i woke up when i heard a sawing sound. i rolled down the shade, and

they saw me. they basically -- >> flashed a spotlight in his face. michael: thieves had tried to steal their catalytic converter once again. of course, it was not there. >> they had a tesla or something. it was all dark. >> no lights. >> no sound at all. >> i said, the police and state cannot stop this? complained to toyota asking why they were putting parts into new cars before replacing stolen ones. in a statement, the company said in part, toyota recognizes the impact of these thefts and wait times have on our customers. the statement said toyota's supplier has nearly tripled its production capacity since april, which should reduce the backlog.
