we take a look at the smoke forecast and temperatures for the weekend. abc7 news starts right now. >> live breaking news. kristen: that is the gridlock ruining traffic all around the bay area. julian: it is happening on the richmond-san rafael bridge where a person suffering in mental health crisis has shut down the eastbound lanes. dion: it started at 12:45 p.m. this afternoon, at one point traffic backed up and the chp has opened up one lane to clear traffic from the bridge. there is no eastbound traffic on the bridge. instead, the cars are being diverted at main street and san rafael. they are asking drivers to avoid the area until they can resolve the situation, but after hours the traffic is immense. kristen: it is backed up beyond the bridge. this is the gridlock in novato.

cars going eastbound are northbound highway 101 is also slow going between 580 and 37. julian: major traffic in san francisco. dion: this is the view from our studio. you can see the embarcadero. it is hard to tell, but cars are at a standstill as they headed northbound towards the bay bridge. it is crawling. we will continue to watch the conditions and we will keep you updated. good evening. dion: happening today, it is a spare the air day has been extended into tomorrow because of concerns on air quality. karina: there is also a heat advisory through the weekend for parts of the bay area. dion: let's go to sandhya patel who is joining us with the

temperatures where you live. it is going to be hot. sandhya: absolutely. and we will do it all over again tomorrow. highs today, 104 in l 105, ukiah. half moon bay at 60 degrees with the marine influence sticking around. it is sizzling inland with 101 in pittsburg. a heat advisory is up until 11:00 p.m. tomorrow night for the hills and inland that is where we are facing a moderate risk of heat illness. not just today, but tomorrow as well. 7:00 p.m., it will still be hot. by tomorrow morning, fog at the coast with 50's and tomorrow afternoon, already talking about the 90's inland. into the triple digits for the hottest spots. the air quality is good to moderate at the surface but it is hard not to notice smoke from

the fires in oregon. the haze will continue to impact us today and event tomorrow night it will start to sort of get more diffused. you can see the smoke as we look toward the mountains. the spare the air alert has extended through tomorrow and it is a combination of the smoke and hot weather. good air quality on sunday, which means that changes are coming. i will be back to tell you about those, coming up. dion: the shutdown of road not reopening until mda it goes from highway 4 two cummings skyway. you can see it in red. green indicates detours of highway 4, i-680 and i 780. the i 80 shutdown begins at 9:00 p.m. tonight the roadway will reopen on

monday morning at 5:00 a.m. the first of three planned shutdowns on interstate 80. >> three miles will be completely replaced, and it is actually 26 lane miles of that will be replaced with reinforced concrete, a better product. dion: caltrans it says closing the road for three weekends avoids overnight closures and for the workers.y is also safe take a look at the map. the green is they detour on highway 4 and interstate the closure begins tonight at 9:00 p.m. karina: a new bike lane is geing mixed reviews from drivers and cyc it stretches from 15th to 23rd street on valencia street. she is in the newsroom with a first-hand perspective. luz: this is a first of its kind

in san francisco because it is in the middle of the street as opposed to the side of the road. it is part of an initiative to protect cyclists, but some say it is putting them at risk. it is still under construction, but it is already being used and reviews are mixed. >> i do not love it. it is a mild improvement on being on the road, but it is still unsafe. >> i just entered it for the first time and i think it is cool. >> i like it a lot. >> it is going to be dangerous for the bicyclists and i cannot turn left anymore except for at the end. luz: it runs from 15 23rd street. the under construction signs are up because they are still working on it. this resident uses the bike lane five days a week and says there is not much protection on the

sides to prevent the drivers from breaking the rules. >> just coming up here, a car did a u-turn. luz: all right. we decided to try it ourselves. safety first. let's go. ok, so the signs are clear. one of them goes north, the other goes south. right away, i can see what i've been hearing about. the cars can easily drive through. >> they could be a brighter color so the cars can see them, but i do not like when the big trucks come over and do their loading. i thought that that would be fixed. luz: this is a pilot project and they still have a year to evaluate the functionality and design. the san francisco bicycle coalition says there are positives, but the project needs work. it has been under construction for the last six to eight weeks and several accidents have been reported. >> it is different.

it is not something san francisco has ever had. the number i have heard in terms of crashes related to the bike lane has been four. luz: this sustainable transportation advocate wants the process to be revised. but also to keep simple. the bike lanes simple. >> there is another part of the street that has a curbside bike lane that has proven to be exponentially safer. luz: to prevent double parking they are beginning to install , traffic posts along the curb but it is not stopping drivers from doing it. another concern is how this project will impact traffic and businesses in the area. in the newsroom, abc7 news. karina: when will the construction be finalized? and when do the changes become permanent? luz: according to the san francisco bicycle coalition they , will finish the construction sometime next month. once it is finalized, the city has 12 months to evaluate the design, hear from the community

and make changes. and decide if they changes -- the changes should be permanent. karina: good to know. dion: new rules for the taylor swift tour at levi's stadium next week. ou the changes and how fans are feeling a week before the big show. reporter: are you ready? in a week, what some consider the concert event of this generation will happen at levi's stadium, the taylor swift eras tour. this guest will be among those at levi's stadium. >> i bought the tickets during the first presale, so the fact i got them was by the grace of god. my friends and i are so excited. reporter: fans broke the internet trying to get a ticket to the two shows in santa clara

and at this person was not as lucky. with new regulations banning tailgating, there will be no designated viewing areas outside for fans to be part of the evening. in her wildest dreams, she did not think she would be able to experience taylor swift live at all. >> a lot of fans were gathering outside on the tour, hoping to hear her music or see it on a screen. i had plans to go, so i am bummed that they are saying we cannot do that. reporter: 20,000 in philadelphia earlier in the tour and it levi's stadium does not want that to happen here. they want to provide a safe environment. in new jersey they had a similar policy and it is creating bad blood between the city officials and fans. >> a lot of us are super bummed. >> i get that there will be a lot of people but it is

dion: today we are remembering and the man who left his heart in san francisco, donated pennant -- tony bennett has died at the age of 96. our reporter has how san francisco is paying tribute. they are doing it in so many ways. cornell: he leaves behind an amazing legacy of music, recording 70 albums in his career, but it was that signature song that galvanized's d his place in the hearts of bay area residents. >> ♪ i left my heart ♪ ♪ cornell: a violinist plated that iconic song outside of the fairmont hotel in memory of tony bennett, a place where his statue stands in front. >> you know he first sang "i , left my heart in san francisco" in 1961 in our venetian room.

our hearts and prayers are with his family. cornell: tony bennett passed away on friday at age 96, after a long battle with alzheimer's disease. his fans coming to leave flowers and pay their respects. >> it is a sad moment for all of us. there are no words to express. you expect some people to live forever. cornell: what is your favorite tony bennett song? >> the one for the city. >> ♪ to be where ♪ ♪ cornell: his passing inspired a sing-along at 12:00 noon across parts of the city. >> ♪ when i come home to you san francisco ♪ ♪ cornell: the 20 time grammy winner leaves behind a legacy of music, artistry and philanthropy. tony bennett was born a new yorker, but along the way became the unofficial ambassador of the city by the bay. >> he was a special person. he loved the city, and his death reminds us that we are, you

cornell: frank sinatra once called him the greatest pop singer in the world. he is survived by his wife, daughters and grandchildren. today the mayor declared "i left my heart in san francisco" has the official song of the city. dion: now the city should plan a special event. karina: will there be a memorial? cornell: the fairmont says it is working on a tribute that would be befitting of his legacy, so some details to come, but what a career. dion: wow. 70 albums? amazing. cornell: and that song will be in our heads for a long time. dion: good stuff. back to the weather situation. we are watching it closely for a number of reasons. karina: we are worried about that air quality.

under heat alerts. severe weather is threatening the south. and millions could be dealing with highs with more to come. morgan norwood explains. reporter: the unrelenting heat tightening its grip, putting more than 100 million americans on the alert for rising temperatures. it's also producing some severe weather. in michigan, hail the size of golf balls. >> it was like somebody was chucking them down because the pressure they were coming down with, i could not believe it. reporter: in ohio, storms bringing down power lines. a/flooding warning in and the relentless heat over phoenix, arizona, as it is in its 22nd day of temperatures above 110 degrees.

because of someone having a mental health crisis. it has been backed up in the north bay ever since. northbound 101 and highway 37 are slow going. traffic throughout san francisco is also at a crawl. karina: developing news in antioch, where a judge heard motions in a case involving police officers in the racist text messaging scandal. the hearing was to see if they violated an act by treating racist texts. dion: our reporter has new details from court. >> i hope that they testify. and i hope they take the stand and account for their actions. reporter: this attorney leading the defense in the hearing involving antioch police officers linked to a racist texting scandal. >> it gives us a new tool to fight racism that you see in t legal system, so we can utilize it to show that individuals are

unjustly policed. reporter: did antioch police officers engaged in racially biased policing involving four black men charged in a gang-related shooting two years ago? the evidence was documented in racist text messages uncovered an fbi investigation. >> he committed a crime. he beat my son. he kicked him in the head. reporter: her son is one of the men involved. he was a target in a text message sent by an officer who was in court. >> they may have done the shooting but the bias to bring the charges needs to be revisited. reporter: she has concerns over a subpoena issued to the police chief, but the judge quashed the subpoena saying that that testimony is irrelevant since the cases to determine motive. >> i am glad that the trivial and this of asking the chief to

$1 billion powerball jackpot. the ticket was sold in los angeles but the winner has not come forward publicly. karina: today, the president reached an agreement with seven major tech companies to implement safeguards to address artificial intelligence. our southbay reporter explains what the safeguards aim to do and why experts say there is still more work ahead. reporter: artificial intelligence is developing faster than lawmakers can keep up with. right now, the technology is not regulated by law. >> we are behind when it comes to privacy compared to the e.u. reporter: by friday, joe biden and seven tech companies announced an agreement to self regulate, focusing on key safeguards. >> these commitments will be implemented immediately in underscore three principles, safety, security and trust. reporter: the companies have agreed to test technology before it is released using experts,

sharing best practices and label content generated by a.i. with watermarks, along with other privacy protections. the president of microsoft spoke about it with abc news. >> they are all about making a.i. seafarer with safety protocols.. and protecting it from cyber attacks. it is about making it more transparent so the public has information about how it works. and it is about ensuring that it serves the public as a whole. reporter: one expert says the commitments are a good first step, but points out it is still up to the tech companies to be honest. >> it is in good faith. and we can get to the point where they are competing -- to be honest, we'll win. but there is no guarantee. reporter: we spoke to the director of the science and technology policy at the white house who says that stronger regulations are on the way.

including one local family that recently turned a high school into a wonderland for fried prom -- pride prom. >> is just like except it is a safe space for the lgbtq community and for its allies. we are trying to flip the narrative to say there are other ways we can do this. we didn't have that kind of hierarchy. >> i actually got to volunteer during the pride prom, so it was nice. >> there it was a bunch of people having fun and dancing. a boy can dance with another boy, a girl with a girl, and they will not be judged. essentially i had the ability to , feel free as a gay individual and not have to hide or mask it. high school, like a lot of aspects of society, are heteronormative. it does not have to be like that. >> i think that having the
