>> building a better bay area, moving forward, finding solutions, this is abc 7 news. >> the shared frustration for drivers all across the. . how an incident ended with massive gridlock in san francisco and the north bay. i am gloria rodriguez, thank you for joining us. we will have more on that top story in moment. let's get a start with a look at your weather. here is shayla. shayla: starting off in the cooler side with the heat will build in this afternoon. we are talking about cloudy and cooler conditions at 50 cent 60's. a breeze at 54 degrees in san francisco. not too bad to start the morning. it will be comfortable, breezy conditions and foggy conditions on and off through noon. as the morning marine layer

starts to move out, the heat starts to build in. we are talking about 90's and even triple digits as you head inland. nice and cool at the coast. we will break down the timeline when and where we will see that heat. the cooldown is just around the corner. gloria: of eastbound bridge remains closed for chp looks to resolve any issue with a man having a mental health crisis. the closure began befor p.m. friday with reports of the men running on the bridge. they were major backups as people search for alternate ways to get to east bay. lena howland caught up with some frustrated drivers. >> there is going to be no way up there anytime soon. find another way home. reporter: on welcomed news of a potential all-night closure for those waiting to cross eastbound

lanes of the richmond-san rafael bridge for hours. eastbound lanes shut down around 1:00 because of someone experiencing and the health crisis. chp officers have been in negotiations with the person ever since, leaving drivers in gridlock. >> this is ridiculous. it is unbelievable. it is unbelievable why we have to sit this long when people are just getting off of work. they cannot get home. i am diabetic, what if my sugar dropped? reporter: elaine says the bridge is her main route home with two kids in the backseat. we found her waiting in her car more than four hours. >> and i have to get up in the morning and go back to work. this is sad. reporter: aerial view views show hundreds of drivers is stuck on the bridge shortly after the closure, causing a ripple effect throughout the bay area, including in san francisco and

novato. >> i know people who work around here and i am messaging. some people went through san francisco and say they are still stuck in san francisco. some went through novato and they are still stuck in novato. >> i want to see my baby girl. i want to see my wife. i am hun reporter: others stuck new the roadblock to making the best of it despite home being four hours away on the other side of the bridge. >> i went to the store to try to get some food. what can you do? if you have to go around. gloria: to another traffic closure happening right now. eastbound interstate 80 is closed in crockett. the detours are highlighted in green on the map.

this stretch of roadway is closed for construction. caltrans says why it -- while it may be any inconvenience this weekend, it will be worth it in the long run. >> because we are closing this, we will be able to do reinforced concrete paving. over the three miles we will have a smooth ride and we look at a longer life, possibly 40 years of life. gloria: the roadway will open no later than 5:00 a.m. on monday, the first of three closures for this stretch. two others are planned for august and then caltrans will work on the westbound side of the freeway. a man is dead following a shooting in san francisco's tenderloin neighborhood. the man was shot after 6:00 p.m. yesterday near golden gate avenue and hyde street. officer said he spoke to witnesses who saw the suspect running from the scene.

a search is ongoing this morning for a boater who fell into the san joaquin river. rescuers were called into the area after the person went overboard and a second boater jumped into the water to save them. you see the helicopter and rescue boat -- using a helicopter and rescue boat, the coast guard saved the second boater. contra costa firefighters are using a drone to search for the other person. on antioch, a judge heard motions in a case involving police officers linked to the racist texting scandal. the hearing was to determine officers violated california's new wishes -- new racial justice act by sending racist texts. four black men were charged in aching religion shooting. the men will testify lawyers present. next hearing is in martinez on

august 25. the newest bike lanes are leading toionsbout the effectiveness of the project. the bike lane is on valencia street and run from 15th through 23rd street and is still under construction but is still being used. the lanes run down the center of the street. cyclists sailing protection is minimal with many of the plastic posts destroyed within a week of being installed. cars have been spotted going between barriers to turn left or even take a u-turn. >> there is part of valencia street that has a curbside protected bike lane that has proven to be safer. >> i entered it for the first time ever and i think it is pretty cool it is down the middle. gloria: the bikeway has been under construction of two months and several accidents have been reported. this is a pilot project so

i said cool at the coast. if you want to beat the heat, head to the beaches today. that is where you will see the coolest temperatures. we are continuing to track some fog along the beach, the dense fog advisory in place until 10:00 a.m. you will notice that mary layered you are near the coast -- that marine layer if you are near the coast. with all of that he doesn't come some air quality that is not great. if you are sensitive, keep that in mind if you're heading out the door. we are feeling heat all across california. the oranges and pink smart areas impacted by that heat. by this afternoon, we continue to feel it. use the silverlining. san francisco only making it to 70 degrees. l.a. hanging out in the mid 80's. inland, we are talking about triple digits for fresno, bakersfield, even death valley at 116 today. here is how it will impact your afternoon.

highs today are nice and comfortable along the coast. as you head inland, look at those areas above 90's. concorde, napa, even fairfield making it to triple digits. tomorrow, that pain is not as pronounced. not quite as many areas make it to 90. triple digit market, the only one looking like making it to triple digits are clear lake and cloverdale. and then we start to gradually cooldown this week. cooler, more moderate temperatures are coming. we have the marine layer, foggy conditions. that is going to continue throughout the early morning and late morning hours. by this afternoon, we see the cloud cover built out -- move out and then that heat really billed in. that is windows 90's are moving into fresno's inland areas. let's take a look outside. here are those highs. as you head in the end, you see 90's, triple digits.

gloria: homeowners insurance can be hard to get. some companies are not writing new policies while others are dropping longtime customers. we have the story of one east bay man told he lost his insurance based on drone footage of clutter and hazardous conditions. the company refused to show him the pictures or even give him a chance to refute the claims. michael finney explains. there. reporter: drums sometimes -- for drones -- over cj's house. he was shocked when he got this notice from his longtime home insurance character -- home insurance carrier. >> they are going to be terminating our policy. reporter:'s house is not in a fire zone and he has never fired

say they have had close calls with drivers. vision zero is the traffic deaths by 2024. authorities say they are concerned. the latest data shared by -- shows next progress. traffic for counties are up. 2022 was the deadliest year since the initiative launched in 2014. >> it is a sobering reality of our city and a reminder our streets are not as safe as they need to be. reporter: san francisco is not the only city struggling with traffic fatalities. this chart shows a san jose is close to the same level as it was when it started division june -- started division just -- started vision zero. a lot more work needs to be done to protect pedestrians. >> it requires the city to redesign our streets so they are safe.
