>> this is america. this morning. >> good monday morning, everyone. i'm rhiannon ally. >> and i'm andrew dymburt. we begin with the historic heat from arizona to athens taking a deadly toll. >> a record number of people have fled wildfires in greece and here at home, the sweltering heat is now spreading north and east. this morning, the record shattering heat wave from coast to coast has turned more deadly in texas. officials in fort worth announcing four heat related deaths in the county this month including a 26 year old man working outdoors as. today, las vegas could hit 110 degrees for the 11th consecutive day in phenix, a possible 25th consecutive day america are also facing much higher electric bills. many small business owners say they are struggling in, including those in palm springs, calif, where it was 116 degrees this weekend. >> it is really a double whammy because not only do we have less business, but our costs like

electricity, is higher utility bills nationwide were already expected to be up nearly 12. >> this summer compared to last year. the operators of the texas utility grid say surging demand has broken records. ten times in recent weeks as record heat also gripping europe fueling wildfires. a record 9000 tourists have been forced to flee the greek island of rhodes, escaping by plane or boat. and today they new evacuations on the island of corfu. >> we have never been so scared in my entire life. >> during this summer of weather extremes, more than 10,000 heat and rainfall records have been set globally in just the last month. >> the earth is screaming at us . >> washington governor jay inslee says this record heat is proof that climate change is harming the planet. >> we now understand that the beast is at the door. we knew this beast of climate change was coming for us, but now it's

pounded on the door. so we have to dramatically increase our efforts. >> record temperatures are also possible today in austin and miami. >> an emergency has been declared in nova scotia after three months of rain fell in 24 hours. flash flooding swamped neighborhoods and washed out roads. at least four people are missing. video shows a deck that broke away from a home floating through a parking lot. and breaking news from north korea about the fate of the us soldier who fled across the border from south korea last week. a un deputy commander says officials have started conversations with north korea over travis king, who was on a civilian tour of the border region when he was supposed to be returning to texas. he recently he recently served prison time in south korea. the north has remained publicly silent about king. the un official did not elaborate on those conversations. >> also breaking right now, the kremlin says ukraine launched a drone attack in moscow this morning. several buildings near the russian defense ministry have been damaged. russian authorities say they intercepted

and destroyed two ukrainian drones and no injuries were immediately reported. >> back in this country today is deadline day in the legal battle over the razor wire and buoys along the southern border. texas installed the barriers to deter migrants coming from mexico. but the biden administration has given texas until today to promise to remove them. abc's em nguyen has the latest. m good morning. >> good morning, andrew. the justice department's ultimatum the latest in the years long battle between the biden administration in texas is over border security this morning, the department of justice with plans to sue the state of texas for deploying floating barricades at the southern border. the doj, in a letter to governor greg abbott writing the state of texas actions violate federal law, raise humanitarian concerns and may interfere with the federal government's official duties. the department demanding texas remove the barriers or face legal action. >> they do have a valid lawsuit under the statute and the

governor's just acting on his own in a series of tweets, abbott defends his border enforcement efforts, blaming president biden and saying texas is stepping up to address this crisis, adding, we will see you in court. >> mr. president. but some texas republicans are raising concern for the state's latest deterrent tactics. >> it's not acceptable. rep resentative tony gonzalez acknowledging the dangers at the us-mexico border, though ultimately siding with the governor's actions. i think you're seeing the governor do everything he possibly can to secure the border. this says the inspector general in the texas department of public safety. >> investigate allegations of inhumane treatment of migrants following a letter that became public last week, which recount did a patrol where state troopers were allegedly given orders to push children back into the river and refuse water to migrants amid scorching temperatures, officials in the department claiming the whistleblower either misinterpreted the order. >> if a member from one of our

leadership or a supervisor tells a trooper to push back migrants , what that means is to verbally tell them go, go to a port of entry. >> the whistleblower state trooper abc news learns has been on the job for more than five years. abbott's office previously saying texas is deploying every tool to deter illegal crossings. rhiannon and thank you. >> in israel today, police used water cannons to try and push back protesters ahead of a key vote on whether to overhaul the country's court system. critics say the move would destroy the checks and balances on the government support. others say israel's supreme court is too powerful. prime minister benjamin netanyahu was released from the hospital today after getting a pacemaker. president biden has urged him not to rush into the judicial overhaul plan. now to ohio and the investigation into a police officer seen unleashing a canine to attack a suspect who was unarmed and had his hands up. >> we warn you, some may find the images disturbing.

>> chicago p.d. has this morning. >> an ohio k-9 police officer is under investigation after ordering his dog to attack an unarmed suspect who had already surrendered with his hands in the air. get the dog off of him . earlier, officers say they tried pulling 23 year old truck driver jadarius rose over for a missing mudflap, but he refused. and a chase began. at one point, rose veered to the right, forcing a highway patrolman to the shoulder. later, police dash cam video shows rose pulling over and as officers order him out of the truck at gunpoint, he takes off again. roughly seven minutes later in the video, officers slow the truck down using spike strips. rose is seen getting out, complying with commands. his hands up to the left. you can see circleville, ohio. k9 officer ryan speakman crossing the grass with his service dog. >> do not release the dog with his hands up the highway. >> patrolman repeat. he warned speakman against using the dog as rose has his hands up. >> you're not release the dog with his hands up.

>> then speakman releases the dog and commands it to attack. rose as rose is on his knees, get the dog off of it. rose was then taken into custody and given first aid. nobody's trying to hurt you. >> just let a dog bite me. all you gotta do is stop, brother, i did stop. i don't feel safe. >> miles ago, that highway patrolman was later heard talking to colleagues about his command not to use the canine. >> was i not loud enough? you said it three, four, multiple times. >> the president of the local naacp reacting to the video. >> the police are here to protect and serve. i was taken aback when he had his hands up and they unleashed the dog on him. you can't send a dog without getting into excessive force issues on somebody with their hands up and maybe they're not complying in, but they're not a safety risk to anybody. >> we reached out to the circleville police department, which said the incident is under investigation by the use of force review board. >> in texas, a small plane

- okay you know what? that's mine. - [buzzed guy] i'm gonna need that back. - [kevin] nope. - [buzzed guy] kevin. will we be at your team's ballpark? >> we are back now with a wild scene in san francisco. so a car plunging over the set of stairs, knocking down a tree, flipping over there. you can see a bystander rushing to help, opening one of the car doors, allowing at least three people to get out safely. it does not appear that anyone was hurt. and police say everyone that was in the car fled the scene. nobody was on the staircase at the time of the crash. >> the parents of a kansas woman believed to have been killed by a bear in montana say she was in the wrong place at the wrong time. officials say grizzly bear tracks were found at the scene on a trail west of yellowstone national park. amy adamson's body was found along the trail. adams left her career as a

teacher back in 2015. she began backpacking across the us and wrote a book about her adventures. >> every morning she get up early and she'd walk, hike or run, running through that beauty of yellowstone. she just was almost in heaven, you know, she died doing what she loved and doing what she loved doing. >> we'll hear more from amy's parents later on. good morning america. >> really tragic night in new york. and new revelations in the gilgo beach serial killings. we are learning more about the search at the suspect's house. an unsettling discovery reported at the home of accused gilgo beach serial killer rex herman on long island, new york. according to the new york post, police told a neighbor that investigators found a soundproof room in the basement of the home and believe at least one victim was killed there. abc news has not confirmed the new york post

reporting police have been seen using cadaver dogs growl and penetrating sonar. and an excavator to scour humans backyard. a former coworker told the post herman once took time off from his job to install a concrete lined vault in his home. the coworker quoted as saying it's not just a hidden room, it's a serious vault. it had a huge, heavy duty safe door. also, part of the investigation. humans a gun collection, police say they found an arsenal of more than 200 firearms in a vault at the home. >> anytime somebody has that type of arsenal, we have some concerns. >> officials have been searching inside the house to determine if any of the victims were ever inside. we're going to look for anything that could potentially get genetic material off of like personal effects that he had taken from the victim, clothing, whatever it might be, if he used any sort of implement like a knife or something like that to harm them. huberman is charged
