60's along the coast. jobina: in the south bay, one positive update. the sig alert on southbound 101 has been canceled. all lanes have reopened. we did have major injuries minor residual delay. chp on scene of the deadly crash on camden avenue at highway avenue five hot -- highway 85. what we have learned from police, a male was in the roadway and hit them and died at scene. this is reported as san jose's 28th deadly crash of the year and 29th victim. this will impact your commute especially for anyone trying to get to that camden avenue offramp. that will be shut down until further notice. this morning for the driver people inside of this car that

amazingly crashed, rolled over near the street stairs in san francisco saturday night near dolores park. joining us live from scene, that video is crazy to see. that aftermath behind you. reporter: absolutely. we will get to that in a second. it is remarkable that no one was injured or killed in this crash. witnesses tell us people were walking down the stairs a minute or two before that car went downhill. if you have not seen that crazy video, take a look at your screen up. witnesses saw the person behind the wheel drive off the dead end at cumberland and land upside down at 19th and sanchez at around 7:19 saturday evening. we are told a car full of people work captured on cellphone video eating out of the overturned car minutes before police arrived. officers will say they have been unable to locate those inside

the car, but have not said if they committed any crimes other than leaving the scene of an accident. witnesses describe the moments is be -- moments before and after impact. >> screeching tires and then airborne. i heard a thud. that is when they were bouncing through the overgrowth and hit trees and it landed and it was silence. >> when i ran out, i heard muffled yelling from inside the car. i yanked on the door. fortunately, was not stuck at all. people started pouring out. >> everybody out? reporter: one witness describes hearing the people inside the car saying they had three minutes and needed to run. there are so many questions about why those in the car left the accident scene. another witness says a man showed up after the crash of a telling demand others he had been carjacked and the car that went off the hill was his.

in the east bay, police broke up an early-morning morning sideshow in oakland. [wheels screeching] kumasi: this was the scene sunday morning at the intersection of haber and berger road and coliseum way. you can see multiple cars and trucks doing turns doing doughnuts. the slideshow lasted 15 minutes before police broke up the crowd. the oakland police department tweeted out a message saying they would have more resources on the street this week and as a part of their sideshow enforcement. cars that take place in illegal activity will be placed on a 30 day hold. reggie: a $6 billion proposal to redevelop this site is on the table. these groups want to make sure they have a seat at that table. fake organizations nonprofits and affordable housing advocates that over the weekend to talk about a so-called community benefits agreement for the project. the african-american sports

reggie: the united nations command it north korea are talking about the case of travis king, the american soldier who intentionally crossed into north korea from the south without any authorization. officials say the primary concern is kings welfare since he was taken into custody nearly a week ago. no details about the discussion have been released yet. north korea's state a deal which usually comments when americans have been detained has not said anything about this case. it has happened again, the martinez refinery spewed toxic coke dost into the air saturday night. here is video from the last time it happened less than two weeks ago. the dost is a bipartisan of petroleum refining. it can harm the heart and lungs. this company says this weakens release was contained on site without external impact. a hazardous materials team found

amanda: that damage still you can see days later. i am going to start at the top where you can see a bunch of caution tape up. come down and see the railings, the guardrails shaped as if they were meant to bend right out. you can see the tree debris at the bottom at the landing. this is where that car landed upside down. we want to show you the cause, a car driving off the dead end at cumberland landing upside down at 19th and sanchez. one witness describes curing screeching tires, watching the car go airborne and hearing a thud, saying the car went bouncing through the overgrowth and hit the trees, remembering absolute silence as the car landed. once it did, another witness says they helped a car full of people out of the vehicle. only for those passengers to immediately take off. police will only say they have been unable to locate those four inside the car, but not have --

but have not said if they have committed any crimes. another witness says a man showed up after the crash telling them and others he had been carjacked and the car that end off the hill was his. a nearby resident was working on his own car outside. he says he helped five people get out of the car, but noticed rings he did not expect to see or hear. >> i heard one phrase that -- i still remember. we have three minutes, we need to run. a bunch of stuff came out of the car. i saw two tasers and when the cops were cleaning out the scene, they found a gun. >> it was a miracle no one was killed. there were people walking down the stairs a minute or two before the car flew down the hill. we are lucky. >> is everybody amanda: still questions about why those in the car ran from the accident scene. this happened saturday evening.

sfpd confirmed this is an ongoing and active investigation. kumasi: today, the competency trial for the man accused in the stabbing spree in the city of davis is set to start. a yolo county jury will be determining if carlos dominguez can stand trial for murder the former u.c. davis student is accused of stabbing three people, killing two and injuring a third. last month, a court appointed dr. found him not competent but the prosecuting attorney disputed the doctor's findings and requested a jury trial. if the jury finds him not competent, dominguez would undergo hospitalization and that does not happen, criminal proceedings will resume. reggie: the justice department preparing a lawsuit against texas for its large luis at the southern border. the suit claims the devices violate edible law and raised umana terry and concerns. jobina has more on governor greg abbott's response, defending jobina: these controversial enforcement tactics.

jobina:governor abbott has until 2:00 p.m. local time to either remove the floating barriers or face legal action. this is what they look like. in a series of tweets, he defended his enforcement efforts he blamed president biden, saint texas is stepping up to address this crisis, adding we will see you in court, mr. president. this comes as the inspector general and the texas department of public safety investigates accusations of inhumane treatment of migrants. a letter became public last week says state troopers were allegedly given orders to push children back into the river and refuse water to migrants. officials and the department claimed the whistleblower misinterpreted the order. >> whenever a supervisor tells a trooper to push back migrants, what that means is to verbally tell them, go to a port of entry. jobina: abc news has learned the state trooper who raised claims of inhumane treatment has been on the job for more than five years. abbott's office previously said

texas is deploying every tool to deter illegal crossings. kumasi: seven of the 14 candidates running for the republican party's presidential nomination have qualified for next month's presidential debate. former president trump is leading the pack, followed by florida governor ron desantis. former ice president mike pence and nikki haley, tim scott and chris christie have qualified. cut each candidate had to register at least 1% in at least two qualifying national polls. each -- reggie: mike pence appears to have defended former president trump i calling trumps action during january 6 reckless, but probably not criminal. this comes as trump faces a possible third indictment this week over his attempt to overturn the 2020 election. a target letter by special counsel jack smith last week confirmed investigation into trump's actions that day. trump says he anticipates both an arrest and an indictment.

the former presidents impeachments and would bring it up to the conference to gain support. last month, mccarthy sparked outrage from trump allies when he said in an interview that he thinks the former president can win in 2024, but did not know if he was the strong as candidate. cnn is reporting mccarthy called reggie: trump to apologize. reggie:president biden said to announce the construction of a new national monument to honor emmett till, a 14-year-old black teenager who was kidnapped and lynched in mississippi in 1955. the president is expected to make the announcement tuesday, which would have been till's 82nd birthday. the monument will consist of three different sites in illinois and mississippi. kumasi: tomorrow, first lady dr. jill biden will be in paris to celebrate the unesco. u.s. withdrew from unesco during the trump administration 2017. dr. biden will be giving a speech at a flag raising
