everyone. i'm andrew dymburt. >> good morning to you. i'm rhiannon ally. we want to begin with the extreme heat now spreading into the middle of the country. places like kansas city and chicago now bracing for triple digit heat in the coming days. >> the heat is taking a toll on people's health and on people's wallets. this morning, the record smashing heat wave is expanding. triple digit temperatures are possible in the plains and midwest in the coming days from wichita to minneapolis and by week's end, temperatures near 100 for chicago. we got smoke, we got heat, then we got storms in the forecast all for the week ahead. doctors warn this heat can take a toll on your heart. a new study finds the soaring temperatures combined with poor air quality can double your risk of suffering. a deadly heart attack in arizona. it's the pavement causing a surge in patients at the phenix burn center. >> we have just been seeing a huge spike in the number of people with contact burns. you know, most people don't realize that the pavement concrete, cement, sidewalks, rocks, the temperature of those surfaces can get to be 170 to 180

degrees, which is just a little bit below the boiling temperature of water. so it only takes a fraction of a second to get a really bad burn. today phenix is expected to see its 26th consecutive day of 110 degrees or hotter. >> it hasn't been below 90 degrees in 15 days. >> as we always expect to see some of these cases. but the numbers this year are just off the charts. >> the heat also hitting people in the wallet. first with soaring electric bills due to air conditioning and now gas prices are rising. some states have seen a spike of up to $0.17 per gallon in the last week due to a rise in oil prices. and what experts say are heat related delays at refineries and water temperatures in the 90s off florida could fuel stronger hurricanes this year. further impacting oil and gas prices. the heat index in miami is expected to top 100 today for the 45th consecutive day. that's a record. >> a january sixth rioter who beat a police officer with a flagpole has been sentenced to

four years in prison. peter staeger was seen striking the officer who was being pulled into the mob. the 44 year old truck driver from arkansas was also heard saying death was the only remedy for the officers. and a new battle at the southern border. the biden administration is now suing the state of texas over the razor wire and buoys that were installed in the rio grande aimed at deterring migrants. the governor of texas responding last night, slamming the federal government for not enforcing the law at the border . abc's justin finch is here now to break it all down. justin, good morning, brianna and good morning. >> the biden administration is suing texas to remove 1000ft of orange buoys in the rio grande. the barrier was installed earlier this month, forcing migrants to navigate deeper water and crawl through razor wire. the lawsuit claims texas governor greg abbott failed to get authorization from the army corps of engineers was during an interview last night. abbott vowed to fight the biden administration and set the

barrier in the rio grande has repelled hundreds of thousands of migrants, says texas is defending its sovereignty and its constitutional right to secure the border of our state and our country. >> all the biden administration has to do is to enforce the laws already on the books that prevent people from crossing between the ports of entry. >> abbott has also bussed more than 20,000 migrants from texas to big cities in other states. texas republican congressman tony gonzalez is questioning some of the tactics being used, calling them unaccept suitable. >> essentially what people want is the chaos to end. they want law and order to be enforced, but they also don't want to see people be treated poorly. the white house calls abbott's actions cruel and points to figures showing that border crossings were down 30% before the rio grande barrier was installed. >> andrew. >> justin, thank you. despite massive protests, israel's

government has passed a law to limit the power of their supreme court. opponents of prime minister benjamin netanyahu call the new law a power grab. but netanyahu says the changes will give the elected government more control. one protest turned violent when a driver plowed through a crowd injuring three people. thousands of military reservists are also vowing to protest the law by not reporting for duty. >> police in pennsylvania say a 1975 cold case murder has been solved after the killer confessed. gretchen harrington was just eight years old when she was abducted on her way to bible camp. her body was found in a state park outside of philadelphia. two months later. investigators say 83 year old retired pastor david zandstra has now admitted to the crime after another alleged victim came forward claiming zandstra sexual abused her. >> this man is evil. he killed this poor eight year old girl he knew and who trusted him. and then he acted as if he was their family friend.

>> and zandstra now lives in georgia, but he's lived in other states, including florida and texas, where authorities are now asking any potential victims to come forward. >> now to alabama and the kidnaping story that inspired complete strangers to donate money to help search for 25 year old carly russell. her story has now been exposed as a lie. here's abc's lionel moise. this morning, an elaborate kidnaping story that made national headlines for days has officially been dismissed as a hoax. >> thanks to a new statement from 25 year old carly russell's lawyer admitting there was no kidnaping. the statement was read by police. >> my client did not see a baby on the side of the road. my client did not leave the hoover area when she was identified as a missing person. my client did not have any help in this incident at but this was a single act done by herself. russell story began on this alabama highway when she called 911 to report a child walking

alone. >> okay. >> what is he wearing? >> it's a white t shirt and it doesn't look like he has any pants on. it looks like a diaper. >> when police showed up, russell was gone. her car left behind, and two days later, she returned home on foot, claiming she'd been abducted by a man and woman and was able to escape. but suspicion were quickly raised when police revealed she had done google searches for amber alerts and the movie taken before her alleged disappearance. >> the sad thing is that, again, there were so many people that that were involved, took this thing very, very seriously. >> her lawyer's new statement did not provide any details on russell's whereabouts during those two days. her boyfriend recently asked people to consider russell's mental health, telling the new york post, i know what it seems like just stop bullying on social media. authorities are now considering whether to charge russell. they're also calculating how much this hoax cost them in resources. >> it was all hands on deck. and

we don't have a dollar figure yet, but we're certainly working towards getting one. russell's attorney is scheduled to meet with police today. >> meanwhile, some of the people who donated to help in the search for her are now demanding their money back. rhiannon andrew. >> lionel, thank you. president biden will sign a proclamation today establishing a national monument to honor emmett till and his mother, mamie till-mobley, back in 1955. till was visiting mississippi from chicago when he was kidnaped and brutally murdered after a white woman accused him of whistling at her. he was just 14. his mother insisted on an open coffin so the whole country could see what happened to her son. a decision that helped ignite the civil rights movement at i was 16. >> he was 14. so he kind of like looked up to me in that sense. and so at first he said, no, emmett cannot go because he's a prankster. he loves to tell jokes. he loves to have fun,
