supposed to help him said no today, an oakland man accused of attacking an 88 year old san francisco woman near union square made his first court appearance. >> but we're now learning he also attacked another person in oakland two years ago. good evening. i'm ama daetz. >> and i'm dan ashley. thanks for joining us tonight. we have more on his long and well-documented history of mental health struggles. >> abc seven news reporter loose pena spoke with both sides of this complicated story today in court. >> 27 year old james lee ramsey charged charged in connection to an unprovoked, brutal attack on an 88 year old asian-american woman in san francisco. when we reviewed the video footage as well as the other evidence gathered, this was a clear assault on an 88 year who was violently attacked and now is in a fight for her life. reporter: san francisco's district attorney brook jenkins confirmed she is looking into ramsey's criminal history. but for now, he could face around 10 years in prison.

>> our decision to charge was based strictly on the evidence associated with this incident that occurred on friday. not with anything prior to that. reporter: in 2021 ramsey attacked community leader carl chan from behind. >> i'm not surprised at all that he went out and attacking, you know, an elderly lady. and i think we are very sad to see and not -- an innocent victim. reporter: according to alameda county court documents in 2021 ramsey pleaded no contest to a felony assault. but to some community leaders there's more to ramsey's story. >> he should have been placed in a long-term mental health care facility where he would likely still be today. and this incident would never have happened. but we keep responding with short-term jail and/or prison stints. reporter: for multiple years the anti-police terror project said they have been working to get ramsey mental health help. ramsey was even featured in a "new york times" essay about mental health. >> we are deeply saddened that this happened. we are equally angry that we are

here. because we tried as the anti-police terror project to forget james ramsey -- to get james ramsey help. he has multiple mental health issues and is compounded by substance abuse and the fact that he is unhoused. reporter: in the assault case in 2021 said ramsey asked the court for behavioral treatment. >> he will not be in prison for the rest of his life. he will do a significant amount of years where his mental health issues will be exacerbated again. and then he will be spit back out onto our streets. reporter: today he pleaded not guilty. and no bail was set. >> at this time i have no information to offer regarding his mental health status. you know, again, very fresh case that just occurred on friday. we have a lot to learn. reporter: in san francisco, abc7 news. dan: the man accused of using a metal rod to hit a former san francisco fire commissioner pleaded not guilty to all the charges today. garrett doty's legal team claims it is in self-defense. they say doty hit don carmani

after he used bear spray on doty. carmany suffered a cracked and broken jaw. a pretrial conference in the case against doty is scheduled for august 22. if there is no settlement the trial is scheduled to begin on september 8. ama: in just about an hour, the berkeley city council is expected to consider a proposal to install 52 license plate reading cameras in the city. if approved, it would be a two-year trial. the city's police chief has been vocal about his support for the cameras. while critics have raised concerns about expenses, security, and privacy issues. the cameras are estimated to cost $250,000 plus $175 per year in subscriptions to operate the system. dan: and in vallejo the city council will vote on whether to declare an emergency because of a police officer shortage. the department has been under scrutiny for years and is currently under supervision by the department of justice. police data from march shows there are 67 full-time duty

sworn officers with just 36 on patrol. that's down from 98in 2021. which was also considered understaffed at the time. the interim police chief describes how bad the situation is at a recent city council meeting. >> it is worse than -- and i'm quoting the consultant that we used -- worse than anything they've ever experienced. dan: the city council is considering offering financial incentives to recruit more officers. if approved, the emergency declaration would allow the city manager to provide more resources for the department. richmond's fire chief is facing a public criticism from his own department. this week the richmond firefighters union, local 1888, took a no contest vote against fire chief angel montoya. in a letter the union accused chief montoya of not doing enough to address low staffing issues. it also states montoya is regularly absent from his office. and from city council meetings. and the union claims that that

has caused the department to lose funding. abc7 news reached out to chief montoya for comment. ama: today, bay area health care workers picketed at kaiser facilities as part of a statewide day of action. tens of thousands of workers are calling on kaiser to provide more staffing to ensure proper patient care. >> we want to make sure that they give us the proper health -- health care and proper staffing that we need so that we can provide good quality care for our patients. our patients are suffering here. we're not only suffering. but our patients are suffering. and we're tired of it. ama: the contract for kaiser workers including lab techs, speech therapists and administrative workers is set to expire september 30. the facilities remained open during today's pickets. the unions and kaiser are negotiating. kaiser released a statement that reads in part, our priority is to reach an agreement that ensures we can continue to provide market competitive pay and outstanding benefits. we look forward to continuing to work collaboratively with our union partners and bargaining.

we will reach a great agreement. employees at three bay area pete's coffee locations are looking to you knowize. workers are meeting today whether they want to join the union. some quoarks believe the efforts will help make work improvements such as standard based pay rate and safer working conditions. the three stories include two oakland and one berkeley location. if the majority -- if the majority of the workers vote yes, they will join the industrial workers of the world industrial union for 60. dan: happening now, a call to unite the bay ahead of tonight's bay bridge series at oracle park. a's fans are hoping giants fans join them in solidarity calling for the a's owners to sell the people to someone who will keep the team here instead of moving to las vegas. abc7 news reporter casey pratt is live from a fan-led event in the city in san francisco with the story. casey. reporter: yes. so far, so good, as far as it comes from giants fans and a's

fans, interacting, uniting the bay. there were a thousand black sell shirts that came out here, neutral colors so giants fans could jump in on the cause. and help encourage major league baseball to get a's owner john fisher to sell to somebody that wants to invest. i'm joined right now by the president of the oakland 68 jorge leon and jorge, you're the one that put a lot of this together. the shirts, everything with the first reverse boycott as well. so how did this one come together and what do you think the response has been so far today? >> i think the response has been great. i mean, from giants fans and a's fans together. i mean, they all want to keep the team in oakland. they all want the bay bridge series to stay alive and the way it came about is we have to keep the momentum going, right? we're like an engine. we have to keep it going and keep our foot on the gas and keep that pressure to whatever pressure we can do to make a statement, to keep the team in oakland where they belong. that's i think where it came from. reporter: you make a very good point. because i think whether you're

an a's fan, a giants fan, you love this series. you love the opportunity to talk smack to your friends across the bay. in good faith, but to think that this may be gone, man, it could go away after next year, i mean, how does that hit you? >> it -- it does hit me. because we've been -- we've been coming out here since pack bell opened oracle park. now. and the friendly rivalry i wouldn't say it's like super bad atmosphere. but it's a great rivalry because you have -- you can talk smack to your friends after this. and whoever wins, or whoever loses. and it would be a shame. because we have an opportunity to make something great. we have a howard -- another waterfront where we can take the ferry and it condition an amazing atmosphere with supporters groups of each club and it can be great. reporter: yeah. i agree. it would be interesting if you can look across the street and see the a's stadium and look right across the bay and see the

airport. thear port is looking to modernize term -- the terminal is looking to modernize terminals one and two and add new drafts. ama: the environmental impact report was released and the airport is seeking public input. joined live from the airport with details. unser. reporter: good evening. airport officials say this could be the largest expansion rocket in almost six years. it's being done in order to keep up with demand. officials project the number of passengers to more than double over the next 15 years. leslie campbell flies a lot. and she usually flies through oakland. but she thinks the oakland airport is in need of an upgrade. >> oakland has been -- for a while, they've done little changes but i think an expansion would be great for the city. reporter: on the table, a new proposal to expand and modernize oakland international. the publication of the draft environmental impact report one of the first steps in that process was released last week. >> this is definitely a milestone for oakland airport.

i mentioned earlier, we have not modernized the terminal since it was built. reporter: that was almost 60 years ago. says colleen liang the acting director of environmental programs and planning for the port of oakland which owns and operates the oakland airport. the proposal includes constructing a new terminal. adding 16 more gates and to expand international arrival facilities. along with adding more parking, the plan is to modernize terminal one and two making improvements to areas like ticketing, baggage claim and security screening. >> great. especially with the security check lanes, there's always long lines. everybody that flies -- generally fly-bys out of oakland. and it will be good. >> we're going in from san francisco and oakland seemed to be a less busy airport. so we traveled southwest and the place to come. reporter: officials say the expansion project is also to keep up with expected demand. oakland currently serves 11

million passengers annually. they expect that to grow to 24 million by 2038. in expanding the airport, they also hope to attract more passengers from the east bay. many who currently fly from s.f.o. >> we are the closest airport to more than 7.7 million people. that live in the san francisco bay area. so definitely it would be a convenient airport for our cities in the east bay to travel through our airport. reporter: now, even if this project is approved it could be years before anything is built. the environmental impact review is now in its 60-day public review period. there will be two public meetings. the first august 15. the second august 30. reporting live, abc7 news. dan: coming up, the interest in one otter off the coast of santa cruz is now sparking bad behavior by people. why some say curious crowds are leading to the harassment of other otters in that area. stay wit

ama: breaking news now impacting the evening commute on the eastbound bay bridge into oakland. minutes ago we saw officers as you're seeing take a nude person into custody on 80 near the 880 interchange. that person had been standing on the freeway. sky 7 shows us the scene. this happened again eastbound 80 coming out of san francisco near the bay bridge toll plaza. there's that white abandoned car on the freeway. it's unclear at this point if the car is involved in this incident. there are no injuries reported. traffic has come to a crawl in the area. it is slowing down as you see cars slightly lining up a bit there. we are keeping an eye on the situation and bring you updates as we get them. dan: if you noticed smoke today in west santa rosa it was probably this. the fire department was conducting what they call a prescribed burn in youth community park. firefighters burned invasive incredible consolidation in an area -- invasive vegetation which they say helps reduce fire

risk. this is training opportunities for firefighters as you can imagine. this is in santa rosa. crews will continue the planned burns tomorrow and friday as well. ama: now, to the latest off the coast of santa cruz where for weeks, a surf board biting sea otter has avoided capture but otter 841 is creating dangerous conditions for the nearby otters. abc7 news south bay reporter zach zach has more. -- zach fuentes has more. reporter: another day and attempt to capture sea otter 841. federal and state officials have been working to capture her since july 2 and say she has approached people and bitten surf boards. from the start photographer mark woodward has followed those attempts to capture 841 but the 841 celebrity has grown and woodward a problematic trend. >> over the past week a number of kayakers and paddleboarders moving real close to the otters. whether or not it's 841 or any

other otter. reporter: these images capture what woodward has been seeing. >> people who are harassing otters, that's just terrible. they need their calories. they don't need to be stressed and swim away from strangers. reporter: woodward said last weekend drew large crowds. >> probably the most crowded i've seen west cliff drive and mainly people looking specifically for the otter. and while most of them just stay on shore, just takes one or two in a kayak to chase after them to really disturb the whole ecosystem. reporter: dan is a board member of the monterey national marine sanctuary association and said harassing the sea otters can have big impacts. >> they're sensitive. and if you start to move toward them, they're going to flee. and this takes a lot of energy. that's energy they could use collecting food or taking care of their young. reporter: still you can enjoy and observe the otters from afar if you follow some key rules. >> don't startle them. don't move toward them. and try to stay away about 10

the marine layer has just been sitting there. you can see sutra tower from our mount cam and never quite cleared. 67 in the city. 72 in oakland. 84 degrees in san jose and palo alto at 80 degrees. high pressure nudged in just a little bit to provide the warm-up today. but this trough that is passing to our north is going to start to usher in a cooler air mass as we head toward tomorrow and the following day as well. most noticeable around the bay and inland. live doppler 7 showing you some fog along the coastline which you can see from our emeryville camera. beautiful blue skies up above. coastal fog spreads across the bay overnight. breezy and cooler the next few afternoons and minor daily fluctuations. temperatures the next seven days. if you like this weather you'll be happy with the forecast. from our sutra tower camera you are seeing nice good air quality. nice clear skies there. good air quality is going to continue the next three days. we have a nice breeze right now about 30 miles, 33 miles an hour in san francisco. hour-by-hour the fog near the

coast at 6:00 tonight still pretty warm inland. by 5:00 a.m. you are looking at that fog spreading across parts of the bay shoreline as well. 50's and 60's out the door by noontime. it is going to be warm inland. but not terribly hot. cool along the coastline and as we head toward the early afternoon upper 80's, barely touching 90 in our hottest spots by 4:00 p.m. tomorrow afternoon. temperatures in the 50's and 60's first thing in the morning. watch out for the fog. even though it is pretty shallow right now it will expand. and it will cover more communities tomorrow morning. tomorrow afternoon, you need the sunscreen. it's going to be a warm sunny one inland but not as hot as today. mid 80's to low 90's right near the -- breezy and 58 degrees. 80 in san jose. 69 in oakland. 80 degrees in san rafael and 84 in santa rosa. 65 in san francisco. accuweather seven-day forecast temperatures are going down by a couple of degrees. the next few days. the cooling trend continues thursday before they come up a
