of eastbound 8 after the bay bridge. look at all of those cars. hpd is letting cars through but traffi g onto 880 south after exiting the bridge. it has been like this for one when things will reopen.know the shutdown starts before the 880 interchange. we've been seeing cars get bound eastbound and all lanes are closed as they toe a car. let's give you another perspective. in the past 30 minutes we've seen officers walking on the freeway, looking for evidence related to reports of a shooting. they spread out across all lanes of traffic. a white car connected to the incident is right there as well. this started around 4:40 five this afternoon when chp took someone into custody, that's what you're seeing, who had been standing on the freeway. the person was naked, combative, struggling with officers as they

were taken away in an ambulance. >> here is a live look at 80, here is a view from the camer turned to look at eastbound traffic. the gridlock on the west side of the screen that you can see as you can see bumper-to-bumper. here is a view from the ground. let's show you what that looked like. again, traffic is a mess because of this incident and no indication at this moment how long it is going to take to clear the scene and get traffic moving again, but it has been gridlock for the past half hour, 45 minutes or so. >> yes, look how it is affecting all the traffic. this is the live view from our south beach camera that shows traffic approaching the bay bridge headed eastbound. even westbound traffic on the right side of the screen is also slow. let's at the bay bridge eastbound obviously on the left-hand side, those cars are stopped, not

going anywhere. westbound into san francisco looks good but you can see the cars funneling down. chp is trying to let some cars go through but right now it does not look like anybody is moving. >> it's been a long hour of waiting and it looks like many more before those folks get where they are intended to go. that's the white car we are talking about, it seems to be at the center of the problem today. a similar incident occurred last friday with a man suffering a mental crisis on the richmond san rafael bridge. it was closed for 17 hours. eventually police took the man into custody. the incident created mayhem for drivers stuck in traffic around the north bay and san francisco as well. >> let's take a live look at the bay bridge eastbound on the left. cars stacked up, not going anywhere. westbound traffic still moving, were going to keep our eyes on the situation but all lanes on 880 after the bridge.

nobody is moving. we say good evening. >> thank you for joining us. >> in our efforts to build a better bay area, we are constantly looking at solutions and roadblocks in san francisco's homeless problem. >> despite cleanup efforts many are frustrated that the process is moving so slowly. abc seven news anchor deion lam went with cruise on a cleanup today. >> all across san will find homeless encampments like this one. they get cleaned up and returned within hours. we join the effort as homeless people were offered services. here's what's working and what roadblocks the city is facing. along with piles of debris alo the street between gary and euclid members of the san francisco department of emergency management in coordination with the healthy streets operations center are working to provide services to roughly 7500 on housed people, half of which are in shelters.

service delays is an injunction brought forth after the coalition on homelessness filed a lawsuit against the city. they allege practices related to cleanups violated the rights of the homeless, meaning the city cannot enforce certain laws such as sleeping on public property. >> it prevents us from cleaning the streets. >> while people like britney can ask the homeless to move, it is not mandatory. >> if someone refuses to move there is very little that can be done. the city attorney's office believes the injunction is overly broad and hampers the cities ability to address homelessness. >> in the meantime, the continued outreach seems to have worked on a man named anthony who accepted a tiny home. >> these guys are angels. they cannot get everyone, but they try hard to make a difference. >> in san francisco, abc 7 news.

>> what is next for the injunction? the city of the field -- the city has appealed and will argue the case on august 23. >> education is part of building a better bay area anthere is a new challenge for local schools. chrome books that schools used during the pandemic are set to expire in the future. abc seven news senior educati reporter leanne melendez is in the newsroom with what school districts are planning to do. >> i spoke to two districts and they told me so far it has not in an issue, but they know it will be. we are talking about the automatic software updates on the chrome books that will eventually expire. in april, 2020, at the beginning of the pandemic a new way of teaching was unavoidably introduced. these devices will be a student's entry into an online classroom. that was me in 2020 reporting on the massive distribution of chrome books throughout the san

francisco unified school district. >> we delivered about 40,000 devices within the first few months to ensure all students can continue to access learning online. >> there is a thought. at some point old chrome books will expire. here is how i know, every chrome os device gets regular updates from google until it reaches update expiration date. when that happens the automatic software and security updates will no longer be provided. there is a problem with that. >> not being able to update is a huge problem. >> that is catherine, associate professor of educational leadership at cal state university east bay. here is what google told us. since 2020, we provide eight years of automatic updates, up from five years in 2016. many district's are using the 2016 operating system. >> having access to a laptop, having access to regular wi-fi,

expansion project in 60 years and it is being done to keep up with demand. airport officials expect more than double the number of passengers over 15 years. leslie campbell flies a lot and she usually flies through oakland, but she thinks the airport is in need of an upgrade. >> oakland has been dated for a while. they've done little changes but an expansion would be great for the city. >> on the table a proposal to expand and modernize oakland international. the publication of the draft environmental impact report, one of the first steps in the process, was released last week. >> this is a milestone for oakland airport as i mentioned earlier. we have not modernized the terminal since it was built. >> that was almost 16 years ago. colleen is the acting director of environmental planning for the port of oakland which owns and operates the airport. the proposal includes constructing a new terminal,

adding 16 gates and expanding international arrival facilities. along with adding more parking, the plan is to modernize terminals one and two, making improvements to ticketing, baggage claim and security screening. >> great especially with the security lanes, there's always long lines. everybody that flies southwest flies out of the. it'll be good. >> feel less busy airport, this seemed to be the place to come. >> the project is to keep up with expected demand. oakland serves 11 million passengers annually. they expect that to go to 24 million by 2038. in expanding the airport they hope to attract more passengers from the east bay, many who currently fly from sfo. >> we are the closest airport to more than 7.7 billion people that live in the bay area, so it

innocent woman who was walking down the street. who was violently attacked. and now is in a fight for her life. >> san francisco's district attorney brooke jenkins confirmed they are looking into ramsey's criminal history but for now he could face 10 years in. >> our decision was based on the evidence associated with this incident that occurred on friday. not with anything prior to that. >> in 2021 ramsey attacked community leader carl chan from behind. >> i'm not surprised at all that he went out and attacking an elderly lady. and you know, i think we are very sad to see it. >> according to court documents, ramsey pleaded no contest to felony assault. to some community leaders there is more to ramsey story. >> he should have been placed in a long-term mental health care facility where he would likely still be today in this incident would've never happened.

>> a man accused of former san francisco fire commissioner with a metal rod pleaded not guilty today. garrett doty seen here is accused of striking don on april 5 in the marina district. they were seriously hurt with a broken jaw and cracked skull among his injuries according to friends. lawyers claim it was self-defense, releasing video they say shows doll and initiating the altercation with jody who is housed by spraying him with bear spray. dodi is due back in court next month for a pretrial conference. >> now to efforts to build a bay area, a bill from a local state assembly maker aims to make life easier for drivers and pedestrians on city streets. abc 7 news southbay reporter dustin dorsey explains how visibility can be increased by decreasing parking in high-risk areas. >> walking, biking, driving the most anywhere continue to be

increasingly dangerous activities. in san jose there have been six deaths from traffic crashes. five people were riding bikes or scooters are walking when they were killed. >> pedestrian deaths account for 49% of deaths in the city of san jose alone. california's pedestrian fatality rate is 25% higher than the national average. so we are seeing an increase in pedestrian fatality and a lot more traffic collisions. >> southbay assembly member alex lee believes the numbers could decrease by increasing visibility. he has authored a bill that would set a standard no parking area along the approach side of intersections or crosswalks making it easier for pedestrians to see it, like shining a light on crosswalks -- shining a light on crosswalks. >> you do not have to dangerously chance at not looking one perhaps there might be danger. >> we driver only saw us at the last

report about how it would buy and use the cameras. the goal is to buy 52 cameras, install them on street lights in the hopes of reducing crime. people have raised questions about costs, security and privacy. happening tonight the vallejo city council will vote on whether to declare an emergency because of a shortage of police officers. the department has been under scrutiny for years and is under supervision by the department of justice. police data from march shows there were 67 full-time full duty sworn officers and just 36 on patrol. that is down from 98 in which was considered understaffed. if approved the declaration would allow the city manager to provide more resources for the department. >> happening tomorrow, supporters of the hollywood actors strike are planning a rally outside of san francisco city hall. members of the actor union are

james, the son of lebron james, was practicing with his team on monday for an upcoming exhibition in europe, when he suffered cardiac arrest and was rushed to the hospital. james is no longer in the icu and is listed as a stable condition. >> sudden cardiac arrest means there is no heartbeat. when there is no heartbeat, there is no oxygenation to the brain and the rest of the body. we know this is very, very rare when it comes to competitive athletes. it happens about 100 to 150 times a year in this country. >> cardiac arrest is different than a heart attack and only 10% of people who suffer and out of hospital cardiac arrest survive into the american heart association. a statement from the james family reads in part lebron and savannah wish to send their deepest thanks and appreciation to the usc medical and athletic staff for their incredible work and dedication to the safety of athletes. >> you can have this happen in a normal heart, we are all familiar with what happened with demar hamlin.

chris alvarez joins us live from oracle park. what is the atmosphere like out there? you were doing live shots this afternoon it was loud. >> now everyone is at the ballpark. this is similar to what we saw with casey pratt in the open parking lot and now you have giants fans. all these years of battle of the bay and this was unite the bay. it's cool to see both sides rallying around a cause and i talked to both managers to get their take on what is going on outside the ballpark. >> it goes back to the two teams when they arrived in the bay area, obviously at different points. but a long-lasting tradition and i think that is where you can see the giants fans have that compassion for the a's fans and you cannot blame them for feeling that. and wanting to express it with them. >> i know it would be

challenging for a's fans. that's part of the reason fans are so upset and i think for good reason. >> it was interesting to hear from mark and the same could you imagine not being here in a couple of years? it's unfathomable. >> it's depressing to think about that because this is the schedule that everyone circles, the battle of the bay every year, no matter who is good, who is bad. everyone wants to talk smack and see their teams take each other on. that's what the vibe was. when these cell shirts came out, black sell shirts. neutral colors so that giants fans could wear them too, it was a feeding frenzy. they were giving out posters, these shirts and fans were indeed united in the cause for today and that was a loud cause, a loud sell the team chant. >> it will be interesting to see what happens in the ballpark. similar to oakland, to see it in
