someone called 91 one, saying a reckless driver flashed a gun. allegedly got out again firing off shots. no one was hurt and the woman was taken into custody for medical evaluation. ama: new development out of vallejo. the city council has approved an emergency declaration over its police departments severe lack of officers. if the shortage continues, the police chief warns the impacts could be dangerous. tim johns has been all over the story this week and he is with us in the newsroom now with the latest. reporter: in a presentation to the council tonight, the city's interim police chief said staffing levels are so low that the department is struggling to keep up with basic functions. it means that the city will be allowed to streamline all available resources to the police department to try to address the stacking christ --

staffing crisis. >> i think we need officers here. it's getting out of hand. reporter: she's lived in vallejo for 15 years. she's experienced issues with police staffing shortages herself. >> i was in a situation where my remake were going off. they took three hours to get here. reporter: the department has a problem with recruiting and retaining officers. >> today, we have 34 patrol officers. no traffic officers and four detectives. reporter: while these issues are especially pronounced in vallejo, they are happening around the country. >> we have h agency report exactly what it is. reporter: department has been under scrutiny. he was criticized for

opinions are mixed. >> it's good for the neighborhood, good for the businesses. reporter: restaurants regarding we can street closures currently in place is clear-cut. >> we don't need the street to be open. >> i like it closed. it brings more business. people can walk out on the street. reporter: the weekend closure went into place during covid as part of the shared spaces program. it's about to end has postponed that decision for a month due to objections like this. >> we need to pay the rent. we need to come back from what we lost. it's a good thing to have a little bit more tables, more people, more money for everybody. reporter: it's not just those from the restaurants who would like to see it stay closed on

the weekends. i talked with those at this chocolate store who tell me they've been packed during these closures. >> i think it brings more people out. it's good. reporter: not everyone feels that way. buses have to be rerouted and more importantly, the sfmta says there are concerns from the fire department about emergency access. some also believe it adds extended delays when driving. >> you have to go 10 minutes out of your way to get where you're going. it was great during the pandemic but we are all trying to move on from the pandemic. it would help us move on. reporter: city leaders will spend the next month trying to come up with a safe, convenient, enjoyable long-term solution. j.r. stone, abc7news. dan: developing news in the summer of strikes from the hotel industry to health care and

hollywood. unions across the country are klein for equitable working conditions as we emerge from the pandemic. ups workers reached a tentative agreement on a new five-year contract after months of negotiations. they avoid what would've been the largest single employer strike in u.s. history. that will not happen now. kaiser health care workers were out on the picket lines for a statewide day of action over increasing staffing. of course, the major strike of hollywood actors and screenwriters rolls on. supporters will hold a rally tomorrow here in san francisco outside city hall. for one of the bay area's most iconic brands, employees at three local pizza -- pete's coffee locations are looking to unionize. workers met today to vote on whether they want to join the union. the hope as it would allow them to fight for standard base pay rate and safer working conditions. the stores are the pete's on telegraph and piedmont avenues

and the one on telegraph in berkeley. pete's says it's committed to providing a safe and healthy work environment. ama: it's our mission to find ways we can help build a better bay area. we are highlighting breakthroughs including a new effort to prevent traffic deaths and injuries. alex lee has introduced a new bill to set a standard no parking area near intersections and crosswalks. it's known as daylighting and it's an effort to make pedestrians more visible to drivers. >> whether you are driver, bicyclist, pedestrian, you don't have to chance it and not look when perhaps there might be some danger in coming. ama: it would be at least 20 feet from a cross walk or intersection. there are only a few steps left before the bill gets signed into law by governor newsom. our next building a better bay area breakthrough took us to san francisco. the effort to solve the homeless crisis. we went out to see what a day's work is like on the ground.

the sf department of emergency management cares for 7500 on house people, half of them have been placed in city provided shelters. crews are handing out sanitation kits and resources, hoping they will accept shelter. there have been challenges including encampment cleanups and complaints from local businesses. workers say getting everyone housed is a process. >> it just takes time. it's not something that can happen with a snap of a finger. it needs to continue to be worked on. ama: team members can usually get 20 to 25 people into a shelter or with resources in a week. our final breaks tonight is taking us to the oakland airport and what could begin new look at the next time you fly from there. live look at the airport now. there are new proposals that could be the biggest changes the airport has seen in nearly 60 years. plans include an entire new terminal to add 16 gates as well as expanding terminals one and

two. one of the first steps is in the -- the environmental report which was released last week. oakland international is asking for public input before moving forward. dan: the push to revive the iconic bay bridge lights. as you look out live now from our southeast camera tonight. illuminate and a group of artists is making major progress in raising funds to turn the lights back on. they are nearly halfway to their one million-dollar goal for crowdfunding. donors have already committed to paying $6 million. you may have seen the illuminates public artwork around san francisco this summer. including lighting up market street during pride weekend and the laser show on haight tower earlier this month. the latest event is at san francisco's grace cathedral. it starts this thursday through saturday from dusk until dawn. happening tomorrow, opening day at the santa clara county fair. this year, it is running longer than usual.

the fair will run not just three or four days as it has in the past but for 10 days until august 6. we can check out livestock, rides, games, food, and more at the santa clara county fairgrounds in san jose. last year, the events were limited due to the fairground being used for covid testing. ama: rise of the animals. new video of their increasingly frequent charges that humans including a surfboard biting sea otter. a new style of sports game that's now a national sensation. see the savannah bananas make their debut tonight in san jose. larry: the real story was i stands where the champs sell the team. that's coming up in sports.

ama: ronnie james is out of icu tonight. the 18-year-old was taken to the hospital after suffering cardiac arrest. he's an incoming freshman at the university of southern california and medical staff treated him when it happened. dan: hunter biden is set to appear in a delaware courtroom to formally agree to a plea deal. he's is expected to plead guilty to misdemeanor tax charges for failing to pay taxes on income he received in 2017. he has also agreed to enter a treatment and education program for a felony charge involving a gun. if the judge except the deal, he's expected to be sentenced in the next few months. ama: a giant crack in the palisades has caused an emergency closure of a portion of the pacific coast highway in santa monica. crews will remove the column.

the city worries a section of it could crash down into the roadway so they would rather remove it now. >> because of the heavy rains we experienced in december and january, we suspect that that has caused this crack to develop. ama: the city doesn't have an estimate on how much the project will cost. crews will take a look at other sections of the palisades that may need to be addressed. all the routes will reopen by noon tomorrow. dan: stores across the country are reporting a mad -- for rice after a new ban in india. india has banned the export of non-basmati white rice. officials say it's an effort to reduce prices in the country. india is the world's largest supplier of rice. today, officials won the band will drive prices up around the globe which is what has worried shoppers. costco business center in dallas sold almost six pallets of rice

on saturday. ama: ama: parts of palo alto are going to be sprayed to combat west nile virus after mosquito carriers were found in the area. take a look at the map. it is centered around pageill road. spring is scheduled to start at 10:00 on thursday and last for four hours. you don't need to do anything but you can limit spray exposure by keeping doors and windows closed with your family and pets inside. ama: -- dan: more incidents of humans coming face-to-face with wildlife. a florida keys fishing group saw this. >> this is sick. dan: a man spotted orca's swimming beside the boat while he was fishing. there was a lot of blood in the water because the wheels had just finished eating something. in san diego, crowds were rushed off by sea lions at la jolla cove. look at this. video shows animals leaping out

of the water, making sounds to defend their territory. they did not want sunbathers and swimmers near them. there's a problematic trend regarding santa cruz sea otter 841. her popularity has grown since evading capture by wildlife officials after she's been aggressive with surfers. the story has prompted people to get closer to try to check out the auditors. one photographer says it's disrupting their environment. >> probably the most crowded i've seen westcliff drive. most of them just stay on shore. it just takes one or two in a kayak to chase after them to really disturb the whole ecosystem. dan: officials say people should observe the auditors from a safe distance which is about 10 boat lengths away. don't get too close. ama: they live in the ocean. we are just visitors. we need to respect that. dan: time to get a check on the weather. ama: sandhya patel is here.

sandhya: you have a good point. let's take a look at the national pictures since things are so quiet in the bay area. much of the south and central u.s. under heat warnings, whether it be heat advisory's or excessive heat warnings. phoenix, 119 degrees today. that was like the 26th straight day of over 110 degrees. tomorrow, 118. the heat extending up into kansas city. 103. it will be a scorcher. 115 on thursday. salt lake city, 101. 100 and dallas. pretty hot all the way up to the east coast. 93 in new york. 97 in d.c.. on the other hand, we had our one-day warm up with the heat today. now things will be going downhill starting tomorrow. mid to upper 90's and lynn this afternoon but it was a mild 62 in half moon bay.

here's a look at the temperatures. we are hanging onto warm from earlier in the day. inland areas in the 60's and 70's. 54 in half moon bay. high-pressure brought a warm up at this trough is going to start to take control of our weather. we will see more of an onshore breeze. a little more fog as we head toward tomorrow. a little patch of fog at the coast. here's a live view from our east bay hills camera. you can see across the bay. visibility is still good right now. coastal fog spreads across the bay. breezy and cooler the next few afternoons. we are only expecting minor daily fluctuations in those temperatures. tomorrow morning, fog around the bay. toward the afternoon, the fog will pull back to the coast. the rest of you looking at sunshine but definitely a drop-off in those temperatures. mild inland. 60's to start off tomorrow morning. fog along the coast. temperatures primarily in the 50's.

dan: a viral sensation over baseball. a team from savannah known as the fit -- savannah bananas is taking their show on the road and playing in front of a sold-out crowd tonight. ama: lauren martinez was there and shows us it's no surprise that the game draws so many fans. reporter: this sellout crowd packed the stadium in san jose to not just watch a baseball game. but to have fun. thousands of people brought tickets tuesday night to see the team called the savannah bananas . the best way to describe them is

the harlem globetrotters for baseball. >> we couldn't get tickets in sacramento so we were so excited to be able to get tickets here. reporter: the baseball circus brought their characters to the west coast, tickets started at $25 but resale reached $500. >> terrible. reporter: before the shenanigans, there was a meet and greet for families. this resident has been a fan since he heard about the team in 2020. >> i was ecstatic. i was wanting to see them so badly. even though it's for one night, it's really great. reporter: the team started as a college baseball team and eventually turned into the traveling action-packed show. last year, they played 14 games in seven cities. this year, they are playing 86 games and 31 cities. >> the fact that we are able to take pictures and do stuff like that. it's not something i thought i would be doing personally but here we are now. it's unbelievable. reporter: people are willing to
