. police have closed off a large area while they investigate the shooting. we're working to get more details for you on whether the man was armed or what led to this confrontation. here's a live look at the podium where we are expecting officers to address the media. any moment now. we'll bring that to you when it begins. in the meantime, good evening. thank you for joining us. i'm dan ashley and i'm ahmad daetz. >> the other big story we're following tonight, a look inside san quentin following governor newsom's plan to transform it from a state prison to a rehabilitation center. we want to better prepare the residents for success when they leave. >> and to reduce this is the key point and to reduce the chance that they're going to commit other crimes. we do all of that . we will be transcending the usual ideological debate on this. so tonight, abc7 news reporter tara campbell gives you the inside look from the yard to the classroom room. >> the goal is to transform san quentin from a maximum security

prison to a one of a kind rehabilitation center. the state setting aside $380 million to invest in new buildings and training. >> we're actually learning how to code a websites and this is one example of a website that i built over the course of the last couple of weeks. >> willie johnson's been here for more than two decades and says learning to code will serve him well. >> so what we're trying to do is to learn new skills so we can get out there for a second chance. >> coding is one of a handful of education and vocational programs at san quentin, and all of them have long lists. so you're one of the lucky ones. i understand not everybody gets into these programs. >> the waiting list is long. yeah, i was real fortunate to be selected for this. >> each program only serves a certain number of people, and so we have waiting lists at san quentin, and some of them are very extensive. >> so while it would be like going to disneyland, but then you never get to ride the rides because it's too crowded and tearing down this former furniture warehouse is the first step to cutting down those wait times. >> the plan is to build a $160

million campus by the end of 2025. >> what we want to create here is, is not only a more humane lived experience for the residents, more of a connection between the residents and the correctional officers. >> sacramento mayor darrell steinberg is the governor's lead advisor for san quentin's transformation. >> we want to better prepare the residents for success when they leave and to reduce this is the key point and to reduce the chance that they're going to commit other crimes. and this is something that's just an awesome opportunity to really learn because i love music. >> music is healing. it's powerful and it's been a huge part of my journey. >> hanoch rafael is in the audio engineering program. he's also earned a certificate in alcohol and drug counseling. >> i recognize a lot of the guys that are getting out have to have two jobs and so if i'm able to do counseling and one component and also work with music and audio, it's for me, it's the best of both worlds.

>> and jason jones believes bolstering the prison's programs will be a big part of reducing recidivism. um, san quentin is where he learned to code and now he returns to help out. >> i became a media asset for my community, like my first week coming home, i set up a tech program in west oakland and everything, so it was like i immediately became a resource for my community and i didn't expect that. >> tara campbell, abc seven news. there were shots fired on an east bay freeway for the second day in a row. >> this time it happened on highway 24 at pleasant hill road. that's in lafayette. the chp shut down the freeway for nearly half an hour while officers looked for evidence. both cars involved in the shooting took off. the chaos caused a third vehicle not involved in the shooting to crash. the person inside, though, was not injured. it's not clear if the people in the cars exchanged ranged gunfire or if one shot at the other. >> now, keep in mind that happened a day after a naked woman got out of a car near the bay. bridge toll plaza and fired a gun. no one was hurt and the woman was detained. the incident caused a huge traffic jam from

san francisco to the east bay. it's just the latest freeway shooting. the chp says there were about 30 freeway shootings in the first four months of the year. they warn drivers just to avoid confrontation and road rage. if you're confronted on the road, do not engage and create distance for your own safety. >> new developments. two people have been arrested after a vehicle and driving it off. an iconic hill in san francisco. video you're seeing shows the vehicle. it hit a guard rail, then went down the sanchez street steps and landed on its hood on 19 street saturday evening. the suspects left the scene of the accident. police arrested 36 year old kevin nelson and 31 year old jennifer bonham in san francisco's nob hill district on pine street tuesday. both are facing multiple charges for carjacking . king conspiracy receiving a stolen car. bonham faces another charge for reckless driving. >> all right. we are waiting a news conference to start again in this shooting that happened at hunters point. this afternoon. san francisco police chief district attorney, police

chief, rather, is going to speak. let's listen in now. this is something that happened this afternoon when someone say a man was acting strangely when confronted by police officers shortly before shots were fired. we're waiting for this news conference to start, i believe it's about to get underway. let's listen in. >> an 88 year old asian woman was attacked last friday, leaving her with life threatening injuries. and now another. on monday, we had a senior elderly aapi person assaulted in our ingleside district. >> and thankfully, officers responded quickly. and that person has been arrested. today. >> both the police chief and the district attorney were out in chinatown trying to once again commit to the community safety and ensure accountability. >> these crimes that i just talked about, at this point, there is no indication that they meet the elements of hate crime . however, they are still unacceptable. >> but in last friday's attack, just as alarming was the revelation that the alleged perpetrator, james ramsey, now arrested and charged, had served

time for another similar incident in 2021, involved a well known oakland community leader, carl chan. >> i was down on the ground and i was able to push myself up, but my knee was pretty badly hurt. >> ramsey is known to have severe mental health issues. to say that he fell through the cracks is an understatement. following the chan attack, ramsey was sent to the california medical facility in vacaville to be evaluated. but somehow now ended up at the santa rita jail. from there, he was sent to north kern state prison and later released with zero mental health support. the organization anti-police terror project said they tried to place him in several residential programs, but ramsey was either rejected or ran away. >> and the institutions that are supposed to help him said no. so here we are. >> and so we asked the d.a. if ramsey will receive the help he needs if we determine in many cases that somebody is suffering

from a significant mental health issue and that was the root cause of their offense, then we have behavioral health court. >> we can certainly craft individualized mental treatment, mental health treatment programs for them. >> in the meantime, community leaders here say people can no longer remain silent. >> you have to go to court. you have to testify because we're so afraid not to testify. so the case becomes zero. you only hear about in the news. so i think we should encourage people to report it. follow up in san francisco, leanne melendez, abc seven news. >> and our apologies. we got our signals crossed. that's leanne melendez reporting on the san francisco police chief and district attorney in chinatown today dealing with concerns about safety in that community. we are going to go to that live news conference regarding a police involved shooting in hunters point just as soon as it begins, which we expect to happen any moment. >> san francisco prosecutors are reviewing at least 132 active cases involving a police officer accused of having an

inappropriate relationship with an informant. that's according to the san francisco chronicle. the accused officer, christina hayes, is a veteran officer involved in large scale busts of fentanyl dealers. to date, 82 cases have been dismissed along with nine cases in alameda county that crossed jurisdictional lines. hayes was taken off the streets last month over the investigation. >> san francisco has a new budget that the mayor hopes will restore the city's image as a safe place. this mayor, london breed signed the $14.6 billion budget into law today in front of county supervisors. the spending plan includes money to hire 220 new police officers over the next two years. the budget also funds 600 new shelter beds and 400 new mental health treatment beds. there are also new funds to clean sidewalks, remove graffiti and commercial areas. mayor breed says it will improve the quality of life for residents and visitors. >> they will see that san francisco streets are clean and safe. they will see that people

feel safe in their neighborhoods and communities. >> the budget also includes tax incentives for struggling downtown businesses and a plan to recruit new businesses to fill empty san francisco offices . >> all right. now let's get to the news conference. robert rueca is speaking right now. this is regarding the breaking news. that is in san francisco where police shot a man on the street in hunters point. let's listen in. to a public information officer for the san francisco police department on today's date of july 26, 2023, at approximately 2:53 p.m, san francisco police officers operating in plain clothes were making an arrest at fairfax avenue and catalina street. >> during this encounter, a second male unrelated to the arrest engaged these officers. additional officers arrived on scene who were in uniform and arrived in a marked police

vehicle engaged in the second male who appeared to be armed with an item that we believe is a possibly a firearm. um, during this encounter, an officer involved shooting occurred. the male was struck by gunfire. uh- officers rendered aid and summoned medics to the scene who transported the male to the hospital for life threatening injuries. despite the life saving efforts of the emergency responders and the medical staff , the male was declared deceased in the hospital. this incident is being investigated by the san francisco district attorney's office. the san francisco police department's internal affairs division, the san francisco police department's services division, the police accountability, as well as the chief office of medical examiner

. in the spirit of transparency , we, the san francisco police department, will be hosting a town hall meeting where we can we will discuss further details within. ten days. any questions as well? >> the town hall meeting being the bayview, the past town hall meetings have been virtual to allow as many people to attend these meetings at and see the evidence that we are able to display. >> if it is going to change, if that venue is going to be changed, we will notify the public and the media as soon as possible. >> did the weapon that the second person who started seeming to engage this scene, was that a handgun or a or a rifle can you describe that weapon? >> we're not specifying that item that that was seized from the scene as i stated, the second male appeared to be armed

with a firearm. how it was displayed or how it was seen, we are not specifying at this time . >> what was it just to clarify, pulling them over, what was the reason for the stop? >> what was the what was the reason? initial officers who were in the area were making an arrest of a different suspect. >> the person involved in the officer involved shooting. we believe at this time we don't have any information that this person was related to the initial arrest. >> did you guys make the initial arrest? did you guys take the initial person that was being was taking being taken into custody? >> is in custody at this time is a gun or a replica gun, meaning what is the da investigator or would this be an ag bonta thing if it was, let's say, a not a real gun? >> or do we believe it's a real gun that the suspect had at this time? >> we're not privy to that information. everything that's related to this scene is being seized and will be analyzed. and as soon as we have information on to confirm what that item is,

the hottest ticket in town has just gotten hotter after santa clara police and levi's stadium staff said anyone without a ticket to the taylor swift eras tour concert should not come to the stadium. yeah, it was done in response to concerns that swifties without tickets could show up, just like 20,000 of them did in philadelphia. abc7 new south bay reporter dustin dorsey has more on the mania surrounding the upcoming

concerts. are you ready for the bay area? sure is. taylor swift fever is taking over swiftie clara with the first sign of the eras tour appearing in front of levi's stadium wednesday, the official merchandise truck. will open up for fans sometime thursday, but starting friday, tens of thousands of fans will pack the stadium to see taylor swift live here for the first time since 2018. an incredible moment for the city of santa clara and council member kathy watanabe. even the last time taylor swift came to santa clara, she created a lot of excitement. but i think what's different this time, it's almost like this wave is coming across the country with the heiress tour and so every time she comes to a city boom, you know, there's just this great, you know, reaction. the wave has almost arrived and tickets for this concert sold out in minutes. but there are resale offers still available if you want to pay a hefty price. cheapest pair of tickets on stubhub without fees. $1,026 a seat for views like this.

a little more than 22, actually. about. 2400 a ticket for the cheapest floor seat parking will run fans anywhere between 150 and nearly 500 on resale markets as well. and levi's stadium in santa clara. police have made it clear having a ticket is the only way to enjoy the show. no tailgating will be allowed for fans in the parking lots or neighborhoods surrounding the stadium, just hoping to hear the music council member watanabe has fought to overturn this and disagrees with the policy. it's not fair. taylor swift. she's an idol to so many, and this may be the closest. you know, these young girls, these teens and tweens and moms ever get. so, you know, if you do feel the need to come, you know, then come. but at the same time, use common sense. santa clara police issued a major traffic advisory for the area with road closures around levi's starting friday morning all the way until sunday morning. the heaviest traffic in the area is expected from 1 p.m. to 11 p.m. on friday and saturday. anyone attending the concert is encouraged to use public

i guess we are in our stride sometimes we stumble a little bit. we do. abc seven meteorology sandhya patel is here with a forecast. yeah, and we're all humans, so it's okay to stumble. dan and emma. good evening, everyone. let's take a look at a live picture from our sutro tower camera. you see, our free ac is back over san francisco. temperatures. down by 11 degrees in santa rosa. seven degrees cooler. oakland, concord, down six in san jose and five degrees cooler in san francisco. the sea breeze is stronger and that's part of the reason why, along with a deeper marine layer, gusts to 32 right now in oakland and as we go hour by hour, if few are stepping out tonight, grab a sweater. it is going to be gusty, not just near the coast, but breezy in our inland valleys as well. tomorrow morning starting off breezy and then the winds pick up, which will help cool us even more in our inland areas. here are some live pictures from our tower cameras and some beautiful views. for those of you who like the fog, you see it there from sutro tower. blue skies from emeryville to santa cruz to oakland airport.

here's what's going on. high pressure sort of taking a backseat. we are seeing more of an onshore breeze as a trough is passing to our north. and that's going to help to continue to push the marine layer along that you see on live doppler 7 near the coastline. inland temperatures in the low 90s right now, 50s coast side. so quite the range from our emeryville camera seeing a little bit of haze also over downtown oakland right now breezy tonight coastal fog spreads gusty and even cooler inland tomorrow and we are expecting a minor rebound in those temperatures heading into the weekend. so the fog already starting to cross the bay tonight. it will push into some of our valleys tomorrow morning. watch out for that fog. visibility will be especially near the coast and bay. now, in the afternoon, we'll still going to hang on to some of the fog. so it's going to be a slower burn back to the coast. and that means those temperatures will come down even more 50s and 60s on your morning numbers tomorrow afternoon, you're looking at a windy one at the beaches. upper 50s, inland, high temperatures in the mid and upper 80s, breezy conditions

there. you really have to get up towards ukiah and cloverdale to get those low 90s as we check out the accuweather 7 day forecast, notice the breezy cooler weather for thursday. upper 80s inland so dropping a few degrees below average 50s coast side and then those temperatures will come up into the low to mid 90 range as we hit the weekend and very summerlike pattern 60s coast side that wide range continuing as we head into next week. and for those of you who kind of liked that june pattern, which was well below average most of the month and then on wednesday we're going to drop down only into the mid 80s inland. yeah. so quite a change. yeah. warm, but not too too hot. that's right. thanks, sandra. happening in just about 35 minutes, team usa takes on the netherlands in their quest for another world cup title. they are coming off a win in their opening match on friday in which they beat vietnam three nil across the bay area. there are several free watch parties, including at paypal park in san jose and in san francisco at embarcadero plaza.
