happened in the hunters point neighborhood. it started when the man confronted plainclothes officers who were there to arrest another person. when other uniformed officers arrived, they felt threatened by something the man was carrying. >> the second male appeared to be armed with a firearm. how it was displayed or how it was seen, we are not specifying at this time. >> after yelling at the man to drop the apparent weapon, officers fired several shots and killed the man. police held a town hall meeting. dan: a situation in oakland, there are aerials this is the scene at 34th street and west street. there is a white van with major front end damage. here is the view from the ground, as we take you down below. police and firefighters are on the scene. we know there is crash investigation underway. we believe there is more to the story.

we are working on it. we will let you know as soon as we find out what is going on in oakland. thank you for joining us, i am dan ashley. ama: i am ama daetz. a freeway shut down on thousands of people stuck in traffic, the third time in less than a week to happen in the bay area. dan: today it was highway 24 after a freeway shooting. yesterday a naked person with a gun shut down i-80 and 880 by the bay bridge. last friday, the start of a 17 hour shutdown of the richmond-san rafael bridge because of a person having a mental health crisis. incidents like these can make it unbearable. lena howland talked to investigators as well as witnesses. ama: she found advice on what you should do if you find yourself in the situation. reporter: westbound lanes of highway 24 shut down for reports of another freeway shooting, involving two cars for about half an hour wednesday morning, after 11:00.

this comes a day after all eastbound lanes of i-80 were closed on the east side of the bay bridge toll plaza over this. >> this guy has a gun. reporter: michael crawford and his coworker were back to the east after work. they came across a car blocking multiple lanes of traffic. >> i saw her walking around. i was like oh, that is a good. that is actually a gun. >> oh my god. that's a lady. reporter: they noticed this woman, not wearing any clothes, firing a weapon into oncoming traffic. we froze the video as soon as she holds up the gun. >> how do i get out of here. i can't stay here, we have nothing but a wind chill protecting us. reporter: chp says around callers reported a reckless driver on the eastbound bridge. she stopped on the bridge, got out of her car, and started yelling at other drivers with a knife in her hand. she got back in the car, passed

the toll plaza, and got out for a second time. >> she was yelling at vehicles. she fired shots into the air. as other vehicles appeared to be confused to what was happening, maybe there was a crash and they were trying drive around it, as they were driving around, she started firing rounds at the vehicles. reporter: there officers were safely able to safely -- de-escalate the situation. she was taken to the hospital for a physical and psychiatric evaluation, and remains on a 72 hour hold in hospital. >> we know this is someone experiencing a mental health crisis, we also have a crime scene we need to handle. there are rounds that have been fired. reporter: all lanes east of the toll plaza were closed for 12 minutes at rush hour. according to data from chp, from january through mid april of this year, there were 30 freeway shootings in the bay area, 19 of which happened in alameda

county. if your ever involved in a similar situation, their number one piece of advice is to not engage. >> do not engage with them. do that fuel their fire. remove yourself from the situation, get away from that situation, call 911. tell us what is going on, soaking it officers in place. -- so we can get officers in place. dan: new details about a small plane crash or leaving the passengers dead and pilot injured. a preliminary report shows whether could have played a role. investigators say there was no sign of a mechanical malfunction on the plane. they had the weather conditions were conducive to causing carburetor icing. the the faa documents say that could reduce the engine performance. the plane was landing at the san rafael airport, when it crashed on july 8, hitting a 30 foot tall powerline and crashed into a nearby waterway. the man who died was a 59-year-old novato resident.

ama: two people have been arrested after a carjacking of a vehicle and driving off a steep cliff -- cliff in san francisco. video captured it going over roof. the suspects left the scene. police arrested this 36-year-old kevin and jennifer in san francisco. they face multiple charges including carjacking, conspiracy, and reckless driving. the san francisco police chief and district attorney were in chinatown, reaching out to people worried about their safety after two recent attacks of elderly people in the aapi community. >> an 88-year-old asian woman was attacked last friday leaving her with life-threatening injuries. now another on monday. >> we had a senior elderly aapi person assaulted in our ingleside district. thankfully officers responded

and that person is arrested. >> both police chief and district attorney were out in chinatown trying to commit to the community's safety and ensure accountability. >> these crimes i talked about, at this point, there is no indication that they meet the hate crime. >> friday's attack was just as alarming, as the perpetrator is now arrested and and charged, he has served time for another similar incident in 2021, involving a well known oakland community leader. >> i was down on the ground. i was able to push myself up. but my knee was badly hurt. >> ramsey is known to have severe mental health issues. to say that he fell through the cracks is an understatement. following the attack, ramsey was sent to the california medical facility in vacaville to be evaluated. but somehow ended in the santa rita jail. from there he was sent to north current state prison and later

released with zero mental health support. the organization anti-police terror project said they tried to place them in several residential programs, but ramsey was either rejected or right away. >> institutions that are supposed to help him said no, here we are. >> so, we ask the da if ramsey will receive the help he needs. >> if we determine, in many cases that someone is suffering from a significant mental health issue and that was the root cause of their offense, we have behavioral health court, we can certainly craft individualized mental health treatment programs for them. >> in the meantime, community leaders say people can no longer remain silent. >> you have to go to court. you have to testify, because we are so afraid not to testify. the case become zero. you only hear about it in the news. i think we should encourage people to report it. follow-up. dan: we

building a better bay area and raising awareness about the constant housing crisis. a new first of its kind report examines the challenges renters face in unincorporated alameda county. this suggests that almost 1% of the population lives below the poverty line and without a city to enforce laws, many strong -- are struggling. >> renters living in parts of unincorporated alameda county may be dealing with big challenges that other bay area renters do not face. >> even area residents have complained about a worsening housing crisis. >> a new first of its kind report takes a look at problems renters face. a 25 mile wide zone between hayward and castle valley. the report finds 18% of the population of 150,000 live below the poverty line. many in substandard living situations.

reporter: federal prosecutors and the legal team for hunter biden going back and forth as the judge raised the several russians about a plea agreement brokered between the two last month. hunter biden was expected to plead guilty to misdemeanor tax charges and enter diversion program which would've allowed him to avoid prosecution on a separate gun felony charge. a dramatic turn of events when the judge raised her concerns about whether the deal was constitutional. hunter biden plead not guilty. the judge deferring the initial agreement. >> he thought he was walking away clean with this deal. the judge seems to ask them questions where there was not an agreement on what he was giving up. he thought he was walking a way with less liability that the prosecutors were holding over him. reporter: the judge was concerned about the partyie -- the parties linking the task agreement on the gun charge and

whether a provision would grant hunter biden blanket immunity, meaning the government will not prosecute him further. republicans criticized the plea arrangement, calling it a sweetheart deal. those negotiated imp appointed -- by trump appointed u.s. attorney, who president biden cap him in his role. hous said an impeachment inquiry is on the table requited -- related to the hunter biden case but suggests it is not imminent. some members have privately called on mccarthy to focus solely on impeaching president biden over any administration official. while both parties have expressed desire to move forward with the deal, the judge has requested additional briefing from them in the next 30 days before deciding next steps. dan: today we spoke abc7news political analyst jackie speier, to get her take.
