that. justin: a real sticking point for the judge forcing the time out sending hunter biden's lawyers and federal prosecutors back into their corners to iron out a new compromise that meets the court standards. in wilmington, delaware. a courtroom cliffhanger. federal judge maryellen noreika finding a fault in the plea deal issued by hunter biden's lawyers. and the deal calling for hunter biden to plead guilty to two misdemeanor charges for failing to file taxes in 2017 and 2018. prosecutors agreed not to prosecute the young biden for lying about his drug use in a 2018 gun purchase provided he remains drug-free for two years. the judge saying she would not rubberstamp the deal and asking is this even constitutional? many hill republicans slammed

that as special treatment. >> if this was not hunter biden, it is likely he would not have been prosecuted at all. justin: and the judge inquiring that if the deal would have given him immunity for prosecution for other potential crimes he may have committed including business dealings with china and ukraine. when the prosecutor answered no, hunter biden's lawyer risk clark declared the agreement no and void. they ordered both sides to resume talks and return to court in about 30 days with no guarantees that she will accept or deny their new compromise. >> the judges the ult arbiter of the law not to defend the prosecutor rights. justin: hunter biden pleaded not guilty to the tax charges. as negotiations continue, prosecutors tell the dodge -- judgment there is -- of ongoing

changing as a city. hoping the change will be attempted and welcomed by the crowd of people that walk this city. abc 7 news. reggie: san francisco has a new budget the mayor hopes will restore the city image as a safe lace. yesterday mayor london breed signed a 14.6 billion dollar budget to law in front of county supervisors. the spending plan it covers money of 220 new police officers this year, also 600 new shelter beds and 400 mental health treatment beds. there are new funds to clean sidewalks that will remove graffiti in commercial areas. it will improve the quality of life for residents and visitors. >> they will see the san francisco streets are clean and safe. they will see that people feel safe in their neighborhoods and communities. reggie: the budget also includes tax incentive for struggling downtown businesses in a plan to recruit new businesses to fill empty san francisco offices. kumasi: home abbot -- homeless

advocates say they are defying -- san francisco is defying a band for homeless people -- the judge issued an emergency order back in december. they plan to discuss this issue at a hearing in two weeks. the judge has been asked to appoint a monitor to oversee compliance with the order. many on house people have refuse shelter before the items were removed. san francisco prosecutors are reviewing at least 100 32 active cases involving a police officer accused of having an inappropriate relationship with an informant. according to the san francisco pro -- chronicle -- hayes is -- involved in a bust of fentanyl dealers. eight cases were dismissed in alameda county. hayes was taken off the streets this month over this investigation. reggie: there will be a public
