solutions. this is abc seven news up and running the city of hayward's computer networks are back in business after a ransomware attack. >> good evening. i'm ahmad and i'm dan ashley. >> thanks for joining us. the city won't get into specifics, but officials say there was no data breach and that means no personal information was leaked. it's better than what happened in other cities like oakland. a ransomware attack earlier this year dumped 610gb of oakland's data on the dark web. >> the sensitive personal information of thousands of people. so can other cities learn from what happened in hayward? >> abc seven news reporter anzar hassan has the story. >> the computer network is getting back online in the city of hayward following a ransomware attack from the standpoint of the general public , our systems are up and operational, including most every system that people use to transact business with the city of hayward. >> on july 9th, the city detected a cyber attack within two hours, it was able to shut

down the network to assess what happened and how far it reached. >> we have not paid ransom and we don't want to get into anything about knowledge of the identity of the folks involved. >> a declaration of emergency is still in place and the majority of city services have been restored. the exceptions, some library services and residents still can't pay the water bill online. also, the city's computer aided dispatch system, known as cad, was also taken out of service. it's used by the police and fire departments. the >> we do have access to all of the data that is responsible to law enforcement. that is kind of where it stands. >> rule number one is to consider security as an

investment. >> this professor cybersecurity expert. he says how quickly the city was able to get back online demonstrates what one to write. -- right. >> t restoring the virus back again to the systems. >> since 2018 states cybersecurity losses have cost entities $70 billion. schools $3.5 billion. though there may not have been many data breaches, residents who do business with the city should notify their financial institutions and monitor activity. and for other cities to learn. >> this kind of attack and the reaction to the attacks are really a warning signal for

every city in the united states. >> point, three-alarm fire is now a knocked down. it started around 4:45 p.m. it is affecting two city blocks on willow pass road. buildings, cars and plants burned and crews will be on scene for some time. dan: new details on stabbing in san mateo. police responded to the apartments on madison street, just a few blocks from his leg mall. they were there because somebody had called the sheriff's office in nevada to report when you the stabbing on facebook. searched for three hours and eventually found a woman died in an apartment. she had been stabbed to death.

two hours later, they arrested the suspect in san jose for murder. >> it is tough lose someone in our community and for someone to post a facebook video is just hideous and horrible. dan: the victim has been identified. san mateo police said the suspect had known her, but do not have a motive for the stabbing. >> the m san francisco police yesterday had a gun. that was confirmed today by the police chief. the shooting happened in the hunters point neighborhood. the police opened fire after the man approached them when they were trying to arrest someone else. police will hold a town hall within 10 days to share more. dan: two men and a teenager have

been arrested for a series of armed carjacking's and colin -- oakland. this was last friday morning near skyline boulevard. the driver was able to get away. to mayor about what happened. >> it is outrageous. it is disgusting. it has to come to a stop. i note the oakland police department are united to prevent these crimes and right now there are active investigations on the specific case. i cannot comment much on the specifics. there are officers working hard to solve these crimes and hold those responsible accountable. dan: right now there is a public safety meeting in oakland the district attorney and
