kumasi: welcome back. the san francisco police department is seeing progress when it comes to recruiting new officers. departments in the bay area are going the extra mile to try to recruit officers, with extra pay and targeted ads. right now, more than 30 officers are in training for sfpd. in the past three years, we saw fewer candidates. during a town hall, some residents tell abc news they want -- >> we should have higher policeman, because police, by and check on the seniors. i think that is what we like right now. kumasi: a few years ago, the defund the police movement became a new model for public safety that may have had consequences for officer recruitment. reggie: new details about the crash that left a hole in the

side of a cruise ship at pier 27. the group that oversees bar pilots, who steer large ships in and out of the bay, met for the first time since the crash. the collision created a hole in the side of the ruby princess, which needed to be repaired before the cruise could continue. the executive director of the board of pilot commissioner says that bar pilot responsible is still working. >> are they still working as a bar pilot? >> yes. there is no indication that anything that occurred on that day should prevent him from continuing to perform his duties as a state licensed bar pilot. >> does not human error? >> i cannot tell about the investigation yet. reggie: the investigation into what went wrong is still underway. kumasi: the proposed look for the new a's ballpark in las vegas is undergoing changes. the a's director of design has reportedly told the

architectural groups to toss out the first rendering of the new stadium and start over. the las vegas review journal reports the initial signs are not feasible and show the ballpark on a much larger plot of land than the allotted 9 acres. another san francisco landmark is being lit up with lasers. we are talking about grace cathedral. you have to see this. how cool. the lasers are projecting from the roof of the fairmont hotel into the cathedral's famous rose window. this is the last of the summer of awe laser by the nonprofit illuminate. the nonprofit is helping to restore the bay bridge's nighttime twinkle. doors open each night for free from 9:00 to 10:00 p.m. reggie: that is not what i expected. drew: neither. kumasi: pretty.

mateo of the woman whose murder was videotaped and posted online is identified as clara estrella. a person saw the video on facebook and called authorities. within three hours officers found her body in san mateo on wednesday. the suspect was arrested in san jose two hours later. an attorney and legal analyst says the da will likely looking at making this a special circumstances case. >> certainly, the death penalty is on the books. gavin newsom has not exercised those executions but it is still a california law and that does not mean that a prosecutor will not seek the death penalty in the right type of case. reggie: police believe the suspect posted the video online. he was released from prison in 2018. kumasi: public safety concerns were front and center last night in oakland when the police over the top prosecutor came

face-to-face with residents demanding change. gloria rodriguez is joining us in the newsroom with reaction from officials and neighbors. gloria: the issue on everyone's mind at that meeting, rising crime. statistics from the oakland police department show that from the week ending july 23, crime is up 26% year-over-year and many are demanding answers on the da and the police about what they are doing to stop this violence. emotions were high at this public safety meeting in oakland last night. it went over capacity with a line out the door. so many people trying to logon through zoom that the app maxed out. pamela price and resented us from the open please department were at the meeting. some shared their experiences as victims of crimes, being assaulted and robbed at gunpoint and one case that came up several times was the arrest of a group of nine children that

police say were connected to 35 different robberies and the issue of what to do with juveniles who commit crimes. the da saying that counties across the state have been asked to decriminalize young people so the county has adopted that as a policy. she also answered questions from residents. >> is going to take a village for us to really grapple with the issues that concern us all. everybody wants to feel safe. all of us have a story about somebody either us personally or someone we know who got hurt. we need to do better. >> there must be consequences. [applause] it is unreal that there are no consequences for these children. gloria: the naacp's oakland branch is calling on the mayor, the da and public leaders to take stronger action on crime. the organization released a

letter that reads, "we need elected leaders to take responsible action to ensure safety. the best way to start is to declare that we are in a public safety emergency. then marshal resources to address crime and create economic opportunities, training and youth mentoring so people can work and live productive lives." residents expressed many different viewpoints at the meeting but everyone agrees they want to feel safe in their neighborhood. gloria rodriguez, abc7 news. reggie: new developments, plans to enhance the city of capitola in santa cruz county are underway. heavy flooding and storms earlier this year tour through the wharf and local businesses. the city council voted to amend the merrie plans for the wharf enhancement project yesterday. it is a community project where they raise money that would go toward new features in the redevelopment. the city has received state and

federal funding for its resiliency project which will strengthen the waterfront in years to come. leaders say they plan to include a fish cleaning station, a shower for beachgoers and more learning opportunities for kids. kumasi: we are looking at keeping the iconic spanish-style to the wharf with maybe adding a little bit more color, may opportunities for local art. reggie: businesses have since reopened and tourists have overturned that have return -- have returned but the wharf has remained closed. kumasi: the national hot rod association is back in town. tonight the top drag racers in the world will be impeding at sonoma raceway. a legendary driver is still going strong and at 74 years old he is still breaking records and enjoying the ride. >> we are talking about men against women, top fuel, funny cars, bikes, side-by-side, 338
