>> we need a state of emergency. when you have things happening downtown in the broad daylight, on the freeway, you call a state of emergency? lena: after watching governor newsom direct the california national guard, and chp officers to combat the functional crisis in san francisco, these leaders want the same attention given to oakland. >> san francisco did it. london breed reached out to governor newsom and he sent the highway patrol to help them with the crimes they having. we say, we are having worse problems in san francisco. lena: something brenda kristen says has been long overdue, especially after a violent week outside her office at 17th and international. >> we have had a shooting. we have had a murder, and we have had a drive-by. with that being said, i canceled my event for national night out, because the safety of the

community is really important to me. lena: critics raise concerns about over policing, but some say right now, the issue is the opposite. there justren't enough officers. the letter says the city is 500 officers short. the president ofhe oakland police officers association says, "i suspect everyone the overworked, underappreciated and near overwhelmed oakland police officers responding to oakland's violent crime, and residents' calls for help, would agree action by city leaders is overdue. we collectively hope the naacp gets the response we all need." >> i am in full support of the request, the letter. lena: a request for comment from mayor sheng thao went unanswered but once it because says he supports this acknowledging that the city just doesn't have the budget to hire hundreds more officers. >> but we need to enforce the law. that is the area that is missing. lena: in oakland, lena howland, abc7 news.

ama: oakland civilian investigative unit is so understaffed, that it would be unable to fully look into pending police misconduct cases. according to the chronicle, the unit may have to toss many public complaints against opd. the new executive director says that community police review agency needs a plan to fix staffing in order to take on incoming complaints. it hopes to eventually take over the internal affairs division to move accountability into the hands of an independent agency. dan: two people are in hospital after a shooting in the financial district. . police say they found the shooting victims me or fremont and howard street just after 2:00 p.m. they were taken to hospital prudent information about how serious their injuries are. so far,, no arrests. ama: the district attorney's office says it is not causing charges against two people accused of carjacking a vehicle and driving off a steep hill, at this time. police say the charges have been discharged -- not dismissed --

this class, i think 28%. not quite at that are close and better than the last class, for sure. lyanne: still, over all the entire department has a much less, 13.7% of female sworn officers this. , despite the department in 2004 that had the first asian-american woman to serve as police chief of a major city. san francisco and a few bay area police department are aiming for 30% by the year 2030, a pledge they have made through the 30 by 30 nationwide initiative. oakland pd and the san francisco sheriff's office have also signed that pledge. both have work to do to get to 30%. when out in the field commit reports show that the outcomes involving female officers tend to be better. >> there tends to be less instances of uses of force. i have seen, i think in many

ways, they are better leaders. lyanne: women are also more understanding of sexual assault cases. tracy mcrae of the police officers association, believ the department needs to come up with more incentives to make joining more attractive to women, especially for those who are working mothers. reliable childcare is one suggestion. sfpd admittedly has a staffing problem, and she says losing any recruits, regardless of their gender, is disappointing. >> unfortunately, we lose people during the academy, we lose people during the training program. so it is a great place to start. it would just be a great place to end up at. lyanne: the recommended minimum staffing level should be 2182, but the number of officers right now is just over 1500. let me tell you, dan is a 30 years that i have been here, san francisco has never reached that

number of officers. and many say it will be hard to recruit when other police departments the bay area are offering big, big bonuses. lyanne melendez, abc7 news. dan: they are having a tough time recruiting. thank you very much. ama: the city of san jose is warning employees to be aware of popular artificial intelligence that forms like chatgpt. the mercury news sa -- says san jose is one of the first city to restrict guidelines for ai use. is subject to the california public records act, that means anyone can look at how san jose employees use the new ai program. officials are telling city workers to presume anything they submit on chatgpt, could end up on the front page of a newspaper. dan: the city of antioch will spend more than $2 million to clean up homeless encampments. . city leaders voted to approve a plan to gave an outside contractor about $450,000 a year for the next five years. antioch police department has
