one area hit really hard, our nation's capital. take a look at the damage, we have trees down. impassable roads. washington, d.c., saw wind gusts as high as 84 miles per hour. you can see trees completely uprooted, falling across cars, coming through windshields. really a dangerous situation, and it wasn't just the dmv that saw these strong winds. we saw 375 wind reports in kansas. we had wind gusts as high as 90 miles per hour, and these were from two different systems. also, four tornado reports and we can't neglect the heat. take a look at the area hard-hit by the heat today. a little different from the story we have been talking about, but we do have heat advisories stretching from texas to florida. triple-digit heat index values through the afternoon, feeling like 106 in tampa, and as we look at the next couple of days, we're remaining in the triple digits as far as how it's going to feel. dallas, 106 starting work tomorrow. new orleans, 109 for your monday. miami, feeling like 103 degrees tomorrow. gio? >> gio: a lot of dangerous weather across the country. thank you, somar.

to politics now, with less than a month to go before the first republican debate, former president trump on the campaign trail as his legal troubles are mounting. this morning, we are learning more about how he's paying the millions in legal fees. abc news senior congressional correspondent rachel scott joins us now from erie, pennsylvania. good morning to you, rachel. >> reporter: gio, good morning to you. $40 million, that's how much sources say the superpac supporting the former president has paid in legal fees in just a matter of months. all of this comes as investigations into donald trump only intensify. this morning, a new look into donald trump's mounting legal fees. sources tell abc news, the superpac supporting the former president spent more than $40 million on legal costs in just six months. on the campaign trail in pennsylvania overnight, trump bragging about being able to self-fund his own campaign. >> you know, so they call up, these rich guys, they call. i'm richer than they are, but

they call up, and they say -- and i'll put as much money into the campaign as i need -- believe me, if we need to do it. >> reporter: but a superpac is footing the bill for witnesses and close aides who ask the former president for help. much of that money coming from small dollar donations by trump supporters. it comes as trump faces new federal charges accused of not only mishandling classified documents, but directing two staffers to destroy surveillance video in an effort to hide evidence from prosecutors. >> they've broken the veil by indicting me with this ridiculous -- these are ridiculous indictments. >> reporter: trump touting his lead and taking aim at the crowded republican field insisting they are wasting money by staying in the race. >> ron desanctimonious and so many others who are wasting hundreds of millions of dollars that republicans should be using to build a massive vote gathering operation. >> reporter: but with just under a month to go until the first debate, his rivals showing no signs of giving in. among his challengers, his own former vice president, mike

pence, and former u.n. ambassador nikki haley. >> i think we need a new leader. i think he was good then. i don't think he's going to be good going forward. >> we have a choice to make not just as republicans, but as americans. >> reporter: and his biggest rival, florida governor ron desantis, challenging him to show up on debate night. >> should he show up? >> i think he should show up. i think everyone should show up. you owe it to make the case to the people about why you should be president, and at the end of the day, nobody's entitled to a nomination. nobody's entitled to be elected to any office, much less the presidency so, you've got to come. >> reporter: trump brushing off that first debate, pointing to his commanding lead. as for those legal fees, a trump campaign spokesperson tells me the superpac is contributing to ensure representation from what they continue to insist is, quote, unlawful harassment. janai? >> janai: all right, rachel. now let's bring in abc's chief washington correspondent, jonathan karl. it's good to have you with us.

as you just heard, trump on the trail saying that these indictments will not impact his candidacy, but $40 million in legal fees. how true is that? what are you hearing from your sources? >> jonathan: i mean, look. first of all, janai, that is astounding. not just the number, $40 million, sure is a lot in legal fees, but the fact that the campaign writ large -- this is a superpac, his leadership pac, his campaign, that the combined spending from donald trump is -- more is being spent on lawyers than is being spent on television advertising, ground game, staff, all of it combined, and it really hits this point which is donald trump's legal defense and his campaign are really inseparable. this is really now a campaign where he is effectively campaigning to keep from being prosecuted. >> janai: really just a staggering number, and to that point, jon, the former president could be indicted again as early as this week, and for those keeping track at home, there's not only the special counsel's

january 6th probe, but also the one in fulton county, georgia. what are you hearing about the investigations? >> jonathan: don't forget, trump's received a target letter from jack smith related to the january 6th investigations which means an indictment is almost certain to happen. we expect it could happen as early as tuesday this week. fulton county, we are expecting that sometime in early august will return a whole series of indictments, possibly including not just the former president, but several of his top aides all in that effort to interfere with georgia's election in 2020, an effort to overturn that election. so there's more legal jeopardy to come. he could be spending as much time in court as he is -- as he is spending on the campaign trail. >> janai: and jon, before we let you go, looking big picture here, even with these multiple cases, a potential -- another indictment on the way, what does this mean with him running for president again?

will any of this be resolved before next year's election? >> jonathan: we have a trial date for spring in the new york case, remember the new york district attorney case related to the hush money payments. we have a trial date for may in the documents case. re iifictments in the other two that we just discussed, they'll have to fit in somewhere in there, but look, janai. i think the bottom line is it is hard to envision these cases, maybe even any of these cases being resolved by the election next year. >> janai: all right, and could be a busy week coming up. jon, we appreciate you. make sure to tune into "this week" this morning. jon speaks to new hampshire governor chris sununu about the crowded republican presidential field, and whether former president donald trump's new legal challenges will hurt his position as the front-runner. plus, jon has a wide-ranging conversation with actor matthew mcconaughey about his new school safety push following the deadly elementary school shooting in his hometown of uvalde, texas, last year. whit? >> whit: janai, now to the

reports that china may have planted malicious software and key you actuality military bases around the world. the possibility likely to increase recent tensions between washington and beijing. abc's maryalice parks is joining us in washington with the latest. maryalice, good morning. >> reporter: whit, good morning. the administration is clearly on high alert when it comes to these cyber threats and officials have been urging local public utilities that serve military bases to step up their defenses. this morning, a new report from "the new york times" saying the federal government is urgently trying to find cyber malware that could be catastrophic for u.s. infrastructure and military readiness. a national security council official telling abc news in a statement, the biden administration is working relentlessly to defend the united states from any disruptions to our critical infrastructure, including by coordinating inner agency

efforts to protect water systems, pipelines, rail, and aviation systems among others. the biden administration issued a bulletin acknowledging that they have seen an increase in chinese state-sponsored cyberactivity writing that this activity affects networks across u.s. critical infrastructure sectors and urging public utility partners to step up their cyber defenses. >> we're going to continue to evaluate the cyberspace environment. >> reporter: earlier this month, microsoft accusing chinese hackers of that serious breach into email accounts within at least two government agencies. that hack highlighting the need for increased vigilance and stronger defenses within private organizations. >> we have seen nothing that would cause us to dispute microsoft's finding that it was a hacking group out of the prc. >> reporter: the cyberthreat, just one piece of the strained relationship between the u.s. and china. in june, that near collision of a u.s. and chinese ship in the taiwan strait, and in may, a chinese fighter jet flying

directly in front of a u.s. jet midair. secretary of state antony blinken saying the u.s. is working to try to keep things peaceful. >> we're doing that in part, by engaging china, but also as necessary opposing various efforts to disrupt freedom. >> reporter: and just this weekend, the u.s. announced that big $345 million weapons package to taiwan clearly designed in part to make china think twice about any potential attack on the island. gio? >> gio: yeah, that historic weapons package. maryalice, thank you so much. we'll go to haiti now. just days after the u.s. ordered all non-emergency personnel to leave haiti, we are learning about the new international efforts to help address violence in the country. abc's patrick reevell is in london with more. good morning, patrick. >> reporter: good morning, gio. yes, this is potentially a significant breakthrough. kenya has announced it's ready to consider leading a multinational force to haiti to help its police take back control from the gangs that are tearing it apart.

kenya's foreign minister has said it can commit 1,000 police officers to help train and assist the haitian police. an advance assessment team could arrive in weeks. kenya says next a u.n. security council resolution must mandate the deployment. there are still a lot of unknowns and no guarantee that it will happen. a spokesperson for haiti's prime minister says his government has yet to even be approached by kenya with the plan. this comes amid news that an american woman and a child from new hampshire was kidnapped. in port-au-prince. a woman was taken from the campus. the state department is aware of the reports, but it's a reminder of the lawlessness that the u.s. hopes to bring under control. janai? >> janai: not the only kidnapping of americans that we've seen happen there. patrick, thank you for that update. back at home to that dramatic scene caught on camera at a new hampshire beach. a small plane forced to land on the water. look at that there. bystanders and lifeguards rushing to help.

abc's jaclyn lee joins us live now with the latest. good morning, jaclyn. >> reporter: good morning to you, and officials tell us hampton beach gets more than 150,000 visitors on a summer day saying they're extremely lucky no one in the water or on shore was injured during this close call. this morning, stunning video capturing the moment a small plane crashes into the ocean off a crowded new hampshire beach early saturday afternoon. >> an aircraft in the water up from the main beach. >> reporter: the plane nosediving, somersaulting before bobbing in the water. >> it's in the water! oh, my god. >> everybody was in shock. everybody started running towards the plane and, you know, the lifeguards were trying to keep everybody away from it. >> reporter: this woman and her daughter jessica were on a family vacation when it all unfolded and they called 911. >> my first thought was to get the kids out of the water and i saw the whole beach just leave the water immediately. >> reporter: the small fixed wing plane was carrying a banner. miraculously the only person on board, the pilot, survived.

he was rescued by a group of lifeguards. >> the lifeguards do have the pilot out of the water. >> as soon as it landed in the water, our guards jumped right into action. they got to the pilot and they brought him to shore. >> reporter: after the pilot was safe, they needed to get the plane out of the water immediately. this video shows the lifeguards towing the plane to shore. >> and luckily for us, there was no oil, no gas, no liquids from the plane that were leaking. so the quicker we could get it out, the better for everybody. >> reporter: and the pilot only had minor scrapes. the cause of the crash is still unknown. it's being investigated by both the faa and the national transportation safety board. whit. >> whit: jaclyn, thank you. some encouraging signs for bronny james. the eldest son of lebron james seen in public for the first time since his cardiac arrest, enjoying some time with his family. melissa adan has more from los angeles.

melissa, good morning. >> reporter: good morning, whit. it's really an encouraging update for bronny james, the rising basketball star was seen out and about here with his family here in l.a. for the first time since leaving the hospital thursday. he was spotted friday night seen leaving a santa monica restaurant with his family including his dad, nba superstar lebron james. lebron also sharing a heartfelt video of bronny on social media where bronny is seen playing the piano. lebron captioning that post saying, you are amazing. we're here right with you every step of the way. it's unclear when this video was taken, it certainly is sentimental. all of this while bronny is recovering after collapsing at his university of southern california's men's basketball practice. i spoke with a cardiologist just about cardiac arrest and really bronny's condition. the doctor sharing with us really how it's encouraging to see bronny so quickly out of the

icu and really back on his feet. but at this point, gio, it is still too soon to tell how long his recovery will take and really how soon we can see bronny back on the court. gio? >> gio: but it is so good to see him playing the piano there and recovering. melissa, thank you so much. we'll turn now to the sentencing this week for the so-called doomsday cult mom convicted of killing two of her children. a jury in idaho finding lori vallow daybell guilty in may, and abc's morgan norwood has more. >> reporter: lori vallow daybell, the so-called doomsday mom convicted of killing her own two children, now set to be sentenced. >> is lori vallow not guilty or guilty of first degree murder of tylee ryan? guilty. >> reporter: it comes just months after a jury convicted her of killing her two kids,

6-year-old j.j. vallow and rylee ryan. conspiring with her then lover and now husband, chad daybell. now set to hear from her only surviving child, 27-year-old colby ryan along with his sister. this emotional jailhouse phone call played during the triple murder trial. >> lori, did you know what happened to them and didn't tell us? >> reporter: throughout lori's nearly six-week trial this spring, prosecutors argued she and her husband chad daybell murdered her two children because they thought they were zombies. experts expect the judge to zero in on a mental health assessment aimed at proving why vallow daybell deserves a lesser sentence, relying on impact statements for the maximum penalty. >> in idaho, the death penalty is not on the table, but a life sentence is. >> reporter: and lori's current husband chad daybell still faces charges in the murders of her children. that trial is set for next april, janai.

saturday. the russian defense ministry says three drones were intercepted but two others hit a 50-story building in the russian capital. there were no reports of casualties. >> janai: also right now, the national safety board is investigating what happened to a helicopter and a two people were aboard each aircraft. their conditions haven't been disclosed. organizers say the aircrafts belonged to event attendees and were not involved in the air show. >> whit: and terrence crawford is the undisputed welterweight champion in las vegas last night. crawford scored three knockdowns as he dominated the fight. he went on to take the title in nine rounds. he is now being called pound for pound, the undisputed king. >> gio: and we'll start this half hour here with houston police releasing their detailed report into the astroworld tragedy. where ten people died at a travis scott concert.

abc's reena roy is here with the 1,200-page report. and how the timing of the release is raising some eyebrows. reena, good morning to you. >> reporter: good morning to you. scott's first album since the astroworld tragedy was released on friday, and on the same day the report also came out, the public learning new details from that deadly incident. scott's team now questioning the timing of this report's release. [ chanting ] this morning, reps for hip-hop star travis scott firing back after new investigative details were publicly released in the astroworld tragedy that left ten people dead and hundreds injured. >> go, go go! >> reporter: scott's team saying it is outrageous that the houston police department has chosen to resort to tactics that attempt to discredit travis and his team. on friday, houston police put out an investigative report more than 1,200 pages long, the same day scott's new album "utopia" was released. ♪

>> reporter: scott's attorney telling abc in a statement the timing of the houston police department report's release is anything but coincidental. the report includes transcripts of 911 calls, summaries of police interviews, and text messages like these from a security worker saying there's panic in people's eyes. someone's going to end up dead. according to the report, another security worker told police two members of scott's team didn't relay the message to scott to stop the show even after getting a directive to do so, telling hpd the workers resisted the directions they were given. >> just to be clear, this was not a crowd stampede. this was not a stage rush. this was not a crowd surge. this was a slow thing resulting with collapses within the crowd. >> reporter: last month, a jury declined to indict scott and

feud between two neighbors. first responders seen racing to save the victim, and a warning to our viewers that this video is disturbing to watch. this morning, chilling new body camera video showing the moments after a mother of four, a.j. owens, was shot and killed through a closed door in front of her 9-year-old son. >> show me your hands. show me your hands. where's your gun at? >> reporter: police swarming the area detaining the shooter, susan lawrence, the victim's 58-year-old neighbor. >> was there anybody else in the house? >> no. >> can i just get my -- >> no, not right now. >> all right. >> you're not under arrest. you're being detained. >> reporter: meanwhile, first responders racing to save owens' life as bystanders crowd the scene voicing their frustrations. >> i knew when i seen them over here playing today. i knew it. >> reporter: owens' mother says her grandson is still in shock. >> my 9-year-old grandson who was standing next to her when she was shot, he hugged me so intensely last night and said,

call me, you know, if susan tries to shoot you. >> reporter: in june, authorities say children including owens' were playing in a field near lawrence's home when they got into a dispute with her. lawrence also reportedly called sheriff's deputies multiple times to complain about the children in her ocala, florida, neighborhood. >> i think that what she wanted to do was to take the law into her own hands. >> reporter: owens then knocking on lawrence's door. that's when police say lawrence fired a single shot through her closed door, fatally striking owens. >> one single person has truly changed our lives, the kids' lives, forever. forever. it's a lot of grief, a lot of sadness over here. >> reporter: and guys, that neighbor has been charged with manslaughter. she claims she acted in self-defense and has pleaded not guilty. whit? >> whit: elwyn, thank you so much. we do want to shift gears and get another check of the weather and go back to somara theodore.

sending her and five others into the water. friday, one woman died and six people were injured when a boat crashed into a break wall and overturned near chicago's navy pier. that crash happened around 3:30 in the morning. >> anyone operating a boat, you need to know your navigational hazards. make sure you have life preservers on board for everybody. >> reporter: according to the coast guard, 74% of deaths on vessels happen when the operator hasn't received boat safety instruction. now this billion-dollar boating business means more crowded waterways this summer. an estimated 100 million americans go boating each year, and in 2021, an estimated $1.15 million pre-owned boats were sold in the u.s. >> there's way more people on the water. people need to take this more seriously and get some more training. get some more instruction. >> reporter: and states have different requirements for operating a boat on the water, but most offer a certificate kind of like a driver's license, but experts stress it's important to practice, to have that safety plan in place and definitely have enough life
