ama: the annual community building event known as national night out is getting underway in cities across the bay area, to help build partnership between law enforcement and the people they serve and protect. the event is celebrated in 38 million neighborhoods across the country. dan: the investigation continues tonight in the case of a stolen car flying off the sanchez street steps in san francisco. two people were arrested and they face multiple charges, including carjacking, conspiracy, receiving a stolen car, and reckless driving. the case has been discharged, not dismissed. the district attorney explains the difference. >> the probable cause standard that the police use to arrest is
