the developing story. he joins us. live in the newsroom. . reporter: the investigation got going 2.5 weeks ago. a seattle woman says she was kidnapped and driven to a home in klamath falls, oregon, 450 miles away, a 7 hour drive. the fbi says the woman was chained up in the cinderblock cell and sexually assaulted. investigators say the homemade cell was located in the garage and shared a few pictures. that is what you see. they say there was only one lightbulb. she managed to escape and get help. the suspect was this 29-year-old, who was arrested in reno, nevada, he has lived in 10 different states. the fbi tells me within the past hour, he lived at numerous locations in the oakland area from 2012 to 2018. this morning, the fbi gave details about how the seattle woman freed herself.

>> the woman fought for her life, beating the doors and the walls of the cell, bloodied hands. through her perseverance, she broke free and waved down a passing motorist asking for their help to call 911. the victims focus, her will to survive triggered a law enforcement response that may have saved many other women from a similar nightmare. reporter: he has multiple aliases, including justin, which the fbi says he went by for most of his life or has gone by. investigators believe there are potentially more victims. they are asking them to come forward. a federal grand jury indicted him today for the alleged kidnapping of that seattle woman. abc news has learned he is accused of drugging victims drinks and impersonating police officers.

in a bust. melanie woodrow is on the story. reporter: a nationwide effort to combat human trafficking resulted in the identification or arrest of more than five dozen suspected human traffickers, and more than 100 individuals accused of child sexual exploitation. 17 individual operations were conducted over a two week two. local agents arrested individuals. >> rescuing children has been a top priority for the operation. there are kids that are living in our communities, in our streets, and they are not for sale. reporter: the fbi says the operation rescued a total of 200 victims of human trafficking and located 59 minor victims of sex trafficking and exploitation. the district attorney says california leads all other states in were boards of human trafficking to the national

human trafficking resource center accounting for 13% of reports in the last year. >> the crime is a problem here in california. reporter: victims identified were offered immediate crisis intervention to begin their journey out of human trafficking. >> when they met with five survivors that they, they had an impact. there was a voice for them that may not have existed prior, someone who could speak for them. >> more than anything, talking them through what is going on and bill that report and relationship with the victim -- builder that report and relationship with the victims. reporter: they identified 17 victims. three illegally owned gums were seized. ama: in investigating a kidnapping at 8:15 this morning. a person was forced into a car on east 15th street. the police have not said if the victim was a man or woman. if you have seen anything, you're urged to call the police.

dan: antioch is trying to decide if the city council or manager should hire the next police chief. the next meeting will take place on tuesday, according to our media partners. right now, the city manager appoints and the supervisor supervises the chief. but antioch has lost its city manager and other key positions. antioch chief stephen forbes last day will be august 11. ama: the california highway patrol is investigating a freeway shooting yesterday afternoon on 880, the sea breeze says it located three victims -- chp says it located three victims. no suspects have been identified. dan: the man charged with attacking nancy pelosi's husband appeared in federal court today. david was accused of breaking into the home in san francisco last october. his attorneys asked the judge if they can access the home to inspect the crime scene. government prosecutors opposed it, calling it an extreme

violation. the judge said she will probably not decide until next week. they have pleaded not guilty to state and federal charges. the trial is set to start november 9. paul pelosi is expected to testify november 13. law enforcement in washington dc is preparing for an unprecedented moment in american history tomorrow, when former president donald trump will be arrested and arraigned for a third time. trump was indicted yesterday on four federal accounts, related to his efforts to overturn the presidential election results. our reporter has more on the indictment and what is expected in the days ahead. >> the attack on our nation's capital on january 6, 2021, was an unprecedented assault on the seat of american democracy. reporter: in this 45 page indictment, the former president faces four counts of conspiracies, related to obstructing the peaceful transfer of power.

dan: cable cars, synonymous with san francisco recognized around the world, it started in 1873 with an innovative idea to navigate the city's hills. ama: san francisco celebrated 150 years of the iconic mode of

transportation. lyanne melendez was there. they are still here, thanks to a bit of help from women. reporter: who would have thunk. you know, we knew that senator dianne feinstein, when she was mayor in 1982, campaigned to save the cable cars. before that, there was at least one other. we also discovered how being a female grip change the life of one woman. it's a bucket list experience, to ride on a cable car. some are unaware that they have been rescued from the year oblivion, a few times. right now, the cable car only exists in the city and county of san francisco. let me tell you why, because of women. reporter: when city leaders wanted to embrace new cars and freeways in the 1940's and 50's, san francisco social light for no close men and her women led group, campaigned to preserve

the cable cars. >> sure. reporter: they were so internationally known, celebrities like mick jagger stepped in to help then, mayor feinstein, to refurbish the fleet. >> thank you. reporter: without feinstein's campaign in 1982 to raise $60 million from the private sector and from the federal government, the cable cars would have likely disappeared. citing health issues, senator feinstein was unable to attend today celebration in downtown san francisco. >> in tribute to her, we would not be here, if she had not made that strong step when she was mayor of san francisco, to save the cable cars. reporter: another woman who muscled her way to become in 1998, the first female cable car grip was fanny may barnes. >> growing up in a small town in georgia, my mom told me, you can

reporter: before we get to the investigation tonight. you can see the cranes and crews are here, taking down the scaffolding of that building. we can tell you there has been a community leader in hayes valley that says, a handful of fires were set up octavia corridor that involve people in nearby tent encampments. >> we are going to wait for the investigation and see what happens. we have a history of cause for concern. reporter: the intense fast-moving fire the dotted -- gutted the vacant building remains under investigation. the building is under construction for the past year. we spotted the property owner in yellow. she did not want to talk on camera but told us she is working with the insurance company. jennifer, president of the hayes valley neighborhood association, alerted city leaders again about fires along octavia boulevard. the city of san francisco data

shows there were 32 calls of service from the fire department along octavia this year for outdoor fires. alaska sent this letter to city leaders on may 30 documenting three fires by octavia hickory. these are of another fire on gender 16th at the same construction site -- january 16 at the same construction site that burned down. >> there fires to keep warm. reporter: the supervisor dean preston got the letter and elevated it to different city departments. >> that was two months ago. we have not heard anything since. it's just completely unacceptable. reporter: mayor london breed responded to concerns. she posted on social media that, first we cannot jump to conclusions about the cause of the fire. the, mayor posted second we are addressing these encampments, we are under a federal injunction that limits our ability to move tents, even when people refuse

shelter. some people have pointed out issues low -- like our slicing. i want to be clear, city workers will work to prevent these dangerous conditions when they see them and are reported. this man says he is moving out of the neighborhood after three decades. he says the fires are part of a bigger problem. >> it does not seem like they are willing to do anything about it. when anything is reported, the crime in this neighborhood has increased over the last four or five years. the homeless situation is out of control. reporter: tonight, another look at all the crews at work. summer moving -- some are moving the scaffolding. this section of octavia and oak will be closed, at least until the scaffolding is removed. dan: suzanne, thank you. pg&e is scrapping its tree trimming program, once seen as a

key to fire prevention. the wall street journal reports, it has conceded the $2 billion effort was ineffective. the utility will focus instead on new power lines that shut off within a 10th of a second when branches or other objects touch them. industry officials say that may mean more power for pg&e customers. the lines will be sensitive. the utility began the program in 20 after the power lines sparked a series of major wildfires. ama: are going to be going up. dan: which increases our fire danger. sandhya patel is here. sandhya: especially when we have triple digit heat temperatures coming up this weekend. for the time being, fire danger is lower because of the higher humidity. this is actually good. let's take a look at a life picture from our san jose camera, where the sun is mixing in with clouds. you may have noticed this morning, some roadways were damp. immeasurable drizzle, half moon
