>> building a better bay area, moving forward, finding solutions. this is abc7news. dion: it's a stunning scene at -- that fbi agent stumbled on. a woman locked in this his path can be traced right back here to oakland. good evening. thank you for joining us. ama: the details coming out are just hard to believe. the fbi said the case is alarming even for the most seasoned investigators. dan: there are a number of other victims out there. j.r. stone jumped on the story as soon as it broke. ama: what he's hearing about the suspects. reporter: i've been talking about this case with those online not only here in the bay but also in oregon. people are second and shocked.

the suspect is locked up in nevada and will soon be transported back to oregon to face one count of kidnapping, one count of transportation with sexual intent. we are learning more about those connections here to the bay area. you are looking at what the fbi says is a homemade cinderblock cell. agents believe the 29-year-old used it to lock up a woman he had kidnapped in seattle. they say he klamath falls oregon. >> she alleges she was kidnapped, shackled, sexually assaulted. reporter: the woman spent a few hours in that cell before escaping. >> the woman fought for her life , beating the doors and walls of the cell with bloodied hands. reporter: she was able to wave down a passing motorist who called 911. fbi agent's say he was located

and arrested a day later in this walmart parking lot in reno. those with the fbi want you to take a close look at his picture. he lived in oakland from 2012 to 2018. in the last 10 years, has lived in 10 states. he went by justin for most of his life before making a legal name change according to officials. he also went by --. >> to date, he's been linked at least four sexual assaults and for -- in four other states. we believe there may be more victims. reporter: the fbi said he had several different methods to gain control of his victims including drugging their drinks, pretending to be a police officer, and soliciting the services of sex workers and then violently sexually assaulting them. a reason why those with the fbi are asking for anyone who knows him or has spent time with him to go to their website and fill out a short form or call them.

since august of 2016, he has lived in california, oregon, colorado, utah, new york , new jersey, alabama, nevada. if you may have been victimized, the fbi is asking that you go to their website to fill out a form. there's a link to that site on our page. j.r. stone, abc7news. ama: new developments in addressing the issue of public safety in oakland. the chp will be sending officers at the mayor's request. 880, things are running smoothly tonight. that hasn't always been the case . it's just one of the freeways in oakland where we've seen shootings in recent months. in july, a boy was hurt in a shooting on 580. residents calling for outside help. we sought while we were out last week's fiery town hall meeting with oakland police and alameda county district attorney pamela price. the calls were loud and clear.

this exchange happened as police explained how they respond to crimes. >> we see a stolen car. we can't chase. at the end of the day, they just go. we are fortunate at times. yes sir. i understand. my officers just can't. don't care how many police you poor into this the of oakland. ama: six chp officers and a sergeant are going to be deployed in oakland. it's unclear win. dan: an ongoing hazmat situation in the east bay. a death penalty for a mash shooter. a celebration of a san francisco icon and more. it's part of tonight's news to know. here you go. people are still evacuated in san palo tonight because hundreds of boxes with hazardous materials were found in a backyard shed. the home is on stanton avenue near giant highway and it could take at least a full 24 hours or longer before the scene is cleared and residents are allowed to return home. the fire captain says the house belongs to a former chemist. >> identifying the actual containers. identifying the fluids in those containers. proper containment and transport from the area in which they were found. they were not stable.

cannot and should not exist in a residential area. reporter: a jury voted to sentenced to death the gunman who killed 11 people in the worst anti-semitic attack in u.s. history. robert bowers was convicted of 63 counts for storming a synagogue in pittsburgh in 2018 and targeting the victims because they were jewish. he will formally be sentenced on thursday and survivors and families of the victims of the massacre will be allowed to make statements. bowers is the first person to be sentenced to death under the biden administration. -- coffee is closing its original location. the chain says it decided not to renew the lease for the store in the mission district. employees will be offered work at a dozen other film shots -- shops in san francisco. i happy francisco's icons. the cable car. they started rolling up and down the city's hills 150 years ago

fall and the marine layer expands. big changes coming for the weekend. dan: thanks a lot. pg&e is making an about-face and how it plans to prevent future fires. the utility telling us they are scrapping a tree trimming program it once thought was a fire protection. as abc7news reporter tim johns explains, many are worried they are still left in a dangerous spot. reporter: a strategy for pg&e in their battle against wildfires. after four years and $2 billion in money spent, the company says it's moving away from its enhanced vegetation management program. that program was a supplemental tree trimming operation that cleared access vegetation from power lines. the utility jeep giant stressing that while it's axing this program, normal maintenance work won't stop. they say, the essential work of our trained pg&e arborists and contract vegetation management cruise to keep trees away from power lines will continue.

the announcement is unwelcome news to many who worry it could lead to more unnecessary wildfires. >> it is disingenuous talk about keeping you safe or well dialing back visitation management programs. it rings hollow. reporter: william lost his home in sonoma county and 2017 to a fire that was not caused by p&g any. he says he worries the potential of more fires could cause home insurance rates in his area to increase. >> state farm has left the state . allstate has left the state. farmers has increased their insurance by 45%. this is due to pg&e causing wildfires. we are talking about them as if they are separate is theirs. reporter: pg&e plans on relying on other fire prevention tools. those include new equipment, instantaneously shut off problematic power sources, new power poles, and burying 10,000 miles of wire.

the company addressing questions about their efforts during a virtual town hall wednesday night. >> there's a ton of work we want to do on the system. there's only so much work that we are able to do in any given year. reporter: acceptable to some but not others who say they want quicker solutions. >> that's going to cost billions and billions of dollars and take well over a decade. reporter: tim johns, abc7news. ama: in the east bay, a water main break because bad flooding at a sinkhole in alameda. you are looking at the damage now. this was around 6:30 toward the corner of high street. the homeowner rushed to move his car. >> my wife saw water coming out in the street. i thought it might be from our house. i came out in front. the street was closed up about a foot and a half and water was gushing out. a river down the street.

reporter: of words between gavin newsom and ron desantis. they could exchange barbs on a stage together in the near future. desantis accepted newsom's challenge saying, i'm game, let's get it on. newsom sent a letter proposing november 8 or 10th that would air on fox news and be moderated by sean hannity. the spokesperson for newsom responded saying, desantis should put up or shut up, anything else is just games. ama: the third criminal indictment against former president donald trump. in his role in overturning the 2020 u.s. election. a federal court is preparing for

trump to be fingerprinted and charged tomorrow. the charges allege he knew he lost the election but was determined to stay in power, spreading lies to keep the white house. his former vice president mike pence reacted to the indictment" trump telling him, you are too honest. >> i want people to know that i had no right to overturn the election. and what the president maintained that day, and has said over and over again over the last few years, is completely false. i've been very clear. i hoped it wouldn't come to this. ama: the presiding judge is an appointee of former president obama who has handed down tough sentences to january 6 defendants. dan: there's a bit of international currency trouble between mexico and the united states. the peso is getting stronger while the dollar is getting weaker. that means every dollar being sent is covering less to help close friends and family members in communities in mexico.

southbay reporter lauren martinez has the story. reporter: money transfers to mexico are not going as far as they once used to. the owner of k and j suites in san jose sense her cousin in mexico $100 a month. she says she helps a little to at least buy some food. right now, one u.s. dollar is worth 70 mexican pesos. that means if you sent $500 a year ago, it was worth 10,000 pesos. now sending $500 is worth 8500 pesos. she said right exchanged $100 before. today she would have to send 150 or $200. otherwise it won't be enough. she does feel she needs to send more. for the last 10 years, -- helped 170 small business owners get a start. 80% are undocumented. >> your employees want more

money. you need more money for yourself. how do we balance that? this is what they are encountering. reporter: people are sending the same amount of money that's worth less and it costs more to live there. >> it happened during the pandemic. they were raising their interest rates to combat inflation so that's when it started. the whole paso movement. we didn't increase our interest rates until recently. we've been so aggressive but we didn't do anything for a long time. that's the balance you are seeing. reporter: mexico is the second-biggest receiver of remittances behind india. lauren martinez, abc7news. ama: a potential medical breakthrough in the early detection of breast cancer. more than 40,000 women in the u.s. die from breast cancer each year. researchers have designed a wearable ultrasound device to detect breast tumors. one of the inventors joined us earlier. >> this device can be a part of

system to help men become better fathers. i spoke with the founder about why this work is so important to him. >> it's great to be with you. thanks for coming on. >> thank you. i appreciate the invitation. dan: you go into san quentin every monday and exposed these men to your ideas and your coaching. what else does man-to-man do on a daily basis? >> man-to-man works with cyprus medela training center which is an apprenticeship program, teaching men how to become carpenters, electricians, plumbers, concrete masons. we are teaching them life skills on top of that. dan: skills like a social and communications conflict resolution, anger management, and how to connect with emotions. stuart, who wrote his thesis on reconciliation through fatherhood training, says that studies show as much is 90% of

the social problems here and in other countries is directly related to the lack of positive father figures at home. man-to-man doing powerful work in our community. ama: very useful. let's get a check on our weather. dan: sandhya patel is here. sandhya: that's a great story. let's talk about el niño. we've heard that el niño is expected to continue to impact us this winter. as we check out what's happening you're the equatorial pacific, you will see right here. week el niño right now. warmer than average sea surface temperatures near the equator. meanwhile, we have cooler than average waters. as a result, you are thinking, what el niño. believe it or not, we have that warmer water well off the coast line here. the climate prediction center is saying there's a greater than 90% chance that el niño continues this winter. it's looking like it will be a

moderate to strong event. as far as weather will be remains to be seen. it depends on how this evolves over the coming months. stay tuned. one thing is for sure. look at these temperatures. low to mid 50's. not what you would expect around this time of year. they are running lower than where they should be. when the wind is coming off the ocean, it's feeling chillier. onshore wind pushing the marine layer along. it's pretty healthy. this is a time lapse from earlier tonight. that wind flow with the trough overhead just continuing coming off that ocean, blowing toward the land. at night, you are feeling that chilly breeze out there. 36 mile-per-hour winds in san francisco. 23 at rio vista. we will continue to see breezy conditions tomorrow morning. wind ramping up. by 4:00, over 30 miles per hour in oakland, san francisco, hayward.
