hour-by-hour, coastal clouds, patchy fog. we will get sunshine in most cities today. the coast stays thick in that cloud cover. our warmest areas only in the upper 70's to lower 80's. the breeze is back again. it's gusty at times. temperatures more than 10 degrees above average. a warming trend does move in for the weekend. let's check in with sue. >> we are starting off with an outside look at the freeway as you make your way from the golden gate field section all the way through to berkeley and emeryville. you see big gaps in the headlights. moving at a good clip. over to the golden gate bridge yesterday, shrouded in fog. today, not so much. did not need the windshield wipers. there was down to one lane southbound. that has picked up and is looking good. no major stalls or accidents.

40 minutes from tracy into dublin. it's windy over the altamont. >> thank you. new developments in oakland. officers will be deployed to address public safety issues. interstate 880 is one of the freeways in oakland where we have seen shootings in recent months. in july, a boy was badly hurt on 580. the violence has led to residents calling for outside help. we saw it ourselves at a town hall meeting. the calls were loud and clear. listen to this exchange between police and the audience. >> so we see a stolen car. we cannot chase either one. they just go. so we are fortunate -- yes, sir. i understand but my officers will not break policy. we just cannot.

>> get the highw the national guard -- >> it is hard to hear it but the man was saying ask for the highway patrol and national guard to come in. they will get some of that because the mayor asked for help from the chp and the governor granted it. the city will also be getting license plate readers. not everyone agrees that more policing is the answer. >> if our elected officials are serious about public safety, then we need to address the things that are pushing people into the underground economy. we need to address mental health. we need to address poverty. we need to address lack of housing and jobs. until we do that and seriously, i don't care how many police you pour into the city of oakland. >> a total of six chp officers and a sergeant will be deployed in oakland. it's unclear when that will happen. >> san francisco city leaders will share more information about safety priorities in the tenderloin. the san francisco d.a. and

police chief will hold the town hall. you can attend the event for free but you are asked to register first. the event begins at 6 p.m. >> san francisco bay's force is cutting jobs in ireland. the cuts will impact about 50 sales and customer service positions. salesforce currently employs about 2100 people there. earlier this year, the company announced plans to shed 200 jobs in ireland to reduce its global workforce by 10% or 8000 positions. we are keeping track of tech layoffs because of the impact on the bay area and you can too. we have a tracker on our website. >> new details on the massive fire and others in the hayes valley neighborhood. the fire broke out on oak street tuesday morning. abc7news learned from san francisco city data there have been nearly three dozen calls to the fire department for outdoor

fires along the hayes valley/ octavia corridor. the president of the hayes valley neighborhood association says she's alerted city leaders multiple times. these pictures show a fire under the construction site in january. >> there was a fire that someone started to keep warm under the scaffolding of that construction site. >> supervisor dean preston received her letter and says it was elevated to different city departments. mayor breed responded to statements, responding we are working to address the cameras but are under a federal enjoyment -- federal injunction that prevents us from moving tense. in san pablo, a hazmat situation has forced people from their homes for 12 hours, as police, firefighters, specialists and a bomb squad work to remove the material. it is between giant road, miner

avenue, 11th street and street. lena howland is life with the latest. >> good morning. first responders have been unseen since about 2:00 in the afternoon yesterday. as you can see behind me, they are still here at this hour, meaning these roads are still blocked. first responders originally responded to the scene as a gas leak but when they got here firefighters, police and hazmat experts found questionable materials in a backyard shed in a house belonging to a former chemist. no word yet on what those questionable materials are. officials say it was in a number of containers and this material is believed to be unstable. our camera crew witnessed the bomb squad suiting up and going to work. we are told resolving this situation may take some time, which is why evacuations are still in place. >> identifying the fluids or

materials in those containers, getting proper and containment and transfer. they were found in the area where they were not stable and cannot and should not exist in the area. residents as few as 20 feet from the shed. >> evacuation zone. it covers a block in each direction around the house with the hazardous materials. evacuees are being told to go to the contra costa community college gy the last update we got from officials was this area is still considered to be a hot zone and fire investigators were expected to be here until at least midnight investigating all -- although those evacuees were told to plan for at least 24 hours away from home. lena howland, abc7. >> the trial date is set for the

man charged with attacking nancy pelosi's husband. david the pap appeared in federal court yesterday. he's accused of breaking into the pelosi home in san francisco in october. they have asked the judge if they can get into the home to inspect the crime scene. government prosecutors opposed the walk-through, calling it a violation of privacy. the judge says she probably will not decide. paul pelosi is recovering from the attack. >> he's coming along. it will take him a couple more months but thank you for asking. i said, more people are praying for you in the world, so you have to get better. >> the trial is set to start november 9. paul pelosi is expected to testify november 13. depap has pleaded not guilty. >> former president donald trump will appear at a federal courthouse in washington, d.c., facing charges in his alleged role of attempt to overturn the 2020 election.

increase. by noon, you can see the winds in spots gusting close to 30 miles per hour. they will strengthen a bit even more as the day rolls on. by 3:00 p.m., we will see winds gusting 30, 35 miles per hour. that onshore flow again is going to keep temperatures cooler than typical. it's also leading to a cooler start compared to this time yesterday. we are waking up to temperatures in the 50's for the most part across the region. here's a live look at sfo. it is foggy from this vantage point but unlike yesterday our marine layer is not as thick. we are not getting any reports of drizzle. we will likely see sunshine faster compared to today. sun and clouds through lunchtime. the big take away by 4 p.m., another day where temperatures are above average -- are below average. breezy and 60's and 70's away from the coast.

it cost $2 billion. pg&e says that while this program is ending, normal maintenance work will continue. a man lost his sonoma home to a fire. he's worried this will have an impact on safety and insurance costs. >> state farm has left the state. allstate has left the state. farmers has increased their insurance by 45%. this is due to pg&e causing wildfires and we are talking about them as if they are separate issues. >> pg&e stresses work to prevent fires does continue. that includes installing equipment to shut off problematic power sources, installing power poles, and burying wire. >> crews will be out in santa clara county tonight, spraying insecticide to combat west nile virus.

here's a look at where they will be in sunnyvale and santa clara. mosquitoes in this area and milpitas have tested positive for west nile virus. crews sprayed part of the city overnight. the insecticide is safe for humans but officials say you can limit exposure by closing doors and windows. the spraying is expected to last about four hours starting at 10:00 tonight. >> you will not have to leave your seat to get a snack at oracle park. they are launching a partnership with uber eats that will allow you to order food from concession and have it delivered to your seat. oracle is the first offer the service on the west coast and the second across all major league stadiums to offer this. >> single-game tickets for the warriors 2023 preseason go on sale today. to attend the game -- if you attend the game, you will have a chance for some cool giveaways. 10,000 fans will get these bobbleheads at each of the games on october 18 and 20.

ryan curry in the newsroom this morning. when you see the picture, it's chilling. >> good morning. the details coming out of this case are hard to believe. in fact, the fbi said this case is alarming even the most seasoned investigators. you are looking at what the fbi says is a homemade cinderblock cell. agents believe he used it to lock up a woman he kidnapped in seattle. wednesday, they say he then drove 450 miles to oregon. they say the woman was shackled and sexually assaulted prior to escaping. she was able to wave down a motorist who called 911. investigators say he lived in oakland from 2012 to 2018, but in the last 10 years lived in 10 states. they say he's connected to other sexual assault cases. >> according to the complaint, the woman fought for her life, beating the doors and the walls of the cell with bloodied hands.

to date, he's been linked to at least four sexual assaults in four other states. we believe there may be more victims. >> the fbi says he had several different methods to gain control of his victims, including drugging their drinks, pretending to be a police officer, and soliciting the services of sex workers and then violently sexually assaulting them. authorities arrested him in reno, nevada. he faces charges of kidnapping and transportation with sexual intent. the fbi is asking anyone with information to contact them. in the newsroom, ryan curry, abc7news. >> a san pablo neighborhood has been evacuated as authorities deal with a hazmat situation in a backyard shed. this started yesterday afternoon off giant highway and may not wrap up. lena howland is in san pablo with what we know.

outside this morning, not nearly as foggy on the golden gate as it was this time yesterday. it's breezy. you can see the flag is moving. we have a strong breeze in the morning, like we have now. it helps to mix out the fog. we have some foggy spots along the coast, patchy fog in parts of the east bay, but it's not as overcast as yesterday. it is cool for august, breezy today, 70's, good air quality. below average away from the coast. mountain view coming in at 69. sunshine compared to yesterday but it is cool and breezy with temperatures in the 50's and 60's. we will need that light layer. the north bay below average but comfortable. 70's and 80's with bright sunshine and good air quality. the east bay mainly in the 60's and low 70's to fremont.
